REF.: Schedule IV / Schedule V of Offshore Safety Rules SUB: Guidance note on !!lication for "onsent# for $o%ile drillin& Ri&s While applying for consent for mobile drilling rigs, the Operator is expected to include the information as mentioned below. Items, of Schedule IV / Schedule V, which are not covered below are self explanatory. In case of the information, which is provided in soft copy form in !"#, it$s location should be clearly specified by giving the file name, section/sub%section no. and page no. against the item no. in Schedule IV / Schedule V. Refer: IV ' / V ( &he Safety 'anagement System S'S# should include the following critical elements ( - )a*ard identification, control of ha*ards / establishing barriers - !ontractor safety - !ompetency of personnel - 'anagement of change - +mergency ,esponse -lans - 'aintenance practices for ensuring mechanical integrity - Operating procedures - Incident reporting and accident investigation - -erformance monitoring of S'S goals. audits. management review# - ,egulatory re/uirements in the form of legal register - Organi*ational structure for )S+ management In case of hired rig/company owned rig on O0' contract, S'S document of both the company and the contractor to be provided. 1ridging "ocument between the operator and the contractor, for interface management, should also be provided. Refer: IV )% / V *a 1esides the general description and broad specifications of the rig and its systems, with suitable layout diagrams, include details about the control measures which are in place for identified ha*ardous situations ma6or accident ha*ards# such as uncontrolled well flow including shallow ha*ards#, fire incidents, encountering )7S, stability where applicable#, collision etc. +Basically de$onstration of ris, control-. )a*ardous area classification ,ig 8fit%for%purpose status$ evidence in the form of valid certificate of class for intended ser.ices. Refer: IV ( / V / "etailed re/uirements of well s# based on anticipated down%hole pressures, planned depth, well profile, well architecture, water depth etc# such as anticipated maximum loads, well control e/uipment rating, etc .is010.is capabilities of the rig which is proposed to be deployed. Refer: IV /a / V 23a Information on well control e/uipment ( 1O- stac3, diverter assembly, ! and 9 manifold and 1O- control unit etc. available on the rig. Well control manual, including information regarding establishing and maintaining barriers at all times 4during all phases of well drilling overbalanced drilling and managed pressure drilling# and completion5 along with contingency plans to restore barriers. -olicy of periodic inspection 0 maintenance and control e/uipment. Refer: IV 22 / V 25 &hese include interface management between rig and platform when rig is deployed on a production platform# % helicopter operation, crane operation, vessel movement, diving operation etc in the vicinity of the rig. On a rig, on stand alone basis li3e on an exploratory location / sub%sea well#, the precautions to be ta3en during operations li3e helicopter movement, vessel movement, diving etc which fall under the ambit of simultaneous operations# are to be documented and be part of the operating procedures manual under S'S. !opies of such procedures are to be submitted. ma6or over haul of well
