Those were the words of Ofsted regional director Matthew Coffey when describing how Southampton is rocketing up the education league tables. Five years ago the city was failing to provide an adequate education to the majority of its children, according to performance figures and school inspections. Now, however you look at it, the city is on the up. In its annual report the schools watchdog has heralded Southampton as an education authority that is making impressive strides in delivering quality teaching and learning at schools that are increasingly being rated as good or outstanding the top two inspection categories.

IT IS a success story that is being built on all the time.

Success story
Figures released as part of the schools watchdogs annual report reveal that more youngsters than ever are being given a good or outstanding education, putting Southampton in the top half of all authorities in the country that have the most good or outstanding primary schools. According to the latest figures, 81 per cent of primary schools in Southampton are ranked in the top two categories up from last years figure of 64 per cent. It puts the authority in the top three of local authorities in the south-east region and equal 60th when compared with schools nationally. Mr Coffey said: I think there is a real success story to be told in Southampton, that is clear from every piece of data, particularly at primary level. Of all the local authorities in the region, only two others have more schools in the top two categories, that is a really strong success story. The news was welcomed by Cllr Sarah Bogle, Cabinet member for childrens services. She said: I welcome the improvement in the city and I think it reflects t h e ambitions w e h av e

FOSTERING a can do attitude at Townhill Junior School is what head teacher Mark Sambrook puts at the heart of his schools turnaround. In 2011 the Benhams Road school was criticised for failing its pupils by not delivering an acceptable standard of education and was put into special measures. But remarkably just a year later the school was rated as good by Ofsted, who said it had witnessed one of the most rapid improvements by a school. Mr Sambrook, his staff and the governors were credited with carrying out a root and branch review

of all practices, and as a result children were making progress exceeding expectation. Speaking to the Daily Echo, Mr Sambrook said: I think the school had lost its way and was struggling to remember what it was all about. We have broadly the same staff as we did two years ago and it has been about instilling a clear direction about what we wanted to achieve for our children and ensuring that everyone was behind that. Ofsted regional director Matthew Coffey said that Townhill Junior School encapsulated the recent Southampton success story.

for Southampton which I feel is shared across the political spectrum. Although we know we are doing good things in Southampton, it is important to get that external validation that backs that up from Ofsted. We now have eight national leaders of education who work in o t h e r areas i n the

region along with the two teaching schools which do great work in sharing good practice amongst our schools.

Poor perception
I think that has been at the heart of our successes, that we all move forward together. And when something goes wrong we move quickly to turn it around. Historically there was a poor perception of the city in terms of education but that is changing and we are doing it all together rather than in fragments, which could so easily happen with all the pressures, tar-

gets and complexities of the education system. However, work still needs to be done on raising the standard of all secondary schools in the city, with 66 per cent of all schools in the category achieving a good or outstanding rating that puts the local education authority at joint 109th nationally for the quality of secondary school education. Across Hampshire 79 per cent of secondary schools are ranked in the top two categories, putting it joint 60th nationally. Councillor Peter Edgar, Hampshire County Councils executive member for education, said:

league tables. Currently, about 700,000 children are being taught in schools where behaviour is not up to scratch, figures suggest. Jason Ashley, head teacher at Redbridge Community School rated as outstanding by Ofsted said: There is much truth in Sir Michaels comments. High quality learning cannot take place when there is low-level disruption. Schools must continue to build a positive ethos based on aspiration. This is the daily message we make clear at Redbridge Community School.

A BACK to basics approach is what Chamberlayne College of the Arts head Ewan Scott puts at the heart of its success. The underachievement of the school has been turned around and now Chamberlayne has earned its place among the best schools nationally for the progress of its pupils, particularly those who receive free school meals. This year the school celebrated its best ever GCSE results, with next years cohort aiming to do even better. It is instilling that drive and ambition among students and

staff that is also at the core of Chamberlaynes success, according to Mr Scott, who is pictured with pupils getting their exam results. He said: It is essentially a back to basics approach. We focus on what matters. We set realistic but highly aspirational targets for all students and we make sure everyone connected with the school understands where that target comes from. We have had constant training for the past two years which has meant that the quality of teaching in the school has

significantly improved, with poor teaching being almost completely eradicated and the proportion of good and outstanding teaching increasing to just under 80 per cent. He added that by closely monitoring each students progress, insisting on excellent behaviour and celebrating successes, improvement has followed. On being recognised by Ofsted, Mr Scott said: It was further recognition that what the staff and students are doing every day is the right thing and we will continue to do that.

THE ISLE OF WIGHT


WHILE there was much to celebrate on the mainland, the Isle of Wight was ranked among the worst performing local education authorities in the country, with just 14 per cent of secondary schools ranked as good or outstanding. At primary school level 71 per cent were in the top two categories. At GCSE level the authority was the second worst across the whole country.

It was a situation described as scandalous by Mr Coffey, who said that the Island represented one of the biggest challenges for the region. In a bid to turn around its fortunes, Hampshire County Council has now taken over the education provision on the Island, a move that Mr Coffey said had already seen action plans for improvement being put in place.

Hampshire offers a high quality of education and this has been borne out by todays Ofsted

report that shows more Hampshire schools than average across the country have been

judged good or outstanding. While this is good news, we are not complacent and will continue to work closely with our schools to drive for high standards. Ofsteds annual report makes some points that are as relevant to Hampshire schools as any others and we have taken full note of these in order to ensure that they are addressed in all of our school improvement work. Mr Coffey also added that more work needs to be done on closing the gap between achievement by youngsters from disadvantaged backgrounds and pupils from more affluent backgrounds.

WHAT ARE SATS?


THE figures published today are the results of Key Stage 2 tests that all pupils in England and Wales take at 11 years old, at the end of their primary education. This year the traditional English test was replaced with separate reading and writing tests.

FOR the first time primary school children in Southampton have exceeded the national average when it comes to making the grade.

The benchmark is for pupils to achieve a level four mark in all assessments. Figures are also recorded in areas of improvement including how many youngsters have made two or more levels of progress between the ages of seven and 11.

Figures show that 77 per cent of 11year-olds in the city have hit the benchmark targets at their Key Stage 2 assessments, known as SATS. They are now within one percentage point of neighbouring Hampshire, where 78 per cent of pupils at county schools achieved the same feat at the end of Year 6. Standards across the board are continuing to rise in all markers, with not only the number of children reaching the benchmark level four grade but the majority also making the expected two levels of progress while at the regions primary and junior schools. This year is the first time the citys schools have topped the national average and demonstrates beyond doubt that we are making good progress. This is a clear message to parents that schools in Southampton are improving all the time and are providing the citys children and young people with the opportunities they deserve. Id like to restate my thanks to our head teachers, their staff and the school governors for their dedication and commitment, as well as to parents for their support. There is still no room for complacency we remain absolutely deter-

mined that every child in the city should receive the best possible education and that Southampton is increasingly seen as a place where parents want to send their children to school. I believe we are making good progress towards these ambitions.

Congratulations
Hampshire counterpart Cllr Peter Edgar added his congratulations to the countys schools and said that they are continually striving for improvement. Cllr Edgar said: These results reflect the high standards and hard work of our children, teachers and local authority staff. These children have now started secondary school with the tools to be successful in this

phase of their education. We are ambitious for our schools and the pupils who are educated by them. To this end we continue to support and challenge Hampshire schools and they continue to achieve high standards and strive to improve further. Some 87 per cent of Hampshire children achieved the nationally expected level four or above in mathematics, 88 per cent in reading and 84 per cent in writing. An impressive 22 per cent of youngsters secured the higher standard of level five in all three subject areas. The cheers were particularly vocal at Merdon Junior School in Chandlers Ford, where staff have managed to turn the school from one that was failing in the eyes of Ofsted, to one with some of the best results in Hampshire. In January 2012 the school was placed in special measures but today it can celebrate achieving results well above national expectations, with 88 per cent of its Year 6 pupils making the expected grade. Head teacher Jo Walker, who was appointed in April 2013, said: Merdon is a rapidly improving school. The children are at the heart

of all our improvements and our strength lies in the commitment shown by all stakeholders. We have worked hard to improve the quality of teaching and learning that all the children receive. The results of this show good or better progress in all year groups. As a school we still have further work to do. We aim to have more outstanding learning taking place and the new curriculum that is in place is just one of the ways in which we are achieving this. We are proud of our achievements and are striving to achieve and attain even higher in the future its an exciting journey. Staff and pupils at Otterbourne were also celebrating success, with 95 per cent of its pupils hitting the mark. Head teacher Alison Langrish said that everyone connected with the school shared the same pride. Every child deserves the best teaching, in the best environment possible, to learn and achieve as highly as he or she can. That is what we are all committed to deliver, in a way that engages, excites and challenges, she said. Continued on page 10

Continued from page 9 Last year Thornhill primary was crowned the most improved school in the whole country, and that progress shows no sign of letting up. This year again saw record breaking Key Stage Two results with 90 per cent of youngsters achieving the bench mark level four across the board. Headteacher Kerry Harris said: We are absolutely delighted with the fabulous pupil achievement and progress once again at Thornhill. As a primary school we have secured rapid improvement and excellent outcomes at the end of Key Stage two, showing a marvellous upward trend. Despite the changes to the end of year testing and assessment procedures, there is no question that we are continuing to build on the success of progress overtime. Personally, I am over the moon that our pupils are leaving not only in line but above national expectations; thirsty for learning, ready for the next steps in education. Well done and thank you to all the children and staff for working together to be the best they can be. Her words were echoed by leading primary school headteacher Liz Filer who leads Bassett Green primary school. Pupils there also notched up an impressive set of results, with 87

Ms Filer said: On a personal note from our schools perspective we are delighted with the results and I think they show that even schools which are serving more disadvantaged areas doors are open to all children and achievement is possible across the board. We dont see children as a piece of data but as the person that they are, each one capable of great achievement. I know from the primary side headteachers and staff have been working tirelessly with dedication, commitment and enthusiasm to drive up those standards and that is paying off. There is always room for improvement and we will be turning out attention to the areas where we still need to improve, we are always looking towards that next step up.
