1.0 KIBAHA EDUCATION CENTRE Kibaha Education Centre is a multi-purpose Educational Institution that is located in Coast Region (Tumbi area) about 40 kilometers (24 miles) West of Dar es Salaam along Morogoro Road. This Centre started in 1963. Kibaha Education Centre (KEC) was established through Act No.17 of 1969. The overall objective of the Centre as originally conceived was to combat three enemies of development. 1.1 DIRECTOR OF ADMINISTRATION & HUMAN RESOURCES 1 POST - (READVERTISED) 1.1.1DUTIES AND RESPONSIBILITIES Head the Human Resources and Administration Directorate. Provide advice and support to Executive Director, Directors and staff on human resources related matters. Lead and oversee the implementation of all processes pertaining to human resource management functions. 2

Lead and oversee the implementation of all administrative processes and procedures. Provide advice on interpretation, application and exceptions of human resource management related policies, regulations and rules. Administer payroll. Administer and provide advice on salary and related benefits, travel, and social security entitlements, Determine and recommend benefits and entitlements for staff on the basis of contractual statuses. Facilitate the understanding and implementation of the open performance review and appraisal system (OPRAS). Prepare reports and participate and/or lead special human resources projects. Enlighten staff on labor laws and policies in relation to their rights and responsibilities. Oversee the implementation of occupational health and safety policy and procedures at the workplace. Facilitate for harmonious working environment in collaboration with the workers union to attain organizational objectives. Facilitate the implementation of all processes related to staff welfare. Organize, prepare agenda and take minutes of management committee, workers councils and other meetings as required. Prepare personal emolument budget of the centre. Act as internal consultancy on matters related to human resources & administration. Performs any other duties as may be assigned by the executive director

1.1.2QUALIFICATION AND EXPERIENCE Masters Degree either in Public Administration or Human Resources Management from any recognized University/Institution. Ten years working experience of which five years must be in a senior managerial position. Competence in implementation of Laws on system and experience in managing multidiscipline institution with career such as Health, Education, and Community Development is an added advantage. 1.1.3REMUNERATION Attractive remuneration package in accordance with the Institutions Salary Scale PGSS 20 1.2 DIRECTOR OF PLANNING AND ECONOMIC DEVELOPMENT 1 POST (RE-ADVERTISED) 1.2.1DUTIES AND RESPONSIBILITIES Head Planning and Economic Development Directorate. Answerable to the Executive Director.

Develops, plans, organizes and implements marketing strategies to promote Centre as an ideal business and industry location through presentations, correspondence and meetings with individual investors and business owners, organizations (public and private) and all economic development clients or prospects interested in the Centre ( Chief Planner of the Centre). Promotes business and industrial development through personal contacts with community leaders, management officials of existing business and industry, industrial real estate community, area and state agencies, etc. Directs initiates and coordinates development and marketing plans for the Centre's products and all other available industrial and commercial sites and buildings. Participates in Centre's comprehensive planning process involving recommendations and strategies for improvements to Centre services, facilities, utilities and related resources. Facilitate the development of a Centre economic development plan including vision, goals and objectives. Research and provide recommendations on Centre economic development opportunities. Identify opportunities for Centre economic development in order to development sectors, projects and initiatives, Secure funding for economic development activities and programs Co-ordinates Centres long, medium and short-term plans. Prepares feasibility studies. To assist the Executive Director in controlling funds, human resources of the Directorate. Monitors projects implementation. Carries out periodic review and evaluation of projects and recommend accordingly. Advises Executive Director on all matters concerning Projects of the Centre. Preparation of Development and Recurrent budget. Carries out any other duties as assigned by the Executive Director.

1.2.2QUALIFICATION AND EXPERIENCE. Masters degree either in Economics, Business Administration or Project Planning Management or its equivalent. At least 10 years working experience in investments/ economic/ planning activities of which five years should be in a senior managerial position of the relevant field, or any equivalent combination of training and experience which provide the required skills, knowledge and abilities. 1.2.3REMUNERATION Attractive remuneration package in accordance with the Institutions Salary Scale PGSS 20

1.3 CHIEF OF PROCUREMENTS & LOGISTICS MANAGEMENT 1 POST - (READVERTISED) 1.3.1DUTIES AND RESPONSIBILITIES Head Procurement Management Unit and other related staff Answerable to the Executive Director. Co-ordinate all matters pertaining to purchasing and stores. Supervision and co-ordination of purchasing and stores functions in all Directorates. Prepares stock taking and inventory. Prepares the required periodic purchasing and stores reports. Advices the Executive Director in all supplies and Procurement matters. Assume duties of Secretary to the Tender Board. Prepare annual general procurement plans for the Centre. Manage all procurement and disposal by tender activities. Coordinate and authenticate prepared tendering documents and implement Tender Board decisions. Approve prepared statements/documents of requirement. Perform any duties as may be assigned by the Executive Director. 1.3.2QUALIFICATION AND EXPERIENCE. Masters degree in Business Administration(Procurement and supply/supply chain management) with Certified Procurement and Supplies Professional(CPSP) or its equivalent At least ten years working experience of which five years should be in senior position. Must be registered by Procurement and Supplies Professionals and Technicians Board (PSPTB). 1.3.3REMUNERATION Attractive remuneration package in accordance with the Institutions Salary Scale PGSS 19. 1.4 CORPORATE LEGAL OFFICER 1 POST - (RE-ADVERTISED) 1.4.1DUTIES AND RESPONSIBILITIES Head the Legal Unit. Advise the Management on legal and regulatory implications of any proposed policies. Monitor changes in various legislations and take appropriate actions. Vet all legal documents emanating from outside the Centre in which the Centre is/will be part. Supervise drawing of draft contracts and other legal instruments. Prepare legal briefs on cases involving the Centre and represent the Centre in court. Perform any other duties as may be assigned by Executive Director.

1.4.2QUALIFICATION AND EXPERIENCE. Masters degree in Law from a recognized University/Institution. A practicing Certificate as an advocate with ten years relevant work experience five of which must be in a Senior Managerial Position. 1.4.3REMUNERATION Attractive remuneration package in accordance with the Institutions Salary Scale PGSS 19. 1.5 HEAD OF PUBLIC RELATIONS AND COMMUNICATION UNIT 1 POST (RE-ADVERTISED) 1.5.1DUTIES AND RESPONSIBILITIES Head of the Public Relations Section. Coordinate all publicity activities in compliance with the Centres Policies. Provide support to implementation efforts with respect to the introduction of a new courses or review of existing ones. Plan, develop and implement Public Relations (PR) strategies of the Centre. Research, write and distribute press releases to targeted media. Oversee the production of the Centres Prospectus and other publicity materials. Approve information prior to publication on the Centres website and other print and electronic media. Handle protocol and other arrangements for the Centres dignitaries. Perform any other duties as many be assigned by Executive Director. 1.5.2 QUALIFICATION AND EXPERIENCE. Masters degree either in Mass Communication, Public Relations or its equivalent from a recognized University/Institution. Ten years working experience five of which must be in a senior managerial position. 1.5.3 REMUNERATION Attractive remuneration package in accordance with the Institutions Salary Scale PGSS 19.

1.6 POULTRY PRODUCTION MANAGER 1 POST - (RE-ADVERTISED) 1.6.1DUTIES AND RESPONSIBILITIES Head Poultry Production Unit. Implements Poultry Production policy of the Centre. Advices on matters concerning Poultry Production. Prepare the budget for the Department and supervises its implementation. Controls production and expenditure of the Department. Markets Poultry Products in the most efficient way possible. Co-ordinates research on poultry in the farms. Facilitates small holders education on poultry keeping. 6

Evaluates the farms performance from time to time and issues the required periodic reports. Evaluates performance of all workers of the Department. Control the Department Finance. Controls input-output relations for the Department. Custodian of all the assets of the Department including their maintenance. Performs any other duties as may be assigned by the Supervisor.

1.6.2QUALIFICATION AND EXPERIENCE. Master of Science either in Animal Production, Animal reproduction and biotechnology, Livestock or its equivalent. At least Nine years working experience of which four years should be in a senior position in Poultry farming. 1.6.3REMUNERATION Attractive remuneration package in accordance with the Institutions Salary Scale PGSS 19.

1.7 DAIRY FARM MANAGER 1 POST - (RE-ADVERTISED) 1.7.1DUTIES AND RESPONSIBILITIES Head Dairy Farm Unit. Answerable to the Director of Planning and Economic Development. Ensures that Natural and Artificial inseminations are carried out relatively and advice the Executive Director on matting systems and seasons. Organizes feeding regimes and ensures concentrate supplements to the classes of animal entitled. Implement pasture development, management and utilization and advices Executive Director as suitable grazing systems. Supervises farm recording and ensures that proper farm records are kept. Orders and make following-up of purchases and ensures that animal feeds concentrates and additives are always available. Supervises milking work and sales of animal products and maintains a proper record of the same. Ensures that all animals are labeled and maintains an inventory for the same. Maintains a proper record of newly born calves, newly bought cattle and death cases. Prepares monthly reports of his work and submits the same to the Director. Prepares the Unit budget. Performs any other duties as may be assigned by the Supervisor. 1.7.2QUALIFICATION AND EXPERIENCE. Master of Science (Livestock Production) or its equivalent

1.8 SMALL INDUSTRIES MANAGER 1 POST - (RE-ADVERTISED) 1.8.1DUTIES AND RESPONSIBILITIES Head Small Industries Department. Answerable to the Director of Planning and Economic Development. Identifies trendsetter ideas by researching industry and related events, publications, and announcements; tracking individual contributors and their accomplishments. Locates or proposes potential business deals by contacting potential partners; discovering and exploring opportunities for small scale Industries. Screens potential business deals by analyzing market strategies, deal requirements, potential, and financials; evaluating options; resolving internal priorities; recommending equity investments for Industries. Develops negotiating strategies and positions by studying integration of new venture with company strategies and operations; examining risks and potentials; estimating partners needs and goals. Closes new business deals by coordinating requirements; developing and negotiating contracts; integrating contract requirements with business operations for Small scale Industries. Protects Industries value by keeping information confidential. Enhances organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to order accomplishments. Prepares monthly reports of his work and submits the same to the Director. Prepares the Unit budget. Performs any other duties as may be assigned by the Supervisor. 1.8.2QUALIFICATION AND EXPERIENCE. Masters degree either in Economics, Mechanical Engineering or any other related field. At least Nine years working experience of which four years should be in a Senior Managerial Position. 1.8.3REMUNERATION Remuneration will be according to the Institution Salary Scale PGSS 19.

1.9 INFORMATION & COMMUNICATION TECHNOLOGY MANAGER 1 POST (RE-ADVERTISED) 8

1.9.1DUTIES AND RESPONSIBILITIES Head all ICT Services operations. Ensuring the Development and implementation of ICT strategy. Ensuring ICT standards & Guidelines are developed and implemented Over-see the Centres ICT systems and information security. Prepare and administer financial budgets for ICT services. Ensure ICT Contribute towards the achievement of Institution Strategic goal Establish and Manage Technical Network Architecture that will Support MIS Application Develop and maintain the KEC website, intranets and any other electronic media. Participate in seeking new knowledge, skills and technologies. Plan for all ICT related purchases including hardware, software and related software licenses. Recommend appropriate ICT training for all Centres staff. Provide for technical expertise in technical projects or acquisition in which the Institute may be involved. Ensure compliance with policies and procedures related to security, confidentiality and data protection Perform any other duties that may be assigned by Supervisor.

1.9.2QUALIFICATION AND EXPERIENCE. Masters degree either in Computer Science or Information Technology or its equivalent from a recognized University/Institution Seven (7) years working experience of which three (3) years must be in a senior position, Specialized Certification in ICT will be an added advantage .

1.10 RESEARCH & DEVELOPMENT MANAGER 1 POST - (RE-ADVERTISED) 1.10.1 DUTIES AND RESPONSIBILITIES Responsible to the Community Development Director. Design operational and development plans of the Section and set Strategic plans for implementation. Prepares the Section budget Prepares the college monthly, quarterly and annual reports. Coordinate all resources of the section so as to attain the goal effectively and timely. To direct, follow-up and implement plans for short courses, extension services, research and development and finally giving feedback to stakeholders. 9

Evaluate the Section operation activities from time to time. Ensure a sound inter-sectional relationship and co-operation within the Section. Advises Community Development Manager on all matters concerning operation of Research and Development Section. Advises Community Development Manager on how to get appropriate and adequate resources for making research on plant and livestock diseases. Advises Community Development Manager concerning plans for short courses, extension services, Research and Development and finally disseminate to the Stakeholders Research and Development outcome done in various sections. Performs any other duties as may be assigned by the Supervisor.

1.10.2 QUALIFICATION AND EXPERIENCE Masters degree either in Economics or Community Development At least Nine years experience of which four years should be in a senior position. 1.10.3 REMUNERATION Attractive remuneration package in accordance with the Institutions Salary Scale PGSS 19. 1.11 HEAD OF KIBAHA GIRLS SECONDARY SCHOOL - 1 POST - (READVERTISED) 1.11.1 DUTIES AND RESPONSIBILITIES Head Secondary School. Responsible to the Education Services Director. Manages the activities of Secondary School. Supervises division and allocates work to teachers and non-teaching staff. Controls the internal organization, management and Discipline of the school. Ensures that all teaching staff are well supplied with teaching materials to enable them perform their duties and do the good standards expected from them. Encourages and assists teaching staff and non-teaching staff to go for training and re-training. Prepares the School budget. Prepares the School monthly, quarterly and annual reports Fosters good relations in the whole school. Supervises self-reliance projects in the School and ensures that all funds from such projects are properly accounted for. Performs any other duties as may be assigned by the Supervisor. 1.11.2 QUALIFICATION AND EXPERIENCE. Masters degree either in Arts, Business Administration or Science (Education). At least Nine years working experience in managerial position of Educational nature of which four years should be in a senior position 1.11.3 REMUNERATION 10

1.12 NURSING SERVICES MANAGER - 1 POST - (RE-ADVERTISED) 1.12.1 DUTIES AND RESPONSIBILITIES Keep and maintain good morals of health services providers of Tumbi Regional Referral Hospital according to rules and regulations of health provide committee. Supervise implementation of nursing ethics and quality services are adhered to within Tumbi Regional Referral Hospital. Conduct researches based on health providers and their results so as to improve health services within the Hospital. Advise health services Manager concerning with improvement of patients services and welfare of the Hospital. Supervise all staffs under health services departments and give out the solutions concerning with provision and improvements of services to the patients. Supervise storing and distribution of health equipment, to understand the situation and exact number of beds in the wards and supervise welfare of inpatients. Prepare health services providers strategies for short terms and long terms. Translate policies and regulations of health providers according to Ministry of Health and Social Welfare. Supervise patients exemption within the Hospital. Ensure that high standard of patients cares are maintained within the Hospital at all times. Help the Health Services Director in preparing budget of the Hospital. Manage records keeping of inpatients and outpatient. Perform other activities assigned by Supervisor. 1.12.2 QUALIFICATION AND EXPERIENCE. Masters degree in Nursing. 1.13 CLINICAL SERVICES MANAGER - 1 POST - (RE-ADVERTISED) 1.13.1 DUTIES AND RESPONSIBILITIES Coordinates and oversees all direct and indirect patient services provided by clinical organization personnel. Provides guidance and counseling to coordinators and Team manager to assist them in continually improving all aspects of hospice care services, provided through organization personnel. 11

Assists in managing clinical teams and planning. Provides help in assessment, planning, implementation and evaluation of patient and family/caregiver care to all clinical personnel as indicated. Assists the Health Services Director in the preparation and administration of the organizations budget. Interprets operational indicators to detect census changes and increases or decreases in volume that could impact staffing levels, revenues or expenses. Assist in evaluating performance of clinicians. Conducts annual evaluations on clinicians, or more frequently of indicated. Oversees the maintenance of patient clinical records, statistics, reports and records for purposes of evaluation and reporting of organization actives. Assures proper maintenance of clinical records in compliance with National laws. Responsible for the maintenance of adequate and appropriate inventory supplies and equipment for the provision of patient services. Plans and implements in-services and continuing education programs to meet education and training needs of organization personnel. Assists with evaluation of organizational performance via performance improvement program, productivity, quarterly and annual reviews. Assures for the quality and safe delivery of hospice services provided through the Organization. Assist in the development of organizational goals. Develops, recommends, and administers Organization policies and procedures. Says informed about changes in the field of nursing and hospice care; shares information with appropriate organization personnel Promotes hospice referrals in the health care community. In the absence of the Health Services Director, the Head of Clinical Services will become the acting Health Services Director and will be vested with authority to act in behalf of the Health Services Director. 1.14 PRINCIPAL KIBAHA CLINICAL OFFICERS TRAINING COLLEGE - 1 POST (RE-ADVERTISED) 1.14.1 DUTIES AND RESPONSIBILITIES Head Kibaha Clinical Officers Training College Responsible to the Health Services Director. 12

Responsible for the day to day running of the College. Ensure that the college is run according to the directives issued by the Ministry of Health from time to time. Ensure that instructions to students are properly done and such students are provided with all essential training materials at the college. Ensure that students are provided with training in practical at Tumbi Hospital. Controls the internal organization, management and Discipline of the college. Ensures that all teaching staff are well supplied with teaching materials to enable them perform their duties and do the good standards expected from them. Prepares the college budget. Performs any other duties as may be assigned by the Supervisor.

1.14.3 REMUNERATION Attractive remuneration package in accordance with the Institutions Salary Scale PMGSS 14. 1.15 HOSPITAL ADMINISTRATIVE MANAGER - 1 POST - (RE-ADVERTISED) 1.15.1 DUTIES AND RESPONSIBILITIES Responsible for management of health services within the Hospital. Following KECs policies, Health Secretary Plan, organize, direct, control and coordinate medical and health services in hospital. To ensure smooth running out-patient clinics and running day to day administrative activities. He/she see that the Hospital operates efficiently and provide adequate medical care to patients. He/she acts as liaison between Health Management Team, Medical staff and supporting staff. Participate in the recruitment, hiring, and preparation of Training Programs. To ensure fiscal operations such as budget planning, and performance appraiser. Interpretation of Treasury, Ministry of Health and Social Welfare Directives, policies and Circulars. Keeping of Health records. Writing of the Hospital monthly, quarterly and annual reports Advice on payment of bills. Arrange for Transport of referred patients to Muhimbili Medical Centre. Analysis of health Data Performs any other duties as may be assigned by the Supervisor.

1.15.2 QUALIFICATION AND EXPERIENCE. Masters degree in Health Services Administration from an accredited college or University. 1.16 SUPPORTIVE SERVICES MANAGER - 1 POST - (RE-ADVERTISED) 1.16.1 DUTIES AND RESPONSIBILITIES Ensure that best treatment option has been chosen and work with health care professionals like doctors to form the most effective treatment for the patient. Work with the physicians and nurses and other health care professional involved with the patients case to create an effective drug treatment. Ensure the medications are given under sterile conditions and the drugs are stored according to drug container specifications. Ensure proper follow up of guidelines created within the hospital and they must be properly communicated to the staff. Create and implements all strategies, policies, procedure and best practices needed to support the optimal performance of laboratory facility. Ensure compliance with organizational as well as government regulation by ensuring that the facility is properly sanitized and that all required record are maintained in a satisfactory manner. Should ensure that provision of radiological services are of the highest quality whilst ensure best possible outcome for patients at all times. Ensure implementation of nationally recognized radiation safety protocols. Coordinate with other heads of departments to improve patient care. Ensure smooth running of work schedules in operating theatres. Oversee quality care for patient in operating theatres. Ensure smooth running of mortuary services. Ensure legal documentation is dealt with correctly. Ensure that pathological reports are promptly available to aid doctors in making diagnosis, treatment and management decisions. Perform other activities assigned by supervisor. 1.16.2 QUALIFICATION AND EXPERIENCE Masters degree either in Pharmacy, Radiology, Laboratory, Pathology or Theatre management. Working experience of Nine years of which four years should be in a senior Managerial position. 14
