Counties to be Served: Basic Agency: Goal/Strategy:

Goal:

Develop and improve Appalachias infrastructure to make the region economically competitive. Make strategic investments that leverage federal, state and local capital for the development and improvement of water and wastewater systems.

Strategy:

Purpose:

To install one 400 GPM sewage lift station (replacing an existing facility with the same capacity) and one raw waste water screen at the existing wastewater treatment plant along with the related other appurtenances in the Village of Winchester. Amount $220,000 $ 40,000 $ 20,000 $280,000 Percent Source 79% Distressed County 14% CDBG Formula 07% Winchester 100%

Funding: ARC Federal State Local Total Description:

The existing lift station and proposed screen will treat the wastewater for the entire town of Winchester. The existing lift station has lived its useful life and is about to fall in on itself. The screen will remove solid inorganic materials before they enter the wastewater treatment plant and has been requested by the Ohio EPA in the Village of Winchester, Adams County. The 410 households and businesses in this Village currently rely on the existing lift station to move the wastewater to the sewage treatment plant. The sewage treatment plant continues to lose treatment capacity as the basins continue to fill up with inorganic materials. These critical components will allow the Village to meet current and future requirements for raw sewage treatment and transport. With this project the households and businesses will have a safe and reliable sewage collection and treatment which will result

in continued health, better quality of life and a safer environment. The estimated project cost is $280,000 of which the Village of Winchester is seeking $220,000 in ARC funds. The Village of Winchester has obtained $40,000 from the Adams County Commissioners and the CDBG Formula fund and will provide the other $20,000 to cover the project costs. Rationale: The Village of Winchester households and businesses rely on the existing lift station. If the lift station would fail, raw sewage will back up into houses and businesses creating health and safety issues. Without the installation of the screen, the capacity to treat raw sewage will diminish over time as the basins are filled with inorganic solids. These facilities will allow continued health, quality of life and safety for the residents and business people in the Village of Winchester. A safe, reliable and abundant raw sewage collection and treatment system will be provided to 410 households in the Village of Winchester in Winchester Township, Adams County. This will result in continued health, continued quality of life and a safer environment for the 410 benefitted households. Outputs: Installation of a 400 GPM raw sewage lift station, one raw sewage screen and associated appurtenances. A safe, reliable and abundant raw sewage collection and treatment system for 410 households.
