Gen Sir David Richards in al-Qaeda African Warning

As chief of the defence staff, Gen Sir David was the prime ministers main military adviser
(BBC) - The world should be paying more attention to the sub-Saharan threat from al-Qaeda, a former head of the British armed forces has warned. General Sir David Richards said Britain needed to learn from what it had done and failed to do. He also questioned whether the Nato operation against Libya in 2011 was the right thing to do, suggesting it may have contributed to the spread of arms in the region. Gen Sir David retired last year. In the past year Islamist groups have stepped up their activities in several African countries. In Somalia, African Union troops have been battling with militants al-Shabab - which came to global prominence with its attack on a Kenyan shopping centre earlier this year. French troops spearheaded the response to Islamist insurgents in Mali. And in Nigeria a state of emergency has been declared in response to attacks by another group. I do worry very much that sub-Saharan Africa is the next front - in many ways it already is, Gen Sir David told the BBC. We must learn from what we have done and failed to do in other parts of the world in trying to combat this risk and do it pretty quickly or it could become pretty vicious - as if it wasnt already bad enough. The BBCs international development correspondent Mark Doyle said that, despite signs of growth elsewhere in Africa, the militants actions had caused widespread disruption and held back the regions economies. Gen Sir David was chief of the defence staff from 2010 until July this year. But he now says the 2011 Nato-led campaign to remove Colonel Gaddafi in 2011 may have helped the proliferation of arms in Africa.

(BBC) Archbishop Desmond Tutu has said that Nelson Mandela would have been appalled that Afrikaners were excluded from memorial services marking his death. He highlighted the absence of the Dutch Reformed Church and the limited use of the Afrikaans language at the services. A mainly Afrikaner party introduced white minority rule, which Mr Mandela opposed, spending 27 years in jail. But after becoming South president, Africas first black Mr Mandela preached reconciliation with his former enemies. Archbishop Tutu also strongly criticised the prominence of the governing African National Congress (ANC) during the week of events following Mr Mandelas death on 5 December. I also believe it may have sent out a more inclusive message had the programme directors at the Memorial and Funeral - both national and State events - not both been senior office-bearers of the ruling party, he said. (BBC) - Hospitals in the Syrian city of Aleppo have been overwhelmed with casualties after a wave of air strikes which killed more than 100 people in recent days, Medecins Sans Frontieres says. Indiscriminate and sustained attacks by government aircraft had caused significant damage in areas populated by civilians, the organisation warned. Bodies are being lined up in front of hospitals for collection by relatives. On Tuesday, warplanes stepped up their air strikes on rebelheld districts.

Archbishop Tutu said Mr Mandelas belief in reconciliation was evident in the composition of the new national anthem, which has a verse in Afrikaans, and his involvement in the 1995 Rugby World Cup, the lunch and tea engagements with the widows of apartheid presidents. Rugby was closely associated with Afrikaners and Mr Mandelas decision to wear the national team shirt in 1995 won him great respect in the community. Madiba was a nationbuilder. I pray that we will uphold this critical aspect of his mission forever, the archbishop concluded.

Nigeria University Lecturers Union ASUU Calls Off Strike

(BBC) - Russia has given Ukraine a discount of almost a third on Russian gas and said it would buy billions of dollars worth of Ukrainian government bonds. The moves come amid Russian attempts to stop Ukraine moving towards the EU. Russian President Vladimir Putin and his Ukrainian counterpart Viktor Yanukovych announced the moves, but said they had not discussed Ukraine joining a Russian-led customs union. Protests continued in Kiev over the deepening ties with Russia. After talks between the two men in the Kremlin, it was announced Russia would buy $15bn-worth (9.2bn; 10.9bn euros) of Ukrainian government bonds.

(BBC) - Angela Merkel has been confirmed as German chancellor for a third term, at the head of a grand coalition, by a vote in the Bundestag (parliament). The coalition between her centre-right CDU/CSU bloc and the Social Democrats (SPD) has a huge majority, with 504 of the 631 seats in the lower house. Mrs Merkel was confirmed by 462 votes, with nine abstentions. Germanys tough stance on fiscal discipline is unlikely to change under the new coalition.

The government has promised to refurbish universities

(BBC) - A five-month strike by lecturers which closed all public universities in Nigeria has been called off after the government paid for refurbishments. Lecturers are returning to work because the government had deposited money into a development fund for campuses, union leaders said. The government had initially pledged to spend $1.3bn ($800m) to refurbish badly maintained public universities. Nigeria is Africas main oil producer, but its infrastructure is poor. Education Minister Ezenwo Nyeso had threatened to dismiss lecturers who failed to return to work by 4 December. However, members of the Academic Staff Union of Universities (ASUU) defied the ultimatum, continuing with the strike until it was called off on Tuesday. ASUU has received proof that the government had deposited a significant amount of the $1.3bn into a fund at the central bank, union leaders are quoted by local media as saying. We implore our members

to go back to class and the government to keep to every part of the agreement, ASUU official Karo Ogbinaka told the private news station Channels. About 1.2 million students study at Nigerias public and private universities, AFP news agency quotes the National Universities Commission as saying.

(BBC) - An American businessman detained in Bolivia without charge for more than two years has escaped back to the US, officials in both countries say. Jacob Ostreicher had faced allegations of money laundering linked to a rice-growing business. Mr Ostreicher, 55, said Bolivian officials had attempted to extort money from him in exchange for his freedom. Bolivian authorities say 15 people have been arrested in connection with the alleged extortion ring.

Galison George, has dispelled such notions that money rules out the possibility of selecting a good leader, even though nowadays honor and leadership are bestowed on people in churches on the basis of the amount they give in tithes and offerings, and meeting other financial

George said that giving a leadership position to an individual on the basis of his or her wealth, or what he or she pays in church creates a selfish and a proud

attitude which God---whom they serve, or should---resists. Rev. George, referencing qualifications set by the Christian Bible, said leadership in the church is guided and known by moral character ranging from honesty to integrity, and that selecting anyone to serve as a pastor, a deacon, or a licentiate requires a person to have these traits. He furthered that electing or selecting a person as a leader must not be on what people

think they can get from the individual, but should examine the persons qualification and moral standing in society, noting that receiving from a person before making him or her a leader gets the person to feel that the position is his and cannot account to people he or she leads. Those inducted in various positions at the Mount Nebo Baptist Church are people holding positions in government and in the private sector. In separate views, three of the inductees strongly opposed the perception that their selections were on the basis of their positions in society. For Dee Maxwell Kemayah, president of the Liberia Business Association, (LIBA) ascending to the position of Deacon in his church was based on his own motivation to serve. According to him, he is conscious of his duties as a Deacon to serve the pastors table, the Communion table, and the benevolence table, which involve the poor. Mr. Kemayah indicated that these three areas in the church need someone with a dedicated mind who is selfless role models, and should be treated with all the respect they deserve. The training program was organized by the leadership of the NTAL in collaboration with Education International, an NGO based in Brussels. It brought together 30 female participants from the 15 subpolitical divisions of Liberia. Topics discussed during the seminar included: report writing, leadership skills, financial management, record keeping, gender issues, auditing and communication skills, among others.

new organization called the Nigerian Diaspora Organization (NIDO), was launched on Sunday, December 15, at the Nigerian Embassy in Monrovia. NIDO is aimed at fostering unity among Nigerians in Liberia. According to the president of the organization, Mrs. Chinyere N. Chinemere Obiora, NIDO is the brainchild of the Nigerian government. The idea for the formation of NIDO has been around since 2000 and it is intended, in addition to seeking Nigerians welfare, to propagate all good things about Nigeria and Nigerians. According to NIDOs president, the organization aims to promote unity and understanding among Nigerians residing in Liberia, while also protecting and defending the legitimate human, social, and professional rights of all it members without any prejudice. We are focusing on things that would benefits all of us, while simultaneously serving as agents of positive changes, said Mrs. Obiora, adding, We will not rest until we succeed and morally reputable and that leadership whether in the church or in society needs one with good moral conduct. He called on religious communities to properly make use of the good aspects of their doctrinal teachings to impact society in their leadership role, making it (society) peaceable for all. NTAL Decries Teachers Pay System

he president of the National Teachers Association of Liberia (NTAL), Madam Ellen Fartu Varfley, has called on government to improve the pay system of teachers. According to her, once this is done it will ensure that teachers are remain focused and stayed in the classrooms. Ms. Varfley made the assertion at the end of a threeday seminar in Monrovia. The seminar was intended to build the capacity of Gender Coordinators of the NTAL. Her statement comes after the government announced that it has allotted LD$6.9 million as salary payment to more than 200 public school teachers. The teachers, many of whom come from the rural Liberia, congregated at the Ministry of Education (MOE) demanding their benefits. According to the NTAL president, It is not in the interest of the educational system for teachers to be leaving their assigned areas to converge on Monrovia in demand of pay. Ganta, the commercial hub of Nimba County, is one of the busiest points in the interior. It is the gateway to the SoutheastGrand Gedeh, River Gee, Grand Kru, Maryland and Sinoe counties. That alone makes the availability of transportation in Ganta critical. But that is not all. Ganta is also the gateway to Guinea and La Cote dIvoire, the two neighboring Mano River Union countries with which Liberia does robust cross-border trade. So for businesspeople, especially our market women, doing business with the three countries, particularly at this, the busiest time of the year, the Christmas Season, to be having difficulty finding transport is, to say the least, heartrending and most unfortunate. The Ministry of Transport should do something about it right away! Our Nimba Correspondent Ishmael Menkir reports that people get to the parking stations as early as five a.m. to find transport for various destinations, to no avail. What happened to the MTA buses that travel up country? What is happening to the minibuses and taxicabs? The Ministry should reach out to the transport providers, see what their problems are and do something to help them to help our hapless people. Mr. Minister, this is the Christmas Season. The availability of transport to take people around, most especially our interior people who already suffer a multitude of other deprivations, is nothing short of imperative. Now is the time for the Transport Ministry, and the central government as a whole, to put on the hat of creativity to reach out, in every way possible, to help our people do what they have to do during this all important holiday Seasonthis Christmas Season, to which nothing else can be compared. There are those readers who will say that this editorial comes too late. They contend that the plans for efficient and available transport and other goodiesduring the busiest Season of the year, should have been made months ago. True, but it is better late than never! We have a full week before Christmas and some means of tangible relief can be made available. In the same vein, we pray that the Liberian governmentthe biggest, the most dependable, the most reliable and the most powerful customer, upon whom most peoples, most businesses rely, will make that SPECIAL EFFORT, THIS SPECIAL SEASON, to reach out to its goods and services providersthe business communityand do what the GOL has to do to make this Season pleasant, enjoyable and memorable. Yes, the government is that ONE institution that lifts ALL BOATS. For when the GOL pays one goods or services provider, hundreds, if not thousands of people are joyfully on the receiving end. Take the newspapers. When they get paid, it is hard to imagine how many are touched, beginning with the hundreds of news vendors and the thousands more that look up to them for survival and succor. And these, we know, are at the lower rung of society the small people. When they laugh, thousands more joyfully and gratefully show their teeth. Why? Because Papa na come home!

Traditional leaders from the 15 counties of Liberia totaling 150 invited by the Constitution Review Committee (CRC) for consultation on the 1986 Constitution deliberated and established six thematic groups yesterday with each group dealing with two thematic issues to carefully study issues raised by them and to submit a set of proposals for discussion and subsequent submission to the CRC as their initial contribution to the national conversation which is taking place nationally to amend the Constitution of Liberia. The issues which generally received the endorsement of the traditional leaders and considered crucial to the development, peace and stability of Liberia were, currency, separation of powers, qualification, culture, tenure, citizenship and reduction of political parties. Others were disability, land, gender, and access to justice. The groups presentation which attracted debates and at least consensus touched on core national debates currently going on in Liberia. The concerns over dual currency in Liberia have extended to the traditional leaders. In their report, Group one said all government officials from top to bottom should be paid in Liberian currency which they recommend should be one to one at par value with the USD. They also proposed the return on the money market of Liberian coins and that mutilated Liberian currency notes should not be rejected. Group one also reviewed Article three of the Liberian Constitution and in light of current national experiences recommended, under separation of powers, that each branch of government should work independently; but in coordination with each other with respect and dialogue. In an effort to promote good governance and accountability to the people, they have proposed that superintendents, development superintendents, city mayors should be elected, and chiefs should be selected by the people in the counties. They want traditional powers to be given to traditional leaders and all traditional cases should be judged by traditional leaders. Presenting a set of proposals also, the thematic group on qualification and culture proposed that any one vying for the presidency must be a Liberian citizen and have a property value of usd100,000.00 and must have served in areas such as district commissioner, superintendent, senator, representative, ambassador or cabinet position with an educational level of masters degree and resident in Liberia for a minimum of five years. In respect of senator and representative, the group wants six years term for senator and four years term for representative. They proposed that to qualify for the senatorial race, a candidate must have a college degree, a farm in the county that employs at least 50 persons. For the House of Representatives, candidates must be at least a high school graduate and own a farm that employs at least 50 persons in the district. According to their recommendations, superintendents should be in office for five years and possess a college degree and a farm in the county that employs at least 25 persons. This goes along with the position of city mayors. They want district commissioners and chiefs of all categories to be selected without a prescribed tenure; but can be removed by the people based on dissatisfaction and proven misconduct. Commissioners are to attain a high school diploma; and to reside with his people; while chiefs must own a farm and reside with his people peacefully, the group concluded. The Group on citizenship has opposed the voices of some Liberians who insist that Liberias constitution is racist and that Liberia can be developed speedily if citizenship rights are extended to whites. Contrarily, they insist that Liberians themselves can develop Liberia and in order to maintain peace, unity, and a cultural identity, they want Article 27b to be upheld. In their proposals, they insist that only black people should be given citizenship and that dual citizenship should not be encouraged. As the national conversation gains accelerated interest, traditional leaders believe that wisdom must be employed in how Liberians govern themselves and to deal decisively with issues capable of rifting the nation. One of the issues they believe is an explosive one is the numerical preponderance or proliferation of political parties. Group three which was tasked with the responsibility to come up with propositions on political parties proposed that the constitution should be revisited to amend portions of Chapter 8 of the Liberian Constitution which deals with political parties. They have proposed at least two political parties and stringent measures to curb the proliferation of political parties. From five hundred names and signatures from at least six counties according to Article 79 of the 1986 Constitution, the group have proposed 50,000 persons and signatures; and to qualify for registered political party status, they have proposed US$150,000 to be paid to NEC or Government revenues. The traditional leaders have joined other concerned Liberians and major stakeholders to express their concerns over the tenure of offices for the president, senators, representatives and themselves. They want reduction of presidential term from six to four; senators from nine to six; representatives from six to four; and chiefs from six to four. These proposals came from Group Four which handled the debate on tenure of office. The groups compassion for persons with disabilities and their rights to equal opportunities as Liberians is contained in proposals to the body of chiefs and elders. Group Four has proposed free education, employment opportunities and empowerment for persons with disabilities. They also want budgetary allotment and monthly allowance for blind people and those who are completely unable to provide anything for themselves. Meanwhile, the question of land and rights to mineral resources found beneath the land and in waterways according to Article 22b of the Constitution captured the focus of Group Five. Instead of the Government of Liberia, they have proposed that land should belong to the people of Liberia and that any land government wishes to utilize, that portion of land should be discussed with the owners. he Tokadeh Iron Ore mine in Nimba County, which is the operational site of ArcelorMittal, may soon be a scene of unrest, as the management of the Engineers and Planners (E&P), has vowed to do whatever it can to remove its equipment from the mine. E&P is a company contracted by ArcelorMittal to carryout mining activities at this site. The situation is reportedly a result of the alleged failure of

ArcelorMittals management to fully settle E&P for services they rendered the steel giant. Both E&P and ArcelorMittal are in a contractual agreement, which comes to an end on the 31st of December, 2013. According to E&Ps Human Resource Manager, Harrison Agama, his company has been prevented from taking their mining equipment from the operation site by authorities of ArcelorMittal on several occasions. This has taken place even though E&Ps management accrued huge cost on a

he Joint Justice and Security Programme envisage the establishment of five regional hubs to strengthen the justice and security institution in all Counties. Each of the five hubs will be strategically situated, so as to enhance justice and security services throughout Liberia. The five regional hubs will service two or three counties providing more effective operational control and proximity for staff deployment, communication and service delivery.

The hubs will be staffed by the representatives of various institutions including the Police, Corrections, the BIN, Judiciary and the Ministry of Justice. As human rights plays a significant role in enhancing justice and security in the country, 2 INCHR human rights monitors per county will also be placed in Maryland, Grand Kru, River Gee, Sinoe and Grand Gedeh Counties. Their Terms of Reference will include, but not limited to the following: Human rights monitoring ESCR including labor related human rights issues in mining and plantation companies in the counties; Right to access, affordable and quality health services to poor and marginalized population in the five counties; Right to Free and compulsory education; Human rights impact of harmful traditional practices; Monitor access to justice, fair & speedy trial; rights or prisoners and detainees Pay regular visit to prisons, police and courts; Monitoring of civil and political rights in general; Interact with state actors and non-state actors in the respective counties on human rights issues; Receive human rights complaints in the respective counties and channel them as per INCHR internal procedures and direction. Human rights capacity building Collaborate with government agencies and non-government agencies in the area of Human Rights protection and promotion in the counties and also in the Hub; In collaboration with partners, organize human rights training for the staff in the Hub and various government agencies and NGO partners in the five counties; Undertake and coordinate Human Rights education and sensitization activities in the five counties. Human rights reporting and other activities Provide situation report periodically on specific issues on Human Rights and Governance in the five counties; Provide monthly reports on human rights violation and abuses; Carry out activities of human rights as directed by the Independent National Commission on Human Rights (INCHR). He told the chiefs and elders not to issue any tribal certificate in light of the Moratorium. Any tribal certificate that has been issued during the period of the Moratorium will be considered null and void and the land will return to the communities. During the discussions, Dr. Brandy informed the residents that the Land Commission will commence a national inventory of tribal certificates in January 2014. By this inventory, the Commission will be scanning, recording and authenticating the tribal certificates. Where possible, the Land Commission will assist those in possession of tribal certificates to process them into title deed, the Chairman assured the community residents. A youth representative, Jerome Nuquay asked whether chiefs are the only ones responsible to issue tribal certificates. Responding, Dr. Brandy said under the Land Rights Policy a legal entity will be established by the community residents, comprising chiefs, elders, women, youth and civil society representatives to manage their land and other natural resources. The meeting in Nyehn Clan was fully represented by chiefs, elders, youth and women groups, eminent citizens and district authorities. In a related development, the Land Commission will also conduct town hall meetings in every district and county headquarters on the Land Rights Policy and law reform process beginning January 2014. The Land Rights Policy establishes a distinct category of customary land rights for the first time, along with existing categories of Private, Public, and Government land rights. Each of the Commissioners of the Land Commission will engage the communities in their counties of oversight and explain in the simplest manner the customary land recognition under the Land Rights Policy.

The 48 countries of sub-Saharan Africa (with a combined population of 800m) generate roughly the same amount of power as Spain (with a population of 45m). The WBG has also raised concerns regarding Africas network of roads especially when seen in the context of the sheer size of the continent. Only one-third of Africans living in rural areas are within two kilometres of an all-season road, compared with two-thirds of the population in other developing regions. While estimates vary, the cost of addressing Africas infrastructure deficit is seen to be approximately $90bn every year for the next decade, with spending needed not only for new investments, but also for operations and maintenance of what is already there. It is sad to note that Liberia is the only country in the West African sub-region that is still only offering a bachelor of pharmacy degree. That is why we are calling on the government to start a postgraduate pharmacy degree program, student Dokie recommended on behalf of the graduating class. Dokie observed that should the recommendation be implemented, it would go a long way towards boosting the healthcare delivery services of the country. He also called on major stakeholders in the health sector including foreign partners to help bring he and his colleagues wish to fruition. According to Dokie, most people see the pharmacist profession as non-essential as it relates to other fields in the health sector of Liberia. A situation, he observed, that is not healthy for the health care delivery process.

In 2005, Representative Kollie was elected to represent Salayea District in Lofa County. He is the second elected lawmaker to represent Salayea District, the first representative being the late John F. Kennedy, one of the brains behind the founding of the District. Prior to his election in 2005, Rep. Kollie served the Ministry of Finance for 17 years. Kollies last assignment with the Ministry then was at the Roberts International Airport (RIA), where he served as cashier for six years.

He has vast leadership training from Georgia University in Atlanta, USA, where he earned a graduate certificate from the Carl Vincent Institute of Government. Rep. Kollie is also an alumnus of the West African Institute for Financial and Economic Management (WAIFEM) based in Lagos, Nigeria. At the level of the 53rd Legislature, the Lofa County legislator is head of delegation to the African, Caribbean, Pacific and European Union Joint Parliamentary

Assembly (ACP-EUJPA). Despite all of his achievements both local and international, Rep. Kollie has deep interest in farming. He currently owns a large rubber farm in Lofa that is ready to be tapped. The competition began on December 12 and will end on the 21. Oilers lost their first game to Club Constantinois of Algeria 84-64 in group A. The Algerian club led 10 points at the end of the first quarter 23-13. The Liberians seized the beginning of the second quarter by tightening their defense and recorded 11 points. In the halftime they were led only by four points 39 - 35. On the return Constantines players were more enterprising and led by 11 points to put the scores in the last quarter at 67-56. The last quarter was fatal for Oilers which lost 17 to 8. For peace to work in Liberia we have to be inclusive, and George Weah is a factor, if we start to exclude people against their will, then we are calling for more problems. I think that if George Weah gets in a position where he is no longer neutral or cannot play the role of Peace Ambassador, I think he would do the honorable thing.

Ex-Lawmakers Properties on Sale

aving been held liable for the amount of US$1.6million owed to Global Bank Liberia Limited, the Commercial Court has instructed its Sheriffs to sell properties belonging to Monco Liberia limited. Monco is owned by Mr. Julius Parker, who is a former lawmaker of Charles Taylors National Patriotic Party (NPP) government. In the courts Writ of Execution to its Sheriff---a copy of which is in the possession of the Daily Observer---said that, You are hereby commanded to seize and expose for sale land, goods and chattels of the management of MONCO executive director Mr. Julius Parker. It further instructed that the action was a result of the final judgment entered against the defendants company by the Court on September 23. It also instructed, And if the sum realized thereof be not sufficient to pay the reasonable expense of said seizure and sale, then seize the real properties until it shall have raised the sum of US$1,692,161.24. If you cannot find any assets of interest, land, goods, and chattels of the said defendant, you are hereby ordered to arrest the living body (bodies), of its president and chief executive officer, Mr. Julius S. Parker and all authorized officers of said entity, the order stated. The bank through its managing director, Philips Olujobi, on March 2010, complained to the court, alleging that its then managing director approved a five year credit request for Mr. Julius Parker to the tune of US$1.5 M. The bank further alleged that it also opened an overdraft account of US$150,000 as a working capital requirement to facilitate normal operations and the renovation of a warehouse complex to store cement. Before the cement could arrive, according to the bank manager, Mr. Parker requested US$250,000 as direct credit, and that money was approved by the bank. It was intended for the completion of all work before the arrival of the cement in Liberia. Global Bank also alleged that the defendant informed them that he had a business undertaking with Ecobank (Liberia), which he was going to use to take care of clearing, logistics, and storage capacity. When the cement arrived in Liberia, they noticed that defendant Parker did not have the necessary storage capacity, so they approved an additional US$5,940. In that process, the bank alleged that defendant Parker, on August 30, 2010, made another request, claiming that MONCO owes taxes in the amount of US$217,724, which was again approved, amounting to US$740,000.
