QCS Offender Programs- Summary of Referral Criteria (as at August 2013)

Low Intensity Programs available in all secure correctional centres and some Probation and Parole locations Program Turning Point Preparatory program Referral Criteria Offender who is ambivalent about further identified QSC program participation Notes and Pointers about referral and review Waiting list and placement: Placement determined by local centre/sites IOMS waiting lists. Getting SMART substance abuse program

Less than 16 on the RoR substance abuse needs Substance abuse does not need to be identified as a criminogenic need

Waiting list and placement: Placement determined by local centre/sites IOMS waiting lists. Relationship to other programs: Should not be referred to other substance abuse programs as well, such as Ending Offending and Pathways and can be substituted for Stepping Up. Timing of participation: Can be undertaken at any point in an offenders sentence before ready to progress to low custody. Should be followed by SMART Recovery where possible. Waiting list and placement: Placement determined by local centre/sites IOMS waiting lists. Timing of participation: Ideally completed while on community supervision to provide support to offenders in implementing their relapse prevention plans.

Graduates of Getting SMART and Stepping Up

Stepping Up substance abuse program

Less than 16 on the RoR; substance abuse needs. Substance abuse does not need to be identified as a criminogenic need

Waiting list and placement: Placement determined by local centre/sites IOMS waiting lists. Should be completed before ready to progress to low custody. Delivered by Alcohol Drug Foundation Queensland (ADFQ). Relationship to other programs: Can replace recommendations to do Getting SMART. Does not need to be completed if offender has already completed Getting SMART. Timing of participation: Can be undertaken at any point in an offenders sentence.

Ending Offending Program Ending Family Violence Program

Aboriginal and Torres Strait Islander; Less than 16 on the RoR; substance abuse needs Aboriginal and Torres Strait Islander; Less than 16 on the RoR; domestic violence related offending

Waiting list and placement: Placement determined by local centre/sites IOMS waiting lists. Should be completed before ready to progress to low custody. Relationship to other programs: Offenders completing Ending Offending should not also be referred to Getting smart or Pathways. Timing of participation: Can be undertaken at any point in an offenders sentence. Other Notes: Both programs will be phased out during 2012/2013 and to be replaced with Positive Futures recommendations.

Positive Futures Program

Aboriginal and Torres Strait Islander offenders

Waiting list and placement: Placement determined by local centre/sites IOMS waiting lists. Relationship to other programs Replaces Ending Offending and Ending Family Violence recommendations. Does not need to be completed if the offender has already completed the older programs. Timing of participation: Can be participated in at any point in an offenders sentence, but should be completed with sufficient time remaining to complete before eligible to progress to low custody based on progression planning.

Sexual Offending Assessment and Programs STATIC 99R Sexual offenders sentenced and serving 12 months or more in custody All correctional centres. Probation and Parole Waiting list and placement: Assessment priority determined locally with advice from ORMS. Timing of participation: Should be completed as earlier as possible in sentence using assessment screens in IOMS. Process: Sexual offenders should be provided the Sexual Offending Program fact sheet at the point of assessment which outlines answers to frequently asked questions regarding sexual offending program referral. Other Notes: Further assessment (ie STABLE2007) may be undertaken as part of program participation or case management. Assessors must complete mandatory training, assessors not limited to Program Delivery Officers. Getting Started Preparatory Program (GSPP) All sexual offenders serving more than 12 months in custody LGCC, TCC, MCC, CCC, Wolston CC, and a number of probation and parole locations Waiting list and placement: Placement determined by state-wide waiting list operated by ORMS, not local waiting lists. ORMS will advise of when to make offers, as offenders may be required to transfer to access the next available program. Timing of participation: Program should be completed with sufficient time remaining to complete intervention group prior prisoners eligibility to apply for Parole. In most cases this should be 1-2 years before parole eligibility at a minimum. Large gaps between preparatory program completion and intervention program commencement should be avoided. Process: All sexual offenders eligible for programs must complete GSPP prior to intensive programming. If an offender refuses the offer of a place, they should be enrolled into a course via IOMS and registered as a decline so that their offer history is visible in their IOMS program history. Once an offender has declined, they should not be re-waitlisted locally. ORMS should be advised to rewaitlist the offender centrally to ensure the accuracy of waiting lists. Moderate Intensity Sexual Offending Program (MISOP) Sexual offenders assessed as 5 or less on the STATIC TCC, MCC, CCC, Wolston CC, some probation and parole locations. Mainstream to Townsville only. CCC and MCC delivers periodically only- refer to program schedules on intranet. Waiting list and placement: Placement determined by state-wide waiting list operated by ORMS, not local waiting lists. ORMS will advise of when to make offers, as offenders may be required to transfer to access the next available program. Relationships to other programs: Offenders should not be referred to multiple higher intensity programs unless a case conference has first been conducted including ORMS. Timing of participation: Program should be completed with sufficient time remaining to complete before prisoners eligibiliy to apply for Parole (minimum 6-9 months before PED, but earlier completion preferred). Process: If an offender refuses the offer of a place, they should be enrolled into a course via IOMS and registered as a decline so that their offer history is visible in their IOMS program history. Once an offender has declined, they should not be re-waitlisted locally. ORMS should be advised to rewaitlist the offender centrally to ensure the accuracy of waiting lists.

Programs High Intensity Sexual Offending Program (HISOP)

Higher risk mainstream sexual offenders may be suitable for an extended MISOP at TCC; Refer to ORMS for advice. Relationships to other programs: Offenders should not be referred to multiple higher intensity programs unless a case conference has first been conducted including ORMS. Timing of participation: Program should be completed with sufficient time remaining to complete before eligible to apply for Parole (minimum 6-9 months before PED, earlier completion preferred). Process: If an offender refuses the offer of a place, they should be enrolled into a course via IOMS and registered as a decline so that their offer history is visible in their IOMS program history. Inclusion Sexual Offending Programs (Inclusion)

Sexual offenders with cognitive impairment or low intellectual functioning

While offenders may be identified for this program through having a CI flag, they can also be referred to this after Getting Started participation identifies their ability to cope in other group is limited. Relationships to other programs: Offenders should not be referred to multiple higher intensity programs unless a case conference has first been conducted including ORMS. Timing of participation: Should be completed with sufficient time remaining to complete before eligible to apply for Parole (minimum 6-9 months before PED, earlier completion preferred). Process: If an offender refuses the offer of a place, they should be enrolled into a course via IOMS and registered as a decline so that their offer history is visible in their IOMS program history. Once an offender has declined, they should not be re-waitlisted locally. ORMS should be advised to rewaitlist the offender centrally to ensure the accuracy of waiting lists.

Indigenous Sexual Offending Program A.K.A Sexual Offending Program for Indigenous Males (SOPIM)

Waiting list and placement: Placement determined by state-wide waiting list operated by ORMS, not local waiting lists. Relationships to other programs: Offenders should not be referred to multiple higher intensity programs unless a case conference has first been conducted including ORMS. Timing of participation: Should be completed with sufficient time remaining to complete before eligible to apply for Parole (minimum 6-9 months before PED, earlier completion preferred). Offenders will remain in group for duration dictated by their risk score: Lower scores = shorter participation; higher score = longer duration. Process: If an offender refuses the offer of a place, they should be enrolled into a course via IOMS and registered as a decline so that their offer history is visible in their IOMS program history. Once an offender has declined, they should not be re-waitlisted locally. ORMS should be advised to rewaitlist the offender centrally to ensure the accuracy of waiting lists.

Once an offender has declined, they should not be re-waitlisted locally. ORMS should be advised to re-waitlist the offender centrally to ensure the accuracy of waiting lists. High Intensity Violence Program also known as Cognitive Self Change Program (CSCP) RoR score 16+; Four of more violent offences over at least two episodes. WFD Waiting list and placement: Placement determined by state-wide waiting list operated by ORMS, not local waiting lists. Where an offender meets the referral criteria, the CSCP referral form should be completed and forwarded to ORMS. This will be reviewed and advice provided to the centre and offender as to their suitability. Relationships to other programs: Offenders should not be referred to multiple higher intensity programs unless a case conference has first been conducted including ORMS. Timing of participation: Should be completed with sufficient time remaining to complete before eligible to progress to low custody based on progression planning. Process: If an offender refuses the offer of a place, they should be enrolled into a course via IOMS and registered as a decline so that their offer history is visible in their IOMS program history. Once an offender has declined, they should not be re-waitlisted locally. ORMS should be advised to re-waitlist the offender centrally to ensure the accuracy of waiting lists. Making Choices Womens program Female offenders with offending related needs. BWCC, TWCC Waiting list and placement: Placement determined by local waiting lists. Should be completed with sufficient time remaining to complete before eligible to progress to low custody based on progression planning. No RoR score limitation on participation, though priority should be given to higher risk. Placement determined by state-wide waiting list operated by ORMS, not just local waiting lists. If an offender refuses the offer of a place, they should be enrolled into a course via IOMS and registered as a decline so that their offer history is visible in their IOMS program history.
