SEPARATIST TERRORISM IN SRI LANKA WAS
DECLARED DEFEATED ON THE 18TH OF MAY 2009.
SURPRISINGLY, SINCE THAT DAY THE MAIN DIALOGUE
LAUNCHED BY THE GOVERNMENT HAS BEEN BASED
NOT ON RESTORING DEMOCRACY AND DEFEATING
SEPARATISM POLITICALLY, BUT ON IMPLEMENTING
THE 13TH AMENDMENT TO THE CONSTITUTION. THE
DIALOGUE ABOUT THE SO-CALLED DEVOLUTION OF
POWER FADED AWAY ONCE A STRONG OPPOSITION
LED BY THE JVP GATHERED MOMENTUM IN NO TIME.
THAT COMPELLED THE PRESIDENT HIMSELF TO
POSTPONE THE DEVOLUTION OF POWER TO THE
PROVINCES UNTIL AFTER THE PRESIDENTIAL ELECTION
TO BE HELD IN JANUARY 2010. THE PRESIDENT AND
HIS ADVISERS REALISED THAT TO CONTINUE THE
DIALOGUE ON DEVOLUTION OF POWER WOULD
CERTAINLY ERODE HIS POPULAR SUPPORT. IT BECAME
CLEAR TO THE JVP WHEN THE PROVINCIAL COUNCILS
IN NORTH CENTRAL AND SABARAGAMUWA
PROVINCES WERE DISSOLVED BEFORE THEY
COMPLETED THEIR LIFE SPAN THAT THE PRESIDENT
WAS TO FOLLOW THE VERY SAME STRATEGY OF MR. J.
R. JAYAWARDENE, THE FIRST EXECUTIVE PRESIDENT
OF SRI LANKA TO CONTINUE TO BE IN POWER.
HIS STRATEGY WAS TO CONSOLIDATE THE
POWER IN THE PROVINCIAL COUNCILS FIRST; THEN
HOLD THE PRESIDENTIAL ELECTION EARLY; MAKE USE
OF THE POWERS OF THE PROVINCIAL COUNCILS AND
OF THE PARLIAMENT TO WIN THE PRESIDENTIAL
ELECTION. THEN THE LIFE SPAN OF THE PARLIAMENT
WAS EXTENDED BY HOLDING A REFERENDUM IN
PLACE OF THE GENERAL ELECTIONS THAT SHOULD
HAVE BEEN HELD IN 1983.
THE PEOPLE AND THE COUNTRY ARE
FORTUNATE. MR. RAJAPKSE HAS NO MANDATE TO
HOLD ANOTHER PRESIDENTIAL ELECTION. HE HAS
PROMISED THE PEOPLE THAT HE WILL ABOLISH THE
EXECUTIVE PRESIDENTIAL SYSTEM IN SRI LANKA AS IT
IS DETRIMENTAL TO THE DEMOCRATIC PROCESS. SO
HISTORY CANNOT BE ALLOWED TO REPEAT ITSELF.

Neither the President
nor the Ministers of the
Government at the
beginning had the courage to
announce that there would
be a Presidential Election in
January 2010. They were not
courageous enough to do so
because they were not in a
position to justify holding an
early Presidential election
for another six year term in
o f f i c e . M r. M a h i n d a
Rajapakse has promised to
abolish the Executive
Presidential system at the
end of his first term in office.
Soon the (mal) advisers of
the President came out with
myriad reasons for holding
an early Presidential
election. The President
defeated terrorism. Now he
needs a fresh mandate to
perform an economic
miracle to achieve national
development, bring national
unity, and devolve power by
implementing 13 or 13plus,
in short, to solve all burning
problems of the country. A
pious and reasonable request
if not analysed seriously.
The JVP will neither
be deceived by the President
or his coterie of liars, nor
will it allow them to deceive
the people of Sri Lanka. The
JVP declared at a packed
media conference on 17th
August 2009 held at its head
office at Pelawatte,
Battaramulla, that it will
oppose any attempt to hold
another Presidential
Election and will organize
mass agitations throughout
the country. The leader of
the JVP comrade
Somawansa Amarasinghe,
the General Secretary
comrade Tilvin Silva, the
political bureau members'
comrades Lal Kantha and
Vijitha Herath attended the
media conference.
Answering questions
posed to him, the leader of
the JVP said “The people of
Sri Lanka in 1978 or after
never demanded the
introduction of the
Executive Presidential
system in Sri Lanka. It was
imposed in 1978 by the then
United National Party leader
Mr. J.R. Jayawardene who
always had a dream of
establishing a dictatorial
rule in Sri Lanka. By 1978
the country was at the brink
of a serious economic,
political and social crisis.
The UNP regime was ready
to introduce the so called
'free market capitalist
policies' ignoring the strong
opposition of the people. In
fact the opposition to the
regime was crushed after
creation of the monster, the
executive presidency.'

JVP PROPOSAL FOR TAMILS GO BEYOND EELAM
(Hard Talk by Shakuntala Perera -Daily Mirror 30 July, 2009)
Leader of the JVP tells Hard Talk that the issues affecting the
Tamil people would be resolved in giving the Tamil people the
equal opportunities they seek, and maintains that the government
is failing to understand the real issue nor seek realistic solutions.
He warns the government and the country against the threat of
separatism that still persists in the guise of peaceful settlement of
the national issue, espoused as strongly as the military struggle
of the LTTE, by others who supported the LTTE.

Q: The President recently
announced that he would
present a final political
solution after seeking the
mandate of the people
through a Presidential poll.
Certain minority parties are
expressing concern that this
may lead to an undue delay in
meeting minority concerns.
Is there a delay at all in your
opinion?
A: He already has a mandate
which he received in 2005. No
one wants the Presidential
election to be held next year
before he ends his term. And he
doesn't have a mandate for an
election before. There is an
agreement with the JVP which
specifies that the Presidential
system will be abolished. That
is really what we should do. We
don't even want to talk about an
election or the mandate he's
seeking till 2010. There will be
agitations in the country if he
moves away from the
agreement.
Q: As the Party that
supported the government in
the war against terrorism,
why is the JVP blocking his
p a t h t o d a y, w h e n t h e
President has kept his part of
the bargain in ending that
war?
A: I don't think the country
expects us to support him
unconditionally. We supported
him to defeat terrorism in this
country unreservedly. I don't
think anyone will want us to
support this government to
continue the corruption it
practices. We can't support a
government already violating
the wishes of the people and
being inefficient. We can't
support a government like that.
Ours was support to end
terrorism, establish democracy
and exercise good governance.
The agreement is very clear on
what our support was based on;
the Mahinda Chintana was
based on that.
Certainly, separatist
terrorism has been defeated.
But separatist tendencies and
those forces that espouse that
thinking is still there and is
much stronger.
We are concerned
about the fact that the country

is bankrupt both internally and
externally. We don't have
enough foreign reserves, which
is why we had to go to the IMF
with the begging bowl. That is
why the government had to
increase taxes and is already
reducing monies spent on
education and health. National
income is low. The people are
already fed up of this
government that is why they
are having elections two years
earlier.
Q: But given the military
victory over the LTTE, isn't it
in fact true that the
government is at its most
popular today? Wouldn't you
say that the outcome of the
election is already a foregone
conclusion given the
popularity it enjoys in the
country today?
A: Yes, but not everything
depends on popularity. The
JVP always analyses the
situation, on the situation
prevailing in the country, and
does not let it be dazzled by
such victories. This country
needs to win over, mobilizing
the people to obtain other
victories like development.
This is why we expected the
President to come out with
such a programme on the 17th
when he addressed Parliament
after defeating the LTTE. But
there was nothing. It was
because we knew that victory
was definitely ours that we had
a plan for development and
hoped to contribute to
whatever plan the President
would announce to the country.
Now the victory has already
become meaningless, because
we are not implementing
anything to achieve national
integrity and development.
Q: But in all fairness to the
government wouldn't it be
correct to say that given the
pressures of meeting the
immediate needs of the IDPs
the government needs some
extra time before it starts
working on those aspects of
the problem?
A : C e r t a i n l y, b u t t h e
government is not even
addressing the issues of the
IDPs. Everyone can see that.
The government mustn't forget
that it was they who invited the
Tamil people to come on to its
side; it should have been ready
to meet their needs. They can't
now say that they have 300,000
people whose needs are
difficult to be met. It's too late
now. There are a lot of concerns
in the international community
today, they should not have left
room for that. This is why we
recommended initially that
there be a Committee of all
political parties to attend to the
burning issues of the IDPs and
the country. There was no
response to it. Yet, again we
came out with another
initiative to minimize the
problems confronted by the
Tamil people. These are very
simple solutions that could be
taken without thinking of long
procedures. This would have
been a good beginning for
national unity to be achieved.
We are losing the potential and
wasting time.
Q: Are you saying that the
government is losing the
minority support when it was
clear that the President tried
to approach them as a first
step when he told Parliament
that there were no longer any
minorities in the countries?
A: Yes and this is very bad in
trying to achieve national
integration. The Tamils are not
happy; this is what we observe.
From the day on which
terrorism was defeated the
government did not tackle it
properly. When I was informed
by the government that
Prabakaran was defeated, my
only request from the
government was to see that the
Tamil people were looked
after. It is ok to celebrate
victories but our real concern
should be to look at the bigger
picture.
Q : T h e P re s i d e n t h a s
however spoken about his
willingness to pursue the 13th
Amendment with greater
powers which would be seen
as meeting the demands of
the Tamil political elements.
But it is political parties like
yours who are opposed to any
form of devolution of power.
A: The JVP is the only party
proposing something far
beyond the 13th Amendment;
something more than even
Tamil Eelam. We are proposing
that we first establish
democracy and equal
opportunities so that we go
towards equality. Equal
opportunities are what the
people need far more than
Tamil Eelam or 13+. Those
Ministers who speak about
these solutions speak about
give and take. But who has the
right to give anything when
they don't have anyone's rights
in their pockets? Those rights
are with the people. That is
their power. If we allow that it
will become a bargain between
the people and the elite. The
President must address the
legitimate grievances of the
people by establishing equality
and democracy in the country.
The 13th Amendment
on the other hand was drafted
by India and imposed on this
country with their national
interests at heart. The late PM
Indira Gandhi treated the
national interests of Sri Lanka
in terms of interests of India.
That was India's foreign policy
then. This is why we had to sign
the Indo Lanka accord in 1987.
An agreement is usually among
equals but this was imposed on
us after President Jayawardene
knelt before India. It violated
our sovereignity. The Indian
government interfered in
internal affairs of Sri Lanka on
the pretext of being the
saviours of the Tamil people. If
they had the interest of the
Tamils then how did the oil
tanks in Trincomalee creep into
the agreement; or the Ports in
the Sri Lanka creep into it?
According to this the Sri
Lankan government can't take
any decision regarding the
ports, harbours or the airports.
We should understand the
concerns in India about their
ports. We are living in a region
where there is only one
neighbour. Having said that,
our own policy should be that
this country is not used against
I n d i a e i t h e r. P r e s i d e n t
Jayewardene didn't understand
that. I remember the then
Political Secretary of the
Indian High Commission in
Colombo telling me that 'we
m u s t t e a c h h i m ( M r.
Jayawardene) a lesson.' But by
doing that it was India that
learnt the biggest lesson. They
lost 1500 of their men; men of
the 4th largest army in the
world. They were humiliated
and lost also one of their PMs.
We did warn India that India
will suffer if they continue to
support separatism in this
country. They trained the
terrorists, financed them and
gave them the diplomatic and
political recognition they
needed. They built an army to
invade this country. It was an
invasion. This agreement
should not be accepted because
it was not based on equality.
The danger is that the
agreement still stands and India
could interfere in this country
on the pretext of suppressing
terrorism.
The greater problem is
that India doesn't think about
what will happen to them if we
implement this agreement in
full. In 1988 they didn't think
about the 13th Amendment to
the Constitution seriously.
Today it is a bridge towards
separatism. Although India
says they don't want to see a
separate state in Sri Lanka they
can't stop it because that is
already starting here. Now we
will have to act very soon to
stop that process which is
gathering momentum after the
defeat of the LTTE.
Although the LTTE
was also fighting for
separatism, those who are
advocating separatism and
federalism have become
legitimate, lawful, peaceful
and democratic. But they really
are not. And they have not
given up the idea of
establishing a separate state in
this country.

Te n s i o n o n t h e
Korean peninsula has
increased markedly in recent
months. The DPRK walked
out of the Six-Party Talks
after the US introduced new
demands for "verification"
which would have enabled
US-led teams to probe around
North Korea virtually at will.
Since then US diplomacy has
cranked up the propaganda
barrage, using the UN
Security Council as its puppet
once more. What are the aims
of US diplomacy as it
hypocritically tries to turn the
nuclear issue in its own
favour?
During 2008 the
world saw over 100 different
rockets launched which fired
various objects, primarily
communications satellites,
into outer space. On February
9 2009, the Government of
the Democratic People's
Republic of Korea
(commonly known as North
Korea) announced its
intention to launch a
communications satellite of
its own. The launch
successfully place on April 5,
enabling the DPRK satellite
to take its place alongside the
multitude of US and Japanese
satellites in the skies which
are peering down upon the
North Koreans, observing
their every move. According
to the Outer Space Treaty of
1967, space "shall be free for
exploration and use by all
States without discrimination
of any kind". Despite this, the
United Nations Security
Council immediately
condemned the launch in
terms which effectively
denied North Korean
sovereignty. The DPRK
protested at being singled out
for UN interference, but its
demand for an apology was
ignored. In response to the
Security Council's action,
Kim Jong-il's government
announced it would no longer
"even think about giving up
its nuclear weapons" and
would enlarge its efforts to
produce more of them.
Thereupon the DPRK went
ahead with its second
underground nuclear test on
May 25.
The size of the
explosion of this fission
device has been variously
estimated at between 5-15
kilotons of TNT. It was
therefore somewhat smaller
than the Fat Man fission bomb
which the USA dropped on
Nagasaki on 9th August 1945
(21 kT). It was a thousand
times smaller than the USA's
US DIPLOMACY
AND
NORTH KOREA

fusion thermonuclear test,
which had a yield of no less
than 15,000 kT.
The fact that the USA
has conducted 1,054 nuclear
tests of its own did not prevent
them expressing alarm and
outrage at the DPRK's second
test. Forgetting too about its
own refusal to ratify the 1996
Comprehensive Test Ban
treaty, the USA demanded
that the UN Security Council
punish the North Koreans,
and introduced UN Security
Council Resolution 1874 to
that effect. That Resolution,
passed unanimously, harshly
condemned the DPRK test as
illegal, as though it was in
some way worse than any of
the 2,053 other nuclear tests
that had gone before it. It
applied financial and other
sanctions against the DPRK,
including one which "calls
on" all its member states to
stop and search North Korean
ships on the high seas. The
DPRK has already responded
to this unprecedented
sanction by stating that it
would regard any attempt to
stop its shipping in
international waters as an act
of war.
The harsh UN
measures overriding the
national sovereignty of a
member state were
accompanied by an outburst
of great power bullying
orchestrated by the US
government, backed up by
sabre-rattling from its
dependent satellites Japan
and South Korea. President
Obama unfortunately led the
way by referring in June to the
DPRK's cycle of "belligerent
provocative" behaviour
posing a "grave threat",
saying that "This is a pattern
they've come to expect. We
are going to break that
pattern." He also stated that
the DPRK's record "makes it
unacceptable for them to be
accepted as a nuclear power."
The Secretary-
General of Japan's all-
powerful governing party the
LDP, Mr Hosoda Hiroyuki,
called for the overthrow of the
DPRK government on June
7th, and Prime Minister Aso

declared that the country's
security could not be
guaranteed unless “we have
the determination to fight
when the time to fight
comes,” leaving no doubt that
he was thinking of pre-
emptive war on North Korea.

Research). On May 28th Aso
had already claimed Japan's
entitlement to a pre-emptive
strike.
These threats and
sabre-rattling have been
accompanied by a
propaganda barrage which
the world's news media have
directed against the DPRK. In
fact, it is now virtually
impossible to read any news
coverage which does not
routinely insult the DPRK, its
leader, its socialist economic
system, and its people.
South Korea and
Japan, which are the most
fierce of all in their criticism
of the DPRK nuclear
programme, live under the
security of what the
Americans describe as their
"nuclear umbrella". That
umbrella consists of 5,400
warheads loaded on
intercontinental ballistic
missiles at land and sea; an
additional 1,750 nuclear
bombs and cruise missiles
ready to be launched from B-2
and B-52 bombers; a further
1,670 nuclear weapons
classified as "tactical." Not
fully deployed but available
are an additional 10,000 or so
nuclear warheads held in
bunkers around the United
States. (Newsweek June 25
2001). Sea-launched ballistic
missiles onboard strategic
Ohio-class submarines
(SSBNs) patrolling in the
Pacific appear also to have a
mission against North Korea.
Two to three SSBNs are on
"hard alert" in the Pacific at
any given time. A D5 Trident
nuclear missile launched
from one of these submarines
can reach North Korea in 12-
13 minutes. The feared B-2
Stealth Bomber could have an
important role against targets
in the DPRK, It carries the
new B61-11 earth penetrating
nuclear bomb, suitable for use
against the deeply buried
North Korean underground
facilities. Separate US
nuclear arsenals are
maintained at Okinawa,
Guam, and Hawaii.
It is to deter the US
from ever using this
unimaginable destructive
potential that the North
Koreans have by dint of their
own efforts built a very small
nuclear umbrella of their own.
But their missiles lack the
capacity to reach US territory,
and therefore cannot be
considered a threat to them,
despite Secretary of State H.
Clinton's dark warning that
the United States would not
be "blackmailed by North
Korea." But who is
blackmailing whom? Is it the
country with the largest
nuclear capacity or the
country with the smallest?
The citizens of the
DPRK have lived under the
shadow of nuclear weapons
for almost the entire nuclear
age. The US considered using
them during the Korean War
(1950-53) when the defeat of
their ground forces in Korea
appeared imminent. The US
first introduced nuclear
weapons into the Korean
peninsula in January 1958,
and they remained there for at
least 35 years. The US claims
to have removed them all by
1993, but the North Koreans
do not believe it. Even if those
weapons are truly gone, the
DPRK is still of course
confronted by the terrifying
US "nuclear umbrella'
mentioned above.
A l t h o u g h
approximately 10,000
American soldiers have been
transferred to Iraq in recent
years, the USA still maintains
27,500 effective troops in
South Korea. At least once a
year the US military conducts
joint exercises with South
Korean forces, practising a
land invasion of the DPRK.
These exercises, code-named
"R.I.S.O", "Fowl Eagle",
"Rimpac-2006" and "Ulji
Focus Lens", were staged in
and around South Korea,
mobilising strategic bombers,
a fleet of nuclear-powered
aircraft carriers and other
large-scale nuclear strike
equipment. In 2007 it moved
from the mainland to South
Korea a battalion (15-24) of
F - 11 7 S t e a l t h c o m b a t
bombers. These are the so-
called "invisible kings of the
sky", one of the most
sophisticated lethal weapons
that have achieved ill-fame in
recent years as the main
equipment of pre-emptive
attack in the US wars of
aggression. In 2006 the US
committed aerial espionage
against the DPRK on over
2200 occasions with strategic
and tactical reconnaissance
planes of various kinds
deployed in overseas bases
and South Korea, which
means that every day it used
six reconnaissance planes on
average.

GOVERNMENT IS ...
Q: Who specifically are you talking
about?
A: Those who were with Prabhakaran
earlier and have left later. They have
the right to advocate what they think.
We are using that same right to
analyze what they say to make the
Tamil people aware about what will
happen if a separate state is
established in this country. Why it is
important to live in a united country.
The problem is that those who are
fighting for the 13th Amendment to be
implemented will not stop at that.
They have already come halfway
towards a separate state, and there will
be one if we don't prevent it. Today it
will not too clear and may seem too
early because it can't be understood.
But what is happening now couldn't
be understood earlier in the same way.
The problem is that India doesn't take
it seriously. We say very clearly that
India's territorial integrity will be
threatened by what is happening in Sri
Lanka now. The separatist forces have
not stopped their forward march, they
will fight for it until they achieve it.
They are talking about aspirations and
aspirations can't be satisfied.
Q: Would you say that such
political agendas are being using
what they are terming the
aspirations of the Tamil people for
this same purpose?

US DIPLOMACY ...
Faced with these terrible
threats for over 50 years, the North
Koreans have decided that they need
an umbrella of their own to deter a
nuclear superpower which still
refuses to make peace with them after
their merciless attempt to destroy the
DPRK failed in 1953. Throughout
their history the North Koreans have
shown that they do not yield to threats
of any kind.
So one might ask why it is that
the USA stubbornly pursues their
"belligerent and provocative" policy
against the DPRK, a state which only
wants the peaceful reunification of
their country, and its freedom from
foreign control. Why do they persist
with their absurdly hypocritical
claims that the DPRK presents a
nuclear threat to the world? Even a
child, if presented with the relevant
facts, would see through the US's
attempt to paint the DPRK as the
villain. So why does US diplomacy
continue to deny the reality of the
world, and maintain that white is
really black?
The fundamental role of US
diplomacy is to serve the interests of
the US state, which is under the
dictatorship of the American

A: This is not a problem of the
aspirations of the Tamil people, but
those of the leaders of the Tamil
people. Such aspirations of the Tamil
leadership will only have its end in
getting a separate state in this country.
That is when it will affect India,
beause, already India is having
trouble in her own states like
Nagaland or Tripura or Orissa. That
form of development will gather
momentum once a separate state is
established in Sri Lanka. It will be too
soon to expect but it will happen. No
one expected the youth league of the
TULF to take up arms. No one
expected Sri Lanka to fight this war
for 30 years. All we had then was a
peaceful Vadukoddai resolution. This
is why we emphasize that separatism
is defeated with the same vigour. At
this moment India is also pressing for
the implementation of the 13th
Amendment. When that happens
there will be a separate state. Then the
Constitution of this country will be
changed. And it won't be a qualitative
change, because now we have unitary
state and if implemented completely
this nature of the state will become a
federal state instead. That is why
those advocating for 13th
Amendment are refusing to discuss
the nature of the state, claiming these
are just words. No these are not just
words there is a meaning. There is a
big difference with a clear definition.
They make these arguments to
deceive the people. The nature of state
is the very basis of a Constitution.

also functions as the standard-bearer
and hegemon of imperialism, which
represents the drive for domination
of international finance capital. The
main political contradiction of the
modern world is that between
imperialism and anti-imperialism.
The main target of US diplomacy has
always been those anti-imperialist
states that uphold communism, the
only serious alternative to capitalism.
One such target is the DPRK, which
after a history of 62 years now ranks
as the oldest and most advanced
communist country in the world.
During all that time the Workers' Party
of Korea has waged an unrelenting
struggle against individualism and
selfishness.
In the DPRK the means of
production, distribution and exchange
are publicly owned, and the economy
is centrally planned to meet human
needs. Education and health care are
provided free, and all taxes were
abolished in 1974. Accommodation is
also provided free, with only a small
charge for utilities. Unemployment
was abolished over 50 years ago.
Public transport costs are extremely
low while the Pyongyang metro is a
true communist work of art. These
solid social achievements will always
be of potential interest to proletarians
This is how one recognizes a state.
Why doesn't the UNP or the UPFA go
before the people if they have the
support of the people for the 13th
Amendment ? They are worried about
the vote base among the Sinhalese;
that is why they don't want to talk
about equal opportunities. It is the
JVP that started that dialogue,
because this is the only way to start
national unity. They don't go before
the people and say they are for
federalism if they are genuine?
Because, they are racist on that basis.
I'm not saying they are, in every
aspect, but on that, they are. We
challenge them to go before the
people if they are so sure of their
positions.
Q:The argument is made that given
the geo- political nature of today's
conflicts and the support that Sri
Lanka needed from India during
the war, the government may not
have a choice but to implement the
13thAmendment?
A: Then what about the fact that India
trained and financed the LTTE? It was
only after they realized their mistakes
that their approach changed. The
danger is that they are still being
fooled by the separatist forces. Don't
forget that during the height of the war
there were 50 RAW agents in the
Wanni without the knowledge of the
Sri Lankan government. They only
gave a list and requested Sri Lanka to
look in to their safety later. Why did
in other countries who possess none
of them. Che Guevara visited
Pyongyang around 1965 and told the
press that North Korea was a model to
which revolutionary Cuba should
aspire.
The DPRK is thus living proof
that there is a better alternative to
capitalism. Its example sends out a
powerful message to the exploited
workers of the entire world. The US
capitalist class fears the impact of this
message. It therefore sends out its
political and diplomatic lackeys to
distort all the facts about the DPRK so
as confuse the international
proletariat, and leave them resigned to
the belief that there is no possible
alternative to capitalism.
This is the first great first aim
of US diplomacy: to slander the
DPRK so as to taint the image of its
socialist system. Its propaganda is
aimed not at the North Koreans, who
know the truth quite well, but at the
uninformed workers of the world. The
other, capitalist, classes do not need to
be told that the DPRK is a dreadful
place, because they already have their
own selfish reasons for detesting any
socialist state. So all the distortions
and lies of US diplomacy are strictly
for our consumption, the world's
proletariat. Faced with such an
unrelenting propaganda barrage, it is
they come? These are not secrets.
RAW has been working even after the
killing of PM Rajiv Gandhi in Sri
Lanka. They continued links with the
LTTE. This is why we want to see
India change its policy. It achieved
what it aimed in the 1980's for their
interests. They are making use of the
oil tanks and in Trincomalee they're
given 679 sq. km surrounding the
harbor, and even members of the
Parliament are not allowed to go
inside on grounds that this is an
exclusive Indian economic zone. It
was Sri Lankans that got killed and to
liberate these lands. Whose
occupying these lands now? Even if
LTTE were fighting the state, these
were still misled Sri Lankans who
died, who have sacrificed for India to
make use of the land. India today need
to dominate us and take our resources
and politically establish their
domination. There are 1500 Indian
men there. Why are Indians carrying
out demining? Sri Lankans can do
these jobs. These are not assistance
but dead ropes. These are assistance
with strings attached. We need not
have any enmity with India that is not
what we need to do at all. That is why
we say India will suffer one day. This
is a friendly warning that India must
take precautions because this problem
of Sri Lanka is going to affect them.
They can't avoid that. The Sri Lankan
government must also see that the
territorial integrity of this country is
safeguarded. That is the mandate
given by the people of this country.

Whether it be accusations of
nuclear weapons, of human rights,
drug smuggling, or counterfeiting, all
of the abuse that US diplomacy has
hurled at the DPRK in recent years

what is really at stake for the US

and anti-imperialism, it is on the
Korean peninsula that we see that
contradiction in its purest, sharpest
form. Therefore along the 38th Parallel
occurs the most concentrated military
build-up anywhere in the world.
There the confrontation between the
two great economic systems,
capitalism and communism, is at the
peak of its tension. The gallant
soldiers of the North, the one million
strong Korean People's Army, deserve
a special place in the hearts of the
world's labouring masses.

The editorial of the
'ISLAND' on the 19th August
2009 manifested yet as usual
its unprincipled media
tradition by unjustifiably
attacking the JVP. The JVP
respects the right not only of
the media but also of anyone
else to analyse, to criticize
and to reject if needed the
strategies and tactics the JVP
practices to achieve victories
for the Sinhalese, Tamil,
Muslim and other citizens
and for the country.
T h e m e d i a ,
particularly the 'ISLAND',
has no right to mislead the
people of Sri Lanka by
publishing blatant lies and
half truths. The JVP does not
question the policies of the
'ISLAND'. It has the right to
support (of course for its own
benefit) Mr. Rajapakse and
his corrupt Government.
When the 'ISLAND'
offers its unconditional (or
blind) support to
M r. R a j a p a k s e a n d t h e
Government the paper must
be aware that it looses its
credibility immediately (if
there is any) as an unbiased,
impartial and independent
news paper.
The questions arise

making efforts to
masquerade as an unbiased,
impartial, independent,
national news paper.
The editorial that
drew JVP's attention was
published just after the media
conference the JVP held at its
head office on the 17th
Monday 2009. The sole
purpose of holding the media
conference was to express
JVP's vehement opposition
against holding a
Presidential Election seeking
a second term in office for
Mr.Rajapakse. The leader of
the JVP said at the media
conference that the JVP will
take to the streets with the
people of Sri Lanka to stop
another Presidential Election
being held and to demand the
abolition of the Executive
Presidential system. The
'ISLAND' we believe is
aware that JVP's right to take
to the streets with people is
not only democratic but also
morally acceptable as Mr.
Rajapakse promised to
abolish without reservation
the Executive Presidential
WHY IS THE PAPER 'ISLAND' SO NERVOUS?

that it stands by democracy
and it genuinely opposes
politicians who come to
power giving false promises
to the people. If that is so the
'ISLAND' editorial should
have been written to support
the campaign to abolish the
executive presidential
system. Instead of doing that
'ISLAND' has chosen to
support a system even Mr.
Rajapakse admitted in 2005
to be a threat to democracy
and agreed to abolish it at the
end of his first term in office
in the year 2001. ('ISLAND'

Rajapakse signed an M.O.U.
with the JVP on the 8th
September 2005 while
millions of people witnessed

patriotic news paper in Sri

The editor of
'ISLAND' is so malicious
that he pretends not to aware
that the JVP won 41 seats in
the parliament in 2004. The
charlatan that he is, the editor
has made a sinister attempt to
ignore the fact that the JVP
donated two seats in the
parliament to the Sri Lanka
Freedom Party (SLFP). The
new alliance between the
JVP and SLFP was not only
beneficial for the JVP but
also for the SLFP. It was the
legitimacy of the JVP that
was decisive for the UPFA to
win the election. If the SLFP
was powerful enough to go it
alone during that time it
would not have formed the
alliance with the JVP.
The editor further
says "But their (JVP's)
rashness overtook them in
early 2005 when CBK
(Chandrika Bandaranayke
Kumaratunga) offered a joint
mechanism to share Tsunami
relief with the LTTE." (The
editor seems to be
sympathetic to the LTTE)
The JVP correctly
understood that it was not a
relief exercise, but an effort
to offer the North and the
East to the LTTE on a platter.
If the JVP did not leave the
CBK's Government and
challenge the so-called
Tsunami Relief Mechanism
before the Supreme Court,
the LTTE would have been
ruling the North and the East
today.

GOVERNMENT MOCKS
PEOPLE LIVING IN IDP CAMPS
Minister of Power Mahindananda
Aluthgamage has insulted people living in
IDP camps saying they consume ultra-
luxury food and leading luxury lives in the
camps. He has said this participating at a
Parliamentary debate called by the JVP on
22nd July on issues of people living in IDP
camps.
Mr. Aluthgamage said 5 CWE shops have been
established in IDP camps and cheese and coca-cola are the
most demanding commodities in those shops. He said
ultra- luxury items such as sprite and biscuits too are sold in
plenty in the shops and said the people in IDP camps
consume only ultra-luxury food. He said the days turnover
in these shops is over Rs.500,000 and said it showed that
people in IDP camps spend a lot of money for their food.
He also said that Rs. 80 million was deposited by the people
in IDP camps on the first day the banks were established in
the camps. He said that was good proof to indicate that the
people in IDP camps were not in dire need.
Comrade Anura Dissanayake drawing the attention
of the Parliament regarding the issues confronted by people
living in IDP camps said the food, water, health and
sanitary facilities in IDP camps are deplorable and called
upon the government to create a programme so that all
political parties, mass organizations and people in the
country could participate in a process to supply basic needs
of the people living in IDP camps and take measures to
normalize their lives.
He pointed out that the government doesn't allow
Parliamentarians of the opposition to visit to observe the
IDP camps but allow ministers and Parliamentarians that
represent the government only such as JHU. However,
President Rajapakse's son Namal Rajapakse has been
allowed to visit the camps which opportunity has been
denied to members of the opposition pointed out Comrade
Dissanayake and added that the government should give
the highest priority to solve the issues of the people in IDP
camps.
Comrade Dissanayake said despite the government
using the situation in IDP camps to obtain loan from the
IMF the real attitude of the government towards people
living in IDP camps is exposed by the statement of the
minister.
SWORD, STATUE & MINISTER VAPORIZED
There are reports that a sword and a
'Natarasa' statue that are of immense historical
value removed from Colombo National
Museum to be exhibite at the 'Deyata Kirula'
exhibition have disappeared. This was revealed
when Comrade Luxman Nipunarachchi, JVP
Parliamentarian for Colombo District raised a
question in Parliament on the 7th. The sword
and the statue of historical value that belonged
to Mr. E.W. Perera and was donated to the
National Museum had been taken to be
exhibited at 'Deyata kirula' exhibition but have
not been returned to the Museum yet said
Comrade Nipunarachchi.
In response Minister of Cultural Affairs
and National Heritage said there was a
procedure followed when artifacts are taken

It is reported that the Thalawa
Malwanegama farm which is 175 acres in extent
and owned by Sri Lanka Mahaweli Authority
has been leased to a private company at Rs.575/-
per acre. This was revealed in a statement made
by Comrade Anura Dissanayake in Parliament
on the 9th.
Comrade Anura Dissanayake in his
statement emphasized that leasing very fertile
paddy fields of the farm for such a low price
should be reconsidered. He pointed out that in

STATING NO CONDITIONS IMPOSED FOR IMF LOAN IS A BLATANT LIE

The statement the government makes
claiming that no conditions have been imposed for
the loan of US$2.6 billion from IMF is a blatant lie
states Comrade Sunil Handunneththi MP pointing
out that the letter of intent forwarded to IMF with the
signatures of Messrs. Ranjith Siyambalapitiya and
Ajith Nivard Cabraal indicates that the government
has agreed to outrageous conditions.
Speaking at a media meeting held at
'Mahagedera,' the party head office Comrade
Handunneththi pointed out according to the letter the
government has imposed conditions on itself.
He said the government has agreed:
To increase taxes by 2% by 2011 (The
government will have to earn Rs.138 billion more
than the earnings from present tax levies)
To complete privatization of all
institutions such as Ceylon Electricity Board and
Ceylon Petroleum Corporation that are
maintained with government subsidies.

uniforms is Rs.304 million less than that was
allocated for 2008, the 'Samurdhi' allowance has

The Central Bank will have to agree to
work with a team from IMF which would violate
sovereignty of the bank and allow 'economic
assassins' to mediate in the affairs of the
economy.
Also, the government has to agree to depreciate
the rupee.
The reason that IMF had decided to make
available US$2.6 billion when only for US$1.9
billion was asked for was according to the
momentousness of the conditions that the
government had agreed to said Comrade Sunil
Handunneththi adding that agreements in the
technical MoU mentioned in the
letter have not been revealed to the
country and called upon the
government to reveal them to the
people immediately.
Speaking further Comrade
Handunneththi said, “The government is bragging
that they got the biggest loan in the history of the
country. Even the poorest country in the world
would not be happy about the need to get loans.
Loans have to be obtained when the economy of the
country deteriorates. Even the unborn in our country
have been made indebted. Even if one rupee is not
taken as a loan in the future the debt installments we
have to pay for the debts our country has taken would
continue until 2047. It would increase now,” said
Comrade Handunneththi.
Comrade Nalinda Jayatissa, Member of
Western PC and Comrade Wasanthe Samarasinghe,
Convener of the Inter Company Employees Union
too were present at the media meeting.
CANCER HOSPITAL NURSES DEMAND SPECIAL TRAINING

law limiting the time within which
proceedings of any description may be
brought against any person, the period of time

President shall not be taken into account in

in the world the nurses who serve
in cancer hospitals in Sri Lanka
are not given a training to treat
cancer patient. No safety
measures have been taken to
prevent the nurses being exposed
to the dangers of highly
poisonous medicaments they
handle while treating the cancer
patients.
The authorities ignoring
the court ruling given in favour
of the nurses and provoking the
health workers' unions to take
drastic actions such as work
stoppages jeopardizing the lives
of cancer patients.

was given by the people of Sri Lanka at the
Presidential Election held in November 2005.
Clause number 7 of the M.O.U. says 'Priority
should be given to the fact that the Executive
Presidential system is detrimental to the
democratic process of Sri Lanka and therefore
agrees to abolish the Executive Presidential
system at the end of its term that begins in
November 2005. “Mr. Mahinda Rajapakse's
Presidential Election Manifesto also reiterated
the promise to abolish the Executive
Presidency. The President now has no other
alternative but to fulfill the promises he placed
before the people of Sri Lanka. Any attempt to
hold another Presidential Election will be
defeated by the people of Sri Lanka led by the
JVP. The JVP has already launched its
campaign against holding another Presidential
election. The JVP urges the media and the
people to join that campaign and contribute
their maximum to stop efforts to take the
country towards a Marcos-type dictatorship."

TACTICS” for winning elections, the President and the
UPFA Government held Provincial Council elections in
other provinces before they completed their full term. This
was done on a piecemeal basis, wasting millions of
rupees in public funds that could have been usefully
spent on much-wanted national development. The
country has been engaged in elections for the last 18
months. The election for the recently dissolved Southern
Province is still to be held in October.
UPFA won the elections by crook. The 17th
amendment to the constitution that grants powers for
appointing an Independent Constitutional Council, an
Independent Election Commission, and an Independent
Police Commission was not implemented. Public
servants, public property and public funds were used for
the benefit of the UPFA election campaigns. State
media, both print and electronic, were engaged solely
for the promotion of the UPFA and for spreading lies
against the opposing political parties. Election laws were
blatantly violated and the voters intimidated. The police
were prevented from taking any action against the
violators of the election laws. Is this going to be the
pattern for holding elections in Sri Lanka in future?
Just after the Provincial Council elections for the
Southern Province, the President is contemplating
holding the Presidential Election. He will complete four
years out of his six year-term for which he was elected in
November 2005. The pretext for holding the Presidential
Election, most probably in January 2010, is that the
President seeks a mandate for achieving national
development after the defeat of the LTTE. THAT IS AN
IGNOMINIOUS LIE THAT MUST BE REJECTED AND RIDICULED
BY THE PEOPLE OF SRI LANKA.
Mr. Mahinda Rajapakse has no mandate
whatsoever to seek another term of Presidency. He
should only be in power until November 2011. He has a
very clear mandate to be in power only for another two
years and three months exactly.
NOT EVEN A MINUTE AFTER MIDNIGHT 17TH
NOVEMBER 2011. HE AND HIS GOVERNMENT MUST
BEFORE THAT DAY TAKE ACTION TO ABOLISH THE
EXECUTIVE PRESIDENTIAL SYSTEM THAT HAS STOOD AS A
THREAT TO DEMOCRACY FOR THE LAST 31 YEARS, THUS
FULFILLING ONE OF THE MAIN PROMISES HE PLACED
BEFORE THE PEOPLE OF SRI LANKA. IF MR. MAHINDA
RAJAPAKSE GENUINELY WANTS TO ACHIEVE NATIONAL
DEVELOPMENT THERE IS AMPLE TIME FOR HIM TO PERFORM
ECONOMIC MIRACLES.
Mr. Mahinda Rajapakse's ulterior motives are very
clearly understood by the JVP. The present economic,
political and social crises will grip the people and the
country. Mr. Rajapakse's artificial popularity will plunge to
the bottom and the day he will be rejected is not far
away. He is well aware of his plight. That is why he is
contemplating another term in office, ignoring the
mandate he received in November 2005.
The ongoing economic, political and social crises
will create the monster that eats into the fundamental
rights of the people. The time has come for the people of
Sri Lanka to be aware of the danger and mobilize them
selves to agitate against holding a presidential election,
and demand that the President and the government
restore democracy by abolishing the executive
presidential system.

Sri Lanka has been busily engaged in
Provincial Council elections since February
2008. Just after the defeat of separatist
terrorism in the Eastern Province, the
government decided to hold the Provincial
Council elections in that province. It was the

President Mahinda Rajapakse could at

his discretion have de-merged the two
provinces as soon as he came to power with
the unreserved support offered to him by the
JVP in November 2005. After his election to
the presidency, the JVP repeatedly requested
him to de-merge the two provinces. But he
rejected the JVP's request, fearing opposition
from the so-called International Community
(the imperialist countries), particularly from
India, the country that imposed the merger of
the two provinces on Sri Lanka. The
President's betrayal prompted the JVP to go
before the Supreme Court.
The Supreme Court upheld the JVP's
position that the merger of the two provinces
was a violation of the constitution of Sri Lanka
since 1987. The JVP safeguarded the
constitution, the two provinces were de-
merged, and hence it was possible to hold the
Provincial Council election in the Eastern
Province.
The President's United People's
Freedom Alliance (UPFA) victory in the
Eastern Province was tarnished by gross
violation of election laws. The UPFA misused
public property, public servants and public
funds for its election campaign. Led by their
allies, the UPFA candidates in the Eastern
Province were armed while opposing parties
were denied their democratic rights. The
election was not at all a FREE and FAIR one.
