RULES OF DECORUM FOR HEARING ATTENDEES

December 18, 2013 MVP 217-218 (LDP Room) 1. Only undergraduate students of the Loyola Schools of the Ateneo de Manila University who are officially enrolled are allowed to attend the hearing (including counsel and witnesses). Identification cards will be checked upon entry. Non-students of the Loyola Schools (except for maintenance and security personnel) will not be allowed to enter the venue. The Ateneo Student Judicial Court reserves the right to refuse entry. 2. The hearing shall proceed in accordance to the SJC Hearing Procedures and Rules of Impeachment. All parties shall comply with the procedures and rules governing the hearing. Spectators must not interfere with the proceedings unless an emergency (i.e. fire, earthquake, sickness etc.) arises. In case of an emergency, any of the Magistrates may be notified. A motion to suspend the agenda will be raised and accepted depending on the gravity of the situation. 3. The hearing is an occasion that requires an atmosphere conducive for argumentation, examination and deliberation. In order to preserve the solemnity of the occasion, attendees of the hearing must comply with the following: a. Cellular phones must be turned off or kept in silent mode. Laptops (if anyone will use them) must be on mute. Anyone who wishes to call must leave the venue. b. Chatting and / or talking loudly to fellow spectators (with the exception of the prosecution and defense teams talking among themselves) are highly discouraged. c. Heckling and interrupting speeches are to be avoided at all costs. d. The use of offensive language is to be avoided. e. Attendees must be on time in order to prevent delays and distractions. This also applies to Court recesses. f. Eating must be done outside the hearing venue. Drinking is allowed, but only for appropriate and non-intoxicating beverages. g. Harmful and intoxicating substances will not be allowed in the venue. h. Anyone who wishes to use the comfort room must leave the venue in a discreet manner. i. Taking photos may only be done for documentation and reporting purposes. 4. Respect and dignity must be accorded to both parties. Any act that violates the rights of both parties will not be tolerated. Any Magistrate who sees violations may cite the offending party / person in contempt. 5. The concerned parties must be prepared with all necessary documents and witnesses to prevent delays and distractions during the hearing.

6. Witnesses from both parties shall be protected by the Court in the course of the trial. They shall not be harassed or coerced into testifying or inhibiting. Pursuant to the SJC Hearing Procedures and Rules of Impeachment, they may not enter the room unless they are summoned by the prosecution / defense to testify, verify or certify evidence. Members of the Court shall escort them to the hearing venue and back to their holding area. 7. Spectators may not communicate directly to the parties concerned. 8. Attendees must adhere to the provisions in the Undergraduate Student Handbook and the 2005 Loyola Schools Undergraduate Constitution at all times during the hearing. 9. Attendees are expected to attend to their personal belongings at all times. The Court shall not be held liable for any loss or damage. 10. Attendees are expected to keep the venue clean. Failure to comply may merit sanctions ranging from admonishment to being cited in contempt by the Magistrates.
