Edon Village Council Approves 2014 Temporary Appropriations At End of Year Meeting
Along with addressing routine end-of-theyear business, Edon Village Council also adopted temporary appropriations for 2014 during its regular session held Monday, December 16, 2013 at Village Chambers. Mayor Darlene Burkhardt called the evening meeting to order with members Roxana Nester, Lamar Kline, Duane Thiel, Dick Chapin, Chuck Bidwell, Fiscal Officer Heidi Bidwell and Solicitor Tom Thompson in attendance; not answering roll was Councilor Sam Steffes. Noting Village normaloperation expenses must be maintained ~ yet cannot legally be paid without proper appropriations ~ Council suspended the three-reading rule and passed Ordinance 08-13: An Ordinance setting temporary appropriations for 2014 as an emergency. Amounts put into place until permanent appropriations can be made include: Village of Edon 2014 Temporary Appropriations General Fund $50,050 Street Fund - $8,000 State Highway - $300 Capital Improvement Fund - $30,000 Water Fund - $30,000 Sanitation Fund $10,000 Sewer Fund - $75,000 Permanent appropriations are expected to be submitted for approval in January or February. Additionally that evening, Council learned 2013 income tax receipts had shown positive improvements over the previous year. According to the Villages Income Tax Receipt Summary Report, provided by Fiscal Officer Bidwell, 2012 figures totaled $301,534.97 while $328,537.87 was collected during the current fiscal year ~ a difference of $26,942.90 or nine percent increase. In other action, members: Commended outgoing Councilors Sam Steffes and Lamar Kline for their years of public service. Conducted a Public Hearing at 6:30 p.m. to discuss Zoning Ordinance Amendments; with no one present, Council proceeded with the issue without reservation during their subsequent session. Voted to suspend the three-reading rule and pass Ordinance 07-13 Amendments to the Zoning Ordinance regarding wireless telecommunication towers, wind turbines, accessory structures, etc., as recommend by the Planning Commission. Approved a Public Depository Agreement with The Edon State Bank Company from January 2, 2014 to January 2, 2016. Accepted the Representation Agreement with Bish, Butler & Thompson, LTD to retain the services of Tom Thompson as Village Solicitor during 2014 at the hourly rate of $110 (basic legal services); this remains unchanged from the previous year. Approved making the last payment on the 2011 Chevy Tahoe from Capital Outlay funds; early payoff of the police vehicle, slated for the next business day, totaled $8960. Heard Police Chief Tom Szymczaks detailed Service Log and Vehicle Report for November 2013. He also noted he had participated in the holiday season traffic enforcement program Lights for Life and the department had completed firearms qualifications. Learned from Street Superintendent Jim Brigle leaf pick-up had been completed; snow removal season is now underway. Agreed to contact Allied Waste regarding the possibility of scheduling garbage and recycling collections every other week.

The meeting was called to order by the president, Barbara Berry. The members are planning a bake sale to be held on Dec. 14 Dec 16. will be the Christmas party for the FHA. For children birth though age two, disability means that a child has a delay in one or more of the following development areas: adaptive behavior, cognition, communications, physical development ,sensory development and or social emotional development. The Department of Defense has designated the Williams County Veterans Service Commission as a World War II Commemorative organization for Williams County. 10 YEARS AGO December 2003 Musicians and Local Vocalists United in Song is a new group recently founded by Heather Humbarger and Wes Curry both of Montpelier. The performance group is a non-profit organization which promotes music and fine arts. The North Western Electric Trust board of directors recently awarded funds to ten community groups. Included was Florence Township Fire Department. The received $5,000 to help fun an emergency back-up generator.

Local Musician David Jackson Looking To Make A Record & Share His Gifts
do. I have never had any interest in writing worship songs before, but when God puts something in your heart it becomes a part of who you are. He has truly changed my heart and mind and filled me with a new passion for writing songs. After thinking about what to name his EP, David came up with the name Beautiful Blood. The reason this EP is titled Beautiful Blood is because Jesus shed his blood to wash away the sins of the world. That is a beautiful thing, so why not sing about it? David began recording Beautiful Blood this past summer, and was given direction by a well known Christian musician to help his EP take a step in the right direction. I started recording back in July with producer Jake Rye and I am very pleased with the sound and quality of his work. He is the bass player for the band Sanctus Real and has worked with many well known christian artists. So this is a great opportunity and I am very grateful that he is willing to work with me. Now, David has turned to the public for help in finishing his project. His goal is to get back in to the recording studio by January, but to do so, David is asking for donations to help fund the recording cost, along with the packaging and distribution Beautiful Blood. Jackson is using a website called Kickstarter where budding businesses and artists can tell there story in the hopes that donors will help to back their cause. Those interested in helping David achieve his goal can do so by going to www. kickstarter.com and search for Beautiful Blood. The website will take you to David's page where you can read his biography and get a preview of his work. David asks that everyone takes a look at his page, and if they are able, to think about making a donation. Give if you can give. Jackson said If you can't give, show the video to everyone you know so I can run with this vision that the lord has given me .I can't stress that fact enough, this is not about me, but about Jesus Christ. I have always had a heart for the unsaved, and I've always wanted to use my gift to reach them. Though I fail more often than I like to admit, that's still my goal and passion! I want to be a man if God, I want people around me to know it too. I'm not a good public speaker, so I use my music. Though I've been pushing myself to speak out more and more. If a door opens, I'll go. If it closes that's fine too! God has been blessing this process since the beginning David said I believe in these songs, I believe that they have the potential to grab the hearts of those who listen to them. These are the words of David Jackson, who is in the midst of a venture to share the gift of music, and to help spread the word of Jesus Christ. David grew up in Montpelier, and was home schooled all the way from kindergarten to twelfth grade. He attended the House of Prayer Church in Montpelier, which is where he first found his love for music. I sang a lot of special music at church growing up, and I led the teen worship band said David After that I was a part of several Christian rock bands over the last 13 years since then. I'm not a good public speaker, so I use my music instead. In 2004, Jackson moved to Stryker, and two years later would marry the love of his life Sarena Jackson. Soon after, David and Sarena started attending the Christ Community Church in Ridgeville Corners where he still serves as the worship leader. I've been in the music scene for over 10 years now, writing, recording and performing songs with my beautiful wife Sarena Jackson by my side every step of the way. From hard rock, to acoustic, to praise and worship, I love it all. My music is the gift that God has given me and I want to use it for His glory. David soon began to feel that he was being called to do more to share the gift of music that he had been given. One morning I was praying, and I asked the Lord for some wisdom and direction in my life, and he said to me, Take your gift, and give it completely to me From that moment, David has decided that wants to record an EP (Extended Play). And EP is a recording that is more than one song, but yet is not long enough to qualify as a full album. David had never envisioned that he would one day be writing and recording his own song, but once he felt the call, he knew that it was what he wanted to

Annual Wreaths Across America Event Held At Snowy Floral Grove Cemetery In West Unity

The annual Wreaths Across America event, held to remember, honor, and teach about the service and sacrifice of our veterans and their families takes place on the second Saturday of each December. This years event was held on December 14 at Floral Grove Cemetery in West Unity. Floral Grove Cemetery is registered for wreath sponsorship with Wreaths Across America. Wreaths Across America, a non-profit organization, is a nationwide program who sponsors as well as coordinates ceremonies at over 800 cemeteries across the United States. Key to the programs success are volunteers and coordinators at local cemeteries to put in place a plan, publicize the event and coordinate with the national office delivery of wreaths for laying on the headstones of all veterans laid to rest. West Unitys local coordinator and hometown hero for organizing this event at Floral Grove is Michael Frybarger. Michael Frybarger, Volunteer Local Coordinator, set up this
years event, ordering the number of wreaths needed for placement. (Floral Grove has 347 veterans laid to rest) Mike also coordinated delivery of the wreaths from Dutch Maid Logistics out of Willard Ohio, who delivered this years wreaths to Bryan Truck Lines, where the wreaths were picked up and delivered to Floral Grove for Saturdays event. Mr. Frybargers tireless work and dedication to the program was key to Saturdays success and turnout. Yesterdays ceremony and wreath laying took place in the face of our first major snowstorm of the winter, but the weather had no effect on the large number volunteers who turned out to participate in the event. Participants gathered at Floral Grove for the wreath placement armed with brooms to sweep off headstones and placed beautiful memorial balsam wreaths on each veterans final resting place. service markers at the base of the flag pole, followed by a minute of silence in thoughtful reflection of our veterans sacrifice. Participants representing each branch were Rudy Hernandez of the US Army, Kyle Brackenbury of the US Air Force, Phil Stotz representing the US Navy, Mark Mercer representing the US Marines, Arnold Lebowsky representing the Merchant Marines and George Bail representing the national POW/MIA organization. The United States Coast Guard was unable to provide a representative, but a volunteer stepped forward and placed the Coast Guard wreath. At the conclusion of the days activities,
Phil Stotz, commander of West Unity American Legion Post 669 along with Mr. Frybarger, hosted a social for event participants, providing coffee, hot chocolate and other refreshments. This year's turnout was a tremendous success according to Mr. Frybarger who stated "I was very proud of our
community and those from other communities that came to remember and honor our veterans, despite the weather. It is a testimony to our veterans that we will never forget them and the sacrifices they have made for our nation."

Stryker School Board Approves Participation In The Straight A Fund Consortium For 2014
MEETING TIME ... Stryker School Board President Jeff Erb calls the Boards meeting to order on December 16, for his final time. By: Mark Mercer THE VILLAGE REPORTER
The Stryker Village School Board held their final 2013 meeting on December 16 at Stryker High School. Board President Jeff Erb called the meeting to order for his final time completing his tenure as Board President, along with Board Vice President Terry Blosser, who also conducted his final board meeting. The first order of business was receipt of the Treasurer/CFO'S Financial Reports and recommendations. The treasurer reported a balance in the general cash fund of $2,157,775.60 and total expenses of $306,962.56 for the month of December. The treasurer also noted the school received a $100.00 donation from the Williams County Agricultural Society to the Band account for fair performances. A recommendation to approve the contract of the OSBA for the Treasurer's Customized Workshop, as well as the transfer from the general fund of $22,887.50 to the 1/2Mill Maintenance Fund, and the payment of Series B Bonds in the amount of $99,640.00 along with Series A Bonds in the amount of $201,115.00. A recommendation was also made to increase the athletic change fund from $600.00 to $800.00. Finally, it was recommended that the board approve the resolution accepting the amounts
and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor. All items presented by the Treasurer were unanimously approved. In the Principals' Report it was announced the results from the 3rd Grade reading results from the fall OAA has arrived, and the result was a 70% pass rate. Important dates announced were: December 20, early release for Christmas Break, with students returning January 6, January 8 and 9 will be exam days with students on a 2 hour delays schedule, and January 10 will end the first semester. January 13 will be Teacher Work day, January 17 will be grade card distribution and January 20 there will be no school due to martin Luther King Day. Finally, the Principal recognized Senior Conner Varner , who scored her 1,000th point last Friday night in varsity action at Fayette. The Superintendent's report recommended the board approve the resignation of Nancy Michael effective December 31, 2013, which was unanimously approved. Also, it was recommended and approved that Tracy Wyse be appointed as President ProTem for the January 2014 Board of Education Organizational Meeting, which will be held at 6:00 p.m. January 13th in the Art Room at the High School.

Also recommended and approved was the 2014-2015 school calendar, a trip for the High School Spanish Club to Chicago on March 19, 2014, approve the pay of $100.00 for Educational Tutors, and recommended no changes to the compensation for Board members during the 2014 calendar year. The final item for approval was the recommendation that Stryker Participate in the "Straight A" fund consortium for fiscal year 2014. According to Superintendent Nate Johnson, this program will have a tremendous impact of our kids here at Stryker. . Signed into law by Governor Kasich, this $250 million fund is designed to help schools innovate, streamline and become more efficient and effective in the education of Ohio students. Stryker's portion of the funding will be $200,000.00, and will enable the district to establish an online Stryker "Virtual Academy," which will greatly expand student elective choices. This program will be in operational mode as soon as it can be set up since funding has been approved. The final business for the board was the presentation of plaques and words of appreciation for outgoing members Jeff Erb and Terry Blosser, who voiced their sincere appreciation for the chance to have served with the board and for the communities support. Board President Jeff Erb's outgoing message was simple and straight to the point, "We are headed in the right direction." Prior to concluding the board's business for the month of December, the board went into executive session. The next school board meeting will be held on January 13, 2014 in the High School Art Room.

On Monday, December 2nd the Stryker library got a special visit from Santa and Mrs. Claus. The night was filled with a lot of children waiting to meet Santa. There was live music playing all of the seasons favorite Christmas music. Not only was Santa there to listen to the desires of the children, there were also crafts for them to complete and homemade refreshments to enjoy. Even the library lions, Larry and Lilly were there to take pictures and entertain all the visitors. The evening was a great time for all that were able to come out and participate.

Fayette Local Schools Selected To Receive Portion Of $3.4 Million Straight A Fund Grant
By: Timothy Kays THE VILLAGE REPORTER The room was abuzz as the Fayette Local Board of Education convened in regular session on the evening of December 11. District Superintendent Erik Belcher reported that the Fayette Local School District, along with a consortium of fifteen other school districts in Northwest Ohio, have been selected to receive a portion of the substantial Straight A Fund Grant. Signed into law by Governor Kasich, this $250 million fund is designed to help schools innovate, streamline and become more efficient and effective in the education of Ohio students. The Fayette Virtual Academy is an example of the innovative process that the Grant singled out. $3.4 million of the fund has been earmarked in a grant for the 14,000 students of the sixteen school districts of the consortium, who locally along with Fayette includes the Stryker Local, Wauseon Exempted Village, Edon Northwest Local, Evergreen Local, PikeDelta-York Local, Archbold Local and Edgerton Local School districts, as well as the Four County Career Center. Mr. Belcher will be in Columbus on December 16 to witness the final approval of the State Controlling Board. On December 17, representatives of the sixteen consortium schools will meet with State Superintendent Richard Ross at Swanton High School to officially award the $3.4 million slice of the Straight A Fund Grant to the consortium. The history of the process to attain the Grant funding was detailed by Mr. Belcher, who said that the, "...Fayette Local School, in a consortium effort with 15 districts in Fulton, Defiance, Henry, Paulding, and Williams County, wrote an innovative Straight A Fund Proposal for $3,402,120 which will impact 14,000 students in Northwest Ohio. We received word on Friday, December 6th, 2013 in a phone conversation with State Superintendent Richard Ross that we have been chosen to receive Straight A Funds pending approval by the State Controlling Board which will meet on Monday, December 16th, 2013. The funding of this grant is critical for local districts in Northwest Ohio, as we begin the transition of working together in an online setting to provide more opportunities to the students within and outside of our respective districts. This virtual learning component, along with the traditional approach to education, will create an innovative learning environment." Mr. Belcher then detailed the steps that were taken, stating, "This process began in September of 2013 where Superintendents from Northwestern Ohio were invited to participate in this innovative idea at Fayette Local School. Through this meeting, 16 districts began this journey together to improve how we educate our students." The screening process in Columbus was stringent. According to Mr. Belcher, "Each grant application was first rated by three of approximately 230 independent fiscal scorers selected by the Department of Administrative Services who helped determine if applicants ideas were fiscally sustainable. From the original pool of 570 applications, 359 were approved as sustainable and promoted to the next step of the rating process. The whittling down process was far from over though, as Mr. Belcher added, "After this programmatic review, the scores were reviewed by grant advisors. Wauseon Woman Takes It To The Streets & Spreads The Christmas Spirit
By: Tammy Allison THE VILLAGE REPORTER What began as a simple desire to help someone in need, has spread into something much larger. The idea, Taking it to the Streets, started as a Facebook page only months ago by organizer Linda Wurns to help the homeless of Toledo and spread some holiday cheer. Last year, she and friend Marquita Woodring helped a struggling family celebrate Christmas. The feeling of helping others was something she wanted to do again this year but on a larger scale. In October, she mentioned the idea to a few close friends. In November, she posted the idea on her personal Facebook page. It was a simple postshe shared that for the holidays this year, she and a few friends were planning to load up her van with warm clothes, coats, shoes, hats, gloves, scarves, and food and take it to the streets of Toledo. She never could have imagined the power of that simple post to spread as it did. The message advertising that she had room for seven to join her quickly spread. Within an hour, she had 40 messages. Within two hours, she had 80 messages. Friends shared the posts with their friends who were also spreading the word. Within one week, 120 people had responded with interest in the project. When the response reached 350 people, it was suggested that a group page be created. The Facebook page, Taking it to the streets,

Hygiene bags had been put together by Jackilyn Brown and the Morenci Cub Scout Pack 681. Lunches had been packed. Apples were donated by Johnston Fruit Farms, and cases of bottled water had been donated. A candy table for the children was set-up. Many nonperishable food items were available. In total, 52 businesses donated items. The Seagate Food Bank had designed a route for the buses the day of the event. Each stop was empty. Curt Badgley got off the bus at the Cherry Street Mission and walked the streets until he found homeless people nearby. He shared with them about the event. The responded that they had not known about the event, but they would spread the word. The bus drivers followed the lead of these homeless folks and found Family House where a load of homeless children were brought back to eat. The children were excited about the warm clothes and shoes. A little boy excitedly waved a pair of shoes around and exclaimed, Look what I got myself for Christmas! Wurns estimates that at least 400 people were clothed and fed at the event. Everyone expressed appreciation. Everybody who came through to get food and clothes were all polite saying please and thank you to everyone. Emotions definitely ran high. Congresswoman Marcy Kaptur showed up for the event and even donated a blanket that was quickly claimed by a woman who felt honored to have something from Kaptur. But perhaps, the most important visitor of all that day, especially to the children, was Santa himself. What began as a simple idea, a small post on Facebook spread to an idea that not only helped hundreds in need in Toledo but allowed others to share the Christmas spirit. In three weeks, the event was pieced together as a success. Wurns believes, Its up to each and everyone of us to make a difference. Everyone should adopt the idea that they need to leave this world a better place than they found it because its going to take everyone to do it. Every volunteer including kids made that day happen. The power of the internet once again proved resourceful. Raul Alvarado, a coach at Ayersville Local Schools, had joined the group Facebook page because he wanted his Lady Pilots Basketball Team to experience the project. Rauls sister Linda Alvarado, who is the Director for Community Relations for the city of Toledo, was able to locate a building called The Believe Center on the corner of the Anthony Wayne Trail and South Avenue. Waugh continued in her search until she found Childers Limousine Service on Door Street in Toledo. The Limousine Service offered two busses that could hold 55 people each. On the day of the event, approximately 170 volunteers showed up at the Believe Center. Trailers and vans needed unloaded. Marked boxes were organized. Wurns expressed gratitude at the outpouring of help. I have never seen a large group so together who worked efficiently and organized without any problems whatsoever. It was fantastic. sing the tribute for her during the program. Kerr remembers yelling What! What! at the computer screen while his young three year old son echoed What! What! Kerr contacted his agent right away. Other performance obligations had to be rearranged, but Kerr felt, This is a once in a lifetime opportunity. It was a very humbling thing. Martino has had her program for 10 years and every summer, 40-50 singers participate. To be one of 4 total chosen from the program is such an honor. When he was first asked to perform he was unable to tell anyone beyond his immediate family. The honorees do not know until the day of the event who will be singing their tribute performances. Kerr was able to bring a guest and chose to bring his wife Ellen, one of his biggest fans and supporters. The couple celebrated their tenth anniversary at the event. Kerr says, It was very surreal, why youre there. Its almost like being in the audience for a major awards like the Grammys. The day they arrived in Washington, D.C, a Cadillac picked them up for a rehearsal at the Kennedy Center followed by another rehearsal on Sunday morning. Kerr, a baritone, sang in a group including opera superstars Sandra Radvanovsky and Joseph Callja. These people have accomplished so much. I wanted to do my best to give a great performance. Kerr was surrounded by celebrities at the event. He had his picture taken with Snoop Dog who was wearing a red fur coat. He met legendary singer Tony Bennett and David Gregory of Meet the Press. At his table were not only Martina Arroyo but also Sonya Sotomayor, Associate Justice of the Supreme Court. Kerr stresses, It was an honor and privilege to be a part of this-the opportunity afforded to me through Marinas program. Its not too often I get to participate in high society events. Kerr says the experience still feels surreal that he was part of it, but back home, he stresses, he is a husband and father first who Christmas carols with his church at the assisted living facility near his home in Canal Winchester. Kerrs favorite audience is his 3 year old young son Isaac who listens to opera music with his daddy, smiles, and says Daddys singing! Im still learning about the career-Im a baby! he laughs. Kerr says he has waited tables at Applebee's, worked retail, given voice lessons, and soon will begin substitute teaching-anything he can do in between his opera performances. Im building my experiences and resume. As a full-time opera singer, you are never a finished product. There are a lot of auditions, cost, risk, and sacrifice. You have to trust in what you are doing. Kerr believes that in order to succeed, he must be proactive, get his name out there. I share my voice however I can. Im still pursuing a dream to make it to the Metropolitan Opera in New York City. The Kennedy Center Honors Gala will be broadcast on CBS on December 29, 2013 from 9:00-11:00 p.m. Besides Martina Arroyo, the other honorees include Billy Joel, Herbie Hancock, Shirley MacLaine, and Carlos Santana. Last year, 8.8 million Americans tuned in to the Kennedy Honors program on TV. This year, Kerr hopes his hometown of Wauseon will join in as well. His hometown roots are still strongly tied to Wauseon. His parents William and Sandy Kerr, live in Wauseon. His sisters and their families live in Northwest Ohio as well. He hopes he makes his hometown proud through his accomplishments. I feel I represent the folks who still live there. Everyone has a talent or strength. People have encouraged me. I am only the singer I am today because of other people.

Then, guests to the church stopped and were greeted by church members, and were given homemade Christmas Tree ornaments. After that, visitors past one last station, this one quite possibly the most important of them all. The manger was lit by a spotlight, and the shepherds, wise men, Mary, Joesph, and the baby Jesus were all in place. Visitors were able to take one last moment of reflection on the nativity, its meaning, and the birth of Jesus.

As the sunset and the darkness of the night started to settle in, the Christmas story came to life Saturday and Sunday nights. Every year the Wauseon First Baptist Church puts on a live nativity scene that is free to the public. While almost every other event scheduled for Saturday night would end up be postponed or canceled due to the heavy snow that was falling and the cold wind that was blowing, the members of First Baptist Church stood out in the elements and continued to stand outside and pose for visitors who drove through eager to get a small glimpse of what the nativity was really like.
