Table no.1: Basic project information The project is situated in Umarala taluka of Bhavnagar district. The project comprises five Gram Panchayats viz. Dedakadi, Devaliya, Langala, Limbada & Ranghola. Total geographical area of the cluster is 5812.6 Ha & Project area is 5312.6 Ha. Total project cost is Rs 637.12 Lacs. The biggest village is Limbada, so project cluster is identified with its name. Total geographical area of the cluster is 5812.6 total area proposed to be treated is 5312.6 Ha. All 5 villages are well connected with pucca road. Patel, Koli & Harijan are main communities in the villages. The people of this village are primarily based on rainfed agriculture, wage labour and animal husbandry. The cluster is comprises 4 micro watershed viz. 5G2C4d1b, 5G2C4d1a, 5G2C4d2d, 5G2C4c3m. DWDU Bhavnagar has been appointed as Project implementation Agency. One large dam is situated on upstream of Rangholi river near project area. Prioritization of the Project

Prioritization of micro watershed has been done by considering socioeconomic as well as physical parameters. Based on 13 parameters priority map has been prepared by BISAG, which provides technical support for watershed project of Gujarat state. Watershed Development Program is prioritized on the basis of thirteen parameters namely Poverty Index, Percentage of SC/ST, Actual wages, Percentage of small and marginal farmers, Ground water status, Moisture Index, Area under rainfed agriculture, Drinking water situation in the area, Percentage of the degraded land, Productivity potential of the land, Continuity of another watershed that has already developed/treated, Cluster approach for plain or for hilly terrain. Based on these thirteen parameters a composite ranking was given to Limbada Watershed project as given in table no. 2. Cluster approach was followed taking into consideration four microwatersheds covering a total area of 5312.6 Ha. Thus a cumulative score of 93.5

Other Rural Development Program: The village has been benefited by various schemes of rural development. Currently MGNREGA &TSC is running in the village. This is the first watershed project in four out of five Villages. i. MGNREGA: (MNREGA) is an Indian job guarantee scheme, enacted by legislation on August 25, 2005. The scheme provides a legal guarantee for one hundred days of employment in every financial year to adult members of any rural household willing to do public work-related unskilled manual work at the statutory minimum wage of Rs.100 per day. Construction of bori bhandhs & Desilting of village ponds, Afforestation etc activities have been taken-up under MGNREGA.

ii. Total Sanitation Campaign (TSC): Total Sanitation Campaign is a comprehensive programme to ensure sanitation facilities in rural areas. Individual toilets are constructed under TSC programme. iii. Awas Yojana: House for BPL had been constructed under Indira Avas Yojana (IAY) & Saradar Avas Yojana(SAY)

IV. Swajal Dhara: facilitating organization working towards drinking water security and habitat improvement by empowering communities to manage their local water sources, drinking water supply and environmental sanitation. Roof water Harvesting Structure with ground water tank has been constructed.

Project Implementing Agency

Project Implementing Agency (PIA) is being selected by an appropriate mechanism by State Level Nodal Agency (SLNA). PIAs would be responsible for implementation of watershed project. These PIAs may include relevant line departments, autonomous organizations under State/Central Governments, Government Institutes/Research Bodies, Intermediates Panchayats, voluntary Organizations (VOs). The PIA of IWMP - 6 watershed project is District Watershed Development Unit, Bhavnagar. District Watershed Development Unit (DWDU) The organization and its objectives: The District Watershed Development Unit (DWDU), Bhavnagar is a district level nodal agency and was established where area is more than 25000Ha for the smooth implementation of watershed projects in the district. The District Development Officer (DDO) is the chairman of the DWDU. The DWDU have dedicated and experience staffs compromising one Project Manager (deputation from Gujarat Forest Department) a Technical Expert (on contract basis) and Multidisciplinary team of Agriculture Expert, Community Mobilization Expert, Civil Engineer, Computer Operator, Surveyor and Accountant are recruited. The objective of DWDU are supervising, planning, implementing, documenting and promoting watershed development projects and related development activities in the district, also DWDU will work as PIA for IWMP projects. Each PIA has put in position a dedicated watershed development team (WDT) with the approval of DWDU. The WDTs are hired on contract for 11 months. The composition of the WDT will be indicated in the contract/ MOU. No program funds for DPR and watershed works under any circumstances should be released to either the PIA or Watershed Committee (WC) unless the composition of the WDT has been clearly indicated in the MOU/ contract and the team members are fully in place. Three WDTs viz. agriculture, Civil Engineering & social mobilization - institutional building experts have been recruited. For assistance in office work Accountant, data entry operator, surveyor & messenger have been recruited.

Umrala Taluka Comes under IWDP block in Bhavnagar district. IWDP 4 is running in 10 villages Bhavnagar. The cluster has 5 villages however it has very less forest Area. As Bhavnagar district is a part of Saurashtra regio n, the major type of soil is Vertisols. It may form residually from weathered limestone or basalt. These soils are generally developed from parent materials that are rich in alkaline earth cations (Ca and Mg). The weathering of these rocks produces black cotton soil type clay. Normally Waste lands the soils where weathering is not completed.

Soil sample collected from field for soil analysis. Sampling is done by scientific technique. Soil pH is a measure of the soil acidity or soil alkalinity. An acid solution has a pH value less than 7. While a basic solution always has a pH larger than 7, an alkaline solution (i.e., a solution with positive acid neutralizing capacity), can also be defined as the negative logarithm of hydroxide ions in the soil. It therefore does not necessarily have a pH larger than 7. In the project area soil ph ranges from 7.5 to 8.5 which indicate alkalinity of soil. Umarala Taluka of Bhavnagar district receives annual rainfall of 650 mm in 35 rainy days with high coefficient of variation. High coefficient of variation reflects anomalies in annual rainfall in Umarala taluka. Normally people are facing drought every three year. Cotton, Ground nut, Bajara, Tal and Sorghum are 5 main Kharif Crops grown over an area of 567154 Ha. Cotton is the main crop covering 55 % of area under Kharif crop as shown in pie chart 1. Wheat, Cumin and Onion are 3 main Rabi crops grown over an area of 63219 Ha. Out of this area, wheat covered 52410 (83 %) as shown in pie chart 2

As the area does not enjoy assured irrigation facility, Rabi crop cant be grown in whole agricultural land. Other than agricultural food crops farmers use to grow animal fodder in some part out of total land. As water shortage is a big issue no crop can be taken in summer. Overall only one or two crops are taken in year. As no Irrigation facility is available no one grow anything in summer.

The table below reveals that though Limbada is the biggest village in the cluster, animal population is the highest Ranghola. The cluster has good opportunity in animal husbandry. As no Milk co operative is working till now, it can be linked with the newly opened dairy in Sihor. This will give them a good source of income as village people of Anand & other north Gujarat district are getting. Watershed management as a strategy has been adopted by Government of India especially in the rain-fed regions of semi-arid tropics. These regions are characterized by low and undependable rain, low soil fertility, poor infrastructure development, low literacy and high incidence of migration. Several studies have identified that there is a dire need of a systematic and scientific approach to deal with watershed development. The common guidelines generate a fresh and flexible framework for the next generation watershed development. 4.1. Scientific Planning: i) Cluster Approach

This envisages a broader vision of Geo-hydrological unit which involves treating a cluster of micro-watershed. The Eval Project consists of four microwatersheds namely 5G2C4d1b, 5G2C4d1a, 5G2C4d2d, 5G2C4c3m as their respective codes. ii) Base line Survey To access the impact of any watershed development programme a detailed baseline survey has to be conducted. This acts a benchmark for any intervention during and post implementation of any development programme. A detailed baseline survey was undertaken which involved household census survey, Biophysical survey and Village level data collection from Talati cum mantri. Household census survey includes a detailed questionnaire which was been filled by visiting each and every household in the village. This gave in the details of the demographic profile of the village, the literacy percentage, SC/ST population, number of BPL household, cattle population, net consumption rate in the village, average milk production of the cattle and various schemes running and their benefits Bio-physical survey was undertaken to identify various natural resources available in the village. It included the soil typology, well in the area, crop taken in the field, Cropping pattern, fertilizer used and various sources of irrigation in the field.

iii) Participatory Rural Appraisal (PRA)

The past experience of watershed has given tremendous input to focus on creating accountability of the stakeholders towards the programme. This has created an emphasis to include all the stakeholder communities and their local and indigenous Technological Knowledge (ITK) while planning for any activity. Participatory approach provides a new path for planning, implementing, and monitoring and post- withdrawal activities with a complete accountability of the stakeholders. Various PRA techniques like resource mapping, social mapping, and season calendars were used to understand the physical and social orientation of the village in general and watershed in specific. These tools put the villagers in ease than the complicated questionnaires. Various tools like Matrix ranking, Venn Diagram were used to identify various local vegetations (apt for afforestation), Fodders crops , various institution and their significance in the life of the farmers iv) Use of GIS and Remote Sensing for Planning Use of various high science tools has been promoted at various stages of watershed development.

a) Prioritization Geographical Information System (GIS) has been used for prioritization process. Various layer maps were created like Geo-morphological, Soil, BPL Population, SC/ST population, Ground water Status, Drinking water situation Slope percent. These were all given proper weightage according to the DoLR specification. This helped in prioritization of various watershed areas. b) Planning A action plan matrix was formulated by State Level Nodal Agency (SLNA) taking into account various features like the slope percent, soil Depth, Soil Texture, Soil erosion in the area for wasteland, forest land and agricultural land. Global positioning System (GPS) was used to identify each and every water

conservation structures available in the project area. This was used to create a map. Contour Map of vertical interval of 1 meter at a scale of 1:8000 was used for identifying various locations for soil and water conservation structures.

c) Hydrological modeling Hydrology modelling technique was used for locating drainage, stream length, flow direction, sink, Flow accumulation. This model overlaid over cadastral map to calculate the catchment area of each structures like the check dam etc. This has helped to remove the human error which generally occurs while calculating the catchment area of a check dam.

It is a committee that is constituted by Gram Sabha to implement the watershed project with technical support of WDT in the village. This committee is registered under Society Registration Act 1860. The Gram Sabha of the village selects the chairman of the watershed committee with secretary who will be a paid functionary. WDT member is also a member of Watershed committee. Self Help Groups are formed of weaker section of the society. Community Mobilizer will play an important role in this activity. The Watershed Committee shall constitute SHGs in the watershed area with the help of WDT from amongst poor, small and marginal farmer households, landless/asset less poor agricultural laborers, women, shepherds and SC/ST persons. These Groups shall be homogenous groups having common identity and interest who are dependent on the watershed area for their livelihood. Each Self Help Group will be provided with a revolving fund of an amount to be decided by DWDU.

User Groups

The Watershed Committee (WC) shall also constitute User Groups in the watershed area with the help of WDT. These are homogenous groups of persons most affected by each work/ activity and shall include those having land holdings within the watershed areas. Each User Group shall consist of those who are likely to derive direct benefits from a particular watershed work or activity. The Watershed Committee (WC) with the help of the WDT shall facilitate resource-use agreements among the User Groups based on the principles of equity and sustainability.

Villagers are the important stake holders who will be directly benefited from the project. Entry point activity is done during first phase of the project. It is done solve immediate problem of the village and create good impression & feeling so the villager support the watershed project & it can be run successfully. The village is facing acute shortage of water. One check dam constructed by villagers however its apron wall had not been made due to lack of sufficient fund. So their first requirement is to construct apron wall the check dam. Another big problem in the project area is of crop protection, animals like antelope, deer, pig spoil atleast 20 percent of crop output. If we reduce it then production will automatically raise. So it can be protected by electric shock & sound system. When animal touch the line it get electric shock & sound come out so it will run away.

As stake holders of Watershed program should know how to use preserve natural resources use of assets crated under watershed program in sustainable manner, so all the stake holders including PIA, WDT, WC, SHG ,UG & village community needs tobe train for that. As various NGOs & government institutes are ready to do this work. But a grass root level Krishi Vigyan Kendra (KVK) has to deliver well as they have one of the best extension wing. KVK situated in Sanosara village of Shihor taluka. Which is only 8 Km away from project area. The village already get benefit of MNREGA. However IWMP project have special fund allocation for assetless people as well as micro enterprise & production system, which enable village community towards sustainable source of income i.e. self employment. The project will not only ensure employment but also promote microenterprise which will create other source of income other than agriculture & also make agriculture more profitable. Priority will be given to weaker section of the society i.e. women, BPL & SC/ST. However no ST population resides in the project area.

Sustainable Agriculture: In the recent decades, there is an increasing demand of organic foods in the developed world. Organic farming is an important pillar of sustainable agriculture, which is beneficial for producers and consumers both. India has a great potential for organic farming using traditional wisdoms prevailing in the villages of India. In fact, a large section of Indian agriculture uses more or less organic method of farming using minimum level of chemical inputs. Promotion of organic farming in Cluster could prove beneficial to Farmers of the cluster Issues need to be addressed. Soil fertility A continuous fall in soil fertility is a major problem in many parts of Botad taluka as productivity is decreasing day by day. Sustainable agriculture improves fertility and soil structure and prevents erosion, so would be an answer to this problem. Water Irrigation is the biggest consumer of fresh water, and fertilizer and pesticides contaminate both surface- and groundwater. Sustainable agriculture increases the organic matter content of the topsoil, so raising its ability to retain and store water that falls as rain.

Annexure Improved Crematoria Design


As per the Hindu tradition after death the mortal remains of a human are confined to the holy fire "The Agni". Traditionally wood and dung cakes are used to cremate the dead body. In a traditional arrangement adopted for cremation normally about 250 to 300 kilos of wood besides a few kilos of dung cakes are consumed per dead body - meaning each dead body needs about 5 to 6 times its weight of wood for its cremation. As a result annually lakhs of tons of wood is destroyed for this inevitable activity. It is estimated that in Gujarat annually over 2 lakhs trees are being cut down for providing wood for cremation alone. The Improved Crematoria developed in Gujarat exhibited a potential of saving about 40 to 50% of wood consumed for cremation. The activity, which earlier required about 250 to 300 kilos, could now be accomplished with 140 to 160 kilos only. Hence a saving of 100 to 150 kilos of wood per cremation. The solution is a simple pre-fabricated cremation bed against the traditional method in which the pyre is set directly on the floor. PROMOTION OF EFFICIENT WOOD CREMATORIA IN GUJARAT The Forest Department, Govt. of Gujarat and Gujarat Energy Development Agency have been promoting use of improved designs of Wood-based Efficient Crematoria in Gujarat since last two decades. The two designs are pre-fabricated cradle-like iron structures designed to provide proper aeration for efficient combustion. DESIGN & TECHNICAL SPECIFICATION The design being propagated by GEDA is built up of cast iron and mild-steel components and weighs about 430 kilos. The Forest design is fully caste weighing around 750 to 800 kilos.

As shown in the sketch it is a cast iron cradle made up of cast iron (CI) sidebars and fire bars, supported by a heavy mild-steel (MS) frame structure. The sidebars and fire bars are secured by heady duty bolts & nuts. The overall dimension of the crematoria is 1950 mm X 905 mm X 820 mm. Weight of cast iron components is used is about 325 to 330 kilos and that of mild-steel is about 100 to 110 kilos. The total structure is laid on a PCC floor and can be either grouted or secured using foundation bolts. The components of the crematoria are as listed below:
