Preface and Bac$ground

The %nited &ations ,lobal (ounter-Terrorism Strategy -herea ter the .Strategy/0 adopted by the ,eneral Assembly on 1 September 2006 represents an important milestone in the !olle!ti$e pursuit to#ards strengthening the global response to terrorism, based on a !ommon strategi! and operational rame#or2' Four pillars o the plan o a!tion underpin the Strategy, namely3 4easures to address the !onditions !ondu!i$e to the spread o terrorism+ 4easures to pre$ent and !ombat terrorism+ 4easures to build States/ !apa!ity to pre$ent and !ombat terrorism and to strengthen the role o the %nited &ations system in this regard+ and 4easures to ensure respe!t or human rights or all and the rule o la# as the undamental basis o the ight against terrorism'

)n the ,lobal Strategy 4ember States spe!i i!ally resol$ed to ta2e ad$antage o the rame#or2 pro$ided by rele$ant international, regional and subregional organi5ations to share best pra!ti!es in !ounter-terrorism !apa!ity building, and to a!ilitate their !ontributions to the international !ommunity/s e orts in this area' *$er the last de!ade, global !ounter-terrorism e orts ha$e led to the !reation o spe!iali5ed !entres o e"!ellen!e, training !entres, resour!e institutions, thin2 tan2s and ,o$ernment-sponsored entities and initiati$es that house a #ealth o 2no#ledge on a $ariety o issues related to !ounter-terrorism, many o them !onne!ted to the rame#or2 o measures pro$ided by the ,lobal Strategy' Su!h e orts are, ho#e$er, o ten !ondu!ted in relati$e isolation, and deser$e to be 2no#n better outside the region o a!ti$ity o the respe!ti$e institution' This %&((T international !on eren!e #as designed and planned to promote !ounter-terrorism !ollaboration bet#een national, regional and international !entres and initiati$es and to !reate a net#or2 to support %&((T !apa!ity building e orts, promote synergies and e"!hanges good pra!ti!es' )n 2011, %&((T #as established #ithin the (T)TF * i!e pursuant to paragraph 6 o the ,lobal Strategy and ,eneral Assembly resolution A7R8S766710' %&((T aims to support %nited &ations e orts to implement the Strategy at national and regional le$els, promote regional !ooperation against terrorism and build 4ember States/ !ounter-terrorism !apa!ities' *ne o the 2ey strategi! priorities o the (entre is to oster international !ounter-terrorism !ooperation and the promotion o !ollaboration bet#een national, regional and international !ounter-terrorism !entres and initiati$es' The international !on eren!e in Riyadh is part o this endea$our' 9ater in 2011, in the interest o promoting the !omprehensi$e and integrated implementation o the ,lobal Strategy, parti!ipants in the %nited &ations Se!retary,eneral/s Symposium on )nternational (ounter-Terrorism (ooperation o 16 September 2011 agreed that the appropriate response to terrorism is in!reased !ooperation, institutionali5ed !ollaboration, re:uent sharing o in ormation and best pra!ti!es and building o !apa!ities and !apabilities a!ross all se!tors o national and regional setups in order to ma"imi5e pra!ti!al steps and a!hie$e tangible results' The %nited &ations #as

re!ogni5ed as the most suitable umbrella;in some #ays, the only one; or international !oordination, impetus and deli$ery o assistan!e #ith respe!t to !ountering terrorism' )n resolution A7R8S7667212 o 26 <une 2012, #hi!h !ompleted the third re$ie# o the ,lobal (ounter-Terrorism Strategy, the ,eneral Assembly urther en!ouraged 4ember States to enhan!e the important role that the %nited &ations plays, in!luding the (ounterTerrorism )mplementation Tas2 For!e -(T)TF0, in !oordination #ith other international, regional and subregional organi5ations, as appropriate, in a!ilitating and promoting !oordination and !oheren!e in the implementation o the Strategy at the national, regional and global le$els and in pro$iding assistan!e, upon re:uest by 4ember States, espe!ially in the area o !apa!ity-building' The %&((T )nternational (on eren!e on &ational and Regional (ounter-Terrorism Strategies in =ogota, (olombia -31 <anuary to 1 February 20130 highlighted the need or urther !ollaboration on the national, regional and international le$els' >arti!ipants rea irmed that the ,lobal (ounter-Terrorism Strategy pro$ides the appropriate rame#or2 or a !oordinated global e ort against terrorism on di erent le$els' )n $ie# o the mutual potential bene it o international !ollaboration, %&((T !on$ened, on 16-17 February 2013, in Riyadh, Saudi Arabia, the )nternational (on eren!e on 8ngaging >artners or (apa!ity-=uilding3 %nited &ations? (ollaboration #ith (ounterTerrorism (entres to promote !ollaboration bet#een &ational, Regional and )nternational (ounter-Terrorism (entres and )nitiati$es' This !ummary of #is$ussions does not $onstitute a binding do$ument and shou%d be $onsidered an informa% summary&

@is @ighness >rin!e Ambassador Tur2i bin 4ohamed bin Saud Al Aabeer, Beputy to the 4inister o Foreign A airs o the Aingdom o Saudi Arabia, opened the !on eren!e as !hair and deli$ered the opening statement o @is Royal @ighness >rin!e Saud Al Faisal, 4inister o Foreign A airs o the Aingdom o Saudi Arabia' >rin!e Tur2i #el!omed the su!!ess ul implementation o the !ontribution agreement to establish %&((T that #as signed bet#een the %nited &ations Se!retary-,eneral and the Aingdom o Saudi Arabia' @e also $oi!ed his appre!iation o the su!!ess ul out!ome o the %&((T )nternational (on eren!e on &ational and Regional (ounter-Terrorism Strategies held in =ogota earlier this year' >rin!e Tur2i emphasi5ed that numerous national, regional and international !entres #ere established around the #orld to !ounter terrorism, but that their #or2 remained airly un2no#n outside their geographi! s!ope o a!ti$ity' =y !on$ening this !on eren!e, this !hallenge #ould be ta!2led in order to !reate an international net#or2 o !entres and a database o best pra!ti!es' Spea2ing on behal o >rin!e Saud Al-Faisal, >rin!e Tur2i urther rea irmed that the >illars o the ,lobal (ounter-Terrorism Strategy #ould ser$e as the legitimate basis or the !on eren!e stru!ture and its sessions' @e emphasi5ed that the Aingdom o Saudi Arabia #ill !ontinue to support all international e orts to !ombat terrorism and that in a!ing su!h an in$isible, diaboli!al enemy;an enemy that 2no#s no religion, ra!e, or ethni!ity;the international !ommunity is le t #ith no !hoi!e but to stand irm, and united against it' A!!ording to >rin!e Tur2i, e"perien!e has sho#n that it is !ru!ial to #in the hearts and minds o the !iti5ens, #hi!h ensures the !omplete !ollaboration o all elements o so!iety' @e e"pressed his hopes that the !on eren!e #ill help to establish a good oundation to identi y terrorism #ithout sele!ti$ity or duality, to remedy its reasons and !auses, and to ight it sternly to establish global pea!e and prosperity' 4r' Bere2 >lumbly, %nder-Se!retary-,eneral and Spe!ial (oordinator or 9ebanon, deli$ered the message o the Se!retary-,eneral to the !on eren!e parti!ipants' The Se!retary-,eneral !on$eyed his than2s to the ,o$ernment o the Aingdom o Saudi Arabia or hosting the important meeting' @e noted that #hile only one year in e"isten!e, %&((T has already started !ontributing substanti$ely to the %nited &ations/ e orts against terrorism' The Se!retary-,eneral remar2ed that the !on eren!e pro$ides a uni:ue opportunity, as it brings together important !apa!ity-building partners and !ounterterrorism- o!used enterprises' Furthermore, he emphasi5ed that the ,lobal Strategy Cis the !ornerstone o a truly global multilateral response, o ering a !omprehensi$e, integrated and pre$enti$e approa!hD' )ts our pillars pro$ide the #hole spe!trum o measures to !ounter-terrorism #hile at the same time prote!ting the prin!iples o the (harter o the %nited &ations' 4oreo$er, he des!ribed the (T)TF, mandated by se$eral ,eneral Assembly resolutions, as the Cideal institutionD to support 4ember States/ implementation o the ,lobal (ounter-Terrorism Strategy bringing together 31 %nited &ations and rele$ant international organi5ations7entities in a !oherent and !oordinated #ay' Eith regard to the

substanti$e !ontent o the !on eren!e, he reiterated that !apa!ity-building initiati$es, espe!ially by the (T)TF, are an important aspe!t o the ,lobal Strategy, and he hoped that the 2ey institutions #ould ind ne# opportunities during the !on eren!e to engage and identi y areas #here !ollaborati$e #or2 is needed' @e also hoped that these 2ey partners #ould establish Ca strong and sustained relationship #ith the %&((T and the (T)TFD and that the %nited &ations #ould gain rom su!h ne# relationships' 4r' <ehangir Ahan, Bire!tor a&i& o the (T)TF * i!e, e:ually e"tended his gratitude to the ,o$ernment o the Aingdom o Saudi Arabia or its hospitality and or its support in organi5ing the !on eren!e as #ell as in the establishment o %&((T' @e emphasi5ed that the parti!ipating !entres maintain di erent !apa!ity-building programmes, !o$er distin!t geographi! regions and di$erse subFe!ts relating to !ounter-terrorism' The threat o terrorism, ho#e$er, brought them all together under one roo in Riyadh' @e also re erred to the ,lobal Strategy as a !omprehensi$e re eren!e point or !ounter-terrorism measures #orld#ide' =uilding upon the Strategy/s pro$isions and subse:uent biennial re$ie#s, he highlighted that the !on eren!e is ta2ing international !ollaboration to the ne"t le$el' Through gathering !ounter-terrorism !entres, in ormation #ould be e"!hanged on inno$ati$e and !ross-!utting initiati$es that are !ondu!ted all o$er the globe' %n ortunately, these programmes are o ten not su i!iently 2no#n outside their respe!ti$e regions' @e e"pressed his hopes that !entres #ill share important in ormation and e"perien!e relating to their programmes and that they #ill !ontribute to oster international !ollaboration and e"!hange o the best pra!ti!es' 4r' Ahan mentioned that %&((T is in a uni:ue position to a!ilitate an in ormal net#or2 o !entres through $arious initiati$es and in ollo#-up to the !on eren!e' *ne o the 2ey obFe!ti$es o %&((T is to oster international !ounter-terrorism !ooperation and the promotion o !ollaboration bet#een national, regional and international !ounter-terrorism !entres and initiati$es' @e emphasi5ed that %&((T is supported by a highly !ommitted Ad$isory =oard, #hi!h brings together 21 4ember States, in!luding the G permanent members o the Se!urity (oun!il, a number o important de$eloping and de$eloped !ountries and the 8% as a guest member' %&((T is headed by its 8"e!uti$e Bire!tor, the %nited &ations %nder-Se!retary-,eneral or >oliti!al A airs' @e also reemphasi5ed that %&((T is able to bene it rom (T)TF/s C#ide range o e"perien!e in ostering !oordination and !ollaboration o !ounter-terrorism a!ti$ities o international organi5ations lo!ated in all parts o the #orldD' The multidis!iplinary #or2ing groups and proFe!ts !oordinated by the (T)TF ha$e !ontributed to !ounter-terrorism measures based on the ,lobal (ounter-Terrorism Strategy' @e added that Cthe legitima!y o the %nited &ation/s uni$ersal membership, the (entre/s institutional support and substanti$e obFe!ti$es are the reasons or us to belie$e that %&((T is prepared to ser$e as a hub or spanning and a!ilitating a global net#or2 o !ounter-terrorism !entres and initiati$esD' @e !alled upon parti!ipants to share their ideas and needs or an in ormal net#or2 o !entres as #ell as their input on ho# the ,lobal (ounter-Terrorism Strategy !ould be implemented Fointly and more su!!ess ully' The trans$ripts of the statements of the opening session are atta$hed as "nne' I and II to this !ummary of #is$ussions&

Session I: Status of Capacity-Building Efforts to address t!e Conditions Conduci(e to t!e Spread of "errorism )Pillar I*

This session dealt #ith the status o !apa!ity building e orts to address the !onditions !ondu!i$e to the spread o terrorism;the substanti$e o!us o >illar ) o the ,lobal (ounter-Terrorism Strategy' >arti!ipants unders!ored the importan!e o the ,lobal (ounter-Terrorism Strategy in international e orts to !ounter terrorism as the most important !onsensus and !omprehensi$e do!ument to promote international !ooperation' They also des!ribed !hallenges or the international !ommunity in the ight against terrorism that arise rom $iolent e"tremism' To address these !hallenges, it #ould be ne!essary to strengthen the o!us on the !onditions !ondu!i$e to terrorism and !lose gaps in the !omprehensi$e and balan!ed implementation o the Strategy' Se$eral !onditions !ondu!i$e to the spread o terrorism #ere highlighted during this session, in!luding, but not limited to, prolonged unresol$ed !on li!ts, dehumani5ation o $i!tims o terrorism in all its orms and mani estations, la!2 o rule o la# and $iolations o human rights, ethni!, national and religious dis!rimination, politi!al e"!lusion, so!ioe!onomi! marginali5ation and la!2 o good go$ernan!e' >arti!ipants une:ui$o!ally re!ogni5ed that none o these !onditions !an Fusti y a!ts o terrorism in any orm' Additionally, the need to address e"tremism that arises out o !on li!t situations #as highlighted' )t #as repeatedly stressed and rea irmed that terrorism has no religion' >arti!ipants also emphasi5ed the need to strengthen so!ial resilien!e as a measure against terrorism' )t #as remar2ed that this orm o a!tion is still underde$eloped, but has potential as a ri!h !on!ept that !ould ser$e as paradigm or national se!urity poli!ies against terrorism' Some o the represented !entres o!us on multi-dimensional and interdis!iplinary resear!h to spe!i y so!ial resilien!e' Some o them !on!luded that !onstituti$e elements o resilien!e #ould relate to multi!ulturalism, !iti5enship, immigration and !lass' Also highlighted #ere lin2ages bet#een human rights and se!urity and the !onne!tion bet#een la!2 o de$elopment and so!ial and e!onomi! marginali5ation that !an !reate !onditions !ondu!i$e to the spread o terrorism' Some o the !entres address regional e!onomi! #ell-being and support the restoration o trade ollo#ing maFor disruptions' >rogrammes o!us on impro$ing edu!ational systems, prison de-radi!ali5ation, $i!tims o terrorism, !ommunity poli!ing, sports and !ultural diploma!y' )n addition to dire!t poli!y and operational measures, !ontinued study and resear!h o the !onditions !ondu!i$e o the spread o terrorism #as seen as !ru!ial' (entres already address the !onditions through resear!h on di erent le$els and distin!tions' For e"ample, !ounter-terrorism studies ta2e into a!!ount the personal le$el, in!luding psy!hologi!al and demographi! ba!2grounds as #ell as personal history o indi$iduals' Furthermore, resear!hers study so!ial net#or2s and group dynami!s on the group le$el and address alienation and marginali5ation on the !ommunity le$el' (olle!ti$e grie$an!es, oreign poli!y and e"ternal e$ents are analy5ed by some !entres on the so!io-politi!al le$el and the appeal o terrorism-Fusti ying narrati$es and !harismati! ideologies on the ideologi!al le$el'

>arti!ipants !on irmed that synergies bet#een the !entres addressing the !onditions !ondu!i$e to the spread o terrorism indeed e"ist and need to be urther e"plored among the !entres' Additionally, parti!ipants !on irmed that the threat rom spe!i i! terrorist groups is !onne!ted to lo!al a!tors and needs to be ta!2led through lo!al o#nership' >rogramme implementation e"perien!e and su!!ess ul initiati$es in other regions and !onte"ts, ho#e$er, might pro$ide good pra!ti!e e"amples that should be shared and used to impro$e their o#n programmes' 4oreo$er, panellists and parti!ipants highlighted the role o !i$il so!iety in pre$enting the spread o terrorism' )t #as noted that !i$il so!iety !ontains an essential set o a!tors #hen aiming at popular support against the threat'

Session II: Status of Capacity-Building Efforts to pre(ent and combat "errorism )Pillar II*

Session )) o!used on measures !ondu!ted in the substanti$e rame#or2 o >illar )) o the Strategy' (entres #ere in$ited to share in ormation on the status o their !apa!itybuilding e orts to pre$ent and !ombat terrorism' (entres that parti!ipated in the !on eren!e !o$er almost all measures that are re erred to in >illar ))' This summary !an only pro$ide an o$er$ie# o the presented a!ti$ities and programmes' (ounter-terrorism institutions, or e"ample, manage operations !entres to !ounter terrorism, in #hi!h in ormation is gathered, analy5ed and shared regarding both regional and international terrorism trends and de$elopments' *utputs in!lude publi!ations su!h as boo2s, boo2lets and reports that pro$ide threat assessments, terrorism trends and poli!y ad$i!e, as #ell as databan2s on terrorist organi5ations, their leaders and members and !harities, businesses and indi$iduals dire!tly or indire!tly supporting terrorism' They also o!us on impro$ing the national, regional and international legal basis to !ombat terrorism and harmoni5e !ounter-terrorism rame#or2s a!ross national legislati$e systems rom the regional perspe!ti$e' For this purpose !entres design model la#s on !ounter-terrorism, on organi5ations and persons engaging in the support o terrorist a!ti$ities in other states, on !ountering the inan!ing o terrorism and on operational in$estigation a!ti$ity' 4odel !riminal !odes on the matters related to terrorism are also being de$eloped' (ounter-terrorism !entres and initiati$es also #or2 on the prote!tion o in rastru!ture and tra$el sa ety, in!luding the enhan!ement o the prote!tion o tourists and tourist destinations as #ell as tourism produ!ts' They also see2 to enhan!e transportation, a$iation, port and maritime se!urity'

>arti!ipants also highlighted their #or2 on in!reasing a#areness and enhan!ing !yber se!urity as #ell as issues related to the internet' They e"plained that a uni ied approa!h is la!2ing to disable #ebsites o terrorist and e"tremist !hara!ter that in!lude propaganda narrati$es' A great part o parti!ipating !entres/ a!ti$ities pertains to !apa!ity building, #hi!h #as the main o!us o the !on eren!e' Representati$es o the !entres mentioned that they !ondu!ted a $ariety o di erent training !ourses and #or2shops to share e"perien!e and best pra!ti!es obtained rom in$estigations' Eith regard to the substan!e o these programmes, parti!ipants e"plained that they #ould, or e"ample, test the ability o state, lo!al, pri$ate, ederal, and international partners to respond to a terrorist atta!2 and, thereby, dis!o$er gaps in the entities/ !apabilities and identi y e"isting programmes or resour!es to !lose those gaps' Another important a!ti$ity that #as mentioned during the session !on!erns net#or2 building to oster !ounter-terrorism !ollaboration and the set up o !onta!t lists !ontaining national o i!ials to !oordinate regional and lo!al e orts' >arti!ipants also mentioned that their initiati$es in!luded the monitoring and re$ie# o !ounter-terrorism e orts and programmes as #ell as the implementation o international and regional resolutions' 4oreo$er, part o !entres/ a!ti$ities relate to !ounter-terrorism !ooperation #ith the %nited &ations, regional and other international organi5ations'

Session III: Status of Capacity-Building Efforts to ensure .espect for /uman .ig!ts for 0ll and t!e .ule of 1a as t!e 2undamental Basis of t!e 2ig!t against "errorism )Pillar I,*

Session ))) o!used on >illar )H o the Strategy, #hi!h underlines the need to ensure respe!t or human rights or all and the rule o la# as the undamental basis o the ight against terrorism' )t rea irms that these elements are indeed essential to all !omponents o the Strategy, re!ogni5ing that e e!ti$e !ounter-terrorism measures and the prote!tion o human rights are not !on li!ting goals, but !omplementary and mutually rein or!ing' )t also stresses the need to promote and prote!t the rights o $i!tims o terrorism, not only to pro$ide $i!tims #ith the support they deser$e but or the 2ey role that $i!tims !an play be ore, during and a ter !riminal legal pro!eedings' )n order to ensure that their programmes and a!ti$ities are ensuring and mainstreaming respe!t or human rights and the rule o la#, parti!ipants highlighted that they use, or e"ample, :uality-assuran!e me!hanisms' (onne!ted to this substanti$e o!us, !apa!ity-building programmes !on!entrate on strengthening the rule o la#, the promotion and prote!tion o human rights, ensuring that measures are !ondu!ted in a!!ordan!e #ith international la# in general and international humanitarian la# and re ugee la# spe!i i!ally, the strengthening o !riminal Fusti!e systems, the support and highlighting o $i!tims o terrorism, and !ooperation #ith the %nited &ations relating to all abo$e-mentioned areas' Among other do!uments, parti!ipants re erred to se$eral international instruments that pro$ide urther guidan!e #ith regard to the o!us o >illar )H' Among them are Fa!t

16-17 February 2013 Delivered by Mr. Derek Plumbly, United Nations Under-Secretary-General and Special Coordinator for Lebanon I thank the Government of the Kingdom of Saudi Arabia for hosting this important meeting. It has been less than a year since the United Nations Counter-Terrorism Centre commenced its work, but I am happy to note that it has already started contributing substantively to the United Nations efforts against terrorism. This conference today marks a unique opportunity where the UNCCT has brought together important capacity-building partners and counter-terrorism focused enterprises under a single roof to identify ways of working together. The United Nations Global Counter-Terrorism Strategy, adopted by all Member States in 2006, is the cornerstone of a truly global multilateral response, offering a comprehensive, integrated and preventive approach. The four pillars of the Global Strategy span the whole spectrum of measures through which we can prevent and combat terrorism, and protect the purposes and principles of the United Nations Charter. The Counter-Terrorism Implementation Task Force (CTITF) has been tasked through General Assembly resolutions to support Member States implementation of the Global Strategy. The Task Force is the ideal institution for this goal, since it brings together 31 United Nations agencies and relevant international organizations for coordinated and coherent multilateral action against terrorism. One of the pillars of the Global Strategy is devoted to capacity-building, and the CTITF has also increasingly focused on this topic in its engagements with Member States. Over the next two days, I hope that key capacity-building partners from various parts of the world will find new opportunities to engage, identify areas where collaborative work is needed and establish a strong and sustained relationship

with the United Nations Counter-Terrorism Centre and the CTITF. I am certain that the United Nations will gain from such new partnerships. The United Nations and international capacity-building centres can together achieve significant milestones in the fight against terrorism. To enhance the cooperation, I have decided to appoint Mr. Jehangir Khan of Pakistan as the acting Director of the United Nations Counter-Terrorism Implementation Task Force (CTITF) Office. I look forward to more successes, and wish you a productive meeting.
