SECTION-1 INTENT OF GENERAL TECHNICAL SPECIFICATIONS 1.1 Introduction The General Technical Specifications (hereinafter called GTS) will give general information about execution of various items of works under the Contract and cover the specified stipulations for measurements and payments therefor included in the Bill of Quantities. These specifications are part of the requirements for various items of works, which shall be executed according to the stipulations of the Contract. Hence, the instructions given herein form an integral part of the bidding document for the works. Addenda to these specifications may be issued, as and when required during bidding and construction phases. These specifications shall be read in conjunction with the Bill of Quantities (BoQ in the Financial Bid), drawings and the Conditions of Contract. While quoting the price, the

Contractor shall comply with all provisions contained in the Bidding documents with the objective to complete each item of work without any addition of cost thereof. In case

Specifications, BoQ and Condition of Contract do not corroborate each other towards completion of any particular item of work, the same as well as the assumptions made in quoting of price for such item(s) of Works shall be brought out clearly in the Technical Proposal. It is the intent of these specifications to establish acceptable standards of quality as specified in the technical specifications. Minor deviations in details due to manufacturers standard shop process will be considered for acceptance provided that, in the opinion of the Employer/ Project Executor, the proposed substitutions are equal in quality to those specified. All works shall be executed in conformity with the approved construction drawings and instructions issued by the Employer/ Project Executor for construction. Execution of works contemplated under these specifications shall include, in complete, all the procurement and supply of required Man power (skilled and un-skilled) and Materials (inclusive of royalties, and all other taxes and charges as levied, if any), Equipment, Plant and Machineries, office,

stores and workshop etc., transportation, handling and placement of Materials and Equipment to site in a professional and diligent manner. All works shall comply with the quality requirements defined in the relevant sections of these specifications and other sections of the bidding document to the satisfaction of the Employer/ Project Executor. 1.2 Scope of Work The broad scope of work in general, shall be supply and Installation of 1500 Afridev Hand Pumps for Augmentation of Rural Water Supply in Kampong Cham and Banteay Meanchey Provinces of Cambodia, which shall include Engineering, Procurement, Supply and Drilling / Installation, Commissioning, Testing, Operation and Maintenance for one year of Hand Pumps, but not limited to the following works: i. Engineering and Development of local Infra-Structures in each Province [The Contractor shall provide offices with all camp facilities / inspection vehicles for Employer/ Project Executor and / or his authorized representatives for site inspection and office works in addition to his own requirements for field works as described in Section : Camp Equipment / Facilities in GTS. Such camp facilities shall be provided in the central locations in each province to maneuver execution of works at different villages under the respective provinces]. The Contractor shall clear the parts of the Site to be occupied by the Permanent Works of all vegetation and artificial obstructions including the occurrence of mines if any. The responsibility for clearance of mines if any in the selected locations for the hand pumps will be that of the Contractor who would take necessary steps for clearance in consultation and with the cooperation of MoRD. Preparation of sites Procurement, Supply and Installation of 1500 Afridev Hand Pumps (SKAT Revised Edition4) with all accessories, spare parts and tools at the identified sites in different Districts/ Communes/ Villages of Kampong Cham and Banteay Meanchey Provinces in Cambodia. Drilling of Boreholes, installation of Well Assembly and Installation of 1500 Hand pumps with construction of RCC platforms with drainage outlets at designated locations as per GTS. Commissioning, Testing and handing over after successful operations of Hand Pumps. Testing of water yield. Testing for water quality.

ix. x.

Preparation of basic data report for each Hand Pump site. Providing Training to the community members and others as approved by the Employer/ Project Executor or their representatives in coordination with MoRD.

xi.

Providing set of tools and spare parts for operation, maintenance and upkeep of Hand Pumps along with the standard user manuals for the installation, operation and maintenance procedures produced by Manufacturer both in English and local Khmer language.

xii.

Operation and maintenance of each Hand Pump after the successful installation till the Defect Liability Period for one year.

xiii.

Availability of good drinking water through these Hand Pumps and their operation and maintenance at least up to the Defects Liability Period (DLP) for one year will be the responsibility of the Bidder/ Contractor. In case, availability of water through any of these 1500 hand Pumps during DLP is interrupted for any reason, the Hand Pump will have to be recommissioned at the other location as approved by the Employer at the Bidders risk cost and responsibility.

SECTION -2 WORKING FACILITIES 2.1 Scope of Work The Scope of work for the Contractor under this section shall be to design, provide, erect/ commission, operate and maintain all the working facilities including shipment and

mobilization of material, equipment ,machinery ,personnel and labour, required for the execution of the Works, such as but not necessarily limited to the following: Office and Camp Facilities Plant and Equipment Electric Power Supply System Water Supply System Communication Network Sewage and Waste Water Disposal System Transportation system Testing Laboratory for quality control

Materials for the working facilities shall be new and of first-class quality. The capacity and number of equipment shall conform to the specific minimum requirements for the works they are intended for and the climatic conditions prevailing at the site. The Contractor shall maintain all his equipment and machineries with sufficient spare parts, special tools for repair work and complete standby units of vital parts to guarantee a continuous operation without any delays. The Contractor shall be fully responsible for any delays due to disregard of said necessity. Working Facilities shall be subject to the Employer/ Project Executor approval. The Contractor shall, prior to dispatching any items of the Working Facilities, give written notice to the Employer/ Project Executor with clear indications about the purpose of the items, the kind, date and place of consignment for approval. Said notice must be given in due time to allow for a possible cancellation in case the items do not comply with the requirements as

stipulated. The Employer/ Project Executor will issue the response within 15 days of receipt of the notice. Should the Employer/ Project Executor determine that the equipment furnished does not meet all requirements, the deficiencies shall be corrected by the Contractor before further use, or the deficient equipment shall be replaced with satisfactory equipment. Any cost incurred in the correction or replacement shall be borne by the Contractor. The Contractor shall comply with all laws, regulations, and ordinances relating to the construction and operation of the working facilities applicable in Kingdom of Cambodia. 2.2 Submittals The Contractor shall submit basic plans of Working Facilities together with his bid. He shall attach to his bidding documents, drawings, pictures and operating descriptions for his proposed working facilities and shall indicate weight, standards, capacity, manufacturing date and country of origin. At least 15 days prior to commencing the work, the Contractor shall submit to the Employer/ Project Executor for approval the drawings of layout and details of Working Facilities. 2.3 2.3.1 Working Facilities General The Camp Facilities shall include, but are not limited to: Camp offices and Accommodation Miscellaneous Working Facilities like Warehouses and Equipment yard/ Sheds for the Contractor Workshops / Garages Inspection Vehicles

All working facilities shall be equipped with proper light arrangement, water supply, communication system, sewage and waste water disposal system. Contractor shall make his own arrangement for all working facilities.

2.3.2

Office and Camp Facilities The Contractor shall supply all facilities as mentioned in Clause 3.2.6.2 of Employers Requirements. He shall also ensure that an adequate supply of replacement items and spare parts covering all the facilities is always available on site. In the case of work station computing facilities, the Contractor shall ensure that adequate back-up is available in the event of a malfunction.

2.3.3

Plant and Equipment The Contractor shall provide all construction plants and equipment like truck mounted

drilling rigs, concrete mixtures, etc. as would be necessary for the efficient execution of the work simultaneously in three LOTS in accordance with the Specifications as well as the details furnished by the Contractor in the constructional plant and equipment schedule. The Contractor shall also deploy additional equipment, if needed, at his own cost for timely completion of the Works. 2.3.4 Electric Power Supply System The Contractor shall make his own arrangement for supply of power at all offices, stores / garages, etc inclusive of all working places throughout the working period upto Defects Liability Period. At the working places, the Contractor may have to provide his own generating sets, depending upon site conditions. 2.3.5 Water Supply System The Contractor shall make his own arrangement for the adequate supply of potable water to the field offices and the working places. 2.3.6 Communication Network System The Contractor shall supply, install, operate and maintain an appropriate Tele-communication network, complete with standby power supply, to connect his offices with those of the Employer/ Project Executor and all working places. He shall furnish a directory of the various equipments installed at the Site and make it available to the Employer/ Project Executor.

2.3.7 Sewage and Waste Water Disposal System The Contractor shall design, construct, equip, operate and maintain all the installation necessary to properly collect and dispose of sewage from his camps, Employer/ Project Executor site office and other construction facilities. The Contractor shall not, under any circumstances, discharge sewage or contaminated water into natural streams or any open areas. Collection and Disposal of sewage shall be performed in accordance with the current related standards and laws in force in Cambodia and always subject to the Employer/ Project Executor approval. 2.3.8 Transport System In addition to his own requirements for transport of Men & materials from one place to other, the Contractor shall provide two Inspection Vehicles- one at each office at the provincial headquarters for use by the Employer/ Project Executor and/ or their authorized representatives for site visit/ inspection works, etc. The vehicles shall be provided with drivers and POL and other essentials as may be required time to time. The vehicles shall be in good serviceable condition with proper provisions. 2.3.9 Chemical Laboratory For ensuring proper and acceptable quality of ground water, it is essential to have fully equipped chemical laboratory for determination of various radicals for ascertaining the chemical and pathogenic characteristics of the ground water. The concentration of various parameters like pH, Total Dissolved Solids (TDS)/ Electric Conductivity (EC), Hardness as CaCO3, Chlorides (Cl), Sulphates (SO4), Fluoride (F), Nitrate (NO3), Calcium (Ca), Magnesium (Mg), Manganese (Mn), Iron (Fe), Arsenic (As) and Pathogenic contamination like Total Coliforms & Fecal Coliforms would need to be determined. The facility for chemical analysis available in the existing laboratories namely; Ministry of Industry Mines and Energy (MIME) Laboratory and Laboratory of Institute of Technology of Cambodia (LITC) which are approved by the Ministry of Rural Development, Cambodia may be availed for the purpose. However, in case the above laboratories are inadequately equipped the same

shall be upgraded or other appropriate arrangements shall be made by the Contractor at his cost for conducting the desired chemical and pathogenic analysis of the ground water. The Contractor shall also provide suitable Field Testing Kits in each of the 3 areas involving LOT I (Memot District of Kampong Cham Province 758 Hand Pumps), LOT II (Tboung Khmum & Krouch Chhmar Districts of Kampong Cham Province 542 Hand Pumps) and LOT III (Banteay Meanchey Province 200 Hand Pumps), for in situ spontaneous tests for each Hand Pump site for determining the water quality. During the execution of the project the Employer/ Project Executor will have the right to change the number of Hand Pumps in a particular LOT and also the locations of the Hand Pump in a particular village for which the Contractor will not be entitled for any extra cost. The Contractor shall ensure facility for precise sounding of the bore holes down to the depth upto 100 m. The laboratory shall be well equipped to conduct the following tests as per accepted

international standards but not limited to:1. Ground Water Samples The Contractor shall collect the samples as specified or as directed by the Employer/Project Executor, carryout the relevant test under the guidance of Employer/Project Executor or his representative, prepare the complete report and submit them to the Employer/Project Executor. All tests will be conducted according to the approved standards and therefore, the equipment shall comply with the same standards. All relevant standards shall be made available in the laboratory. 2.4 Misc. Working Facilities

2.4.1 Workshops and Sheds The Contractor shall construct and maintain warehouses, storage yard, a workshop for repairs, vehicle sheds / garages, fuel storages etc. for the efficient execution of the work at different locations as per requirements.

2.4.2 Site Security The Contractor shall employ adequate security guards at the worksite and also at the field offices on 24-hours duty including all non-working days i.e. Sundays and holidays. Storage areas shall be fenced, lighted and regularly patrolled by security guards. The Contractor shall be entirely responsible for any loss occurring in his installations and those of the Employer/Project Executor, resulting from carelessness on the Contractors part. 2.4.3 Medical Care Facilities The Contractor shall comply with laws and health standards presently in force in Cambodia. In the event of illness of an epidemic nature breaking out, the Contractor shall carry out and comply with all orders, arrangements or regulations, which may be issued by the Government or local authorities. Each site shall be provided with sufficient first aid facilities. 2.4.4 Environmental Obligations The Contractor shall, during the whole period of the Works, comply fully with all applicable laws and regulations relating to environmental protection, mitigating measures for reducing environmental impacts and remedial works on completion of the Works. This obligation shall extend to the construction sites including all site installations as approved by the Employer/ Project Executor. 2.4.5 Final Clean-Up Upon the Completion of Works the Contractor shall dismantle and demolish all temporary structures/ scaffolding, etc. and remove all refuse, debris, and objectionable material, and fill, grade and dress all excavated areas in a clean and proper condition acceptable to the Employer/Project Executor. All such areas, as far as possible, shall conform to the natural appearance of the landscape. 2.5 Measurement and Payment Measurement and Payment for the works will be made as per the provision of General Conditions of Contract and Particular Conditions of Contract.

SECTION 3 SURVEY AND INVESTIGATIONS

3.1

General Before submission of the Technical Proposal / Financial Bid, the Bidder are encouraged to visit the sites and collect the required information about quality of ground water in particular, etc. He can have interactions with the local people. Though some results/ information about geological formation vs ground water quality at the proposed sites have been furnished along with the Bidding Documents, but these are indicative only and the Bidder should make his own assessment for availability of materials, transport facilities, accommodation facilities, communication facilities, etc at the sites.

3.2

Information for Location of Hand Pumps The field investigations in the project area had been conducted earlier by a team of Hydrogeologist, Geophysicist and Engineer in both the provinces. The results of these field surveys have been documented in a report which will be made available for guidance to the successful bidder. The broad village wise locations of sites for installation of Hand Pumps are given in the GTS Section 6. The exact sites for each of the 1500 locations for installation of the Hand Pumps will be intimated to the successful Bidder along with the work order. Further, during the execution of the project the Employer/ Project Executor will have the right to change the number of Hand Pumps in a particular LOT and also the locations of the Hand Pump in a particular village for which the Contractor will not be entitled for any extra cost. If any information contradictory to expectations is collected by him, he should bring out the facts for needful action by the Project Executor.

It may be mentioned that the Bidder should ensure that good quality drinking water will be available through these hand Pumps. Successful installation of the Hand Pumps will be the sole responsibility of the Bidder. In case, after installation, Arsenic contaminated and /or acidic/ toxic radicals are identified through chemical tests, the tube well shall have to be abandoned, resulting in withholding payment for drilling and associated works for that particular work. In that case, the Bidder shall have to install the Hand Pump at an alternate location as approved by the Site Engineer/ Project Executor/ MoRD representative, without any extra cost.

SECTION 4 INSTALLATION OF HAND PUMPS 4.1 General

4.1.1 This section covers installation of Hand Pumps at the designated locations in Kampong Cham and Banteay Meanchey Provinces of Cambodia together with supply of all required materials, labour, plant and equipment for the works as per specifications and approved drawings and /or as directed by the Employer / Project Executor or their authorized Representative. The works involved under this section are, but not limited to : Drilling of bore holes through all geological formations at the identified sites and providing MS/PVC casings in underground soil strata to prevent collapse of bore well. Collection of underground soil / water samples for in-situ and Lab Tests Lowering of well assembly (vertical PVC Casing / Screening Pipes). Filling in annular gaps by pea gravel between borehole surface and PVC screen pipes and Bentonite and Cement Seal as per the specifications Development of the underground structure by deploying compressor/ centrifugal pump/ submersible pump to obtain totally sand free water. Carrying out Aquifer Performance Test (APT) Disinfection of bore well by Chlorination Installation of Afridev Hand Pumps Construction of Base Platform including consolidation grouting and provision of drainage outlet. Operation and Maintenance of each Hand Pump during Defects Liability Period of one year. Training of Community regarding Operation and Maintenance along with provision of a set of tools and spares.

4.1.2 Typical drawing for well structure as well as the drilling well with Afridev Hand Pump and also the drawing for Platform with the drainage outlet are given in Section 5. However the Bidder will submit all the relevant drawings with specifications along with the bid, which will form the basis for execution of the project. 4.1.3 All well data shall be recorded by the Contractor in the forms as given at Annexure I, II, III and IV.

4.2

Submissions (1) At least thirty (30) days prior to commencement of the drilling work, the Contractor shall submit to the Employer / PE for approval, his complete schedule of works including updated list of equipment and experienced working personnel to be assigned for simultaneous operations at different locations. In preparing his program, the Contractor shall duly consider the overall construction schedule and arrange suitably to achieve overall work progress as per approved schedules. This program shall show operation and time requirements related to a particular location or working sections, type, number and other data of equipment used, materials to be furnished, details on drilling and equipping bore well with appropriate PVC tubage assembly and operational methods to be applied, etc. The schedule of works shall be furnished with the approach and methodology along with a bar chart in respect of complete installation of hand pumps in each province. (2) The Contractor shall maintain Weekly and Monthly Progress Reports at site and submit to the Site Engineer periodically (Weekly & Monthly) with all records and summary of drillings & drill records, sampling & testing of soil and water testing, problems encountered , if any etc for each location of work.

4.3

Standards and Codes Installation of the Hand Pumps with allied works shall conform to the Indian Standards (Table 4.1) or equivalent International Standards and / or as directed by the Engineer. 4.4 4.4.1

Material, Plant and Equipment General All Construction / Installation materials like hand pumps, pipes, cement, aggregates and all construction plant and equipment with all necessary attachments and tools, installations ,auxiliary services etc. shall be provided by the Contractor as required for an adequate performance of the works within given time limits. Type and number of the plant and equipment for drilling and sinking of PVC pipes vertically inside the boreholes as well as all required materials for construction / installation of hand pumps and consumables including in-situ and lab tests are subject to the approval of the Employer/ Project Executor or their authorized representatives.

4.4.2

Construction/ Installation Materials (a) Hand Pumps AFRIDEV Hand Pumps (SKAT Revision 4) shall be installed at each identified location. The bidder shall however provide the design and drawing of the Afridev Hand Pump (SKAT Revision 4) with list of accessories, tools and spare parts along with his bid. (b) PVC Casings The Rising mains shall be PVC Casings of 101.6 mm (4) dia (8.5 Bar), conforming to IS: 4895:2000. The pipes shall have all fittings and fixtures at the ends for jointing and shall be straight, uniform in shape & free from any deformity or injury. The pipes shall be strong enough to resist earth pressure upto 100 m depths, when the casings will run dry. Total length of PVC pipe with screens shall not exceed 100 m at different sites, depending upon prevailing water table and anticipated draw down. (c) PVC Screens The screens shall be slotted / perforated PVC pipes of 101.6 mm (4) dia with slot size of 1.587mm or 1/16 duly cladded with vinyl sheets, and fitted with matching couplings / sockets at the ends for jointing with casing pipes, and shall conform to IS: 4895:2000. Length of the PVC Screens shall be 6m to 10m , depending upon the thickness of the aquifer which shall be identified through Logging/ Litholog of the drilled bore wells.

All manufacturing details alongwith the samples of PVC Casings as well as PVC Screens shall be submitted to the Employer/ Project Executor or the Site Engineer for approval, 30 days prior to the shipment of the pipes. (d) Cement Cement shall be in general, Ordinary Portland Cement (OPC) in conformity to the requirements as specified in IS : 269. Cement shall be stored in adequate quantities and in an appropriate manner so that the quality remains unchanged.

(e) Sand Sand shall comply with the requirements as specified in IS : 383. (f) Bentonite Bentonite is clay having high content of montmorillonite (83% or more) and shall be naturally powdered pure sodium cation base with high swelling characteristics. It shall be of high grade quality conforming to IS: 12584-2000. (g) Water The water to be used in concrete / the grout and / or other purpose shall be fresh, clean and free from harmful amounts of sewage, oil, acid, alkali, salts, or organic or any other deleterious /undesirable matters. Necessary tests have to be performed by the Contractor to ensure clean and non-contaminated fresh water without additional payment. (h) Pea Gravel Pea gravels shall be assorted and uniform in size of 2mm to 6mm size with tolerance of 5%, made from hard rocks. The gravels shall be free from flat particles, shale particles, anhydrite and gypsum and shall be cleaned and washed properly before use. (i) Drainage Outlet The drainage outlet shall comprise of 203.2 mm x 150 mm and 5 m long as detailed in the drawing. The sub-surface shall be well dressed with a uniform slope and compacted satisfactorily before laying of drain. Broad specifications have been given in drawing. The bidder will however submit the drawing along with his bid. (j) Grouting Materials In general, a grout is a homogenous colloidal mixture of cement and water. Where necessary, Bentonite shall be mixed proportionately as to be readily pumpable. Admixtures like sodium silicate ( Na2SO3) may also be added subject to the approval of the Site Engineer.

4.5 4.5.1

Execution Contractors Equipment and Construction Material The contractor shall submit an itemized list of equipment and materials to the Project Executor for approval in advance. The drilling rigs shall be in good condition and of such capacity as to drill to a depth of 100 meter. No worn or obsolete equipment shall be used and in no case shall the makers rating of capacity for any equipment be exceeded. The Contractor shall provide a detail description of the drilling method and type and age of the equipment for approval by the Project Executor before the equipment is brought to the site.

The Contractor shall provide appropriate tools, accessories, power, fuel, materials, supplies, lighting, water, and other equipments; and experienced personnel necessary to conduct safe and efficient drilling operations, on-site testing, and to restore the site as required. The Project Executor or his representative will inspect all equipments before the start of the drilling operations. If, in the opinion of the Project Executor the personnel and equipment are not capable of satisfactorily performing the work specified, the Contractor shall immediately substitute proper personnel and equipments. Only fresh water shall be used in drilling fluids, whether employed alone or in combination with drilling additives. 4.5.2 Drilling Bore Holes (1) Borehole Details: (i) Diameter of Borehole: 203.2mm (8) for drilling in loose sedimentary formation and 75/8 for drilling in rock formation. (ii) Length of Borehole: Dependent upon site conditions, but not exceeding 100 m (iii) Thickness of Overburden: 2m to 4m or more, depending upon site conditions (2) Drilling Equipment Drilling equipment shall be Rotary / DTH / Combination rigs and shall have capacity to drill bore holes of 203.2 mm (8) / 75/8 dia upto a depth of about 100 m. All equipment, plant, and tools for carrying out drilling operations shall be in good working conditions. 4.5.3 Drilling Operation Drilling of boreholes shall be carried out dry in 2-3m stages or less, depending upon thickness of the overburden. After drilling through the overburden, all required observations /collection of borehole data and samples/ testing, etc shall be conform as per specifications. MS casings shall then be inserted upto the depth of loose formation/ overburden before proceeding for the next stage of drilling. Diameter of the borehole in overburden shall preferably be slightly more than 203.2mm so as to permit insertion of steel casings having internal dia of 203.2mm.

For drilling in bed rock, diamond core drilling shall be carried out in 3m stages. Core/ drilling cuts shall be properly preserved for inspection. Drilling shall be extended upto 3m below the bottom of the identified aquifer so as to insert blank pipe below the aquifer. However, drilling operation in the location shall be discontinued if contamination of Arsenic is confirmed by field testing kit during the Preliminary Yield Test (PYT). The following sequential operations shall be carried out during and after drilling of boreholes: i. ii. iii. iv. Drilling and Collection of drill cuttings samples for every meter of drilling Checking of Alignment and Verticality of Borehole Identification of Aquifer/ Granular Zone Fabrication of Bore Well Assembly as per instruction of Site Engineer/ Geologist and lowering of the same in the bore well and gravel shrouding, providing bentonite and cement seal and other requirement as per GTS. v. SDT is optional and may require to be conducted sparingly in exceptional circumstances. vii. viii. ix. Collection and Testing of Tube well Water samples Disinfection through Chlorination Well Completion

4.5.4 Collection / Testing of underground soil / water of the Bore hole During drilling operation, samples of drill cuttings and groundwater shall be collected and tested in-situ and/or in the laboratory, as directed by the Site Engineer. The water samples shall be collected in non-reactive translucent double corck polythene bottles of 1 liter capacity.

4.5.5 Alignment Checking Well should be vertical and straight. The alignment and verticality of well shall be checked by plummet which shall be suspended with a thin wire from tripod with winch. The verticality test shall be carried out in presence of site Engineer. To ensure verticality of tube well, the guides may be used with assembly pipe at the time of lowering of well assembly. 4.5.6 Ascertaining the Quality of Aquifer Water Preliminary Yield Test (PYT) shall be conducted in naked borehole where packers test is not possible due to operational or other reasons. The PYT shall be limited to 10 minutes or less depending upon the ejection of ground water from the zone of aquifer after the compressor has been run for some time. Alternately, Drill stem test shall be carried out at the selected bore wells limited to a period of 10 minutes or less. Drill stem test (packers test) is optional and may be required in Tboung Khmum and Krouch Chhmar Districts only where Arsenic contamination of shallow ground water has been reported. 4.5.7 Lowering of PVC Well Assembly Where it has been established after DST/ PYT that there is no Arsenic hazard, then only lowering of well assembly would be taken up. However if contamination of Arsenic is confirmed, the bore hole shall be abandoned. The site Hydrogeologist/ Engineer shall recommend fabrication of bore well assembly based on study of drill cuttings. Bore well assembly shall have 3.0 m blank PVC pipe at the base of the assembly to serve as Bail Plug at the bottom. Whereas slotted section is so fixed in the well assembly that it rests against the granular zone. Every joint shall be firmly secured.

4.5.8 Filling of Annular spaces between Tube Well and Borehole (a) Gravel Packing

After lowering of the PVC blank pipe (3m below the bottom of the identified aquifer) and the PVC Screens thereupon, the annular space between well assembly and the bore hole surface

from bottom of the bore well shall be properly shrouded with approved quality pea-gravel of 2-6 mm size assorted, satisfying the filter criteria. The gravel packing shall be done in such a manner that it wholly shrouds the slotted section of the well assembly and the level of the gravel pack rests 6-8 m above the top of the slotted section. Shrouding of pea gravels shall be carried out by adopting Reverse Fluid Circulation Method ensuring that no bridging takes place. In case of thick mud available in borehole, it should be thinned by flowing fresh water after lowering well assembly and before gravel shrouding. Filling and subsequent packing shall be carried out in stages of one meter or so. It should be ensured that the Gravel pack consists of well rounded, washed particles comprising at least 90% silicious material and should not contain any clay, shale, silt and other fine material or crushed material. (b) Bentonite Packing

The annular space between the casing pipe and the borehole from top of the gravel packing of the screen pipe shall be shrouded with 2.0 metre thick bentonite seal by using approved quality of bentonite pellets and well compacted with the purpose to protect infiltration of water from the upper layer of overburden or otherwise. Pouring of bentonite pellets shall be followed with water in stages of one meter or so to ensure proper setting and occupy the spaces uniformly. (c) Earth Filling

The annular space between the casing pipe and the borehole from top of the bentonite seal extending upto 3.0 metre below ground level shall be backfilled with the excavated soil and well compacted in stages as described above. (d) Cement Seal

Three (3) meters of annular space from the top of the ground level shall be sealed with cement slurry of 1.85 2.15 kg cement / litre grout to prevent dirty surface water and contaminants from entering the bore hole and also to hold the well assembly tightly in place. The grout shall be injected into the annulus in a single operation so that a complete and continuous seal is achieved. However top 0.4 metre of annulus shall be left ungrouted (but temporarily

backfilled with inert drill cuttings), to facilitate installation of Hand pump pedestal which will also be sealed subsequently. 4.5.9 Development of Tube Well The Tube wells shall be developed by air lift through air compressor and over pumping unit to ensure sand free discharge/ optimal yield as follows : a) Development by Air Compressor (Air Lift and/or Surging) During, development by air compressor, the operation shall be carried out as under: 1) Development by compressor with variable discharge shall be carried out using compressor of suitable capacity 100 PSI/165 CFM or more air pressure as per site requirement to achieve development upto the bottom of the tube well. 2) Suitable dia Eductor pipe shall be used as discharge pipe and 25 mm diameter air line should be used for air supply/ observation and recording of water levels during different stages of development if deem necessary. 3) The development shall be carried out from the top of aquifer to the bottom of the aquifer and vice versa. 4) The development with Air compressor should be carried out for till the water becomes mud/sand free and gravel is fully set in the annular space. Development should be carried out atleast for 24 running hours. b) Development by pumping Unit Suitable low capacity submersible pump/centrifugal pump having a discharge range of 0.5 to 6 m3/hr and lift upto 40 m shall be lowered for development of bore wells to ensure sand free discharge. Alternatively turbine pump of suitable capacity can also be used for development by pumping unit.

c) Treatment of newly constructed tube well (Optional) Where the water of the newly constructed structure is not getting clear /sand free, the tube well shall be treated as follows: 1. Treatments by Hexametaphosphate for removal of Bentonite cake/scales if any[ in Kampong Cham Province]. Duration: 24 hrs. 2. Treatment by commercial hydrochloric acid in Limestone terrain to open up solution cavities/caverns [in Banteay Meanchey Province]. Duration: 24 hrs. Note: Chemical treatment of the tube wells shall be resorted to only in cases where prolonged development procedure (compressor and pump separately) fail to obtain clear sand free water. Thus the chemical treatment of the tube well is optional which may or may not be required at all. d) After the completion of mechanical (or even chemical) development of the tube well, the contractor shall accurately sound the well to determine the level of accumulated sediments within the tubage assembly. The contractor shall record the level of accumulated sediments in the drillers daily log. The contractor shall ensure removal of such accumulated sediments through air lift. 4.5.10 Pumping Test Actual pumping test shall be preceded by short duration Preliminary Yield Test (PYT) for a period not exceeding 2 hours during which water level data, before and after pumping and recovery period shall be recorded. After development of a tube well, an Aquifer Performance Test (A.P.T.) of 6 - 8 hours duration shall be carried out at constant discharge for evaluation of aquifer yield characteristics, well efficiency and aquifer parameters. To carry out such tests, the following equipment shall be required: i) A suitable pump and prime mover (where electric power is not available at the well site).

ii)

Measuring devices for time, discharge, water level recorder (engraved steel tape) and/or acoustic water level recorder, Electric water level recorder, flow pipe of suitable dia and size.

iii)

25 mm dia airline needed to be lowered in the test well as well as observation well up to required depth for measurement of water levels during the test.

iv)

Discharged water from the bore well shall be removed through pipe system (without involving spillage of water at the bore well site) to at least 200m away from the site. Pumping test shall be conducted on the bore well to be fitted with Hand pump at constant discharge varying between 0.5 to 6 lps. The duration of pumping test shall be 6-8 hrs. During the pumping test, monitoring of water levels at the time of Pumping as also the recovery period shall be recorded with their frequency as given in Table-4.3. Depending upon the behavior of the bore well as reflected by the water level (WL) data the pumping test may have to be continued upto maximum of 8 hours. In case where the drawdown gets stabilized and the WL data does not show decline during pumping, the test may be completed earlier than intended 6-8 hours. All such measurements shall be undertaken using embossed steel tape and/ or Electric Sounder/ Acoustic sounder. 4.5.11 Collection of Water Samples/ Testing of Tube Well Water Two samples of the ground water shall be collected in 1 litre capacity translucent nonreactive double cork polythene bottle of good quality. any time during the initial 20-40 minutes of pumping and the second sample just before the termination of pumping. At the time of collection of water samples, the Contractor shall record the temperature, pH and Electric Conductivity (EC) of the ground water sample and precisely label the container. Each Bore Well is required to be tested for presence of Fecal Coliform. Where it indicates positive presence, the well would need to be adequately bleach chlorinated to make it totally disinfected. At least one representative ground water sample shall also be collected from cluster of Hand Pumps constructed in the village for determination of concentration of various parameters as cited below at Table 4.4 in the chemical laboratory for establishing chemical characteristics of the ground water. However, ground water samples collected from Tboung Khmum and Krouch Chhmar need special attention regarding contamination of Arsenic. Selected samples from suspected Arsenic infested area will have to be analysed for concentration of Arsenic in the ground water. The total number of such samples shall not exceed 20. 4.5.12.1 Disinfection of Bore Well through Chlorination Every well is required to receive a chlorine bleach treatment. The treatment shall be by pouring one 1.5 litre bottle of chlorine bleach (6% solution) per well. The chlorination treatment shall be done prior to installation of Hand Pump and kept for 24 hours for proper disinfection of well. The Contractor shall then pump out this water until the residual chlorine is less than 0.1 mg/l. 4.5.12.2 Completion of Installation of Hand Pumps & Platform After satisfactory commissioning of the Hand Pumps, 4 holes of 50 mm dia shall be drilled radially upto a depth of 3m from GL, within an area of 1.5 m radius from the base of the hand Pumps. A mixture of cement, sand, bentonite and / or sodium silicate solution,

depending upon soil grains, shall then be poured through these holes with appropriate pressure such that no upheaval occurs. After grouting, a RCC platform (M-15) with nominal reinforcement and 125mm thickness shall be laid over the ground surface duly consolidated and leveled, covering an area of 1.5m radius from the base of the Hand Pumps as per the drawing in Section 5 of GTS. The platform shall be provided with a drainage outlet as per the drawing over the consolidated ground formation with an uniform slope to facilitate proper drainage of water. The inlet and outlet of the drain shall be smoothly finished. The surface of the platform shall also be plastered with 20mm thick cement plaster (1cement:4sand, finished with neat cement coating. For all successful well the Contractor shall engrave on the Platform, well number, well depth, SWL, DWL & date of installation.

The drawing attached with the bidding document is for reference only. The bidder shall however provide the design and drawing of the Platform and drainage outlet and specifications along with the bid.

5.0

Definition of Successful Well Bore well is considered successful when 25 liters of water of an acceptable water quality are produced per minute and the dynamic water level does not exceed 40 meters depth from the ground surface in case of over 50 meters drilled borehole. 5.1 Unsuccessful Wells in Respect of Water Yield When using the DTH hammering method, it is possible to judge whether the well is successful or not during drilling. In rotary drilling success or failure can only be judged after drilling is completed, such as installation of screen casings, gravel packing, well development and pumping test. Therefore if well is determined to be unsuccessful in respect of water volume (yield) the Contractor shall provide a written record of the actual quantities of drilling, casing, screens and well development for the Project Executor and the payment will be released accordingly for the item of works actually carried out. 5.2 Unsuccessful Wells in Respect of Water Quality In case of unsuccessful wells in respect of water quality, success or failure can only be judged through works after drilling is completed, such as installation of screen casings, gravel filling, well development, pumping test and water quality analysis. Therefore if a well is determined to be unsuccessful due to poor water quality, the Contractor shall provide a written record of the actual quantities of drilling, casing, screens and well development for the Project Executor for consideration of payments. In case the presence of Fecal Coliform is observed in respect of any Hand Pump site, the well would need to be adequately bleach chlorinated to make it totally disinfected and successful.

5.3 Countermeasures for Unsuccessful Wells It is dangerous to leave the drilled boreholes as they are, the holes shall be filled in the drilled holes are to be filled up with clean sand and this shall be well compacted with water for proper settling. 5.4 Alternative Drilling Sites After a well is declared as unsuccessful the same shall be abandoned and an alternate site will be taken up for drilling and installation of the Hand Pump after the approval from Employer/ Project Executor or his authorized representative. The payment for the unsuccessful well site so declared and abandoned will be paid as per the provisions of the Contract. 6.0 Hand Pump Installation, Commissioning, Operation & Maintenance and Training on Operation and Maintenance of Hand Pumps 6.1 The Contractor shall install and commission the Hand Pump according to the Manufacturers instruction. After the installation, Hand Pumps shall be continuously operated for 100 strokes to check for installation quality. Necessary performance and other tests would be conducted as detailed in the GTS before handing over the completed Hand Pump to the concerned authorities. 6.2 After successful installation and handing over of the Hand Pump to the Employer/ Project Executor or his authorized representative, the Contractor will carry out the Operation and Maintenance of each pump during the defects liability period for one year. During the above period of one year, continuous availability of good drinking water through these Hand Pumps will be the responsibility of the Bidder/ Contractor. In case, availability of water through any of these 1500 hand Pumps during DLP is interrupted for any reason, the Hand Pump will have to be re-commissioned at the other location as approved by the Employer/ Project Executor at the Bidder/ Contractors risk cost and responsibility.

6.3

The representatives of Project Executor/ MoRD/ Village Community will also be associated by the contractor right from the preparation of the site till the commissioning of the hand pump for on work training. The Contractor shall provide extensive operational training to the nominated community/ and Staff of MoRD after commissioning of the Pumps in each area. The training shall be imparted by the Contractor for running, upkeep and maintenance of various pump components at each location as approved by MoRD. This Training has to be provided before handing over of the Hand Pump to the Employer/ Project Executor or their representative.

6.4

A set of essential tools and spares parts for one year shall also be provided free of cost to the community members at each pump site for operation, maintenance and upkeep of Hand Pumps along with the standard User Manuals for the installation, operation and maintenance procedures produced by Manufacturer both in English and Khmer languages. The list of the set of essential tools and spare parts which shall be supplied by the Contractor at each location shall be provided along with the bid.

6.5

The Contractor shall install a plaque as per the drawing given in Section 5 at each location of Hand Pump. The relevant matter to be printed on the plaque will be given to the successful Bidder.
