A LOOK AT THE TOP 10 LOCAL NEWS STORIES OF 2013

BY BLADE STAFF

The momentous events of 2013 hit close to home, as marriage equality arrived in Maryland and Delaware. But last year wasnt all about marriage. It was a big year for Democrats in Virginia and a lesbian lawmaker announced a bid for Maryland governor. Heres a look at the top 10 local news stories of 2013 as chosen by Blade editorial staffers.

Marriage equality expanded throughout the mid-Atlantic in 2013 with Maryland and Delaware joining D.C. in allowing same-sex couples to wed. CLAYTON ZOOK and WAYNE MACKENZIE tied the knot on New Years Day on Tilghman Island.

MARRIAGE EQUALITY COMES TO MD., DEL. Maryland and Delaware were among the states in which same-sex couples began to legally marry in 2013. Seven same-sex couples married at Baltimore City Hall on Jan. 1 shortly after Marylands same-sex marriage law took effect in a ceremony that Baltimore Mayor Stephanie Rawlings-Blake ofciated. They include long-time mayoral aide James Scales and his partner, William Tasker. New Years Day will have a new meaning for the hundreds if not thousands of couples who will nally have the right to marry the person they love, said Rawlings-Blake. More than half a dozen same-sex couples exchanged vows at the Black Walnut Point Inn on Tilghman Island in Talbot County on Jan. 1. These include

innkeepers Tracy Staples and Bob Zuber who tied the knot almost immediately after the law took effect at midnight. Im very proud of Maryland, Michelle Miller of Stevensville in Queen Annes County told the Washington Blade on Jan. 1 after she married Nora Clouse at the Black Walnut Point Inn. Delaware Gov. Jack Markell on May 7 signed his states same-sex marriage bill into law. State Sen. Karen Peterson (D-Stanton) came out as a lesbian on the oor of the state Senate while she and her colleagues debated the measure. The New Castle County Democrat and her partner of more than 20 years, Vikki Bandy, on July 1 became the states rst legally married same-sex couple when the couple converted their civil union into a marriage during a ceremony that

New Castle County Clerk of the Peace Ken Boulden ofciated. Its exciting, both historically and personally, Peterson told reporters after she and Bandy exchanged vows inside the New Castle County Clerk of the Peaces ofce in Wilmington. I never thought in our lifetimes we would be getting married. Boulden later on July 1 also ofciated Joseph Daigle, II, and Daniel Cotes wedding in Wilmington that Attorney General Beau Biden, New Castle County Executive Tom Gordon and other local and state ofcials attended. Today we are witnesses to a historic event for Delaware and for our community and quite frankly our future, said Biden. Delaware Family Policy Council President Nicole Theis and Rev. Leonard Klein of the Diocese of Wilmington are

among those who testied against the same-sex marriage bill. Members of the Westboro Baptist Church on July 1 protested the law outside the New Castle County Clerk of the Peaces ofce in Wilmington and at other locations throughout the state. State Rep. Mike Ramone (R-Middle Run Valley) is the only Republican lawmaker who co-sponsored the measure. John Fluharty, executive director of the Delaware Republican Party, on March 15 came out during an exclusive interview with the Blade at an Equality Delaware fundraiser in Wilmington. Im here this evening because I support marriage equality, said Fluharty. Its an issue thats of personal importance for me as a gay man.

MCAULIFFE ELECTED VIRGINIA GOVERNOR

Former Democratic National Committee Chair Terry McAuliffe on Nov. 6 defeated Virginia Attorney General Ken Cuccinelli in the commonwealths gubernatorial race. McAuliffe has repeatedly said his rst executive order as governor will be to ban discrimination against LGBT state employees. The former DNC chair in February also endorsed marriage rights for same-sex couples. State Sen. Ralph Northam (D-Norfolk) easily defeated Chesapeake minister E.W. Jackson in the states lieutenant gubernatorial race. The State Board of Elections on Nov. 25 ofcially certied state Sen. Mark Herring (D-Loudoun County) as the winner of the race to succeed Cuccinelli as attorney general, but state Sen. Mark Obenshain (R-Harrisonburg) requested a recount because he lost to his Democratic rival by only 165 votes. Cuccinelli highlighted his opposition to marriage rights for same-sex couples during two debates against McAuliffe that took place in Hot Springs and McLean in July and September respectively. LGBT rights advocates also blasted the outgoing attorney general for appealing a federal appellate courts March ruling that found Virginias sodomy law unconstitutional. Jackson faced persistent criticism during the campaign over his previous comments that equated gay men to pedophiles and very sick people. Without exception, the Democratic candidates for statewide ofce offered uninching support for marriage equality, a welcoming business climate and respect for a womans

right to choose, said gay state Sen. Adam Ebbin (D-Alexandria) after the election. The people of Virginia aligned themselves with McAuliffes and Northams vision of an inclusive, forward moving commonwealth.

VIRGINIA LAWMAKERS CONFIRM GAY JUDGE

Virginia lawmakers on Jan. 15 conrmed gay Richmond Circuit Court Judge Tracy Thorne-Beglands judgeship. The Virginia House of Delegates in May 2012 blocked the former prosecutors nomination to the Richmond General Court after state Del. Bob Marshall (R-Prince William County) alleged he misrepresented himself when he failed to disclose his sexual orientation when he enlisted in the U.S. Navy in the late 1980s. Thorne-Begland in 1992 publicly discussed his sexual orientation during an interview on ABCs Nightline. He unsuccessfully challenged his discharge from the U.S. Navy under the Pentagons Dont Ask, Dont Tell policy then-President Bill Clinton signed into law in 1993. Thorne-Begland is also a former Equality Virginia board member. Equality Virginia is pleased that the House of Delegates could see that Thorne-Begland is a qualied candidate with integrity and a long history of public service, said Equality Virginia Executive Director James Parrish in a statement after lawmakers approved Thorne-Beglands judgeship. Thorne-Begland has served his country and his city with honor and unquestioned competence rst as a Navy pilot and then as a prosecutor. Thorne-Begland is Virginias rst openly gay judge.

A report released in February by the Gallup polling organization showed that the District of Columbia has the highest percentage of self-identied LGBT residents in the nation in comparison to the 50 states. Ten percent of 493 D.C. residents who responded to Gallups daily tracking polls between June 1 and Dec. 30, 2012 identied themselves as lesbian, gay, bisexual or transgender, according to the report. By comparison, 3.3 percent of a sample of 4,195 Maryland residents and 2.9 percent of a sample of 6,323 Virginians identied themselves as LGBT. The report did not compare D.C. to other cities. Gary Gates of the Williams Institute at the UCLA School of Law, which studies LGBT related demographics, told the Blade the Gallop statistics appeared to be a more accurate snapshot of the countrys LGBT population than previous studies.

when she tapped Rev. Delman Coates of Mount Ennon Baptist Church in Clinton as her running mate. The Prince Georges County pastor in 2012 emerged as one of the most prominent supporters of Marylands same-sex marriage law that voters approved in a referendum. I have stood up for justice, said Coates at a Nov. 14 campaign event during which Mizeur ofcially introduced him as her running mate. I stand before you today not driven by professional or personal ambition, but by a calling to bring hope to others when they need it the most. Mizeur will face Lt. Gov. Anthony Brown and Attorney General Doug Gansler in the state Democratic primary in June. She could become the countrys rst openly gay governor if Maryland voters elect her to succeed Martin OMalley. Diversity is enormously important, Mizeur told the Blade in July. Not simply to have a gay governor, but to have a governor who can represent the voices of people in communities that have not always had a voice in the process.

RASH OF VIOLENT INCIDENTS IN JUNE

Maryland state Del. Heather Mizeur (D-Montgomery County) on July 16 ofcially entered the 2014 gubernatorial campaign. Youre seeing all of these incidents happening in such a short period of time. Police arrested a 23-year-old male suspect for allegedly stabbing transgender woman Bree Wallace, 29, multiple times on June 21 in an abandoned house in Southeast D.C. Police said the incident stemmed from a dispute and did not appear to be a hate crime. In another incident on June 23, gay male drag performer Miles Denaro was beaten and dragged by the hair by two women at the Manny & Olgas pizzeria near 14th and U streets, N.W. in an incident that was captured on video and posted on the Internet. The two women were arrested and pleaded guilty to a charge simple assault.

TRANS BIRTH CERTIFICATE BILL HAILED

A bill signed into law by D.C. Mayor Vincent Gray in August that removes obstacles to the process of enabling transgender people to change their birth certicates to reect their new gender has been hailed as a groundbreaking measure. Among other things, the new law repealed a provision in an existing law that required transgender individuals to undergo gender reassignment surgery as a condition for obtaining a new birth certicate. Transgender advocates said the surgery was too expensive for many people and medically hazardous to others. The new law is named the JaParker

Transgender Health Empowerment, D.C.s leading transgender services and advocacy organization for nearly 10 years, declared Chapter 11 bankruptcy on July 7. A short time later it discontinued all of its transgenderrelated programs. The bankruptcy ling came after the D.C. Department of Health abruptly cut off its funding for T.H.E. when it learned that the IRS placed liens on the organization for its failure to pay more than $260,000 in employee withholding taxes over a period of at least three years. The bankruptcy ling shows that T.H.E.s total debt comes to more than $560,000. During a bankruptcy trustees hearing in August, T.H.E. executive director Anthony Hall said the groups only source of income at the time of the hearing was a city grant calling for the organization to operate a non-LGBT related temporary housing facility for crime victims. Longtime transgender activist Earline Budd, a former T.H.E. employee and one of its founders, has called on the city

The Mautner Project, a national lesbian health organization based in Washington, D.C. since its founding in 1990, became an arm of D.C.s Whitman-Walker Health in 2013 in what leaders of both groups called an historic collaboration. In a joint statement released in June, the two organizations said the arrangement would bring the Mautner Projects programs and staff under the umbrella of Whitman-Walker, an LGBT community health care provider founded in 1978. Leslie Calman, Mautner Projects executive director at the time the merger was announced, said the joining of the two groups would allow Mautner to offer more critical services to a greater number of women who need those services throughout the region. Its a natural t. Whitman-Walker CEO Don Blanchon said Whitman-Walker had been looking for ways to expand its services to women. He said the Mautner Projects programs and reach within their community will help us fulll that mission. Calman said that in addition to continuing its services for lesbians with serious illnesses such as cancer, the Mautner programs at Whitman-Walker would also continue various illness prevention programs such as cancer screening, smoking cessation and obesity reduction.

A rising star in the Republican Party stirred controversy by comparing LGBT activism to bestiality and pedophilia, leading him to give up his role as commencement speaker at John Hopkins University. The former neurosurgeon at Johns Hopkins made the remarks during an appearance on Fox News Sean Hannity when expressing his opposition to legalizing same-sex marriage. And no group, be they gays, be they NAMBLA (North American Man/Boy Love Association,) be they people who believe in bestiality it doesnt matter what they are they dont get to change the denition of marriage, Carson said. Carsons remarks invoked the ire of students at John Hopkins University, where he was selected to speak as commencement speaker. The organization Media Matters asserted a majority of the graduating class, or around 700 students, called for his ouster. Although sources initially said Carson wouldnt relinquish his speaking role at commencement, Carson eventually indicated he would acquiesce to students desires and step down as speaker. But Carson went on to other public appearances, including one later in the year at a venue closer in tune with his views. Carson was among the speakers the anti-gay Family Research Councils Values Voter Summit, where he articulated his opposition to marriage equality. We need to recognize that God created the family structure for a reason and marriage is a sacred institution from God himself, and there is no reason that man needs to change the denition of marriage, Carson said.

OUR PICKS FOR THE TOP NATIONAL AND INTERNATIONAL STORIES OF 2013
BY BLADE STAFF

It was perhaps the biggest year yet for the LGBT rights movement in the United States, as the Supreme Court made history by striking down Prop 8 and part of the Defense of Marriage Act. More states legalized marriage in its wake. Elsewhere in the world, the Catholic Church got a new pope who seemed to break with his predecessor over gay rights, among other issues. Here are the Blade staffs picks for the years top 10 national and international stories. What do you think of our choices? What did we forget? Go to washingtonblade.com and register your picks for the years best.

The Supreme Courts decision striking down DOMA and Prop 8 is our pick for story of the year. The case was brought by widow EDITH WINDSOR.

SUPREME COURT STRIKES DOWN DOMA, PROP 8

The U.S. Supreme Court issued a pair of historic decisions against the Defense of Marriage Act and Californias Proposition 8 in a news event we have dubbed the story of the year. In a 5-4 decision, the court struck down Section 3 of DOMA, the 1996 Clinton-era law that prohibited the federal government from recognizing same-sex marriage. In a separate 5-4 decision issued at the same time, the court ruled the proponents of Prop 8 couldnt defend the initiative in court, allowing a district court ruling to stand that determined the 2008 amendment was unconstitutional. Writing for the majority in the decision against DOMA, U.S. Associate Justice

Anthony Kennedy emphasized the harm the anti-gay law causes married same-sex couples. The federal statute is invalid, for no legitimate purpose overcomes the purpose and effect to disparage and to injure those whom the State, by its marriage laws, sought to protect in personhood and dignity, Kennedy wrote. By seeking to displace this protection and treating those persons as living in marriages less respected than others, the federal statute is in violation of the Fifth Amendment. The DOMA lawsuit was brought by New York widow Edith Windsor as a result of having to pay $363,000 in estate taxes in 2009 upon the death of her spouse, Thea Spyer. Windsor became a symbol of the marriage equality movement and was named

by Time magazine as its No. 3 pick for Person of the Year after her victory at the Supreme Court. The ruling against Prop 8 restored marriage equality to California. Thousands of same-sex couples beginning with plaintiffs Kris Perry and Sandra Stier, who were wed by California Attorney General Kamala Harris at San Francisco City Hall began to marry after the U.S. Ninth Circuit Court of Appeals gave the go-ahead weeks after the decision. Immediately after the ruling against DOMA, the Obama administration pledged to work toward implementing the decision to allow for the recognition of same-sex marriage by the federal government. At a news conference during a trip to Africa, President Obama pledged to make the federal benets of

marriage as widely available as possible. Its my personal belief but Im speaking now as a president as opposed to as a lawyer that if youve been married in Massachusetts and you move someplace else, youre still married, and that under federal law you should be able to obtain the benets of any lawfully married couple, Obama said. Then-Secretary of Homeland Security Janet Napolitano issued guidance saying bi-national same-sex couples would be able to apply for marriagebased green cards to enable them to stay in the United States. The U.S. Ofce of Personnel Management announced that spousal benets, including health and pension benets, would begin to ow to gay federal employees. Perhaps most signicantly, the Internal Revenue

during an August interview. Playwright Harvey Fierstein is among those who have called for a boycott of the Sochi games in response to Russias LGBT rights crackdown. The International Olympic Committee and the U.S. Olympic Committee have also faced criticism from those who feel they have not done enough to publicly criticize the Kremlin over the gay propaganda law. The U.S. Olympic Committee has been complicit in this act of aggression because they say we respect Russias right to do this, U.S. Rep. Ileana RosLehtinen (R-Fla.) told the Washington Blade in late September before the USOC added sexual orientation to its anti-discrimination policy. That is not worthy of Olympic standards. Retired Olympic diver Greg Louganis on Dec. 13 told the Blade that gay MSNBC anchor Thomas Roberts should not have co-hosted the Miss Universe 2013 pageant in November in Moscow. The four-time gold medalist also said gay singer Elton John should not have performed in Russia earlier this month. It just seems like all theyre doing is lending credibility to whats going on there, said Louganis.

Service announced it would recognize the marriages of same-sex couples for tax purposes even if they le tax returns while living in a non-marriage equality state. Defense Secretary Chuck Hagel also announced that service members in same-sex marriages would be able to receive spousal benets, including health, pension and housing benets. Several national guards with state constitutional amendments banning same-sex marriage said they would be unable to process these benets, but after a second edict from Hagel saying they must comply, each of those states fell in line. Within a few short months, the ruling against DOMA also helped accelerate the path toward marriage equality throughout individual states. In Ohio, a federal judge recognized the marriage of a same-sex couple that married at BWI airport because one of the partners in the relationship was dying of Lou Gehrigs disease. Later, a New Jersey superior court ruled the states civil union law was insufcient a decision the State Supreme Court let stand upon appeal from New Jersey Gov. Chris Christie, who later the dropped the lawsuit. Doug NeJaime, a gay law professor at the University of California, Irvine, said this movement so soon after the Windsor ruling was anticipated given the language that Associate Justice Anthony Kennedy used in his opinion. Given the urry of activity, and the quick decisions coming out of places like Ohio, this may mean that the Supreme Court may not be able to avoid the question regarding the constitutionality of state marriage bans as long as some of the justices may hope, NeJaime said.

#2

STATES, COUNTRIES EXTEND MARRIAGE RIGHTS

The movement for marriage rights for same-sex couples made signicant advances in the U.S. and around the world in 2013. In addition to Maryland and Delaware, gays and lesbians began to legally marry in California, Rhode Island, New Jersey, Minnesota and Hawaii. Illinoiss same-sex marriage law that Gov. Pat Quinn signed last month will take effect in June. New Zealand and Uruguay also extended marriage rights to same-sex couples in 2013. Brazils National Council of Justice in May nearly unanimously ruled that registrars in the South American country cannot deny marriage licenses to samesex couples. Gays and lesbians in England and Wales on March 29 will begin to exchange vows after the British Parliament over the summer approved a same-sex marriage bill. An identical measure cleared its rst hurdle in the Scottish Parliament last month. The legal process to extend marriage rights to same-sex couples in Mexico continued to gain ground in Baja California, Guanajuato, Jalisco and other states in 2013. A handful of gays and lesbians have exchanged vows in Colombia, but the countrys attorney general has challenged some of them. Croatian voters on Dec. 1 approved a constitutional amendment that denes marriage as between a man and a woman. The Australia High Court on Dec. 11 ruled a law that extended marriage rights to same-sex couples in the countrys capital is unconstitutional.

For the rst time in history, the U.S. Senate approved with bipartisan support this year a long sought piece of legislation that would bar employers from discriminating against or ring workers based on their sexual orientation or gender identity. By a vote of 64-32, the Employment Non-Discrimination Act passed the Senate, marking the rst time that either chamber of Congress has passed a version of the bill with protections for transgender workers. A total of 10 Republicans joined the entire Democratic caucus present in voting for the bill. Prior to the vote, Sen. Jeff Merkley (D-Ore.), ENDAs chief sponsor, delivered a speech on the Senate oor recognizing the historic nature of the moment. I look forward to this vote, this vote for liberty, this vote for freedom, this vote for opportunity, this vote for a fair and just America, Merkley said. Despite a push to bring up the legislation in the House, momentum on ENDA seems to have stalled as the legislation has capped out at 201 sponsors and House Speaker John Boehner (R-Ohio) has continually said he opposes it. I understand people have differing opinions on this issue, and I respect those opinions, Boehner said in response to a question from the Washington Blade. But as someone whos worked in the employment law area for all my years in the State House and all my years here, I see no basis or no need for this legislation.

RUSSIAS LGBT CRACKDOWN SPARKS OUTRAGE

The Kremlins LGBT rights crackdown sparked widespread outrage this past year amid preparations for the 2014 Winter Olympics that will take place in Sochi, Russia, in February. Russian President Vladimir Putin in June signed a broadly worded bill into law that bans gay propaganda to minors. A second statute that bans foreign same-sex couples and any couple from a country in which gays and lesbians can marry from adopting Russian children took effect in July. LGBT rights groups and other organizations that receive funding from outside Russia could face a ne if they dont register as a foreign agent. These laws are aimed at driving LGBT people back into silence, back underground, back to the invisibility, Polina Andrianova of Coming Out, a St. Petersburg-based LGBT advocacy group, told the Washington Blade

LGBT Catholics in 2013 welcomed Pope Francis more moderate tone toward gays. The College of Cardinals on March 16 elected the former archbishop of Buenos Aires to succeed Pope Benedict XVI who abruptly resigned in February. The Argentine pontiff said during a September interview with an Italian Jesuit newspaper that the Roman Catholic church has grown obsessed with nuptials for gays and lesbians, abortion and contraception. These comments came roughly two months after he told reporters as he returned to Rome after a weeklong trip to Brazil that gays and lesbians should not be judged or marginalized. If a person is gay and seeks the Lord and is of good will, who am I to judge him? said Francis in response to a question about gay priests. LGBT rights advocates in Argentina noted to the Washington Blade the pontiff categorized the same-sex marriage bill the countrys president, Cristina Fernndez de Kirchner, signed in 2010 as the work of the devil that would spark Gods war. Dignity USA Executive Director Marianne Duddy-Burke acknowledged Francis anti-LGBT statements after his election. She remains optimistic the new pontiff will welcome LGBT Catholics back into the church. We nd much to be hopeful about, particularly in the Popes rm desire that

the church be a home for all people, and his belief that God looks on lesbian, gay, bisexual and transgender people with love rather than condemnation, said Duddy-Burke in a September statement. Center for Lesbian Rights on behalf of a transgender student in Californias Arcadia Unied School District. The resolution requires the school district to treat the student as male in all respects and keep his transgender status private. NCLR Staff Attorney Asaf Orr commended the Obama administration for taking the step to ensure that schools are safe and supportive environments where all students can thrive, including transgender students. The resolution represents a growing legal and administrative trend to interpret existing law in this case, Title IX of the Education Act of 1972 to ban discrimination against trans people. Prior to the ruling, the student was required to sleep in a cabin by himself on an overnight eld trip instead of being allowed to room with his male peers. The school district also excluded the student from the boys restroom and locker room, insisting that he use the nurses ofce. The student, who remained anonymous, said hes glad his school district agreed to put in place the resolution proposed by the Obama administration. Knowing that I have the school districts support, I can focus on learning and being a typical high school student, like my friends, the student said.

OBAMA NAMES GAY AMBASSADORS, JUDGES

The U.S. Senate approved this year several openly gay appointees including the rst openly gay federal appeals judge in conrmations that were historic both in number and signicance. Among the conrmed appointees were ve openly gay ambassadors, including former U.S. Ofce of Personnel Management Director John Berry as U.S. ambassador to Australia. The conrmation made him the rst openly gay U.S. ambassador to a G-20 country. Also among the gay conrmations were Daniel Baer as U.S. ambassador to Organization for Security & Cooperation in Europe; Rufus Gifford as U.S. ambassador to Denmark; James Costos as U.S. ambassador to Spain; and James Wally Brewster as U.S. ambassador to the Dominican Republic. Additionally, the Senate conrmed Eric Fanning as under secretary of the Air Force. After the departure of his immediate boss shortly after the conrmation, Fanning became acting secretary of the Air Force, making him the highest-ranking openly gay civilian in the U.S. military. Chai Feldblum, the lesbian member of the U.S. Equal Employment Opportunity Commission, was conrmed for a second term after leading the way for a ruling instituting transgender workplace non-discrimination protections. The Senate also conrmed openly gay judicial nominees. The highest-ranking among them was Todd Hughes, who was conrmed as circuit judge for the U.S. Court of Appeals for the Federal Circuit. Hes the rst openly gay person to serve a federal appeals court. TRANS PROTECTIONS RECOGNIZED UNDER TITLE IX

The Obama administration made a historic ruling for transgender rights this year by applying existing law to protect students in school on the basis of their gender identity. The Departments of Education and Justice announced the resolution as a result of a complaint led by the National

President Obama stirred passions in the LGBT community by making an unprecedented reference to LGBT rights during his second-term inaugural address and saying he believes gay people deserve equal treatment under the law. Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law for if we are truly created equal, then surely the love we commit to one another must be equal as well, Obama said. The words marked the rst time that any U.S. president mentioned gay rights during an inaugural address and sent shockwaves through the LGBT community. Also during the speech, Obama made a reference to the 1969 Stonewall riots, which are considered the start of the modern LGBT rights movement. We, the people, declare today that the most evident of truths that all of us are created equal is the star that guides us still; just as it guided our forebears through Seneca Falls, and Selma, and Stonewall; just as it guided all those men and women, sung and unsung, who left footprints along this great Mall, to hear a preacher say that we cannot walk alone; to hear a King proclaim that our individual freedom is inextricably bound to the freedom of every soul on Earth, Obama said.

Lesbian Annise Parker won election to her third and nal term as mayor of Houston, on Nov. 5, receiving a decisive 57 percent of the vote in a nine-candidate race. In Seattle, Washington State Sen. Ed Murray defeated incumbent Mayor Mike McGinn by a margin of 56 percent to 43 percent to become that citys rst openly gay mayor. And in Atlantic City, N.J., gay Republican Don Guardian shook up the political establishment by winning an upset victory over incumbent Mayor Lorenzo Langford, a Democrat, in a city where Democrats outnumber Republicans among registered voters by a nine to one margin. Guardian ran as a socially progressive reform candidate with a record as a highly competent administrator of services for the citys tourist district. Meanwhile, New York City Council Speaker Christine Quinn lost her race to become New Yorks rst openly gay and rst female mayor, nishing third in a hotly contested Democratic primary in September. A New York Times exit poll showed pro-LGBT candidate Bill deBlasio, who won the primary and the general election in November, beat Quinn among LGBT voters by a margin of 47 percent to 34 percent in a four candidate race. Most political observers said LGBT voters joined the majority of their straight counterparts in backing deBlasio, who emerged as more progressive on economic issues than Quinn and who was perceived as an outspoken critic of incumbent Mayor Michael Bloomberg, who is highly unpopular among Democratic voters. Quinn had long been viewed as a Bloomberg ally.

MANNING GETS 35 YEARS, COMES OUT AS TRANS

One day after a military judge sentenced former U.S. Army Private Bradley Manning to 35 years in prison for leaking classied documents to Wikileaks, the 25-year-old soldier released a statement through her attorney coming out as transgender. As I transition into this next phase of my life, I want everyone to know the real me, Manning said. I am Chelsea Manning. I am a female. Mannings dramatic announcement shifted the media focus from that of her conviction in an Army court martial proceeding of violating the U.S. Espionage Act for leaking an unprecedented amount of classied information to the issue of who transgender people are and whether they should be entitled to equal rights. Some transgender rights advocates said Mannings case would hurt efforts to lift the militarys ban on transgender service members by casting transgender people in a negative light. Transgender activists Brynn Tannehill and Autumn Sandeen, who served in the military before transitioning, said they were especially troubled by arguments by Mannings attorney that Mannings struggle over her gender identity created stress that played some role in her decision to leak classied information. In my last four years in the Navy I was grappling with gender identity yet I did my job and didnt release classied information, Sandeen said. By Lou Chibbaro Jr., Chris Johnson and Michael K. Lavers

2013: The year in superlatives

A new pope, a delusional MSNBC host, a bold Supreme Court
Obama had barely nished his eloquent, inclusive inaugural address when LGBT rights activists began laying the groundwork for Hillarys inevitable 2016 run. Yes, shes smart, tough and nally came around to endorsing marriage equality in 2013 but Obama represents a generational turningof-the-page and we shouldnt go back to the divisive, petty Clinton-Bush years. The U.S. isnt a monarchy; we dont need dynasties. We need new ideas, new leaders, a new generation stepping forward. Hillary has earned her place in history and the nations rst female president will owe her a huge debt but lets move on. MOST SANCTIMONIOUS JOHNNYCOME-LATELY ACTIVIST: Anderson Cooper. After hiding in the closet for 45 years, Cooper nally came out in 2012 and suddenly hes our most prominent scold bravely taking Alec Baldwin and others to task on Twitter for their homophobic slips. Cooper should let GLAAD enforce all the politically correct language rules and stick to reading his CNN teleprompter. BIGGEST TOOL: MSNBCs Thomas Roberts. Talk about delusional. Roberts in 2013 snapped up Andy Cohens sloppy seconds and agreed to host the cheesy Miss Universe pageant for Donald Trump in Moscow. In defense of taking a paycheck from the homophobic birther Trump, Roberts inexplicably likened himself to Harvey Milk, writing that going to Moscow would somehow give LGBT Russians hope. Of course, Roberts didnt even mention gay rights from the Miss Universe stage. He dutifully did Trumps bidding, all the while giving cover to Vladimir Putin and his anti-gay crackdown. Shame. MOST IMPROVED: The papacy. Just a few years ago, the Blade featured Pope Benedict on the year-in-review cover, labeled Public enemy No. 1. What a difference Pope Francis has made. In less than a year, hes questioned the churchs attacks on marriage equality and contraception and turned the focus back to serving the poor. Hes questioned capitalism and is a welcome voice for challenging income disparities around the world, arguably one of the biggest challenges facing the U.S. economy. LEAST CONVINCING CLOSET CASE: Its a tie! Queen Latifah, who debuted her eponymous talk show in 2013, and longtime Fox News anchor Shepard Smith, share this dubious honor. Latifah could have followed Anderson Coopers lead and come out just in time to juice ratings for her talk show. Instead she stubbornly refuses to answer the question, and in the process fools no one. Smith, meanwhile, made headlines in 2013 when two New York Times columnists debated the ethics of outing him. (This was old news to Blade readers I wrote back in 2005 of Smiths efforts to pick me up at a NYC bar.) Like Latifah, Smith is fooling no one and should nally acknowledge what the rest of the world has been whispering about for years. MOST ANTICIPATED 2014 LOCAL STORY: The Maryland gubernatorial election. The primary is scheduled for June 24 and on the Democratic side, three candidates are vying to replace Martin OMalley: Lt. Gov. Anthony Brown, Attorney General Doug Gansler and lesbian Del. Heather Mizeur. Most expect Brown to win the primary but dont count Mizeur out. With Gansler prone to gaffes and his campaign likely to implode at any moment, Mizeur would remain the only alternative to the bland Brown who is merely waiting his turn. Mizeur has made several bold policy announcements and, if she can raise the necessary money, could shock the political establishment to become the nations rst openly gay governor (we dont count former New Jersey Gov. Jim McGreevey). MOST ANTICIPATED 2014 INTERNATIONAL STORY: The Sochi Olympics. Will gay athletes protest? Who will lead the U.S. delegation? Will NBC do any tough reporting about Putins anti-gay crackdown or will the sunny, lobotomized Today show team engage in more Russia cheerleading? Will Rachel Maddow get to go? What will Johnny Weir wear? The anticipation is almost too much to bear.

The year 2013 will be remembered as the tipping point for LGBT rights, thanks largely to the Supreme Courts rulings on DOMA and Prop 8. More states are marrying same-sex couples; we even have hints of a supportive new pope. So before we get too far into 2014, a look back at the 2013 year in superlatives. Happy New Year and thanks for supporting the Blade. PERSON OF THE YEAR: Edith Windsor. Forget Time and the Advocate they both named Pope Francis person of the year Windsor deserves this accolade for ignoring the advice of so-called experts and pressing ahead with her ultimately successful lawsuit that led to the demise of Article 3 of DOMA. Shes a remarkably courageous and fearless woman who deserves recognition and our gratitude. MOST OVER-HYPED STORY: Hillary Clinton for president in 2016. President

To health, happiness and more Democrats

Welcoming the New Year with a political wish
stay healthy. We should all have access to quality healthcare. Thankfully most of my friends are lucky enough to have good jobs and insurance and think nothing of asking for a u shot when they get their annual physical. Their doctor orders tests to check cholesterol, blood sugar, maybe a PSA or Pap smear, and a myriad of other blood counts to assure their health is good and being monitored to nd out early if there are indications of an illness. We know that not everyone today has that chance. Before the Affordable Care Act, I had friends whose kids had no insurance because they lost it after graduating college. They had no job and couldnt afford insurance. Now they can go back on their parents policy until they are 26. Detecting cancer at an early stage makes the chances for a positive prognosis so much greater. But a friend diagnosed with breast cancer lost her insurance and before the Affordable Care Act couldnt nd a new policy and certainly not one she could afford. So when I wish friends good health its a wish for everyone and by supporting the Affordable Care Act I feel I am actually doing something to make that a reality. Happiness is another thing. What makes me happy is likely very different from what makes you happy. For some it may be getting a new puppy (not me as I am allergic). It could be a trip to Europe or a new car. For many of my friends its a new home or some other purchase, or even welcoming a new baby into their lives. In 17 states and D.C. it can be getting married as a same-sex couple. But its important that we remember that for some, happiness may be having enough money to pay the rent each month; or pay for their prescription drugs. Happiness for some could be keeping their job, nding a new job, or Congress extending unemployment insurance benets. For 12 million people in our country its not being threatened, or having your mother, father or child threatened, with deportation. It could be having condence that your grandmother will receive an increase in her Social Security check allowing her to pay for food and rent. Happiness for some families is knowing that your partner, husband, wife or child will come home from Afghanistan this year, safe and sound, and wont be deployed into harms way again. For a veteran it might be not having to wait months to get an appointment with your VA councilor or getting benets to continue their education.

PETER ROSENSTEIN is a D.C.-based LGBT rights and Democratic Party activist. He writes regularly for the Blade.

I hope everyone had a great holiday season and I wish you and your family a very happy and healthy 2014. Such is the greeting from most holiday cards. When I hear those words from friends they mean something. But take a moment to think about what you mean when you wish someone health and happiness and whether you can help make those things a reality. We know what it means to be healthy but what it takes to make someone happy is different for each of us. When I wish someone good health to me it includes supporting the Affordable Care Act since that will give everyone an opportunity to

Many of the things that enable us to continue to stay healthy and achieve our own happiness do depend on government policy. I realize that many think we shouldnt need to depend on government and that everything should be provided by the private sector or our religious institutions. Unfortunately that just isnt the case today. So when I say let 2014 bring health, happiness and more Democrats it is because the philosophy of the Democratic Party is more in line with having government provide people with what they need when they just cant make it on their own. It is passing decent immigration policy; a safety net for those in need including extended unemployment insurance for those out of work. It is food stamps needed even if you have a job but one that pays so little that you cant afford to feed your kids. It is raising the minimum wage. It is government ensuring that everyone can have health insurance and that when you are older you will have a guarantee of the minimum assistance needed allowing you to stay in your home and buy food and medicine. Until the Republican Party is once again led by more moderate and rational individuals I will continue to add to my New Years wishes for friends and the country that we elect more Democrats.

OUR BUSINESS MATTERS

Great Government gets goosed going into 2014

Longtime public opposition to bigger bureaucracy now at historic high
ity emblematic of old-school and obstinate bureaucracies were on full display as the year came to an end. The public humiliation that has befallen both the administration and federal agencies over an inability to ably manage almost any aspect of a controversial health care reform scheme of its own design has illustrated that in a singularly devastating manner. The debacle has played out as an endless-loop real-time infomercial on the limits of government and the perils of too much of it. Any ultimate legacy of this presidency is destined to prominently include the failure of faith in big and bossy and supposedly benecent overlords. Setting aside the lost opportunities to move an ailing country and languishing economy forward a sad and unfortunate result re-learning that lesson is a good thing. And re-learn it we did. Continuing a long-term trend, a record number of Americans view big government as a greater threat to the countrys future than big business or labor unions. Nearly 3-in-4, or 72 percent, now share that view. Large majorities of all political persuasions including 71 percent of independents and 56 percent of Democrats agree. A large majority has held this position since the early 1980s, declining only slightly and briey following terrorist attacks in 2001 and the Enron scandal in 2002. Government has always been seen as the greatest threat in the 48 years of Gallup polling on the question. With the White House a true believer in ever-bigger government, and a prolic promoter and prodigious promulgator of an allpowerful Wizard-of-Oz bureaucracy, it is no surprise that disapproval of that notion has climbed 17 points during the past ve years. In contrast, business is viewed as the greater threat by only 21 percent the lowest Gallup has measured since 1983. And our patience is running out. Presidents rarely recover from the type of plummeting approval numbers and trust decits of recent months. And with a national leader who seems increasingly hapless and helpless and mostly proffers apologies and excuses and convoluted explanations designed to fool the gullible or trick-the-truth expectations that a political recovery is ahead are low. Even political party partisans have largely moved on in embarrassment, shifting to an unseemly early next-election effort. It may be a long three years of uninspired inertia looming. The foibles and failures of a national

Weve re-learned a lesson the hard way of late. The greatest barrier to building small and corporate business success, encouraging economic vitality and broadening employment opportunities is the lumbering hulk of blunt interference that is Great Government. The goals may be laudable, but the results are too often otherwise. Whether as close as a local legislative assemblage or tucked away in one of the massive federal wrens of regulatory overthink, the counterintuitive and counterproductive obstacles to growth and prosper-

administration offer important lessons for local politicians and governments. Not only does stuff-get-done at the city, county and state level unlikely to nd fruition in Washington, it is there that practical solutions and sensible approaches are slowly taking root. Lowering taxes, loosening cumbersome regulations and reducing private sector obstacles are increasingly the story of success. Even the Districts elected ofcials are tenuously evolving. Never fast or far enough, and with one step forward often followed by two in the opposite direction. Improving enterprise conditions, however, is nally on the agenda, if low on the list. Reducing taxes is increasingly of focus, regulatory reform is under review and a nascent appreciation for a less-fettered business environment as the source of economic development is ascendant. This measure of progress, more awkward rst steps than strides, offers marginal hope for near-term improvement. Given how far and low D.C. has sunk over the years in its nanny-state proclivities and disreputable treatment of job-creators, revenue-producers and urban living-enhancers, even a modest shift in attitude is welcomed. Lets hope that the coming year brings more positive change in a new direction.

Lauper performed one of the songs (Sex is in

However, gay themes cant in and of themselves save a show, especially on TV. It was an uneven year for TV shows with gay characters. For every success, like Netixs Orange is the New Black, which features a lesbian lead character serving jail time, there were also high-prole failures such as the Ryan Murphy-helmed The New Normal, a sitcom about a gay couple that NBC cancelled in May, and Partners, the CBS sitcom cancelled at the end of 2012 before its remaining seven episodes were aired in the U.S.

MSNBC suspended Alec Baldwin from his weekly talk show in November two weeks after he used an anti-gay slur against a New York photographer. A TMZ-captured video appeared to show Baldwin calling a paparazzo who tried to take a photo of his wife and infant daughter a cocksucking fag though the actor claimed he said fathead and subsequently apologized. Baldwin has been in hot water before for similar comments. He apologized to GLAAD earlier in the year for calling British reporter George Stak a toxic little queen. The HBO Liberace biopic Behind the Candelabra starring Michael Douglas and Matt Damon is a critical and ratings success when it airs in May. The Book of Matt: Hidden Truths About the Murder of Matthew Shepard creates major controversy when its released in September. Gay journalist Stephen Jiminez, publishing around the 15th anniversary of Shepards death, claims Shepard had a sexual relationship with convicted murderer Aaron McKinney and that Shepards death was not a hate crime so much as a crystal meth-fueled attack based on alleged conicts over a drug deal at a time when the two were working for rival drug suppliers. It was another big year for celebrities coming out. Among this years crop are Prison Break actor Wentworth Miller, Cosby Show vet Raven-Symone, Los Angeles Galaxy pro soccer player Robbie Rogers, Broadway vet Victor Garber, Kyle XY actor Matt Dallas and actress/singer Maria Bello. Perhaps most memorable though hardly shocking was Jodie Foster. While accepting the Cecil B. If Hollywood seemed surprisingly squeamish about gays (see the Candelebra entry at No. 4), gay visibility in the sports world was unprecedented in 2013. Among the notables were basketball player Jason Collins who came out on the cover of Sports Illustrated in May; swimmer Diana Nyad, who swam from Cuba to Florida in August; British diver and Olympic Bronze medalist Tom Daley who came out in December; and Brendan Ayanbadejo who was part of the Super Bowl-XLVII-winning Baltimore Ravens in 2012 and has been a staunch advocate of same-sex marriage as a straight ally. Ayanbadejo guest edited the Aug. 30 edition of the Blade.

There is no way I could ever stand here without acknowledging one of the deepest loves of my life, my heroic co-parent, my ex-partner in love but righteous soul sister in life. My confessor, ski buddy, consigliere, most-beloved BFF of 20 years, Cydney Bernard.

If you feel, respectfully, that you can get a higher return than the 38 percent you got last year, its a free country. You can sell your shares of Starbucks and buy shares in another company. Thank you very much.

WASHINGTONBLADE.COM 24 JANUARY 03, 2014 QUEERY: 20 QUESTIONS FOR LAURA DURSO

HOW LONG HAVE YOU BEEN OUT AND WHO WAS THE HARDEST PERSON TO TELL? I have been out over 10 years now and sharing that news with my mother was denitely the hardest. At that time, I had been dating my rst girlfriend and was really happy. The pain of not sharing that happiness with my mom was ultimately worse than the anxiety I felt about telling her, and it wasnt too long after the initial struggle that she bought me hers-and-hers towels, so the story ends well. WHOS YOUR LGBT HERO? Im trained as a research psychologist so my nerdy response is Dr. Ilan Meyer, the father of minority stress theory. He challenged the eld to think about the unique ways in which LGBT people experience discrimination and over a decades worth of research has shown the link between minority stress and the health and wellbeing of our community. Despite now considering him both a colleague and friend, I still get star-struck. WHATS WASHINGTONS BEST NIGHTSPOT, PAST OR PRESENT? I dont think Ive lived here long enough to pick a favorite sorry for the lack of free advertising, unnamed Washington hotspot. DESCRIBE YOUR DREAM WEDDING. My sister recently got engaged and Im pretty sure that Im going to end up wanting to copy everything that she picks out. WHAT NON-LGBT ISSUE ARE YOU MOST PASSIONATE ABOUT? Part of my job is to persuade people that everything is an LGBT issue, but I think the more we work to eliminate gender-based oppression, the greater impact well have on advancing LGBT equality. WHAT HISTORICAL OUTCOME WOULD YOU CHANGE? Could we keep the end of World War II but get rid of the nuclear bombs? I understand that developing nuclear power was an incredible scientic achievement, but I think we ceded some serious moral ground and touched off an arms race that has only made us fear each other more. WHATS BEEN THE MOST MEMORABLE POP CULTURE MOMENT OF YOUR LIFETIME? I have a very vivid memory of waiting by my stereo for hours just so I could tape the Spice Girls Wannabe off the radio. ON WHAT DO YOU INSIST? In the spirit of the holidays, that white Christmas tree lights are vastly superior to multi-colored Christmas tree lights.

WHAT WAS YOUR LAST FACEBOOK POST OR TWEET? Information about an Out2Enroll event in Philadelphia. #GetCovered. IF YOUR LIFE WERE A BOOK, WHAT WOULD THE TITLE BE? There and Back Again IF SCIENCE DISCOVERED A WAY TO CHANGE SEXUAL ORIENTATION, WHAT WOULD YOU DO? Make everyone avowedly bisexual increase the odds of everyone nding people they love. WHAT DO YOU BELIEVE IN BEYOND THE PHYSICAL WORLD? Not much. Nature is pretty powerful enough as it is. WHATS YOUR ADVICE FOR LGBT MOVEMENT LEADERS? Celebrate our successes but dont give up the ght were not nearly done yet. WHAT WOULD YOU WALK ACROSS HOT COALS FOR? My brothers safe return from his second deployment in Afghanistan. WHAT LGBT STEREOTYPE ANNOYS YOU MOST? I think all the stereotypes about bisexual people are pretty terrible. And dont get me started on lesbian bed death or U-hauls. WHATS YOUR FAVORITE LGBT MOVIE? I have a huge soft spot for Imagine Me and You. Find me a queer person who hasnt fallen for someone who is straight; at least in this movie, the girl gets the girl. Oh, and But Im a Cheerleader. Obviously. WHATS THE MOST OVERRATED SOCIAL CUSTOM? Men holding doors open for women. Especially when they insist they cant possibly let you hold it open for them. WHAT TROPHY OR PRIZE DO YOU MOST COVET? Ever since I was little Ive wanted to be the voice of an animated character in a Disney movie. WHAT DO YOU WISH YOUD KNOWN AT 18? That there are much better beers in the world than the stuff we drank in college. WHY WASHINGTON? Why else? Dream job.

WASHINGTON BLADE PHOTO BY MICHAEL KEY

By JOEY DiGUGLIELMO joeyd@washblade.com Laura Durso gets strange looks when she tells people she enjoys the cold and wanted to get back to the East Coast. Having lived and worked in some pretty warm locales she got her Ph.D. in Honolulu and most recently spent two years in Los Angeles working at the Williams Institute at UCLA she says she had been eager to get back to this part of the country. It was an easy transition back, the 32-year-old Lynbrook, N.Y., native says. Since July shes been getting acclimated to her position as director of the LGBT Research and Communications Project at the Center for American Progress. She says its important for a multi-issue think tank such as the Center to be involved in advocacy work and research. We have the ability to really ground the advocacy work in quality research, either our own or from elsewhere, she says. We can help amplify the voices of the other researchers and advocates and give them a forum to come and present. We have a unique role as a convener of other peoples work so the advocacy is really grounded in empirical research. Durso is single and lives on Capitol Hill. She enjoys singing, indoor volleyball and collecting vintage housewares in her free time.

BROADWAY-BOUND STAR VEHICLES AND BLISTERING FAMILY DRAMAS AMONG YEARS HIGHLIGHTS
BY PATRICK FOLLIARD an affecting ensemble piece that gives insight into the communitys response to the 1998 brutal murder of Shepard, a young gay man living in Laramie, Wyo. The production (directed by Matthew Gardiner, who is gay) received roundly positive notices despite being plagued with venue issues due to the government shutdown (Fords Theatre is operated through a public-private partnership between Fords Theatre Society and the National Park Service). Memorable 2013 musicals included a cracking national tour of gay composer Cole Porters Anything Goes starring triple threat Rachel York at the Kennedy Center; Fela, a tour of the energized musical bio of legendary Nigerian pop star and political activist Fela Kuti staged by gay choreographer and director Bill Cunningham at Shakespeare Theatre Company; a tight reworking of Miss Saigon at Signature; and Studio 2nd Stages The Rocky Horror Show with Mitchell Jarvis as Dr. FrankNFurter. Also of note was the Broadway-bound If/Then, an engaging production that revitalized the National Theatre with its buzz and star power (Idina Menzel, LaChanze and Anthony Rapp). In 2013, some openly gay actors dug deep for accents. As the aforementioned scary old woman in Beauty Queen, Sarah Marshall successfully tried on a very thick Irish brogue. Out actor Will Gartshore adopted a sexy French accent to play a worldly doctor unwittingly entangled in the drama of a group of romantically challenged Americans in This at Roundhouse. And Rick Hammerly went British with a charming performance as jovial Fezziwig in Fords A Christmas Carol, a sterling production of the Dickens December standard. Jeffrey Johnson reprised the tones of old school New York society for the revival of his cabaret act Edie Beale Live at Reno Sweeney at the intimate Caf LEnfant in Adams Morgan. Holly Twyford kicked off the year playing the boss from hell in Studios superb production of Mark Bartletts Contractions. A celebrated local actor, Twyford (who is gay) nishes 2013 back at Studio directing British playwright Sam Holcrofts Edgar and Annabel. Studio describes the play as a dark and cheeky look at what the future might hold, featuring undercover agents, surveillance algorithms and explosive karaoke. Not a bad way to close the year.

The year in theater has been an intriguing blend of old and new. Many works contained gay content or were written by gay playwrights and most productions beneted from the efforts of gay actors, directors and designers. Its also been a good year for the stirring family drama. The crop of memorable plays exploring dysfunctional relationships between parents and adult children was bigger and better than usual. In the spring, Arena Stage presented the area premiere of gay playwright Jon Robin Baitzs Other Desert Cities, a wellmade play about an aging Republican power couple dealing with their liberal daughters soon-to-be-released tellall autobiography. The production was compelling but uneven the cast didnt quite ring true as family. Not the case with Arenas The Velocity of Autumn, Eric Cobles two-hander staged by Arenas Molly Smith and beautifully acted by the enduringly vital Estelle Parsons as an elderly woman on the edge and Broadway vet Stephen Spinella as her estranged gay son who comes home to Brooklyn and saves the day. Velocity opens on Broadway in 2014 with Smith slated to direct the New York production (the local theater legends Broadway debut).

Round House Theatre explored family too with Bill Cains powerfully autobiographical How to Write a New Book for the Bible. In the touching drama, the playwright recounts many of the details of his 82-year-old mothers death from liver cancer while also celebrating his life spent as the younger son in a mostly functional family. Out actor MaryBeth Wise gave a wonderfully nuanced performance as the practical and independent mother. The role called for her to age 40 years and she pulled it off brilliantly. Round Houses family riff continued with Martin McDonaghs The Beauty Queen of Leenane, the dark tale of an isolated old Irish woman and her adult daughter who engage in an ongoing game of control with disastrous consequences. Sarah Marshall, who is gay, gave an admirably layered performance as the mostly immobile, but endishly domineering mother. The reliably terric Kimberly Gilbert played the emotionally dependent daughter. The companys most recent offering was The Lyons, gay playwright Nicky Silvers evisceration of a middle class family. Marcus Kyd played the damaged gay son. In 2013, Shakespeare Theatre Company Artistic Director Michael Kahn shared his skills with the competition, directing

Torch Song Trilogy at Studio Theatre, and Pride in the Falls of Autry Mill at Signature Theatre in Shirlington. Both shows are family dramedies rife with gay content. In Torch Song, New York-based actor Brandon Uranowitz triumphed as Arnold, the sharp-tongued, big hearted drag queen hell-bent on creating a happy family. Pride (penned by Paul Downs Colaizzo) featured a terric cast including Christine Lahti as an unhappy suburban perfectionist and Anthony Bowden as her angry college-age gay son. Both shows boasted nely drawn performances. At Signature last winter, Joe Calarco staged a production of Shakespeares R&J, an acclaimed all-male prep school-set take on Romeo and Juliet that he wrote and premiered in New York in the late 90s. Signatures four man cast included talented out actors Alex Mills and Jefferson Farber. In August, Slovenias Mladinsko Theatre performed its production of out playwright Norman Allens solo drama Nijinskys Last Dance at Mead Theatre Lab at Flashpoint. Allens play about the tortured ballet dancer premiered in D.C. in the late 90s. And 15 years after Matthew Shepards death, Fords Theatre presented an anniversary production of gay playwright Moiss Kaufmans The Laramie Project,

LESBIAN-THEMED WARMEST COLOUR THE TOA ST OF CANNES

BY BRIAN T. CARNEY Moore) and her teenage daughter Carrie (the tremendous Chlo Grace Moretz) and takes a fresh look at spoiled rich girl Chris (Portia Doubleday). Peirce also explores Carries fear and delight at researching and rening her new-found telekinetic powers, (and the careful orchestration of her revenge at prom) and the dehumanizing impact of technology. Blue is the Warmest Colour was the surprise hit of the Cannes Film Festival. In an unprecedented move, the jury awarded the prestigious Palme dOr not only to director Abdellatif Kechiche but to lead performers La Seydoux (Emma) and Adle Exarchopoulos (Adle). Inspired by both the contemporary graphic novel of the same name by Julie Maroh and a sprawling 18th century novel by Pierre de Marivaux, the movie tracks the rise and fall of the passionate relationship of teenage schoolgirl Adle and bluehaired art student Emma. The movie was controversial for explicit sex scenes between the two women, a controversy that was mirrored in the movies discussions of how male artists have depicted female nudes throughout the ages. Finally, one of the queerest movies of the year came from straight director Woody Allen. Inspired by the Bernie Madoff story, Blue Jasmine is Allens heartfelt homage to Tennessee Williams A Streetcar Named Desire. Jasmine French (the superb Cate Blanchett) is a New York socialite who loses everything when her investment banker husband Hal is jailed for fraud. She ees to San Francisco to live with her estranged sister Ginger (Sally Hawkins). Jasmine tangles with Sallys exhusband Augie (Andrew Dice Clay), who lost his life savings in one of Hals schemes, and Sallys current boyfriend Chili (Bobby Cannavale), resists the advances of her lecherous boss (Michael Stuhlbarg) and is wooed by the suave but nave diplomat Dwight (Peter Sarsgaard). The movie moves back and forth between Jasmines memories of her Park Avenue life with Hal and her attempts to start over again in San Francisco, which are derailed by the potent combination of guilt, anger, denial, vodka and Xanax. Blanchett, who won raves for her recent stage performance as Blanche DuBois in Streetcar, offers a stunning performance as a forlorn gure who is both exasperating and seductive as she descends into madness.

A scene from one of the years best gay-themed lms Pedro Almodovars Im So Excited.

It was a good year for LGBT lm in 2013 which means plenty of DVD options for cold winter nights at home. The most fabulous movie of the year was clearly Pedro Almodvars Im So Excited. This superb farce by a master lmmaker at the peak of his powers is staged largely within the connes of a malfunctioning airplane. While the pilots try to nd a place to land, the three male ight attendants drug the coach passengers and perform elaborate musical routines to distract the rst class passengers, who include a virgin with psychic powers, a notorious dominatrix (played by Almodvar regular Cecilia Roth), a shady businessman, a pair of newlyweds and a famous actor. While maintaining a delightfully campy tone, Almodvar manages to make some interesting observations about sexual identity, death, ethics and morality. Camp was also an essential element of a more mainstream offering: The Hunger Games: Catching Fire. Wonderful overthe-top performances by Stanley Tucci as Caesar Flickerman and Elizabeth Banks as Efe Trinket skillfully guide the audience through the darkening political landscape of the dystopian Panem. Real-life stories served as the inspiration for several notable LGBT movies of 2013. Helmed by openly gay director Lee Daniels, The Butler chronicled the emergence of the civil rights movement through the eyes of White House butler Cecil Gaines (Forest

Whitaker). The Dallas Buyers Club told the story of Ron Woodroof, a homophobic straight man who is diagnosed with AIDS. With the help of Rayon, a transsexual, he ghts the medical establishment by smuggling drugs into the county. HBOs Behind the Candelabra recounts the tempestuous relationship between famous pianist Liberace (Michael Douglas) and his younger lover Scott Thorson (Matt Damon), whom he literally tries to remake in his own image. HBO also presented Moms Mabley: I Got Somethin to Tell You, a documentary about the groundbreaking African-American stand-up comedian. Director Whoopi Goldberg details not only Mableys onstage life as a trailblazing performer who challenged racial and gender barriers and who was the highest paid performer at the legendary Apollo Theatre, but also her offstage life as a lesbian who was teasingly called Mr. Moms. Another outstanding documentary was We Steal Secrets: The Story of WikiLeaks, written and directed by lmmaker Alex Gibney, who combines archival footage with incisive interviews to tell the intertwined stories of WikiLeaks founder Julian Assange and Private Bradley Manning (now known as Chelsea Manning). Directed by Linda BloodworthThomason, the documentary Bridegroom tells the emotional story of

Shane Bitney Crone and Tom Bridegroom. Their plans to marry are crushed by Bridegrooms untimely death. Crones grief is exacerbated when his partners family bars him from the funeral. A year after Bridegrooms accidental death, Crone made a video called It Could Happen To You. The video became a viral sensation on YouTube and Facebook and inspired Bloodworth-Thomason to make this moving documentary about the importance of marriage equality. Although billed as a murder mystery, Kill Your Darlings is really a coming-ofage story about Beat poet Alan Ginsberg (played by Daniel Radcliffe). The movie recreates the meeting of Ginsberg, Jack Kerouac and William Burroughs and the tortured relationship between their friend Lucien Carr and David Kammerer (an excellent Michael C. Hall). Lesbian director Kimberly Peirce took an unexpected turn after winning acclaim for Boys Dont Cry. Working with openly gay screenwriter Roberto Aguirre-Sacasa (who adapted Lawrence D. Cohens script for the famous 1976 Brian De Palma lm of the Stephen King novel), Peirce tried to put a contemporary feminist spin on the classic horror tale Carrie. While Peirce never manages to fully put her personal stamp on the material, her version is still quite terrifying. She puts a stronger focus on the tangled relationship between fundamentalist Margaret White (an unnerving performance from Julianne

DOI MOI, RANGE, LE DIPLOMATE AMONG YEARS STANDOUTS

BY JONATHAN HOWARD are magically transported to a beautiful Parisian caf complete with breads, cheeses and fantastic French cuisine. This is one of those establishments that was expected to be a standout, and it is living up to those lofty expectations. In May I visited RIS (2275 L St. N.W.) for an opportunity to experience gay pastry chef Sean Sassers creations. Sasser stole the show with an endless parade of sweets that were impeccably prepared. That was the last time that any of us had a chance to experience Sassers culinary genius. Sadly, on Aug. 8 at the young age of 44, Sasser, a longtime AIDS activist, died. Sixth Engine (438 Massachusetts Ave. N.W.) delivered some great American classic dishes while Oyamel (401 7th St. N.W.) offered the Oyamel Experience menu, essentially a culinary tour of Mexico that did not disappoint. The next stop was Teddy and the Bully Bar (1200 19th St. N.W.). The same visionaries who brought Lincoln Restaurant to the area bring this restaurant to D.C. This (very) small plate style restaurant serves up some fantastic bites of food inspired by Roosevelt. The standout dish was the crab and avocado with its rich sweet crab and cool avocado, which was perfectly balanced, avorful and refreshing. Every year, I seem to be faced with a meal I am not quite prepared for. This year that meal took place at Zengo as part of its Test Kitchen: Hong Kong to San Juan. While I had tried to prepare myself mentally for a whole fried sh to be placed in front of me, nothing could have prepared me for that beautiful-yet-terrifying dish. Six months later, I still see the menacing teeth in my dreams, but I can also still taste the bold, rich and tender avors. Table (933 N St. N.W.) has gotten lots of buzz and has a great space. While the food was tasty, it seemed to be lacking the overall wow I was expecting. I did, however, nd the entire wow factor at Doi Moi (1800 14th St. N.W.). The stars all aligned for this meal and what Mark Kuller and his head chef Haider Karoum delivered blew me away. Quite honestly, this Tuesday evening meal was the best meal of the year. I ended the year with another stand out meal at Red Hen (1822 1st St. N.W.). A meal full of perfect pasta, extraordinary wine and delectable dessert.

The interior of RED HEN, a delightful new restaurant in the bustling Bloomingdale neighborhood.
WASHINGTON BLADE PHOTO BY MICHAEL KEY

This year saw an amazing number of new restaurants popping up in the District, some established restaurants celebrating major milestones; others with new chefs taking the reins. Some of these new endeavors were huge successes like Range, Le Diplomate and Red Hen while others like Kapnos and Petworth Citizen did not quite live up to the high standards set by the leading establishments. There is always some place new to try and fantastic meals to be eaten, keeping this foodie and friends happy for an entire year. I kicked off the year by visiting the comfort food hub Satellite Room (2047 9th Street N.W.). The boozy shakes are what brought me in the door, but the meatloaf, mashed potatoes and mac and cheese were all excellent dishes that kept me coming back. My next stop was planned around my

mothers visit to D.C. Mexican tapas were right up her alley so we made a reservation at recently renovated Jaleo (1480 7th Street N.W.). Jose Andres and his team were celebrating the 20th anniversary of Jaleo in D.C. and that night they showed why they had been successful with delectable bites and friendly service. The next stop was a new spot in Chevy Chase that diners were ocking to, with good reason. Bryan Voltaggios, Range (5335 Wisconsin Ave. N.W.) was delighting the diners who were lucky enough to get a reservation with outstanding food, impeccable preparation and goat cheese seamless ravioli that was to die for. This spring I paid a visit to SEI (444 4th Street N.W.) as part of the 10th anniversary celebration for restaurant trio OYA/SEI and SAX. I was pleasantly surprised with the sushi I was served that evening at SEI; although not

groundbreaking, it was quite good. Jardenea (2430 Pennsylvania Ave. N.W.) prides itself on its farm-to-fork concept sourcing fresh ingredients from local growers. Lindsay is a talented chef who turns these fresh and local ingredients into culinary gems. Astro Doughnuts and Fried Chicken (1308 G St.N.W.) is co-founded by Elliot Spaisman and Jeff Halpern and they brought on gay pastry chef Jason Gehring to help them deliver fun interpretations of these two wellknown comfort foods. The crme brulee doughnut and the maple bacon doughnut were the two standouts. The soft opening of a new French bistro on 14th Street in May marked the true arrival of the 14th Street strip as a dining destination. Le Diplomate (1601 14th St. N.W.) is similar to Stephen Starrs hugely successful Parc in Philadelphia. When you walk into Le Diplomate, you

LGBT SPOR TS LEAGUES HAD BANNER YEAR

BY KEVIN MAJOROS

The D.C. Aquatics Club at the IGLA World Championships in Seattle.

Washington has long been a leader in the world of LGBT sports and 2013 was another banner year for the clubs and teams in the area. Stonewall Darts, Arlington Outriders (bicycling), Washington Scandals Rugby Football Club and an LGBT branch of D.C. Triathlon Club emerged as new teams last year along with new leagues that were formed by Stonewall Darts and D.C. Sentinels Basketball. Sports tournaments were hosted locally in 2013 by the Capital Area Rainbowlers Association, D.C. Sentinels Basketball, D.C. Frontrunners, D.C. Strokes Rowing Club, Federal Triangles Soccer Club, Chesapeake and Potomac Softball, Washington Wetskins Water Polo, Capital Tennis Association, Charm City Volleyball, Lambda Links Golf, Capital Splats Racquetball, Capital City Volleyball and the District of Columbia Aquatics Club. The international LGBT sports movement saw continued support in 2013 from straight sports allies such as Brendon Ayanbadejo, Chris Kluwe, Hudson Taylor, Ben Cohen and Patrick Burke. In August, the Washington Blade published its rst sports issue with Ayanbadejo as guest editor. Also gaining momentum in 2013 was the CCE Sports Network, which has focused its attention on covering LGBT sports with a live streaming feed and live commentary. Its video archives of LGBT sports tournaments continues to grow along with its presence on the LGBT sports scene. Look for expanded offerings from the CCE Sports Network this year. The D.C. Gay Flag Football League, with close to 300 players, just wrapped up season seven of League play with the Maroon Sox defeating the Harvest Mooners in the championship game. They sent two travel teams to Gay Bowl XIII in Phoenix in September where the Washington Generals nished as runner-up in the championship game. The D.C. Strokes Rowing Club hosted the 20th annual Stonewall Regatta in June along with a multitude of rowing programs. In August, its members returned from the World Outgames in Antwerp, Belgium with multiple medals in the rowing events. The District of Columbia Aquatics Club hosted the 22nd annual Maryland Swim for Life on the Chester River in July. In August, members won their 11th IGLA World Championships title in Seattle setting multiple IGLA world records in the process. Two months later they hosted the annual Columbus Day Classic which drew 150 swimmers from the Mid-Atlantic region. The Federal Triangles Soccer Club hosted the fourth season of the Summer of Freedom Soccer League. Players also hosted two competitive tournaments: the Womens Winter Wrap-Up Indoor Cup and the Rehoboth Beach Classic. The Capital Tennis Association hosted the Capital Classic XXI in September, which was broadcast live on the CCE Sports Network. Its players also continue to host fall and winter tennis leagues for roughly 300 players. The Chesapeake and Potomac Softball League hosted the NAGAAA Gay Softball World Series in August, which brought in about 3,000 athletes from across North America. Its Magic Tournament will resume this year. Its members also wrapped up their 31st year of league play with about 500 men and women playing in multiple divisions. D.C. Sentinels Basketball kicked off the Washington, D.C. Gay Basketball League in January and has just lled all 80 player slots for its second season to begin this month. Its travel teams won two tournaments in 2013: Ballin on the Bayou in New Orleans and the Freedom Festival in D.C. FROM CONTEMPORARY FICTION TO THE JFK ASSASSINATION, THE YEARS BEST BOOKS
BY TERRI SCHLICHENMEYER

Nobody has time to read everything, even I. But I do read a lot and can help steer you in the right direction. These were some of my favorite 2013 books. NON-FICTION At the top of my list, Pilgrims Progress by Tom Kizzia starts out with a semi-confusing (but heart-poundingly brilliant) escape by two young women. Youre not sure who theyre running from, or why, but you nd out soon enough that their father has sent them scurrying. Youll also nd out how one man set an Alaska community on edge and what happened to him and his very large family. The ending comes all too soon and its truly every bit as stellar as its beginning. Like many people, I kind of went on a JFK-assassination streak of reading this year. There were certainly a lot of books out on the subject, but Dallas 1963 by Bill Minutaglio and Steven L. Davis was my favorite. But thats not why this book is on this list. Its here because it answers the question, Why Dallas? and in answering, gives readers a good sense of the time and the countrys attitudes. Were transported back 50 years in the telling of this story politically, socially, morally and beyond. Its one of those books you could read, then turn around and immediately read

again. Its easy to think that Twelve Years a Slave by Solomon Northup is a novel. Its easy to forget that youre reading words from a man who lived some 150 years ago, that he really was sold into slavery, didnt see his family for more than a decade, endured life as a wrongly held man. Its easy to think its all ction until Northups words notso-gently remind you that this book is all true. That shook me up many times and whether or not youve seen the movie, this is a dont-miss book. Adding The Rebellion of Miss Lucy Ann Lobdell by William Klaber to this list is kind of cheating. Thats because this book is ctional, but is based closely on the true story of a woman who lived as a man in the 1850s. That was scandalous, to be sure, but what was even more scandalous to the pioneers that knew her was that she was able to survive a splashy court case and later, successfully married another woman. Written as a series of diary entries, this book includes action, adventure, jawdropping events and history thatll blow your mind. For some reason, I found One Summer: America 1927 by Bill Bryson to be last years most relaxing read. Maybe its because Bryson meanders through a mere ve months of one year in history. Maybe its because theres no

rush in this book; it just moves gently from one topic to another to another, telling this story and that one, page after page and before you know it, this brick of a book (528 pages) is over. FICTION I loved the premise of Astray by Emma Donoghue: take an object from the past, a picture, or an article of clothing and imagine what life was like for the owner of that object. This book is a series of short stories with that in mind, all of them evoking a quiet corner of existence on the periphery of the world. Some of the stories are shocking. Some are warm. Others will make you think, but youll like them all. You will probably never see Bait by J. Kent Messum on any other list, and thats too bad. This story of a group of drug addicted castaways on a sandy island will keep you turning the pages to the end, absolutely needing to nd out what happens to them and why they wake up, craving heroin, on a saltwater beach. I dont dare tell you any more. Just go read the book. If the rst chapter of Goat Mountain by David Vann doesnt pull you in and make you want to keep reading, then you may need your pulse taken. Told from the point of view of an adult whos obviously painfully grown-

up, its the story of an 11-year-old boy and his rst real hunting trip with the elders in his life. Sufce it to say that things dont go so well. It was likely last years most unsettling psychological thriller. The Ocean at the End of the Lane by Neil Gaiman is one of those dark, dark fairy tales of which Gaiman is so famous. Its a novel of a man who somehow gets lost on his way home from a funeral and ends up on a side road near where he grew up. He starts to remember the little neighbor girl who promised to keep him safe forever. But, of course, she couldnt. This is a misty kind of novel with just the right amount of creeposity. I cant imagine not reading it. Orphan Train by Christina Baker Kline is based on real events in American history, in which New York City orphans were shipped across the U.S. and Canada in search for new families. In this case, the tale is about an elderly woman who has a secret, and the juvenile delinquent girl who learns what it is. In The Storyteller by Jodi Picoult, a loner befriends an elderly man who tells her about his past. Its horrifying, but not nearly as horrifying as what he asks her to do. These are two novels that will pull you in quick and keep you on your seat.

Condo remodeling combines urban lifestyle and custom luxuries
By JOSH BAKER Condominium living, particularly in urban areas, largely was a preference of Gen Xers who sought to be at the heart of city life with its conveniences and distinct culture. However, of late, empty nesters uninterested in maintaining large homes have been leaving the suburbs to dwell in urban neighborhoods. Empty nesters entry into the condo market has spurred a home design trend as homeowners seek the convenience and accessibility of urban living, but without forgoing the amenities and nishes of their larger, custom homes. The trend is growing across the Metropolitan Area including the District, Bethesda, Chevy Chase, Alexandria and McLean. Projects range from pulland-replace kitchens to remodeled master suites to whole-unit renovations. Condominium remodeling is now an increasing portion of some remodeling rms business. each building is unique and some projects may be more feasible than others (even within the same building). Consider consulting someone who is an expert in your particular building before making an offer.

Love Thy Neighbor

If you recently have moved to a condo, you might appreciate this play on the old real estate adage: Location, location, relationships. Why the edit? Relationships are a key component to managing a condo remodel. A successful condo remodel project requires the delicate handling of a residential project and the complex systems of commercial building. Managing relationships with a condo board, building manager, engineer and others requires a specic skill set so be sure to work with a remodeler who has experience in the specialized job of condo renovations. Remodelers must address noise and debris regulations, access and tenant/worker safety, which are common issues with low- and high-rise residential projects. Strategic process and communication are critical to establishing and maintaining a good rapport with your new neighbors, building management and engineers.

Condominium remodeling is now an increasing portion of some remodeling rms business.

Finding, Evaluating the Right Unit

For those of you who are looking to buy a condo and are entertaining the idea of a remodel, keep in mind that

Customizing Your Perfect Condo

Once you dive into the design

phase, youll soon learn that one of the greatest benets of condo remodeling is that the dollars previously spent on landscaping can instead be spent on nishes, appliances, ooring and the other interior comforts. Those dollars can go a long way in customizing ample storage, ensuring privacy for guests, replicating a beloved gourmet kitchen or making the space feel more open all common concerns when transitioning from a single family home.

The current trend toward condo living is exciting. There are many possibilities for turning your condo unit into a condo home.
