A reminder to Buyers and intermediaries.

1. Refineries establish procedures for trading their products. Buyers NEVER establish refineries procedures. 2 . If you are a Buyer or a Buyer representative must comply with the procedures of the refinery with which you do business . Refineries procedures can not be changed . 3 . Refineries allow modifications to a sales purchase contract (SPA) when the Buyer has sent their amendment on the draft contract received and refinerie agree. 4 . To receive a full corporate offer (FCO) from refinery Buyer should issue a letter of intent (LOI) or irrevocable corporate purchase order (ICPO) stating all the specifications of the product he wish to purchase , company details , the details of your legal representative and the company profile . If applicable, you should send your bank details or BCL to be checked by refinery due diligence (DD) 5 . No intermediary receive confidential information from the refinery or Seller. 6. Neither refinery emits documents as Registration Data, Past Performance , Test Product , etc. to anyone who requests it, and only to valid buyers whose data have been checked by the refinery. 7. The Draft Contract is sent only to Buyer that has demonstrated financial capacity to complete the negotiations, after the refinery has DD. 8. No refinery sends information or confidential documents to a person or company that has not been fully identified. 9. If you are a intermediarie fishing deals on Internet to offer to a refinery or Seller Mandate new to you, we encourage you to fully identify and clearly state your intentions to work. If you are honest from the beginning, honest attitude will be a point in your favor. If you start your work from obscurity , never leave it. 10. PLEASE NOTE that both the market price as well as the refinerys available capacity fluctuates daily. When refinery send production contract to the buyer and the fuel has not yet been contracted and ordered from the refinery (that can maintain the fixed price), the available quantity and price expressed in a SCO is subject to change without notice. 11. For russian oil products, the POP is readily available. However, we won't just send any buyer POP when we have not started a transaction. Seller will issue a non-operative 2%PB to Buyer and buyer activates it with instrument. (This is enough guarantee and is stronger than POP). The era of POP has gone.
