TOTAL QUALITY MANAGEMENT: PANACEA OR PITFALL

The article discussing about TQM as an approach for a continually improvements in a range of organizational activities. Norman H. Chorn purposely wrote the article as to explore the assumptions and elements of TQM in order to seek the usefulness of TQM in different situations. Norman also had discussed whether TQM can be universally applicable in every organisations and circumstances since TQM has been said as the best tool in order to seek continuously improvement in organisations. As we read the overall of the article, the issues/problems has been defined as just in the surface of issues since Norman is too much touched in expressing or defining TQM and stated the myth of TQM rather than digging and proving either TQM is really proven suitable as a tool of continually improvement of an organizations. Norman seems to discuss the issue generally as a layman discussion since he did not stated the source or evidences of his points. The methodology of conducting the research also not clearly stated. He just wrote myths as his points without appropriate number to be measurable and accepted as the evidences to support his points and judgements. As the result by reading this article, we conclude that this writing is not a good writing and the conclusion made by the writer was not answering and proving the issues cruse. This article can be as a basic information article that it gave the reader some basic information about the TQM. It is suitable as a reading resources of a laymen, not for the researcher the beginner of administration for an organized for example, suited to read this article as a guideline to have a

good management in his administration and organization thus it elaborated the concept of TQM in every organisation and it came across that TQM only suitable and appropriate in certain organization especially in an established organization. TQM has been seen as the top management must drive the organization more than the employee commitment and satisfaction. The writer did not achieved his objective since the methodologies used in this research were unmeasurable, just based on myths and observations in the par. Therefore, the article did not provide a trustworthy point of view. The only strength in this article is the concept of TQM that has been defined quite clearly as TQM can be assume namely. Everyone has responsibility for continuous improvement. Everything is subject to change in the pursuit of excellence. There is no compromise in the search for total quality. Quality is defined by the customer. Excess costs are caused by poor quality. Top management must drive the change process. Employees must be trained in the process and participate fully with commensurate levels of responsibilities and accountability. To conducting this issue, Norman should discuss it by specifying the organizations such as in business area, government sector, NGO etc. By narrowing of focusing in certain organizations, the applicable of TQM can be easily seen and identifying. As a conclusion, this article had cross an interesting issue but cannot be reliable as a useful to others.
