The development of sophisticated HRM, and the use of high commitment management practices, portends a transformation in the management of employment relations. Whereas in the past the managerial agenda was dominated by the need to deal with accommodating the trade unions, the key emphasis now, it is claimed, is concerned with engaging employees, and building their organizational commitment as a key source of improved business performance. The nature of employment relations makes it difcult for managers to pursue effective long-term and strategic approaches. On the one hand, managers view their employees as valued assets whose cooperation and consent is deemed essential to achieving organizational objectives. On the other hand, managers also have to exercise control over the workforce, exploiting and discarding them as necessary.
