Chapter 1. Electric power system stabilizer (SSC)
1. Overview of system
Gathering activation signal of substator and company into direct-transporting cable, and receiving SSC input
signal (DI). Then judge BUS UF (Low-frequency) occurrence in substation and system separation of each patterns st
ACS-2500. At this time, system separation is done and UF occurs, block load of substation where UF occurred.
Selection of target has to be done by calculating load, production of substation which its system is separated at ACS-
2500. If load is too high, calculate amount of load with an order of ranking on Setting ranking and load screen of
ADS-2000. Then, select load until amount of load reaches differential, and make an trip output from PLC.
Receive B.C transmitted data from ACS-2500 of substation at ACS-2500 for getting production data, and calculate

5) Manual Input Data










C. Condition of stopping SSC
1) If abnormal situation occurred during SSC operation, stop SSC by load blocking program, and it is
automatically changed to pattern of LLE activating condition.
2) Items of suspending condition is for abnormal system signal (CB,DS), abnormal signal of low frequency (S/S Bus),
and abnormal SSC SYS' (MPU Fault, SSC Power Fault, Abnormal BC communication, T-Link Fault, ACS Fault).

E. Blocking Sequence
1) Step 1
- Deciding cut-off capacity (WC) WC=WT-WG(1+Wa)
WT : In separation of system, 154KV FDR load + #1,2,3 hot rolling connected to GE
#1,2,3,4 cold rolling, basis load of minimill (Manual setting number)
WG : Total amount of electricity generated (Data inputting ACS of substation)

- Deciding target to set
* It is decided according to already binded order (Set according to SSC No)
* If WC1+WC2+WC3 > WC, feeder of WC1 WC3 is blocked.
2) Step 2
After step 1, block already calculated certain amount by following formula with regular interval until
UF condition is cleared.

* WG: Total amount of targeted electricity generated
* Wa: CRT setting number of allowable rate of generator (%)

1) Present condition of power system of over 154KV type at factory is shown (T/L, CB activation, T/C, DS
connection, production of GE CB activation, amount of load).
2) Touching condition of system separation (173 types), color of present condition of system separation and target
of blocking load is changed and displayed.
3) UF signal of GE' connecting substation and items of Mill load data setting are shown. On-line simulation test is
possible by random condition.
4) SSC should be managed by main protective SYS;. If SYS' is breakdown, it is automatically changed to LLE
Mode.

1. Movement flow of mill trip when separating power receiving, transmitting
A. Overview of system
Considering features of iron-making business, vicious load (Huge motor or electric furnace) is managed a lot.
These kinds of load is altering from min. 20MW to max. 70MW at instance. Typically, KEPCO absorbs the loads by
interacting private power station in factory. However, if KEPCO is separated from power system of steelworks due
to
accident or certain reason, private power station in factory is in charge of vicious load. But, if generator in factory is
not efficient for following these vicious load and leaving it alone, generators falls serially and it expands to blackout
of whole steelworks. Therefore, trip vicious load for protecting private power station. This procedures are called Mill
Trip System.

3. Interval of separating power transmission/receipt of each cases
A. In separating power transmission/receipt, shut off overload for protecting generator. Then, it is for stabilizing
power system, and it blocks load of mill supplied from substation at separation interval with top priority.










B. Procedures of activating system protecting system separation
1) Block load of mill at separated section by signal for separation of system (SC).
2) Under system separated condition, power system stabilizing system should be activated with satisfying certain
conditions,
those are Bus UF (Low frequency) signal of substation connected with plants and load>production with the
purpose of shutting off the individual load which excesses production with already settled order.
3) Under same condition of SSC, if a operation is impossible due to SSC FAULT, 1~6 group are blocked orderly by
LLE, final back up system.

4. Record management and Pattern Sequence of system separation
A. Pattern of system separation, Movement relay, off signal of individual circuit breaker, other conditions, and
historical alarm for activation and historical message are displayed on record management screen.
B. If supervising Single Condition System screen is registered on AOS CRT Key(F47), it can be checked frequently,
and if accident occurs, other screen changes to this screen and plays a role of Guidance for accident.
C. If accident occurred during system separation, check supervising screen of Single Condition System and record
of alarm for analyzing accidents. Then, take appropriate actions for minimizing dispersion of accident.

5. Shutting off the altered load when separating power transmission/receipt
A. When separating power transmission/receipt, for maintaining stability of private power station of correspond system,
execute
automatic mill trip of largely altered load
B. When separating power transmission/receipt, maintaining stability of generator has limits
- Maintain rate of remaining load compared to early stage production after mill trip for lower than 108%

6. Method of managing secure electricity
A. If weather deteriorates (Lightening, Forest fire), to prepare for separation of power transmission/receipt
caused by
abnormal power receiving system, maintain stability by securing output of private power generation for
more than 110% of secure electricity (Load remained after Mill Trip).
B. Calculate secure electricity (Guide for automatic calculation at energy P/C)
Secure electricity = Total load in factory - Mill Trip factory(Current load Load remained while Mill Trip)
C. Output of private power generation = T/G + LNG generation + TRP + CDQ
D. Priority of activating private power station for keeping secure electricity
T/G(By-product gas), TRP, CDQ

E. Operation for preparing storm and flood
- Limit of activation: If entering direct influence during alarmed period, person in charge
of making alarm should declare alarm again

F. Setting optimum standard of operation
- Sintering, Blast furnace : Make recession or reduction with considering plan for iron-
making charter and abnormal supply of raw materials.
- Iron-making : Operate electric furnace at 2/3 period, and continuous caster at 2/4 period ,
- Hot rolling, PCM : 80 deceleration ,
- Annealing/Plating : Recess in advance

1. Overview of system separation

A. Private power station and KEPCO line, which means separation between transmitting and receiving
end.
We Gwangyang steelworks block large scale of load alteration when system separation occurred for
stabilizing plants. Also were operating SC (Single Condition) protecting system for preventing black out
ultimately.

B. Setting
If there is low frequency due to trip of partial generator due to dispersion of accident, we block
remained load based on priority order with the purpose of stabilizing plants from recovery of
frequency. It can be done by SSC and power system stabilizing system of LLE.

Chapter 4. Role of UCC worker
1. Objective
For contributing smooth system work by recognizing safety standard for dangerous operation at high place
and handling electricity, management standard and wearing safe, clean equipments, cautions for
manipulating apparatus and S/W, mission of UCC (Utility Control Center) operator and what to keep in
mind.

2. Mission of operator
A. Operators of electric facilities are in charge of supply of electricity. They supply electricity to each
manufacturing factory steadily and make contribution for production of steelworks.
B. Supplying high-quality electricity steadily with preventing breakdown and mismanipulation of generator,
substation. Also, they have to make all efforts to secure stability of private power station in case of
accidents.
C. If black out occurred, take appropriate actions for minimizing delay of electricity supply.
D. Make effort to save electricity.
E. There should be no accidents related to electric shock during operation.

3. What to keep in mind
A. General things
1) Operate based on operation standard.
2) Always study about wiring of electric machine, and dont be overconfident with insulation. Also,
consider that electric machine is always applied electric current and dont touch them.
3) Check and check about orders and notices.
4) Use designated clothes and protective equipments.
5) Dont be overconfident with facilities or myself.
6) If health condition is bad, notice it to manager or part director at any rates.
(Lots of accidents results from overwork)
7) Dont let other people operate private power station.

B. Before operation
1) Manager should notice about standard, contents, objective, cautions to each operators thoroughly.
2) Execute tool box meeting under supervision of person in charge for the purpose of finding risky factors
and contemplate about detail actions for safety.
3) If operating in Group, make sure to appoint person in charge in advance.

C. During operation
1) In supervising, check load electricity, flow in case of unforeseen accidents.
2) If accident occurred, dont panic and check places, then confirm normal activation of each apparatus and take
actions for it according to standard.
3) In taking action for blackout or charging, execute after confirm communication between load part (Factory or
workplace).
4) Manipulation should be done by order from manager based on operation standard.
5) In manipulating apparatus, execute point checking about condition of machines.
6) In blackout operation, open correspond switch, and attach safety labels and inspect electricity and check earth at
electricity passing part and machines before reparation.
7) In approaching to charging part, operate by pairs after reporting to manager. (under supervision of senior
operator.
8) In whelding, place fire extinguisher at all costs.
9) If you have to leave workplace, get approval of person in charge and notice them about destination. If person in
charge has to leave, get an approval of manager and should appoint delegate.
10) If operation ended, senior operator should check safety matters lastly and report to manager.
11) If safety accident occurred, take emergency actions such as rescuing victims, then make a report by system.

4. Cautions for manipulating switch
A. Cautions
1) Manipulation should be quick and safe.
2) Switch manipulation in restricted area (Substation, PCO electric room, UCC) should be done by operator(electric
operation room) and should obey order from electric manager. Also, it should be done by procedures of operation
standard.
A) All manipulations except above should be done by same criteria at facility room.
B) In black out operation, under request by manager, facility manager and system protective manager can
play a role of operation manager.
3) If severe accidents occurred or it is emergency for the risk of it, electric operator should open switch and can
report to electric operating manager after accidents. Also, after securing safety, they can input switch by order
form electric operating manager.
4) Dont let anyone approach to switch that safety label is attached without guidance of electric worker.
5) In manipulation of switch, check name of line and displaying lamp, electric current number. It should be done by
pointing out.

Chapter 6. Understanding apparatus synchronizing UCC, substation
1. Objective of synchronizing
Synchronization means method of operating power system which makes possible for parallel operation of two
different power by non-interrupting from power source for synchronization. That is, system of operating power
system make possible for parallel operation between KEPCO system (Receiving end) and private power generating
system (Transmitting end) at non-interruption. If it is synchronized without satisfying condition of parallel operation,
substation unit of large scale accident would occur, so it is for preventing those accidents.

2. Condition
For executing synchronizing, following condition should be satisfied.
A. Voltage (V) should be same
B. Frequency (F) should be same
C. Topo (T) should be same

3. Method of inspecting synchronization
A. Inspection of synchronization means checking and comparing voltage (V), Frequency (F), Topo(T) of two
synchronous generator.
B. There are two A, B synchronous generators like [Figure 1], if B generator is inserted in generator, lets think
about executing synchronized inserting A generator.
Voltage on Vs topo and Vsa topo are changed temporally like [Figure 2]. At this point, dot that topo is concurred
means like B point in [Figure 2], which altering direction of voltage is same and Vs - Vsa = 0.
C. Like [Figure 2] above, if connecting voltage meter or light bulb between S and Sa, voltage drops and light bulb
gets darker, and that point is same-topo spot. That is b point.

5. Preparation for synchronizing and Knowledge
A. Check whether synchronization is possbile at correspond circuit breaker or not
B. Synchronization of Generator has to be done at power plant originally, but if insertion at power plant is impossible,
it can be done at E/C and substation. If synchronizing at E/C and substation, 43 switch should be changed to
S/S part at 154KV SV PNL of substation. (It is always P/P part)
C. Synchronization is based on Auto insertion, and Manual insertion is for special case.

11. Order of synchronization at substation
A. Auto insertion
1) Check Synchronize PNL controlling power is on or not (8-SY) (Light Lamp)

4) Select correspond circuit break (Check Lamp Flickering)
5) Synchro Scope rotates to fast direction slowly, and check voltages at receiving, transmitting end, and
meter movement of frequency. After that, change 43-AM SW to Auto mode.
6) If point of Synchro Scope penetrates 0, Auto insertion is executing.
(If synchronization is done, Synchro Scope Meter stops to rotate, and Lamp Flickering stops)
7) After checking synchronization, change 43-DR and 43-AM SW to Remote mode.
B. Manual insertion
If there is no approval of voltage at receiving, transmitting end, execute manual insertion.
1) Check Synchronize PNL controlling power is on or not (8-SY) (Light Lamp)
2) Change to Synchronize PNL 43-DR SW Directly
3) Change to 43-AM SW Manually
4) Select correspond circuit break (Check Lamp Flickering)

Chapter 11. Actions for firing at substation

1. Understanding electric facility
1). Definition
Auto fire detector : It detects fire by using heat and smoke caused from fire automatically, and makes alarm sound
system by bell or cyren for detecting fire at early stage. It makes extinguishing and evacuation at early stage possible.
It is mainly for early action and evacuation.
Composition :Receiver, Detector, Repeater, Transmitter, Sound system.
Halon(Halogen compounds) fire extinguisher: It uses halogen compounds extinguishing chemicals for suppressing
combustible and chemical reaction of oxygen. Chemicals means compounds among F, Cl, Br, I changed from
alipathic hydrocarbon such as methane, ethane. That is, halon extinguishing chemicals.
CO2(Carbon dioxide) extinguisher: Method of extinguishing fire by choking and cooling fire. Saving uncombustible
gas (Carbon dioxide gas) in high-pressure container before, and extinguishing fire by spraying CO2 gas to firing point
through pipe which is done by auto activation of detector or manual manipulation during fire.
Effects of choking : Extinguishing fire with blocking air by lowering oxygen concentration of air below 15%
119 situation room : It executes prevention service for labor safety division of Gwangyang steelworks and
rescue,emergency works for firing. It can be connected by extension 119, general number 790-0119, cell phone 061-
790-0119.

1. Function of protective relay
A. Protective Relay has three factors (Accuracy, Rapidity, Selectivity) and it always supervises main factors of power
system such as generator, transformer, bus, line, etc. If they are broken or there is abnormality of operating system,
it detects immediately and separate broken part. It prevents problems of supplying electricity and minimizes
damage of broken devices and other facilities.

B. Objective of protecting system
Stages of protection are removing accident, prevention of damage to devices, protecting devices for
minimizing range and preventing expansion of accident, and solving abnormal operation. If accident
occurred, main protective relay is activated firstly, and if it fails due to certain reason, reserve
relay is activated and it can minimize range of accident.

C. Conditions to be satisfied for protective relay
1) Limiting range of accident and securing supply
If accident occurred, it can choose section for taking actions and maintain normal operation on
the other normal part for the purpose of minimizing damage of devices and negative affects to
stability of system.
2) Overlapping protection and support
Supporting with near protection for getting rid of non-protected area, and it has to have
credibility of handling accidents in its own protection area.
3) Having back-up protection
They should have main and back-up protection, and if it is not activated because of bad condition
of relay or circuit breaker at area where accident occurred, it can be solved by relay of other
protector.
4) Stabilizing system and supply by second closing system
For improving stability of power system, main transmitting lien should execute high-speed second
closing system. General load line should execute low-speed second closing system for reducing time

1) In this screen, power of circuit breaker in substation and disconnector (DS) (ON: Red, OFF: Green), and used
amount of load of factory can be checked by real-time. Also, power controlling signal for circuit breaker and

Chapter 17. Method of inspecting fire extinguishing facilities

1. Appointing management director for facilities
Plant manager should appoint first and second director for managing fire extinguishing facilities in
factory. Second director should be each rotation managers, and First director should be manager of
correspond part. Write names for giving responsibility, and name of appointed directors should be
posted on right upper side of the door of facilities..

2. Role and responsibility of management director
A. First management director
- They should maintain management record of fire extinguishing facilities (Form 1), and make site plan
of facilities and place in operation progress room.
- Confirm about reparation of damaged facilities and should maintain normal activation..

B. Second management director
They should Inspect facilities related to fire extinguishing, and ask for measurements. Also results
of inspection should be reported to manager of working pair or first management director orally or
by memo.

3. Range of facilities related to fire extinguishing
Fire extinguisher, Outdoor/Indoor fire hydrant, CO2 halon-using fire extinguishing facilities,
Automatic fire detector, Connected sprinkler, Evacuation facilities (Leading light)

4. Method of inspection
A. Record result of inspection (1 time/month) by attaching inspection tag to fire extinguisher and fire
Hydrant additionally.
B. For CO2 and halon-using extinguisher, specification (manipulation) in storage and range of
extinguish should be attached to it. Also inspection tag must be attached and record results of
inspection (1 time/month).
C. On every 4
th
day, each part manager make second management director to inspect based on notification
of regular inspection [Table 1] below, and facilities which malfunction and failures were found
should be recorded on management card (See form 2). However, if inspection in impossible on 4

,
inspection should be executed within 2 days compared to standard day by oral permission of plant
manager.

5. Follow-up management

management director should take appropriate actions for damage of facilities and uncompleted things which was
found through guide inspection in factory, regular inspection by supervising division, and self-regular inspection. Actions
can be done by themselves with writing schedule and person in charge to record of fire extinguishing facility
management card (See form ex-2) or make a request for reparation. Also, they should check progress of measurement
for maintaining and managing facilities always normal condition.

Chapter 18. Standard and method of inspection
1. Regular inspection
A. Execution
1) Every working pairs (12H) should inspect 9 substations and PCO electric room.
2) Inspection of transformer
A) Check oil leakage from exterior body, splice, packing part and condition of protective apparatus by
eyes and nose.
B) Check winding wire and oil temp. oil level, oil filter manometer with eyes. Abnormality of
temperature should be judged by table 1-1, 1-2 below.
C) Like figure 1,2 below, check SF6 gas and air pressure of circuit breaker and decide abnormality by
table 2-1,2-2,2-3,2-4,2-5.












D. Check condition of transformer (CT,PT) by five senses.
E. Check pointing number of UPS measuring instrument, rating of UPS is based on table 3-1,3-2.
F. Check activation of protective relay by checking target in front side of RY, and pilot lamp.
G. Check sinking, water leakage, flooding, rupture, transformation of constructions with eyes.
H. Check abnormality of lamp of measuring instruments which display activation of facilities.

3) Managing results of inspection and maintenance
A) Inspector should report about abnormal facilities to correspond manager, and take necessary actions
for it under order from manager.
B) If manager received report from inspector, make an order for emergency actions, and notice to
sectional reparation division by telephone. Input other information on energy management system.
C) Record check results of Culvert light, water distributing Pump controlling Panel to inspection chart

4) Cautions for inspection
A) Dont manipulate S/W randomly. Execute safety instruction before operation.
B) Dont touch for inspection, only eyes, ears, and nose are available. Execute safety instruction
before operation.
C) Keep safety distance from charging part while inspecting high-pressure panel. Execute safety
instruction before operation.

2. Monthly inspection
A. Schedule
1) Monthly inspection should be done in PCO electric room and 9 substations in order. Order is flexible
if there is something special or other operations.

B. Execution
1) Check exterior body, splice, oil leakage from packing part with eyes, and input abnormality to energy
Management system. Inspect rating or temp., oil level, protective devices basing on table 1-1,1-2.
2) Check rating of gas, air pressure of circuit breaker by table 2-1,2-2,2-3,2-4,2-5 below, and inspect
vibration and splice of abnormal places and measuring instruments. Input abnormality to energy
management system.
3) Check vibration and splice of UPS by ears, and inspect failures, rating of pointing number of
measuring instruments with eyes based on table 3-1, 3-2. Input abnormality to energy management
system.
4) Check sinking, water leakage, flooding, rupture, transformation of constructions with eyes. Input
abnormalities on energy management system.

C. Managing and maintaining inspection results
A. Person in charge should take safety actions for abnormal facility, and report to correspond manager
and input to energy management system.
B. If manager detects abnormality after regular inspection, notice that to sectional reparation
division by telephone and make systematic report about main contents.

3. Working record of rotation and facility management
A. Method of writing
1) Input contents of work occurred at working pair to energy management system. Rotation manager of
former working pair should write it and hand over to rotation manger of next pairs.
2) Each manager should input things occurred at electric line part to energy management system.

3) Input people taking over the work and diligence and laziness.
4) Input contents of working in details and hand over to next pairs. If abnormality which can influence
directly to production and quality occurred, make systematic report by telephone
5) Problems occurred in rotating work pairs should be synthesized by each facility managers and they
should make systematic report, and ask for reparation to correspond division.

B. Storage
1) Contents of energy management system input by rotation manager and electric line manager should be used
for record of quality after getting approval of director.
