What happened to the lazy days of summer? Green Economy Task Force stakeholders are up to
their necks in federal grant applications, summer youth internships, and environmental policies.
Your hard work this summer is appreciated-together you are building a greener and more

Grants.Gov Web Site Offers New Feature for Information on Applying for All
ARRA Federal Grants

There is a new feature on Grants.gov to help users find and apply for The American Recovery and
Reinvestment Act (ARRA) grant opportunities. This feature, located on the homepage of
Grants.gov, directs users to Recovery Act opportunities, other Recovery Act resources, upcoming
Webinars and links to www.whitehouse.gov/recovery and www.recovery.gov.

Additionally, HHS hosted, on behalf of grants.gov, a Webinar series targeted towards potential
grant applicants with topics including: Introduction to Grants.gov and the Recovery Act, Finding
Recovery Act Opportunities and Registration to Submit Recovery Act Opportunities. All Webinars
were recorded and are available to view on Grants.gov. They can be accessed here.

How-to recording on applying for Pathways Out of Poverty Grants

The call recording is available to everyone on the Green For All website.

This past Wednesday, Green For All hosted a how- to call on applying for Pathways Out of Poverty
Grants. This call focused on how local non-profits and Workforce Investment Boards can best
craft successful grant applications. Green For All staff and other experts discussed: Eligibility,
Identifying the right partnerships, Review of the points values associated with each section of the
application, Making an application stand out, How to minimize overlap of applications serving a
given area, and Nuts & bolts of how to submit an application.

Department of Energy webinar:

The Dept. of Energy will be holding a webcast entitled "Revolving Loan Funds: Basics and Best
Practices," on Wednesday Aug. 26, 2009 at 3PM EDT. To register for this webcast click here.

G4A Capital Access Program webinar

Green for All is hosting a webinar on their The Capital Access Program (CAP) on Wednesday
September 9th from 4:00 PM to 5:00 PM. This webinar will discuss how businesses and nonprofits
can access Recovery funding to create green jobs. To register for the webinar click here.

Pathways Out of Poverty Application Resources

White, S & Walsh, J, Greener Pathways: Jobs and Workforce Development in the Clean Energy
Economy (2008) - This report details economic and workforce development opportunities in three
leading industries: energy efficiency, wind, and biofuels. It identifies examples of middle-skill
occupations (requiring more than high school but less than a four- year degree) in each sector
and whether each requires moderate or long-term on-the-job training. Webpage PDF

Political Economy Research Institute, Green Prosperity: How Clean-Energy Policies Can Fight
Poverty and Raise Living Standards in the United States (2009) - This report focuses on how a
clean energy agenda will create job opportunities for low- income people. It shows the number
and types of jobs estimated from spending in three clean energy investment areas-energy
efficiency building retrofits, public transportation, and smart grid electrical transmission
systems-and three renewable energy areas: solar power, wind power, and biomass fuels. It sorts
occupations into three educational credential categories: jobs requiring a college degree, some

ACES Sign-on Letter

The Green Economy Task Force supports the passage of the American Clean Energy and Security
Act (ACES) and urges you to tell your Senator to support this legislation as well. ACES will propel
America towards a clean energy economy and help to create jobs for Philadelphians with barriers
to employment.

We support the 3-tiered approach in ACES, that incorporates a carbon cap, a renewable energy
standard and an energy efficiency standard because: 1.) A carbon cap will put a price on carbon
dioxide and help to reflect the true cost of energy production, 2.) A strong renewable energy
standard will help ramp up the production of clean, renewable energy to help replace fossil fuels,
and 3.) A strong energy efficiency standard will help us become more efficient in our use of
energy and lower our demand for fossil fuels.

We also strongly support specific provisions to improve the legislation as it was passed by the
House. First, we support the Green Construction Careers Demonstration Project, which would
create middle class careers in the green economy for low- income Americans. Secondly, we would
like to see a provision to provide funding for The Green Jobs Act well beyond 2013, in order to
meet the ongoing skill demands of workers and businesses in the clean energy economy.

URGENT Update from the PA Department of Labor and Industry:

As of November 1, 2009 the Pennsylvania Department of Labor and Industry is requiring that all
weatherization training providers must use L & I certified instructors. This means that individuals
wishing to become certified weatherization workers under the federally funded Weatherization
Assistance Program must be trained by a Pennsylvania Certified Weatherization Instructor. Direct
questions regarding this process to RA-LI-workforce-exec@state.pa.us

GETF Stakeholders Meeting - Friday October 2, 2009

Mark your calendars! The GETF will be holding a stakeholder meeting on Friday Oct. 2nd, where
we will release the first three chapters of the Emerging Industries Project and outline high-level
objectives for GETF in the year ahead! Read a preview of the first chapter on Local & Sustainable
Manufacturing in last Sunday's The Inquirer.

Sixty green jobs advocates gathered on the second floor of


the Marathon Grill last month for the first annual Green Jobs Family Reunion. This event allowed
for those active in the Green Economy Task Force to sit back and relax with one another and
welcome SBN's newest Americorps VISTAs, Ben Kincaid and Zac Sivertsen. Ben will be replacing
Rowan Spivey as the SBN Membership Coordinator and Zac Sivertsen will be working closely with
the Green Economy Task Force as SBN's Green Jobs Associate. Click here for some photos from
