Executive Order No. 01 Series of 2014 AN ORDER REORGANIZING THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (MDRRMC) IN THE MUNICIPALITY OF ISULAN, PROVINCE OF SULTAN KUDARAT, PROVIDING FOR ITS COMPOSITION AND FOR OTHER PURPOSES WHEREAS, Section 444 (b)(1)(vii) of Republic Act No. (R.A.) 7160, also known as the Local Government Code of 1991, provides that that it is the duty and responsibility of the local government unit (LGU) to carry out such emergency measures as may be necessary during and in the aftermath of man-made and natural disasters and calamities; WHEREAS, Section 447 (a)(1)(iv) of the same law provides that it is also the duty and responsibility of the LGU to adopt measures to protect the inhabitants of the municipality from the harmful effects of man-made or natural disasters and calamities, and to provide relief services and assistance for victims during and in the aftermath of said disasters and calamities and their return to productive livelihood following said events; WHEREAS, Section 2 of R.A. 10121, also known as the "Philippine Disaster Risk Reduction and Management Act of 2010", provides that it shall be the policy of the State to uphold the people's constitutional rights to life and property by addressing the root causes of vulnerabilities to disasters, strengthening the country's institutional capacity for disaster risk reduction and management, and building the resilience of local communities to disasters including climate change impacts; WHEREAS, Section 11 of the same law provides that there shall be created a Municipal Disaster Risk Reduction and Management Council (MDRRMC) in every municipality, and providing therefor, the composition of the same; WHEREAS, Section 2, Rule 5 of the Implementing Rules and Regulations of R.A. 10121 likewise strongly endorses the inclusion of the Municipal Local Government Operations Officer (MLGOO), the Municipal Environment and Natural Resources Officer (MENRO), and a representative of the Sangguniang Bayan among the members of the Council; WHEREAS, there is a need to reconstitute and strengthen the existing MDRRMC in order to enhance a holistic, integrated, consistent and responsive emergency management system in the municipality for both natural and man-made disasters, and coordinate and implement projects and activities on civil protection, standard humanitarian assistance and disaster management; NOW, THEREFORE, I, DIOSDADO G. PALLASIGUE, Municipal Mayor of Isulan, Sultan Kudarat, by virtue of the power vested in me by law, do hereby order: SECTION 1. Reorganization of the MDRRMC. The existing Municipal Disaster Risk Reduction and Management Council (MDDRMC) of the Municipality of Isulan is hereby reorganized and reconstituted. SECTION 2. Composition. SECTION 3. Duties and Responsibilities. The MDRRMC shall have the following functions: 1. Approve, monitor and evaluate the implementation of the LDRRMP and regularly review and test the plan consistent with other national and local planning programs; 2. Ensure the integration of disaster risk reduction and climate change adaptation into local development plans, programs and budgets as a strategy in sustainable development and poverty reduction; and EXECUTIVE ORDER NO. 01, S. 2014 PAGE 2

3. Recommend the implementation of forced or pre-emptive evacuation of local residents, if necessary. SECTION 4. Meetings. The meetings of the Council shall be held once every three (3) months on dates and places to be determined by the body. The Chairman of the Council may call for a special meeting as he may deem necessary. The Council shall promulgate its internal rules for its meetings. SECTION 5. Secretariat. The Municipal Disaster Risk Reduction Office (MDRRMO) shall serve as the Secretariat, and shall be responsible for providing technical support, documentation of proceedings, preparation of reports and such other assistance as may be required in the discharge of its functions. SECTION 4. Repealing Clause. All executive issuances, orders, rules and regulations or parts thereof inconsistent with the provision of this Executive Order are hereby repealed or modified accordingly. SECTION 5. Separability Clause. If any section or provision of this Executive Order shall be declared unconstitutional or invalid, the other sections or provision not affected thereby shall remain in full force and effect. SECTION 6. Effectivity. This Executive Order shall take effect immediately.
