Background
• The Dallas Park and Recreation Department
has adopted six maintenance modes
developed by the National Recreation and
Park Association (NRPA) as general
guidelines for various types of park
maintenance categories

• Mode I
• State of the art maintenance applied to a high quality,
diverse landscape
• High traffic areas, such as public squares, malls,
governmental grounds, or highly visited parks
• Expectations include daily and on-the-spot maintenance
throughout the year, mowing every 3 to 5 days, litter
control a minimum of once per day, and restroom
maintenance a minimum of once per day, with high traffic
areas requiring multiple servicing

• Mode II
• High level maintenance associated with well developed
park areas with reasonably high visitation
• Expectations include weekly maintenance scheduled
throughout the year, mowed every 5 days, litter control a
minimum of once per day, and restrooms maintained a
minimum of once per day
• Mode III
• Moderate level of maintenance associated with locations
with moderate to low levels of development, moderate to
low levels of visitation
• Mowed once every 14 working days, litter control 2-3
times per week, surfaces cleaned on a complaint basis or
as budget allows, restrooms maintained a minimum of 5
times per week

• Mode IV
• Moderately low level of maintenance associated with low
level development, low visitation, undeveloped areas or
remote parks
• Mowing based on turf species and growing season,
generally mowed once every 21 days, litter control
performed once per week, and restroom, when present,
serviced 5 times per week
• Mode V
• High visitation natural areas associated with large urban or
regional parks
• Size and user frequency may dictate resident maintenance
staff
• Road, pathway, or trail systems relatively well developed,
other facilities at strategic locations such as entries, trail
heads, building complexes and parking lots
• Normally not mowed, litter control based on visitation, and
restrooms maintained once per day or geared to the visitor

• Minimum maintenance level associated with low
visitation natural area or large urban parks that are
undeveloped
• Not mowed, litter control performed on demand or
complaint basis and restrooms, if present, maintained
based on needs
• All Dallas Park and Recreation properties,
including Samuell Park properties, are
maintained in accordance with these modes
• All park maintenance mode designations are
subject to change as park funding changes

Improvement District under a PID Agreement with
the City

• “Samuell East” is a large park that is divided by
Highway 80
• The area of the entire park, both north and south
of Hwy 80, is approximately 609.6 acres
• The area south of Hwy 80 is commonly referred to
as “Samuell Farm”
• The area north of Hwy 80 is unfenced, open park
land

• This section of the park is commonly referred to as
“Samuell Farm”

irrigation system (front area)

• History
• Samuell East is located in an unincorporated
section of Dallas County at 100 East Highway 80
and bordered by the Cities of Mesquite and
Sunnyvale
• The “Farm” consists of 320 acres south of Hwy 80
which is a division of a 609 acre park known as
Samuell East
• From 1937 to the 1982, Samuell East was utilized
by the public as an open park
• In 1982 the Farm was funded and programmed for
the public as a demonstration farm for both
educational and recreational opportunities

• Due to significant budget reductions in the late
1990s and early 2000, the city stopped operating
the Samuell Farm section of Samuell East as a
demonstration farm
• In 2003, the Friends of Samuell Farm, a 501(c)3
organization, was granted the management and
operation of Samuell Farm

• Hours of Operations:
• Samuell Farm is currently open to the public Tuesday
through Sunday from 9am – 5pm with free admission
• Department employees staff the Farm during the hours of
operation
• The entry gate is closed when the Farm is not open

• State Partnership
• Ponds are stocked and operational through the Texas
Parks and Wildlife stocking program. This partnership
provides a quality fishing experience for park patrons

2009/10
• Operate Samuell Farm as an open park which will
serve several communities
• Usage will include a variety of passive and unstructured
recreational opportunities such as playgrounds, fishing,
picnicking and trail systems
• Seek Park and Recreation Board approval of an
Interlocal Agreement with the Town of Sunnyvale
• The deal points being developed with Sunnyvale for
submission to the Park Board for approval include the
following elements:

• Major deal points with Town of Sunnyvale
• Sunnyvale will provide litter removal, mowing and
weed-eating every 14 days at the entrance area of
Samuell Farm and in the fields adjacent to the
service road near the entrance to the park at no cost
to the City of Dallas (Exhibit A)
• Dallas will waive the special event and rental fees for
Sunnyvale to host up to a maximum of six (6) public
special events each year at Samuell Farm, at no
expense to the City of Dallas

• Staff is currently in the process of developing
costs to repair and/or remove structures at the
Farm
• After estimates are received, staff will identify and brief
the Park Board on buildings recommended to be
removed, secured or remain open for public use
• Estimates will identify costs for:
• Removal of the large barn at the back of the property
• Removal of the non-functioning restrooms located
across from the large barn
• Removal of the main red barn
• Foundation repair at Town Hall or possible
consideration for future removal

Option 1
• Continue to maintain the park and all amenities
through Dallas Park and Recreation Department
staffing
Option 2
• Contract with another municipality or municipalities
to provide equipment, material, supplies, and labor
necessary to perform maintenance and upkeep of
Samuell Farm

Option 3
• Sell the property and deposit proceeds into the
Samuell Foundation held by the bank
• Sale would require approval by the Park Board and City
Council, a public hearing, a public referendum and the
approval of the court in accordance with the law
• At the direction of the Park Board and the court, annual
proceeds from these funds could be utilized to maintain
other Samuell properties
