Note: -
a) The number of vacancies as also the number of reserved vacancies is provisional
and may vary according to actual requirements of the Bank and other related

4. ELIGIBILITY CRITERIA:
(A) NATIONALITY/CITIZENSHIP:
(i) Candidate must be a Citizen of India.
(ii) The Candidate must be a domicile of Orissa and should have
proficiency in Oriya Language.
(B) MINIMUM EDUCATIONAL QUALIFICATION (as on 01.04.2009)
POST CODE: -1
(i) Degree of recognized University in any discipline or its equivalent with
60% marks in aggregate and with 55% marks in aggregate for
SC/ST/OBC candidates. Knowledge of English and Oriya essential.
(ii) Candidates with professional qualification in Computer /Accounting
/Management/Engineering/Business
administration/Law/Agriculture/Veterinary Science/M.Sc., Computer
Science/MCA/Chartered Accountant and Civil Engineering etc., will get
preference over others at the time of interview.

POST CODE: -2

(i) Graduate Degree from a recognized University in any discipline or its


equivalent
or
(ii) Pass in Higher Secondary Examination of 10+2+3 pattern/11+3
pattern/pre-degree or intermediate or any equivalent examination with
a minimum of 55% marks in the aggregate and with a minimum of 50%
marks in the aggregate for SC /ST/OBC candidates;
or
(iii) Pass with minimum of 60% marks in the aggregate in
Matriculation/Senior School Certificate (old pattern) or equivalent and
with minimum 55% marks in the aggregate for SC /ST/OBC
candidates.
 Diploma in Banking recognized by State or Central Government is
preferred.
 Knowledge of English and Oriya is essential.
 Preference will be given to candidates who are computer literates in MS-
DOS, MS-WORD, MS-EXCEL, Networking etc.

DEFINITION OF EX-SERVICEMAN (XS)


(a) Ex-SERVICEMAN (EXS): - Only those candidates shall be treated as Ex-
servicemen who fulfill the revised definition as laid down in Government of India,
Ministry of Home Affairs, Department of Personnel and Administrative Reforms
Notification No.36034/5/85. Esll(SCT) dated. 27th October, 1986 as amended
from time to time.
(b) DISABLED EX-SERVICEMEN(DISXS): - Ex-Servicemen who while serving in
Armed Forces of the Union were disabled in operation against the enemy or in
disturbed areas shall be treated as DISXS.
(c) Dependants of Servicemen killed in Action (DXS): - Servicemen killed in the
following operations would be deemed to have been killed in action attributable
to Military Service(z) war (b) war-like operations or border skirmishes either with
Pakistan on cease fire line or any other country (c) Fighting against armed
hostiles in a counter insurgency environment viz. Nagaland, Mizoram, etc.(d)
Fighting of service with peace-keeping mission abroad (e) Laying or clearance of
mines including enemy mines as also mine sweeping operation between one
month before and three months after conclusion of an operation (f) Frost-bite
during actual operations or during the period specified by the Govt. (g) Dealing
with agitating Para Military Forces personnel (h) IPKF personnel killed during
the operations in Srilanka.
Note: -
1. Candidates still serving in Defence and desirous of applying under Ex-servicemen
category should submit a certificate from the Competent Authority to the effect that
they would be released / retired on or before 22.11.09- for Post Code-1 and 29.11.09 for
Post Code-2.

2. Ex-servicemen candidates who have already secured employment under the Central
Govt. in Group C & D will be permitted the benefit of age relaxation as prescribed for
Ex-servicemen for securing another employment in a higher grade or cadre in Group-
C/D under the Central Govt. However, such candidates will not be eligible for the
benefits of reservation for Ex-servicemen in Central Govt. jobs.

PERSONS WITH DISABILITIES (PWD): Reservation is available to Persons with Disabilities


and Persons under Section-33 of the Persons with Disabilities (Equal Opportunities
Protection of Rights and Full Participation) Act, 1995. Accordingly candidates with the
following disabilities are eligible to apply.

a) Visually Handicapped (VH)


1. Blindness refers to a condition where a person suffers from any of the following
conditions namely (i) Total absence of sight, (ii) Visual acuity not exceeding 6/60
or 20/200 (Snellen) in the better eye with correcting lenses, (iii) Limitation of the
field of vision subtending an angle of 20 degree or worse.
2. Low vision means a person with impairment of visual functioning even after
treatment or standard refractive correction but who uses or is potentiality
capable of using vision for the planning of execution of task with appropriate
assertive device.

b) Hearing Impaired (HI): “Hearing Impairment” means loss of sixty decibels or more in
the better ear in the conversational range of frequencies.

c) Orthopaedically Handicapped(OH)
1. Locomotors Disability means disability of the bones, joints or muscles leading to
substantial restriction in movement of the limbs or any form of cerebral palsy.
2. Cerebral Palsy means a group of non-progressive conditions of a person
characterised by abnormal control posture resulting from brain insult or injuries
occurring in the pre-natal, peri-natal of infant pe-development.

All the cases of Orthopaedically Handicapped persons would be covered under the category
of “loco disability or cerebral palsy”. Only such persons would be eligible for reservation in
services/posts who will not less than 40 percent of relevant disability.

 Wherever written examination is held, the blind candidates and candidates whose
writing speed is affected by cerebral palsy can use own scribe at their cost during the
written examination. In all such cases, the following rules will apply.
(i) The candidate will have to arrange his own scribe at his own cost.
(ii) The academic qualification of the scribe should be one grade lower than the
minimum stipulated criteria i.e. the scribe’s educational qualification should
be less than Degree for Post Code-1 and less qualification prescribed for Post
Code-2.
(iii) The scribe should possess less mark than the candidate and not more than
60% marks in his own academic stream.
(iv) The scribe may be from any academic stream.

(v) Both the candidate as well as the scribe will have to give a suitable
undertaking, confirming that the scribe satisfies all the stipulated eligibility
criteria for a scribe as mentioned above. Further, in case, it later transpires
that this scribe did not fulfill any of the laid down eligibility criteria or
suppressed material facts, the candidature of the application would stand
cancelled, irrespective of the result of the written test.
(vi) Such candidates who use a scribe shall be eligible for extra time of 20 minutes
for every hour of the examination.

RELAXATION IN UPPER AGE LIMIT:

(i) By 5 years for Scheduled Caste candidates and Scheduled Tribe candidates.
(ii) By 3 years for Other Backward Classes candidates.
(iii) In the case of Ex-servicemen and Commissioned Officers including
ECOs/SSCOs who have rendered 5 years Military Service and have been
released on completion of assignment (including those assignment is due to be
completed within the next one year from the last date for receipt of application
than by way of dismissal or discharge on account of misconduct or inefficiency
or on account of Person Disability attributable to Military service, relax able by
5 years (in addition to the usual period of Defense Forces) subject to a
maximum age of 50 years as per Government guidelines.
(iv) In the case of ‘Person with Disability’ candidates:

a) By 15 years for SC/ST (including 5(i) above)


b) By 13 years for OBC (including 5(ii) above)
c) By 10 years for General.

6. APPLICATION FEE(FOR THE POST CODE-1 & 2 ) INCLUDING POSTAL CHARGES

Requisite Application Fee must be paid only by means of Account Payee Demand Draft
issued by a Scheduled Bank payable at Baripada in favour of “BAITARANI GRAMYA
BANK RECRUITMENT PROJECT-2009”.

NOTE: -
i) Please note that cash, cheques, money orders, postal order, postal stamps etc.
will not be accepted
ii) Bank Demand Draft must be purchased on or after the date of advertisement
but on or before the date for receipt of application.
iii) Candidates should write his / her name, post and address on the reverse of
the Demand Draft.
iv) Candidates belonging to SC/ST/OBC/PWD/XS categories must submit an
attested photocopy certificate regarding caste / Disability issued by the
Competent Authority without which application will be rejected.
v) There is no relaxation in qualification, fee and age for dependants of
serviceman killed in certificate of sponsorship from Ex-servicemen’s Cell (DGM
&T), Ministry of Labour should also be enclosed along with the application.
vi) Application once made will not be allowed to be withdrawn and fees once paid
will NOT be refundable on any account nor can it be held in reserve for any
other examination or selection.

7. SELECTION PROCEDURE:
POST CODE-1

The selection will be made on the basis of performance in the Written Test and
Interview. All the eligible candidates who apply with the requisite fee and whose
applications are received in time will be called for written test comprising the
following.

The candidates shall be required to qualify in each objective Test separately.


Wrong answers in Objective Tests will attract negative marks.

b) Descriptive Test: - Time Duration - 60 Minutes


It will consist of 5 compulsory questions, with internal options, to assess the candidate’s
knowledge about Socio-Economic Developments and Communication skills.

Note: -
a) The questions will be in English Language, but the candidates have to answer the
descriptive paper in Oriya only.
b) Candidates have to pass in each of the Objective and Descriptive tests separately
and there will be negative marks for wrong answers in the Objective Tests.
c) Depending upon the number of vacancies, only those candidates, who rank
sufficiently high in the Objective Test, will be called for interview. Mere
eligibility/pass in the test shall not vest any right in a candidate for being called
for interview.
d) Final selection will be on the basis of the ranking accorded after adding the marks
obtained in the Objective Tests and Interview. The Descriptive Tests is only a
qualifying test.
e) The detailed information regarding the Written Examination will be given in the
“Prepare Yourself” booklet, which will be sent to the candidates along with the call
letter for the Written Examination.
f) Candidates belonging to SC/ST/PWD/XS/OBC category will be extended
relaxation upto 5% qualifying marks in the interview to qualify for final merit
listing.

POST CODE-2.

The selection will be made on the basis of performance in the Written Test and Interview. All
the eligible candidates who apply with the requisite fee and whose applications are received
in time will be called for a Written Test comprising the following:

NOTE: -

(i) The Bank reserves the right to add some other centers, depending upon the
response, administrative feasibility, etc. The Bank also reserves the right to
allot the candidate to any of the centers other than the one he / she has
opted for.

APPOINTMENT : Candidates selected for current vacancies shall be taken into the service
in the descending order of merit as per requirement.

Pre-Examination Training- SC/ST/Ex-Servicemen/Minority Communities Candidates.

It is proposed to impart free Pre-Examination Training to a limited number of candidates


belonging to Scheduled Caste / Scheduled Tribe / Ex-Serviceman/ OBC/PWD candidates
at Baripada. The Bank has the discretion to conduct Pre-Examination Training at some
additional centers or the Bank may change the center indicated for the training. An eligible
candidate who wishes to avail of Pre-Examination Training should fill in the relevant
column in the application format i.e. Item No.10. All expenses regarding traveling, boarding,
lodging etc. has to be borne by the candidate for attending the Pre-Examination Training
programme at the Training Centre.

Action against candidates found guilty of misconduct:

Candidates are advised in their own interest that they should not furnish any particulars
that are false, tampered, fabricated or suppress any material information while filling up
the application form and submitting the certified copies / testimonials.

At the time of Written Examination/Interview, if a candidate is (or has been) found guilty of:

(i) Using unfair means during the examination or


(ii) Impersonating or procuring impersonation by any Person or
(iii) Misbehaving in the examination hall or
(iv) Taking away the question booklet/answer sheet from the examination hall or
(v) Resorting to any irregular or improper means in connection with his/her
candidature for selection or
(vi) Obtaining support for his / her candidature by any means.

Such a candidate may in addition to rendering himself/herself liable to


criminal prosecution, be liable:
(a) to be disqualified from the examination for which he / she is a candidate.
(b) to be debarred, either permanently or for a specified period, from any
examination or recruitment conducted by BANK /IBPS.

(vii) The Bank/IBPS would be analyzing the responses of a candidate with these
of other candidates to detect unusual patterns of responses. If as per the laid
down procedure it is suspected that the responses have been shared and the
scores obtained are not genuine / valid, the Bank reserves the right to cancel
his candidature.

THE COMPETENT AUTHORITY FOR THE ISSUE OF THE CERTIFICATE TO


SC/ST/OBC/PWD IS AS UNDER:

Board will consist of Chief Medical Officer, Sub-Divisional Medical Officer in the District
and an Orthopaedic Surgeon.

Note: - Dearness Allowance (DA), House Rent Allowance (HRA) and other admissible
allowances will be payable, as per the rules of the Bank, depending upon the place of

admissible, as per the rules of the Bank. In the case of Office assistants (Clerical Cadre)
candidates who have completed Graduation at the time of joining will be given two
additional increments.

GENERAL INSTRUCTIONS:

(a) The Bank undertakes no responsibility for any delay in receipt or loss in postal transit
of any application or communication.
(b) Candidate should send only one application in one envelope.
(c) Candidates who apply for more than one post must send separate applications for each
post accompanied by separate fee and separate certified copies of required certificates in
separate envelopes.
d) As the applications are to be processed by a computerized system, it is essential that
the application is strictly in accordance with prescribed format and properly and
completely filled and contains no correction / alteration / over writings.
e) A candidate must fill the application form in CAPITAL LETTERS IN HIS / HER OWN
HANDWRITING IN ENGLISH ONLY.
f) Before applying, the candidate should ensure that he / she fulfills the eligibility and
other norms mentioned in this advertisement. The decision of the Bank in all matters
regarding eligibility of the candidate, the stages at which such scrutiny of eligibility is to
be undertaken, the documents to be produced for the purpose of the conduct of
examination, interview, selection and any other matter relating to recruitment will be
final and binding on the candidate. No correspondence or personal enquiries shall be
entertained by the BANK/IBPS in this behalf.
g) Once an application is submitted by the candidate under a particular category, it
cannot be changed subsequently.
h) Candidates admission to the examination is strictly provisional. The more fact that the
admission letter has been issued to the candidate does not imply that his candidature
has been finally cleared by the Bank.
i) In case it is detected at any stage of recruitment that a candidate does not fulfill the
eligibility norms and / or that he / she has furnished any incorrect / false information /
certificate / documents or has suppressed any material fact (s), his / her candidature
will stand cancelled. If any of these shortcomings is / are detected even after
appointment, his / her services are liable to be terminated.
j) The Bank / IBPS shall not be responsible for an application being rejected which is
based on wrong information provided in any advertisement issued by an unauthorized
person / Institution.
k) Application once made will not be allowed to be withdrawn and the fee once paid will
not be refunded on any account nor would this fee be held in reserve for future exam /
selection.
l) An application not accompanied by requisite Application Fee as indicated in 6 above,
relevant Certificates in respect of the Caste, Category etc. (only in respect of
SC/ST/OBC/PWD candidates) or not in the prescribed format or not signed by the
candidate or incomplete in any respect will not be entertained.

a) Candidates belonging to OBCs but coming within the “CREAMY LAYER” are not
entitled to OBC reservation. They should indicate their category as “Gen” or “Gen
Persons With Disability” as applicable. OBC Certificates in the format as
prescribed by the Govt. of India and issued by the Competent Authority inter alia,
specifically stating that the candidate does not belong to Creamy Layer Section
excluded from the benefits of reservations for OBCs in Civil Posts and Services
under Govt. of India should be obtained based on income for the financial year-
2006-2007 issued on or after 01.04.2007 and submitted along with the
application.
b) Persons with Disability candidates claiming the benefit of reservations / age
relaxation should submit a copy of Medical Certificate as specified in the
Disabilities Act of 1995 in support of their disability.

m) Demand Draft dated prior to the date of this advertisement shall not be considered. Also
Demand Drafts received after the due date will not be a acceptable.
n) A recent, recognizable passport size photograph should be firmly pasted on the
application and should be signed across by the candidate. Without photograph &
signature across it, the application will be rejected. Three copies of the same photograph
should be retained for use at the time of Written Examination and Interview. Candidates
are advised not to change their appearance till the recruitment process is complete.
Failure to produce the same photograph at the time of the Written Test/ Interview may
lead to disqualification.
o) The candidates will have to appear for written test at their own expense and risks and
the Bank will not be responsible for any injury / losses, etc. of any nature. However,
outstation candidates belonging to SC/ST Persons with Disabilities called for interview
will be reimbursed to and fro second (sleeper) class rail/ bus fare or actual expenses
incurred, which ever is less by the shortest route on production of evidence of travel.
This concession will not be admissible to SC/ST/Persons with Disabilities who are
already in service in Central/State Government, Corporations, Public Undertakings /
Local Government, Institutions and Panchayats.
p) Candidates serving in Government/Public Sector Undertakings (including banks )
should send their application through proper channel and produce a “No Objection
Certificate” from their employer at the time of interview, in the absence of which their
candidature may not be considered. Advance copy of the application along with the
original D.D. may be sent to the addressee within the stipulated time.
q) The Bank reserves the right to post/transfer the candidate upon selection to any place
depending upon the requirement. Hence, candidates willing to serve any where in
Mayurbhanj & Keonjhar districts should apply.
r) Any request for change of address will not be entertained.
s) Any resultant dispute arising out of this advertisement shall be subject to the sole
jurisdiction of the Courts situated at Baripada only.
t) The Bank/IBPS takes no responsibility to connect any Certificate/Remittance sent
separately.
u) In case any dispute arises on account of interpretation of version other than English,
the English version will prevail.
v) No candidate is permitted to use calculator, mobile or any such instruments during the
written examinations.
w) The Bank may at its discretion hold re-examination wherever necessary in respect of a
centre/venue specifically for a candidate(s).
x) Appointment of selected candidates is subject to his / her being declared medically fit
as per the requirement of the Bank. Such appointment will also be subject to the
Service & Conduct Rules of the Bank.
y) Each application must be accompanied by: -

2) Copies of under mentioned certificates.
a) Secondary School Certificate/School Leaving Certificate or any other
documentary proof of age.

certificates in support of educational qualification viz. SSLC/HSC/Graduate
degree, Post graduation degree, Professional / Research Qualification etc.
c) Candidates belonging to SC/ST/OBC/ Persons with Disability Category are
required to submit an attested copy of their caste certificate/certificate of

b. These candidates will have to produce original caste certificate/relevant
certificates at the time of interview, failing which his/her candidature will be
cancelled. Regarding eligibility, the candidate must give complete information
as required in Box-17 of the application form. In case of incomplete
application, the application will be rejected.
d) Certificate of Nativity (Domicile).

False claim about their caste by candidates applying for SC/ST/OBC reserved
vacancies shall be treated as a criminal offence and they are liable to be prosecuted.
z. Canvassing in any form will be a disqualification.

LAST DATE FOR RECEIPT OF APPLICATIONS: 12.10.2009


Any application received after the last date will not be entertained.
The Bank will not be responsible for loss of application in transit or for rejection of
application because of non-receipt of application on or before the stipulated last date.

12. CALL LETTERS FOR THE WRITTEN EXAMINATION:


Call letter for written examination will be sent to the eligible candidates at the address
for correspondences given in their application form by ordinary post and request for
sending letters to a different address subsequently will not be accepted.
An eligible candidate for written examination for Post Code No-1 (i.e Officer Scale-I)
who does not receive the call letter by12.11.2009, may contact the Bank at the under
mentioned address between 10 A.M to 2 P.M on dt 16.11.2009 by indicating his / her
name, address, date of birth, details of Bank Demand Draft and Examination Centre opted,
to enable the Bank to take immediate remedial action.
An eligible candidate for written examination for Post Code No-2 (i.e. Office Assistant-
Clerical cadre) who does not receive the call letter by 19.11.2009, may contact the Bank at
the under mentioned address between 10 A.M to 2 P.M on 23.11.2009 by indicating his/her
name, address, date of birth, details of Bank Demand Draft and Examination Centre opted,
to enable the Bank to take immediate remedial action.
