Solon wants to strengthen the Peoples Law Enforcement Body (PLEB)


There is a need to strengthen the Peoples Law Enforcement Body (PLEB) to ensure that police officers maintain a very high degree of principle and dedication to their duties and oath, according to a lawmaker !ep Eric "livare# ($st %istrict, Para&a'ue (ity) filed )ouse Bill **+,, which seeks to reinforce the powers and functions of the PLEB -y serving the cause of the people ./t is a measure that guarantees to the pu-lic that our police officers are worthy of their trust, confidence and high regard,0 "livare# said "livare# said in light of the fast paced development and ur-ani#ation of the cities and municipalities in the country, the inevita-le increase in crime rates cannot -e denied )e noted that factors such as increase in the population, higher cost or standard of living, and poverty, among many others, e1pose the general pu-lic to many wrongful deeds and transgressions .%uring these times, the role of the police is much more highlighted The threatened pu-lic needs more than ever the services of our police officers to ensure their safety and protection /n the same way, the compelling authority of the police officers serves as a very effective deterrent to criminals and other potential offenders,0 "livare# said The -ill amends certain provisions of !epu-lic 2ct 3,+4, otherwise known as the .%epartment of the /nterior and Local 5overnment 2ct of $,,6,0 as amended -y !epu-lic 2ct 744$ or the .Philippine 8ational Police !eform and !eorgani#ation 2ct of $,,7,0 to further strengthen the duties, functions and powers of PLEB which would ultimately gain them the respect and trust of the pu-lic "livare# said the power and influence of the police officers is largely dependent on pu-lic approval of their e1istence, actions, deeds, manners and on their a-ility to secure and maintain pu-lic respect .To a certain e1tent, the perceptions of the pu-lic with respect to the reputation of our police officers are what ena-le the latter to fulfill their functions and duties,0 "livare# said 9nder the measure, :ection ;* of !2 3,+4 as amended -y :ection 33 of !2 744$ is further amended to include the sentence, .2 municipality with less than five hundred (466) police personnel shall utili#e the PLEB of the nearest municipality This section is further amended to read< .The PLEB shall -e the central receiving entity for any citi#ens complaint against the officers and mem-ers of the P8P assigned either temporarily or permanently in a particular city or municipality The PLEB shall have original =urisdiction or take e1clusive cogni#ance of all administrative cases filed against any mem-er of the P8P assigned in a particular city or municipality or refer the compliant to the proper disciplinary or ad=udicatory authority within three (*) days upon the filing of the complaint if the administrative case is filed against a mem-er of the P8P not assigned in a city of municipality 0 The -ill also further amends :ection ;* of !2 3,+4 as amended -y :ection 3+, :ection 3, of !2 744$ and :ection +$ of !2 744$ (*6) lvc
