This bill seeks to amend Title 16 of the DC Code to establish a civil cause of action for an individual whose former spouse has maliciously interfered with the individuals ability to remarry and to provide for the recovery of damages, including mental and emotional distress, and reasonable attorneys fees by the prevailing plaintiff. This bill seeks to amend the DC Code to increase the standard deduction beginning in tax year 2015 for filers earning an annual gross income of $40,000 or less. This bill seeks to amend the Housing Production Trust Fund Act of 1988 to revise the resale restrictions associated with affordable for-sale units developed or preserved through funding from the Fund to reflect two important public policy goals: 1) to preserve affordable units into the future for areas of the District that have high housing costs and 2) to maximize equity appreciation for homeowners who purchase units in distressed neighborhoods that have already low housing costs. This bill allocates resources and imposes standards for teaching in order to ensure that children in kindergarten through second grade have the reading skills to be reading on or above a third grade level by the time they finish third grade. This bill creates a number of provisions for increasing renewable energy usage in the DC community including the creation of Community Energy Generating Facilities power by renewable energy sources and to credit excess energy production to Low Income Housing energy Assistance recipients. This bill provides a list of rights for tenants. This list should be presented by the landlord to the tenant upon finalizing their rental agreement. The bill also outlines civil penalties for the failure of a landlord to uphold these rights. This bill places a moratorium on registering to operate a medical marijuana cultivation center near a retail priority area. Specifically these cultivation centers could affect residents in the retail priority area near Benning Road and Minnesota Avenue in Ward 7 In this bill the Councilmembers urge President Obama to display the phrase Taxation Without Representation on the Presidential Limousines license plates. This bill amends Title 47 of the District of Columbia Official Code to defer for one year any delinquent real property tax owed as a result of an erroneous or improper homestead deduction , which the Mayor, in the Mayors discretion, determines was made in good faith, and to apply retroactively the 50% homestead deduction in computing real property tax owed by homeowners to the first day of the tax year regardless of the date on which the eligible property owner applied; provided, that the applicant was otherwise eligible for the deduction during the first half of the tax year.
