Ammerman, is that Aulaqi was not part of the conspiracy or, aware of it, and that it was
probably coincidence that Aulaqi moved to Falis Church from San Diego.

..... _ ...~~.¢~ not believe that anyone on the WFO ~ist was part of'the conspiracy.

I kJiscussed the fact that WFO has taken ov~the Mzoudi ., from PENTTBOMB.
There is a SA at the trial in Germany to monitorithe proceedings.] hhinks that at
some point Mzoudi will be indicted by EDVa. the Mzoudi trial in Germany will
probably conclude by the end of the year. [:Jsuggesting meeting with the German
prosecutors. .

As for the hijackers functioning in the us,Dbelieves that they learned about getting
_ apartments, ID, cars, etc. from reading books and periodicals. The hijackers probably

had some type of contact with hundreds of people .I Istates he is "pretty confident"
that the plot was planned and developed overseas. He describes the hijackers as well-
trained, using trade craft, and being highly disciplined. As any foreigner would, they
gravitated toward communities with people from their own culture.

WFO has three divisions, Administrative, Counterintelligence and Counterterrorism.

Within CT, there are two branches, the JTIF/Capital Response, and International
Terrorism.

~) There squads are divided as follows: IranlHezbollah, Extraterritorial, Al-Oaeda,

Hamas, and fundamentalists, Iraq/Syria/state sponsors, AI-Qaeda/Hamas (criminal
predicates), and Arabian Peninsula.

(~) Since the change in the AG Guidelines, tools from criminal and intelligence are used
interchangeably. For instance, a grand jury subpoena might be used in a case rather than
National Security Letters. For cases where there is some terrorism nexus, these cases
which in the past were 199 or 265 classifications are now in 315.
