had some type of contact with hundreds of people .I Istates he is "pretty confident"
that the plot was planned and developed overseas. He describes the hijackers as well-
trained, using trade craft, and being highly disciplined. As any foreigner would, they
gravitated toward communities with people from their own culture.

WFO has three divisions, Administrative, Counterintelligence and Counterterrorism.

Within CT, there are two branches, the JTIF/Capital Response, and International
Terrorism.
