Albay to embark on P321M road project for upland areas


LEGAZPI CITY The province of Albay will pursue in 2014 the construction of a road network that involves a total amount of P321 million, which is included in the 2014 General Appropriations Act. The project, part of the Guicadale Economic Platform, will expand the developable land area of Albay by 81,123 hectares, mostly around the South Luzon International Airport (SLIA) that is now undergoing construction, according to Albay Gov. Joey Sarte Salceda. Guicadale stands for the adjoining towns of Guinobatan, Camalig and Daraga and the city of Legazpi. Located at downtown Naga City, the concrete monument constructed sometime in the early fifties to honor the 15 Bicolano martyrs who were executed at Bagumbayan (Luneta) or who died in exile or in prison in order to fight Spanish oppression. The 116th anniversary celebration of their martyrdom was held on Jan. 4, 2014 at the Plaza Quince Martires attended by relatives of the 15 martyrs.

GREETINGS: Opinions Unlimited heartily wishes its readers, associates and friends a most peaceful and enjoyable NEW YEAR (2014). No doubt, the year about to end is truly a challenging period for our country and her people, what with the many natural and man-made calamities that we experienced during the last twelve months. Let us pray that we may have a much better year to come in terms of peace and security, as well as in business and our livelihood. Instead of overly depending on our government the responsibility of improving our living standards and capability to withstand our day-to-day trials and tribulations we have to try our best in availing of our own opportunities. Starting next year, we have to change our whining attitudes, and of blaming others for our misfortunes. Life is what we make it ourselves. With our Lords guidance, we must chart our own destinies. WASTAGE: Even if we have enough for our needs we can further improve our own lives through observance of economic principles of thrift and wise usage of our resources. As we write this column, we have heard of people buying costly firework items just to make noise to drive away the demons of the past and welcome 2014. The debris in the streets that we will see by early morning of January 1st represents wasted money that could have been spent for our

needs. We have friends who are resolving to avoid smoking starting next year. This is a welcome change- not only for their health even as it is positive for their pockets. Neighbors and friends will also benefit from this attitudinal change since they will be saved from the evils of second-hand smoke. We admonish all our friends to seriously search for ways to economically improve our environment even as they will help elongate our lifespan. ECO-DATA: Despite the disasters experienced by the Philippines and her citizenry in 2013 - our economic records continue to scale higher. Both our GNP and GDP are expected to exceed the targets, our inflation rate is benign, and the Philippine peso continues to be one of the strongest currencies in our region. With this positive development our government must endeavor to make ways and means to trickle down the eco-benefits to our people. The lead Philippine economic

performer is the service industry. Aside from manufacturing, the service business is a prime job provider that improves our peoples consumer buying power. The payrolls received by our workers translate into purchases that stimulate economic transactions down the line. Best evidence of success is the improvement of economic strength and expansion of our middle class. First, Happy New Year to Everyone. I wish everybody good health, good luck and Gods blessings. One of the good things that the City government of Naga under Mayor John Bongat did this Christmas was to make a Christmas village in Plaza Quezon. It was not only beautiful but free to the people not only for residents of Naga but for all those who come from other municipalities. It brought Christmas joy to many people at no cost. Congrats to the city administration. I accompanied some friends and inlaws from Iriga City to this Christmas village one evening because they felt that the Christmas season is not joyful in Rinconada due to the black-out over there and the uncertainty of having continuous electricity. Many young and old folks were in the village. I saw some even in wheelchair. Many were having their pictures taken. They had happy faces. I hope that next Christmas, the city administration will revive the barangay lantern contest. The lanterns of which were displayed along Panganiban Street. The lanterns had pictures of the nativity or Holy Family which shows a true celebration of the birth of our Redeemer. It also made the entrance to Naga City pleasant and joyous. The Christmas decors of Plaza Rizal and Quince Martirez were also beautiful. It contributed more meaning to the name of Naga as the Maogmang Lugar. Whether we like it or not, Naga City is also the faade of the province of Camarines Sur. Remember it was the capital of the province before Naga became a city. I believe, our national hero, Dr. Jose Rizal, must be happy because the plaza where his statue stands is no longer a market place or tiangean now that it is administered by the city government. Some people ask me to compare former City Mayor Jesse Robredo and City Mayor John Bongat as mayor of Naga City. In my view, the felt need of the people are different in different times. During Rorbredos tenure, the conditions of the roads were bad, so he gave priority to the construction and repairs of roads. In fact, they were cemented.

Bongat, who inherited these saw the needs for drainage and beautification. So, he attended to these. Development is a continuous process and we are lucky that both Robredo and Bongat are development-oriented whose priorities fend to the needs of the people and the betterment of our economic and peaceful condition. Since I wish everybody good health, heres the following excerpt from the column of Cory Quirino in the Philippine Daily Inquirer dated October 22, 2013 which may help us attain it. Wellness every day is as easy as A-B-C. The key is to keep the vital dos and donts programmed in your consciousness. No need for complicated memory workjust the alphabet of good things for a better life. Here are a few: AApples. A rich source of pectin, it is the ideal diet food, as this speeds up the metabolic rate of the body. Heres a tip: Go on the apple diet; eat one whole apple one hour before meals (total for the day: three apples). Weight loss result: 2 to 3 lbs a week. How it works: The fiber and pectin combine to give you a feeling of fullness. Thus, you will eat less and your daily meal intake is under control. BB-complex, the vitamin to calm the nerves, is the best antidote for stress. Make sure to take a dose of vitamin B every day. Its a must for stressed people. On top of this, it assures you of a good nights sleep. Best time to take it is an hour after dinner. Nutritional sources: whole grains, potatoes, bananas, lentils, chili

peppers and beans. COne of the most important vitamins in the health bible. This is because vitamin C is not produced by the human body. C boosts the immune system. Recent studies on the benefits of vitamin C include cancer prevention and management and, in some cases, cancer cure via mega-doses. Natural sources: leafy greens, fruits. Nutritional sources: guava, kiwi, orange, grapefruit, strawberry and cantaloupe. 20 minutes of sunlight DThe sunshine vitamin is easily sourced from fruits and vegetables. The one direct, free source of vitamin D is sunshineat least 20 minutes of early morning light is enough. Baking yourself for longer will only give you a sunburn. Nutritional sources: salmon, tuna, milk, cereal, pork, egg, beef, liver and ricotta cheese. EExercise. Its the best anti-aging regimen you can adopt. Just 20 to 25 minutes daily is enough to give your heart a moderate workout, your muscles enough toning and your bone sufficient stimulation to prevent osteoporosis. Exercising daily ensures better sleep, especially when you burn calories in the late afternoon. The only way to fight fat is to combine a healthy diet with a light-moderate workout. FFiber. It gives roughage to your food and acts as a vacuum cleaner. It sweeps the fats and toxins from your system that otherwise can get lodged in your arteries, which could eventually cause hypertension and fatty liver. Foods high in fiber include vegetables, fruits, psyllium husks and chia seeds, to name a few. GGrapes. Everybody enjoys eating them, especially to gourmets, who like to drink them as wine. The resveratrol found in grapes (higher content found in red grapes) is a potent antioxidant. If there is a formidable anti-aging component, it has to be resveratrol. So, eat your grapesunless you are diabetic, in which case it should be consumed minimally.

sharp or blind curves which make for a dangerous driving, adding that the road was built without much anticipation of the huge volume of traffic as a result of the operation of the Matnog Ro-Ro terminal. The lawmaker said the present volume of vehicles, not to mention their sizes, were far higher compared to the time when the highway was constructed in the 1970s and the port started its operation in the '80s. "Our planners did not foresee this volume of vehicles now passing through Matnog from Visayas and Mindanao and vice-versa," he said. Ramos lamented that while Matnog is considered the gateway to Luzon and has high traffic volume daily, the road network leading to it is far inferior compared to roads in Central and Northern Luzon. He said he will negotiate with the Road Board, which administers the funds collected through the Motor Vehicle Users Charge to fund the expansion of the Maharlika Highway, especially the portion leading to Matnog. Aside from reducing the accidents in the area, road widening would also allow bigger vehicles to travel more easily as he noted that construction works on the highway are limited to minor reblockings. -PNA

SORSOGON CITY -Alarmed by the rash of accidents along the Maharlika Highway in the province, Rep. Deogracias Ramos (2nd District, Sorsogon) called on the Department of Public Works and Highways to look into accident-prone areas and include in its programs the expansion of the national road. Ramos said the wave of accidents, which he noted had claimed so many lives, could be attributed partly to the narrow highway, especially in the

second district. The second district covers the towns from Juban to Matnog where numerous accidents have occurred. He urged the DPWH to install necessary traffic signs and warnings to caution motorists about the conditions of the road and, if necessary and possible, to impose speed limits. The latest accident occurred a day after Christmas when a van collided with a passenger bus in Barangay Bacolod, Juban town, killing

six persons including the drivers of both vehicles. Some weeks ago, two separate accidents occurred in the same spot in Barangay Sisigon, Matnog, killing five persons. In another accident, also in Matnog, a priest was killed after he was hit by a speeding sports utility vehicle which came from a blind curve. Ramos noted that many parts of the Maharlika Highway in the second district, particularly the portion going to Matnog town, are either

We just celebrated Rizal Day again for the nth time in Iriga City. As usual, there was a brief program and a speaker who delved lengthily on the life of Jose Rizal. My neighbors in the park who were mostly elementary grades teachers were very knowledgeable of Rizals life, it seems to me so it was not surprising to see them chatting rather than listening to the speaker. The offering at the foot of the Rizal monument in Iriga City was good. There were floral offerings as usual but there were offerings in kind and I understand they will be given to selected beneficiaries who are of the marginalized sectors in Iriga. So, how do we find meanings in the life of our national hero? How do we make alive his teachings especially to the youth that Jose Rizal called the hopes of the fatherland? The Iriga Rizal Park was decorated for Christmas as every year it is which is appreciated by many. The theme of this year Christmas celebration in the city is keeping the spirit of Christmas for the Children so the park was decorated with toys and anime characters from Toy Story. It is not surprising but maybe disgusting but listening to some children I hear they more familiar with Woody and Buzz Lightgear and Mr. and Mrs. Potato and other cartoon character than our national hero. Looking at Rizal in his outfit (an americana or coat) he looks very occidental. Maybe its high time he should change his outfit. Let him wear barong tagalog. That would be most becoming. He will look very Filipino and be really one among us. That would be the day. I and the family of my late brother Jaime K. Botor who passed away December 28, 2013 wish to express deep appreciation and thanks to all those who condoled with us in our hours of bereavement.

From birth to death, (events that fall within like baptism, confirmation, marriage, as one strives to get educated, from the lowest level in education) records are necessary and therefore vital to man. Needless to say, records management is necessary to an individual, to companies, agencies, whether public or private. It calls for an efficient and effective handling. Whether a company is just starting or growing or even fully developed, records management plays a very big role in its day-to-day operation. So, it is obvious that piles of records are accumulated. These piles of papers serve as the base of a sturdy business to avoid chaos and confusion and brings about smooth transactions. With the advent of technology, records management has taken a new turn. Records management has become faster, smoother and just as expected to serve clientele in the best manner possible. It is quite unfortunate that records managers are not given the best and much attention, they, who are privy to everything that the agency is, keep records as functional as they should be.Trainings and seminars on records managements are scarcely conducted. Records management offices are not very well provided with the facilities that could guarantee the best desired output. If standards are set, it is imperative that attention be given to improve the plight of records managers in particular and records management in general, to support the rightful claim that records are integral in all human endeavors. There are many records officers who need that big boost. These are the silent workers who have gone far in their jobs. They have served faithfully in the matter of searching painfully and responsibly and finally giving their clients the records asked for. These Records Managers deserve the salute for their acceptance of this job that calls for dedication, patience and the challenge of records management. Kudos to them and to say it in a much acceptable lingoHigh Fives!

The effective learning depends upon quality of teaching which requires individuals who are academically able and who care about the well-being of children and youth as mentioned in Highland Council Education, Culture and Sport service, 2007). School effectiveness has been one of the major concerns of practitioners and policy makers, not only in the Philippines but also in other countries. School effectiveness encompasses students academic achievements and development of their personality together with the teachers development and improvement in school environment. Leadership is a pertinent factor in determining school effectiveness. Leadership traits, skill and abilities are considered to be essential for effective leaders, including the competencies of goal setting, monitoring, evaluating, communicating, scheduling, staffing, modeling,governing and providing instructional or curriculum leadership. A key element of an effective school is an effective school head. Although school success is influenced by many factors, school principals remain one of the most important factor of this success. The effect of school heads leadership behavior o n s c h o o l e ff e c t i v e n e s s and teaching competencies

occurred largely through their actions and practices. Teachers competency appears to be a significant contributor to school effectiveness. Effective teachers are those with high competency in knowledge and skills and teachers profound knowledge in curriculum content and pedagogy enhance students performance. As Brophy (2002) points out, the variance of students performance are due to the difference skills of teaching and learning applied by teacher. Thus, teachers competency consist of skills and knowledge. The importance of school heads leadership behavior on school effectiveness has been significantly important for the betterment of the students. Quality schooling indeed leads to quality learning and an important key to quality learning is the amount and kind of leadership that schools principals provide directly and promote among teachers and supporting staff. And therefore, the role of education is not just to impart knowledge and skills that enable the beneficiaries to function as economies and social change agents in society, but also to impart values, ideas, attitudes and aspirations important for natural development.

those who love exotic fruits, they may try and appreciate indigenous fruits such sapinit dubbed as the Pinoy wild raspberry. Lucky charm or not, DA has been advocating increased consumption of fruits, along with vegetables, to improve the nutritional condition of both Filipino adults and children. Latest available nutritional data indicated that Filipinos have been eating fewer vegetables and fruits from 1978 to 2008, with average per capita consumption of vegetables at 110 grams (down from 145 grams in 1978), and fruits at 54g of fruits (from 104 grams in 1978.) Released in December 2012 by the National Statistical Coordination Board, the survey also suggested that the countrys consumption of vegetables and fruits was among the lowest in Asia. The World Health Organization recommends a daily intake of 400 grams of vegetables and fruits per person (150 kilograms per year) to help prevent vitamin and mineral deficiencies as well as heart disease, some cancers, diabetes, obesity and other socalled lifestyle diseases. As part of its High Value Crops Development Program, the DA focuses on productivity enhancement, research and development, organic farming, post-harvest training, value adding and processing, and market access of fruits, vegetables and other high value commodities in both domestic and international markets. -Mac Bien Garcia

QUEZON CITY -- Noting that its the time of year when Filipinos buy round, mostly imported fruits as lucky food, the Department of Agriculture has renewed its call on consumers to instead patronize locallygrown circular fruits this Christmas and New Year. By buying fruits that are planted, cultivated, harvested and sold locally, we help our own farmers earn more from their hardwork, and at the same time, encourage more production of these commodities, said Secretary Alcala. After all, locally-grown round fruits abound, and they are as good, if not better, than the imported ones in terms of

taste and nutritional value, he added. With each fruit representing a month in the calendar, Filipinos would usually display 12 pieces of round fruits during the Media Noche, or the New Years eve midnight feast that symbolizes their hopes and aspirations for the next 365 days. The DA suggested its top 12 lucky fruits as follows: rambutan, guyabano, atis, caimito, coconut, lanzones, bayabas (guavas), mabolo, dalandan (native oranges), pineapple, melon and chico. Experts in curriculum defined it in varied ways. According to them it is a body of knowledge that needs to be transmitted; it is an end, a product; a process and a body of subjects. It is the extensive experiences students have during the entire stay in the educational system. Etymologically speaking, Curriculum is from a Latin word curere which means a running chariot; run on a course. The course of study that identifies the specific goals of education for each development state in the learning institution is what school curriculum is about. Goals are slated as target competencies; a learner shoulc achieve at a specific stage of his stay in school. Four components parts are concerned in a curriculum. The content, the instructional strategies, resources and activities to be employed, the subject matter is to be included, the methods and instruments in appraising the result of the curriculum. Curriculum empowers all students and motivates them towards lifelong learning. The academe (institutions), the government and the industries which includes both the public and the private, are the triangular vital sectors that have a directtouch towards improving curriculum. Whie the agencies which have the immediate involvement in upgrading curricular programs and in regulating opertations of learning institutions are the Commission on Higher Education (CHED) and the Department of Education (DepEd). Curriculum innovations is for a new generation of Filipinos. Why is there a need to revise curriculum? Keeping at pace with the every change in every field triggers revision of curriculum. Several factors influence curriculum. Policies influences curriculum from defining goals, interpreting curricular materials to approving examination systems through funding. Secons is economic. Educated students are economic investments which are expected to contribute to the countrys economy with global competition abilities in technical fields. Third is technology. Technology driven curriculum development is the norm of the 21st century. Educational goals and learning experiences are affected by technological changes. Fourth is diversity. Diverse religion, culture and social groupings mold the types of topics and methods for teaching information. Lastly is environment. Curriculum changes are influence by the environment. One of the evident changes in the curriculum is the K to 12 that is designed for the advancement and for keeping graduates at par in the international arena of work. Technological advancements, the spread of new information media and the predominance of software and hardware devices,s a schools curriculum should be enhanced. It should be pragmatic to meet the needs of society and should conform to the actualities of the community. A schools curriculum should be restructured with a likely shift towards a more meaningful course of study. Curriculum leader the principal is the person who should rightfully focus attention upon instructional leadership skills. The role of the principal and his curriculum leadership skills need support to assume the mantle of curriculum leadership called for today. It is indeed very important for an educational institution to have a balanced and well-designed curriculum and for the principa to have curriculum leadership to make the school and education as a whole responsive to the needs of the new breed of Filipinos.

Out of the 122 cities and 163 municipalities included in the report, Naga City ranked 6th in the over-all competitiveness and got the 5th spot under the Top cities with effective governance. Naga was among the other four (4) city municipalities in the Bicol Region which includes the cities of Ligao, Iriga, Tabaco and Legazpi. The selection was determined by the LGU-recipients economic dynamism, government efficiency and the infrastructure category. These three (3) main factors should be evidently present in the local government units as their tools in ensuring that progress and development are being shared to the members of the community. Naga City was among the top cities under the 3rd category with the aggressive development it has shown in terms of road networks, basic utilities and registered vehicles. NAGA CITYs DYNAMIC ECONOMY Naga Citys economic dynamism is evidently described in the Citys Comprehensive Development Plan which expansively retorts to the development of its stakeholders and allied sectors. This contains the citys vision of shared governance where its citizens and the leaders who were given with an overwhelming mandate by its people, work together to make Naga a better dwelling place and flourishing business hub in the future. Its adherence to a more self-motivated economy was evident in the rise of business establishments, employments and the presence of financial institutions in the city. The Metro Naga, an alliance of 16 local municipalities with Naga City as its primary base, was cited by the Department of Science and Technology (DOST) and the Information Technology and Business Process Association of the Philippines (IBPAP) as one of the Top Ten Next Wave Cities for 2012-2013. In August, an ICT roadshow, held in coordination with IBPAP and the ICT@ Bicol Council, gathered all information technology-Business Processing Management (IT-IBM) advocates and leaders, small and medium entrepreneurs, students, graduates related to IT-BPM, LGUs and other government workers and all ICT stakeholders in Naga City. The event highlighted the capacity, readiness and effectiveness of the Bicol Region, particularly the City of Naga and the province of Camarines Sur as investment destination. Also last year, the IBMGlobal Process Services (IBM-GPS) Expansion ventured in Naga City, making it as the first multi-national corporation to conduct its business undertaking outside of the greater Manila area. Its presence is expected to generate more job and other career opportunities not only to Nagueos but also to other job seekers in its neighboring municipalities. For 2012 alone, Naga City claims more than 6,138 business registrations, including renewals totaling to a total fund of Php514,469,537.98 in investment. Currently, there are 39 and 5 commercial and rural banks respectively inside the citys vicinity. Lending was made easy for those who want to venture into business with the presence of 3 microfinance institutions, 60 cooperatives and 11 lending companies. Business was made more favorable to entrepreneurs with the presence of 32 organized business groups in the locality. LGUs TRANSPARENCY AND ACCOUNTABILITY Upon assumption in office in July 2010, Bongat has placed transparency, accountability and good governance as part of his executive agenda. This became a vital part of the programs, activities and plan that the city have undertaken and will undertake in the next years to come. The programs herein included focused on strengthening the capability of the local government bureaucracy as well as its local officials to work together to realize a more livable and flourishing Naga City. It also encourage the involvement of voluntary groups of civil society organizations and groups in the preparation, implementation, monitoring and evaluation of the different programs of the local government. Naga City scored a perfect 5 in the transparency score for complying with the following indicators: presence of public information office, extent of communication mediums to update local government plans, accessibility to public documents; economic governance score in Local Governance Performance Management System (LGPMS) on entrep, business and industry promotion; capacity to generate resources; quality of civil application system to business sector and processing time of building, business and occupancy permit. Naga City has adopted a computerized business application and permits are being processed and completed in a time-efficient manner. Building and occupancy permit processing only takes more than 4 hours while business permit transactions are done within a 15-minute period. It also scored high in terms of responsiveness to business by reducing the steps to 5 and transaction timeframe to less than 15 minutes and was strengthened by the presence of an investment promotion center. Significant awards that the city received relevant to the Competitiveness award include eGov, Galing Pook, Seal of Good Housekeeping, Gawad Pamana ng Lahi and Most Business Friendly City. CSC senior officer Edith Almirez said the Comex is a tamper-proof secured system that integrates and streamlines the application and examination process. She said examination through the Comex is an easy process - where the public can register their application anywhere and anytime as long as they have Internet connection. She said those interested can apply online and select the preferred exam schedule such as the date and time of examination, location of the venue, confirmation of the slot, identity verification and the payment of the examination fee of P600.
