1.General Everyindividualvendorstallshallcomplywithallapplicablebuildingcodes,including InternationalBuildingCode(IBC)2009,CityofPittsburghamendments,AlleghenyCounty HealthDepartmentcommercialfoodservicecodesandregulations,Americanwith DisabilitiesActGuidelines(ADAAG)andAmericanNationalStandardsInstitute(ANSI). Stalldesignandconstructionshallbehighquality,safeandofsturdyconstruction.Stalls shallinnowayimpedethesafe,secureandreasonableoperationofotherstallsorofthe marketingeneral. Vendorsareencouragedtoconstructtheirstallsoffsiteforassemblyanderectioninthe MarketHallspace. Stallsconstructedonsitemustbeconstructedbyalicensedcontractorapprovedbythe PittsburghPublicMarketandwillbesubjecttoPrevailingWageGuidelines. Manystallsaresubjecttobuildingfeaturesincludingcolumns,doorhardware,andpower locations.Actualdimensionsofthestallareamanyvaryslightlyfromthenominalsizesbased onfieldconditions.ItistheVendorsresponsibilitytoinspecttheirdesignatedstalllocation andverifythedimensionsandthespecificconditionsoftheirstallsitepriorfinalizingtheir designorconstructingtheirstalltocoordinatethesecolumnlocations,powerlocations, dimensions,etc. 2.DemarcatedVendorSpace Stallmustbeconstructedandmaintainedentirelywithinthevendorsdemarcatedspace, definedasthewidth,lengthandheightindicatedintheDesignGuidelinedrawings (AppendixIII).Nooverhangs,counters,counterextensions,bulkheads,displays,fixtures, seating,orotheraccessorieswillbepermittedbeyondtheindividuallydemisedspacenor protrudeintothedesignatedcirculationandwalkwayareas.Signsandbulkheadsare permittedwithinthedemarcatedspaceinaccordancewithsignagedesignguidelines. Demarcatedstallareashallhavedefinedboundariesthatallowsecurityforitselfand neighboringstalls..Vendorsshallarrangetheirspacesforsafeoperationandmovementfor publicandemployees. AnyspacesaccessibletothepublicwithinthedemisedspaceshallbeADAandANSI accessibletoboththepublicandvendoremployees,asrequired.Refertotheattached drawingsforclearances Aislesmustmeetclearwidthrequirementsforaccessibility,andbeaminimumof32wide. 3.Structure&Layout Stallsmaybeconstructedwithinthedefinedvolume.Stallsmayhavestructuraland decorativecolumnsorpostsateachcornerinafourposterarrangement.Solidwallsor infillpanelsarepermittedto8feetinheighthoweverVendorsareencouragedtouseopen typematerialssuchasmetalgridtomaintainvisibilityandairflow.Solidsidewallstaller than6feetinheightmustnotrunthefulllengthofthesideperpendiculartothemain publicaisle,butrathermuststop2feetbackfromthemainaisletoallowforvisibility betweenstallsandthroughoutthemarketingeneral.Thebacksofsolidwallsfacingother stallsmustbefinishedinkeepingwiththefronts,ofsimilarmaterialandquality.Designand constructionofstallshallallowforcoordinationwithandvisibility/audibilityofallbuilding systems,includinggenerallighting,sprinklers,firealarms,etc. Stallsshallbesturdyandsecurebutmaynotbepermanentlyfastenedtothefloor.Power actuatedfasteners,drilledholesorwedgeanchorsarenotpermitted. Floorsshallbelevelasmuchaspossible.Anyflooraccessibletothepublicmayhavea maximumthreshold.Floorsareasnotaccessibletopublicmayberaisedprovidedthe raisedfloorareaisstructurallystableandwellsupported.Allspacescreatedunderaraised floormustbecompletelyenclosedtopreventaccumulationoftrashanddebris.Stepsor rampsshallcomplywithIBC,ADAandANSI. 4.Design&Materials Thestallstructureshallbeasafe,open,attractiveandwelcomingspacefromwhichavendor cansellhisorhergoodstothepublic.Stallsareencouragedtobecreativeandarchitecturally interesting,varyingfrommerchanttomerchant,usingshapes,materials,textures,color, sculpturalandarchitecturalelementstoreflecttheindividualstyleandessenceofgoodsbeing offered.Thedesignandaestheticofthestallsshallbepleasingandenhancetheoverall marketambianceandexperience.Uniquecharacterandinterestencouraged. Vendorstallsmustbewelldesignedandconstructedofpermanent,highquality,structurally sound,finishgradematerials,suchaswood,metal,polycarbonate/fiberglasspanels,glass,or drywall.Stallsshallnotbetemporaryinnature;tents,lawncanopies,thinmetalpolesor framesarenotpermitted.Unfinishedorrawroughconstructionmaterialsarenot permitted,suchasroughwoodstuds,OSB,rawdrywall,roughorstampedplywood, cardboard,chipboard,foamcore,etc. Materialstypicallyusedforroughconstructionsuchasplywood,fiberboard,agriboard, OSB,etc.shallbepermittedonlyiftheyarefinishgrade,clean,withnoroughedges,no visiblestampsormarkingsandsealedandcreativelytreatedlikefinishgradematerials. Allglassandglazingpanelsshallbetemperedorapprovedlaminatedsafetyglass.Plateglass mirrorsarepermittedwhenattachedtoasolidsubstrate. Useofantique,salvagedorrecycledproductsisencouraged,providedsuchmaterialsare clean,freeofsignificantdamage,smoothwithnoroughedgesandfinishedortreated (stained,painted,sealed)appropriately. 2of8

Highlycombustible,flammable,hazardousortoxicmaterialsarenotacceptableinthe constructionofstalls,norshalltheybepermittedtobestoredorsoldonpremises. presenttrippinghazards.Anyfinishfloormaterialsmustberemovablewithoutadhesive residueordamagetotheexistingfloor.Flooringshallbeattractiveandaestheticallypleasing, intendedforfinishuseandpublicview.Flooringshallbewellmaintained,cleanable,and cleanatalltimes. Floortransitionsshallcomplywithaccessibilitycodes,withnotransitionexceeding3/4in height.Provideathresholdortransitionstripwhereflooringmaterialschange. 7.Ceilings Stallceilings,ifprovided,mustbestructurallysupportedandopentogenerallighting,power, andsprinklers.Acceptableceilingtypesincludemesh(metal,wood,screenmaterial),trellis typearrangements,orloosedecorativeceiling,withminimum50%openarea.Drapedfabric isnotpermittedunlessmaterialisfireretardant. Nothingistobestoredontopofceilings. 8.Signage Signageshallconformtosignageguidelinespublishedseparately.Anyvisiblemarkings, logosortextpermitteddirectlyonstallcomponents(columns,walls,etc)arepermittedif compliantwithsignageguidelines.Signageshallbeclearlyvisible,legible,cleanandwell maintained. Artisticandaestheticallypleasingelectronicandneonsignsarepermittedwithinthestall only.Suchsignsmustbelessthan5squarefeetinarea.Allelectricsignsmustbesubmitted forapproval.Electricsignsmustbeplugintypeandanypowerdrawmustbewithinthe40 amptotalpowerlimit.Electricsignsmustbesecurelyattachedtothestallorotherfixed component.Freestanding,movable,ortemporaryelectricsignsarenotpermitted.Wiring shallbeconcealedasmuchaspossible,andtiedorboundabovethefloorsoasnottohangor presentacatchinghazard. 9.Display,Appliances&Furnishings Tables,shelving,cabinets,displayaccessories,appliancesandfurnishingsshallbesturdy,self supporting,cleanandwellmaintained.Theyshallbecapableofsupportingthesuper imposedload.Theyshallbesuitableforpublicviewandcommercialuse.Utilitytype shelvingortableswithroughedges,exposedfastenersorbrackets,orirregularfinishesshall notbeusedunlessacceptablycoveredwithsuitablematerial,suchastableskirtsortable cloths.Avarietyofshelvingtypesareacceptableincluding;wood,metalandwireshelving, pressedboardshelving,wickerormetalbaskets,metalbuckets,creativelyfinishedshipping palettes,winebarrels,attractivewoodcratesandboxes.Displaysfashionedfromroughor dilapidateditems,suchascardboardboxesarenotacceptable.Itemssuchasplastic5gallon bucketsmaybepermittedifnew,andusedinacreativeandestheticallypleasingmanner. Vendorsmay,andareencouragedtodisplayappropriategoods(suchassalami,dried peppers,craftitems,clothing,etc.)byhangingdirectlyfromstallstructure.Suchitemsmust notimpedewithrequiredheightclearances. 4of8

Temperaturecontrolledandotherpowereddisplayitems,suchasbeveragecoolers,reach inrefrigerators/freezersorcasesarepermitted.ProvideEnergyStarratedappliancestothe fullestextentpossible.Suchitemsshallbeusedaccordingtomanufacturerswritten instructions.Powerandmotorareasshallbescreenedfromview,andkeptfreeofdebrisand obstructions,asmuchaspossible.Backsofcoolersmustnotbevisiblefrompublicwalkways andaisles. Furnishings,suchastablesandchairs,maybeprovidedwithinthedemarcatedstall boundary. Liveplantmaterial,fordecorationorsale,maybedisplayedwithinthedemarcatedstall boundary. Fabric,curtains,awningsandcanopiesmustnotimpedetrafficandbeofflameretardant material. Alldisplays,appliancesandfurnishingsshallbemaintainedinasafe,clean,orderlyand attractivemanner. 10.Waste Trash,recyclingandfoodwaste/compoststorageandcollectionareasshallbeincorporated intostalldesignandconstructionsoastobekeptoutofviewofthepublictothefullestextent possible.Trashincludesallwasteproductsincludingfood,containers,paperwaste,shipping palettes,cardboardboxes,plasticwrapping,bags,etc.Generaltrashandrecycling receptacleswillbeprovidedthroughoutthemarketforpublicuse. Foodwasteappropriateforcomposting(noanimalproductsorprocessedfoods)mayentera generalcomposter,ifavailable. 11.Services Availablepoweris110Vsinglephase.Vendorsmustsubmitalistofanticipatedpower requirementitemsandtotalexpectedloadinampsforreviewandapproval. Standardpowertoeachvendorstallshallconsistof110Vconvenienceoutletswithinthe demarcatedarea.Convenienceoutletswithatotalofeight8plugspaceswillbeprovidedto eachstall.Onecentralquad20ampcircuitoutlet(4plugspaces)willbeprovidedtoeach stall.Accessto1/2oftwoadjacentquad20ampcircuitoutlets(2plugspacesoneitherside ofstall)willbeprovidedtoeachstall.Thetotalpowerlimitforastandardstallis40amps. Vendorswithmultiplestallsshallhaveaccesstotheadditionaloutletsintheadditionalstalls andanadditional40ampspervendorstall. Vendorsmayoverlaptheiruseofpoweroutletstoincreaseordecreasethenumberofoutlets withtheneighboringstallvendorsasagreedbetweentheindividualvendorsand independentoftheMarketCouncil.Absentsuchagreement,allvendorsshalllimittheir poweraccesstotheplugsandoutletswithintheirdemarcatedspace. 5of8

Generallightingisprovidedtothespaceviaoverheadlightfixtures.Lightingiscontrolled centrallyduringmarkethours.Vendorsmayaddtheirowndecorativelighting,suchas accentlights,displaylamps,specialtylights,stringsofChristmaslights,etc.Vendor providedlightingmustbeplugintype.Additionalhardwiredlightingfixturesarenot permitted. Ageneralbuildingheatingandventilatingsystemwillbesettoachieve45to55degreesin winter.Generalairconditioningisnotprovided.Itisanticipatedthatduringperiodsof warmweather,exteriordoorswillremainopentoprovideventilation.Portableheaters(gas andelectric)arenotpermitted. Openflames,includingfirepits,torches,cookingdemonstrations,etc.arenotpermitted. 13.Security Individualstallsecurityistheresponsibilityofandistobeprovidedbythevendor.Methods ofsecuringthestallscouldincludefoldingdoors,bifoldpanes,removablepanels,lockable coverings,screensortarps,etc.Securityitemsmustbestoredwithinthedemarcatedstall spaceandbeonlyminimallyvisibleduringmarkethoursunlessotherapprovedprovisions aremade. Themarketwillinstallmotiondetectorsthroughoutthemarketspaceandpayfor24/7remote securitymonitoringofthesemotiondetectors. 14.Submittals Vendorsmustsubmitdesignandconstructiondrawingsoftheirproposedstalldesignstothe MarketArchitectandMarketCouncilforapproval.ApprovalswillberelayedtoURAand BuildingManagerfortheirapproval.Drawingsmustbelegibleandshowalldimensions andmaterials.Nostallshallbeconstructedpriortoapproval.
