Minutes of the 1 meeting of the State Grid Coordination Committee (SGCC) held on 30th Oct-2012 (Tuesday) at SLDC, CSPTCL, Daganiya Raipur.

The 1st meeting of State Grid Coordination Committee (SGCC) was held on 30th Oct-2012 (Tuesday) at SLDC, CSPTCL, Daganiya Raipur. the list of participants is enclosed at Annexure-I After the welcome address the keynote was read out by Shri KS Manothiya CE (SLDC), CSPTCL and the agenda items were taken up for the discussions.

-//2//Item No 2: Implementation of the Regulations: In accordance with the provisions of the CSEGC-2011 the SGCC discussed over the following issues:(i) Drawals & Load Shedding Scheme a) Restrict Heavy Under drawals/ Over Injections & Over Drawals/ Under Injections: - Member Secretary requested that the Committee members shall look that adequate steps are taken up in their area to adhere with their schedules thus Restrict Over Voltages/ Heavily loaded lines and Control drawal & Injection. Representative from JSPL (TL) intimated for the higher voltages at their end. It was desired by the Committee members that they should come out with the details of it. Member from SLDC, CSPTCL made an observation to the JSPLs request and requested them to work out their schedules and make necessary arrangements for providing the real-time data of their area. The Representative(s) from JSPL agreed to revert back with details and data. The other committee members took a note of it. b) Approved Under Frequency Load Shedding Scheme (UFR): Member from the CSPDCL intimated that the approved CSERC plan is not mandatory in case of the Emergency Load Regulations Plans. And There is no-regular/ planned load shedding feature. However, the revised plan shall be made shortly to SLDC, CSPTCL. (ii) Islanding of Generators & Islanding schemes for Captive Power Plants (CPPs): Member from the SLDC, CSPTCL requested the Committee members/ representatives from BALCO, JSPL, SAIL-BSP & Captive Power Producers Associations to share their islanding scheme with the SLDC & SGCC. The Members /Representative(s) agreed to come back with details and data at the earliest.

-//3//(iii) Identification of Synchronizing locations:Representative CSPTCL intimate that the locations/ substations of priority / importance shall have to be identified and the facilities shall be extended in phased manners. SLDC shall mark the locations/ substations of the vital importance.

Committee noted the same.

(iv)

Telemetery and communication:Member from the SLDC, requested all the power producing plants injecting power into the grid should have round the clock control room with telephone, Fax, e-mail facilities etc. All the intra-state users should provide the names, addresses and telephone numbers of the persons responsible for receiving the data etc.

Item No 3: Set up of Sub Committee: In compliance to clause 2.5.4 of the CSEGC-2011, the members of the SGCC consent to have Set up of Sub Committee of 3-(three) members for detailed study of related problems/ items/ issues of importance time to time.

Item No 4: Grid Disturbance on 30th July 2012 & 31st July 2012. The grid disturbance report was provided to all the members of the SGCC for strict and stringent follow-ups in order to comply with the CSERC directives that reads As desired by the Commission these recommendations are forwarded to you to take appropriate actions at your end (Ref: CSERC vide letter no. 03/ CSERC/ Tariff/ 789 Dated 06-09-2012).

Item No 6: Probable date for 2nd SGCC meeting. Considering this SGCC meeting as a kick-off meeting, the members of the SGCC expressed that the next SGCC meeting to be called at the earliest. It was decided that the 2nd SGCC meeting would be held in December-2012, exact date and venue will be communicated separately.
Committee noted the same.

The member of the SGCC agreed to revert back with the difficulties & issues in following up / implementation the regulations.
