Abstract: & & Bengaluru, the silicon valley, of India, happens to be one of the fastest growing cities of its kind in south Asia with perhaps every element of urbanism. It also suffers from the same major urbanization problems seen in many fast growing cities in developing countries: rapidly escalating social inequality, mass displacement and dispossession, proliferation of slum settlements, and epidemic public health crises due to severe water shortage and sewage problems in poor and working-class neighborhoods. (Wikipedia 2013) The one unique crunch the city is currently facing is the strain on the revenue generating industry the Indian outsourcing industry. Ideological clashes between the city's IT moguls and the state government, the fear that at some point the drive to keep costs low will hit a brick wall, could leave many Indian organizations simply competing amongst themselves. (Cave 2013) Little research has gone into studying location change in cities that are the receivers of global investment or more specifically the hosts of global outsourcing. (Aranya 2005) Whatever functions do the cities perform it is essential to note that how far it plays role in the national and regional economy and there should be re-distributional characteristics in it. The need for effective metropolitan governance is to address key problems and opportunities in an integrated and more meaningful way. (Sen 2012) Why are the above-mentioned pointers neglected? Will the orphaned city see any change? Or rather will it continue to grow into a dead city? ! !
