SHORT-FORM REQUEST FOR PROPOSALS (SRFP) for Discrimination Prevention Course Delivery Issued by the BC Public Service Agency

By submitting a proposal to this SRFP, the Proponent agrees to be bound by the SRFP Rules. 1. CONTRACT SERVICES The BC Public Service Agency requires a Contractor to deliver an existing half-day in-person Discrimination Prevention Workshop to BC Public Service employees across the province of BC based on a delivery schedule as directed by the BC Public Service Agency. The Contractor will: Ensure the following learning objectives for the Discrimination Prevention Workshop are met: o Identify and discuss the rights, responsibilities, and strategies for all parties to develop and maintain a respectful, welcoming work environment, to prevent discrimination, and to address it when it occurs, o Understand the importance of promptly addressing discrimination and harassment in the workplace, o Describe discrimination and harassment as dened by human rights legislation, o Develop awareness of behaviour that is inappropriate or illegal, o Identify Government of BC policy, directives, procedures, and collective agreements relating to workplace conduct, and o Be aware of internal and external avenues for complaints; Ensure that all instructors have been pre-approved by the BC Public Service Agency; Develop additional training formats, customize or update existing curricula or develop new curricula during the Contract term, based on the mutual agreement of the BC Public Service Agency and the Contractor, which may include consulting with legal experts, human rights professionals, subject matter experts and other workshop facilitators identied by the BC Public Service Agency; Respond to queries from British Columbia government employees regarding the training and workshop content;

Permit representatives of the Province to observe and record training delivery observations as requested; Discuss the results of these observations with the BC Public Service Agency and make adjustments to the training design, content and delivery as required; and Provide to the Province within 10 business days after the end of each month, a postworkshop report package for each scheduled O!ering which includes, but is not limited to, the following: o One original statement of account; o Participant sign-in list (signed by Participants); o An exception report that includes problems or concerns relating to participants, instructors, training materials, and how these issues were handled.

The Province anticipates approximately 20 sessions will be o!ered per year subject to available budget. BC Public Service Agency will provide an annual supply of course material to the Contractor per Contract year. All other training and related supplies to be provided at the Contractors cost; 2. CONTRACT FORMAT Should the Proponents proposal be successful, the Proponent will enter into a contract in the form of the General Services Agreement at http://www.pss.gov.bc.ca/psb/gsa/ gsa_index.html. In Schedule D, additional insurance will not be required. Schedule E will apply. Schedule F will not apply. Schedule G will apply. The term of the Contract is expected to be for two years from Contract signing, with up to two one-year option[s] to extend at the sole discretion of the BC Public Service Agency. 3. QUESTIONS Submit any questions in writing to the Government Contact (noted above) before the Closing Time. Answers to questions received may be posted on BC Bid. Information from any other source is not o"cial and cannot be relied on. Questions will be accepted up to 5 business days prior to closing. 4. REQUIREMENTS FOR PROPOSALS Proponents must submit their proposals in the form of the SRFP Proposal Form attached as Appendix A. Proponents should not include attachments to the SRFP Proposal Form unless specically requested in this SRFP. 5. MANDATORY REQUIREMENTS For the Province to consider the proposal, Proponents must meet the mandatory process requirements in the SRFP Rules. 6. PROPOSAL EVALUATIONS Proposals that meet all mandatory requirements will be evaluated as follows: Weighted Criteria Proponent Experience Approach Weight 40 30 Minimum score 24 18

Proponents that do not meet a minimum score within a weighted criterion will not be evaluated further. Price will be evaluated using the following formula: lowest price proposed out of all proposals divided by this proposed price multiplied by the weighted points allocated to price.

Completed proposal forms should not be more than 10 pages in overall length (not including the Executive Summary) using no less than a 10 pt font; the Province will not evaluate any pages that exceed this maximum page count. 1. Proposed Subcontractors The Proponent proposes to use the following subcontractor(s) to provide the services described in the SRFP (specify the proposed subcontractor(s) or indicate none if none to be utilized. If subcontractors will be used but are not yet identied, indicate this).

This section is informational only and will not be evaluated separately from any evaluation of information relating to experience provided under section 3 of this SRFP Proposal Form. 2. Executive Summary: Provide a maximum two-page Executive Summary of the key points of this proposal as an attachment. 3. Proponent Experience The Proponent and/or its proposed subcontractor(s) should have the following experience: a) Instruction - 5 or more years within the past 7 years (as of the closing date of this SRFP) instructional and facilitation experience with subject matter expertise in both adult education and the subject area (Discrimination Prevention); b) Curriculum Development 5 or more years within the past 7 years (as of the closing date of this SRFP) experience developing training curriculum (including Instructional Systems Design skills as well as subject matter expertise in Discrimination Prevention); and c) Training Administration 2 or more years within the past 5 years (as of the closing date of this SRFP) experience in administrative and logistics support including (but not limited to) arranging venues suitable for training, managing course materials, working within learning management systems, etc. 1

Approach Propose an approach to deliver the services described in the SRFP that addresses the requirements in the SRFP including: a) Administration and delivery of in-person training throughout the province of BC based on the schedule determined by the BC Public Service Agency; b) Using the existing training materials, deliver the curricula in a manner that ensures the following learning objectives for the Discrimination Prevention Workshop are met: Identify and discuss the rights, responsibilities, and strategies for all parties to develop and maintain a respectful, welcoming work environment, to prevent discrimination, and to address it when it occurs; Understand the importance of promptly addressing discrimination and harassment in the respectful workplace; Describe discrimination and harassment as dened by human rights legislation; Develop awareness of behaviour that is inappropriate or illegal; Identify Government of BC policy, directives, procedures, and collective agreements relating to workplace conduct; and Be aware of internal and external avenues for complaint; Determining a potential need to edit and/or develop new curricula;

5. Price Provide one xed, all-inclusive price for all services proposed based on a per session* rate in the unshaded cell in the table below. If the price being requested is unclear, submit a question as soon as possible to the Government Contact Person identied above. If more than one price is proposed, the highest price only will be used for evaluation purposes. The Province will not pay any costs or expenses in addition to the prices proposed with the exception of preapproved travel as specied by the Contract and must not exceed the Provinces Group II per diem rates (see http://www2.gov.bc.ca/local/myhr/documents/travel/ travel_allowances_app1.pdf for more information). A description of how price will be evaluated can be found in section 6 Proposal Evaluations of the SRFP.
