Programme The symposium aims to provide a platform for sharing information and lessons learned in the
establishment of projects using ICT tools in libraries and information centers, to facilitate

The half-day symposium became an active environment because all participants responded to
the activity lead by Sir Igor. He showed how effective he is as a speaker and communicator to
his audience. He discussed the essence of knowledge, network and communication in
managing a technologically inclined library shifting from a traditional
library. Most of the lectures concentrated on Web 2.0, Social
Softwares and Social Web Technologies as used and adopted in
libraries and information centers. Mr. Scott Moseley presented
E-resources and management tools for medical and health libraries.
He introduced to the participants the value of IOS e-journals and
online knowledge products available at Medicines Complete. The
symposium was supported by IOS Press and Swets. Swets also
provided the symposium kits, pens and pad papers for this activity.

Mrs. Theresa Dugenia and Mrs. Gina Canceran, two MAHLAP ex-officio’s attended the Congress of Southeast
Asian Librarians (CONSAL XIV) with the theme “Towards Dynamic Libraries and Information Services in
Southeast Asian Countries” which was held at Melia Hotel, Hanoi, Vietnam last April 20-24, 2009. Almost 800
participants, including guest and exhibitors participated at the Congress. Fifty two (52) delegates attended from the
Philippines. There were five speakers from the Philippines who presented lectures on the following :

Part of the Congress was the “Gala Night” or the Cultural Presentation of each member countries. Cultural
presentation from the Philippines was performed by the group of ALBASA librarians. The Cultural presentation was
held at Hanoi Opera House. Other activities were the cultural visits or tour in Vietnam which we had the chance to visit
the “Temple of Literature” and explored the “Ha Long Bay”. It’s been a knowledgeable and wonderful experience for all
the librarians.
CONSAL member countries are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines,
Singapore, Thailand and Vietnam. The Next Congress or CONSAL XV will be held in Indonesia in 2012. ±

seminar-workshop on IFLA-FAIFE (International Federation of Library Associations and
Institutions—Committee on Free Access to Information and Freedom of Expression) Internet
Manifesto Trainers Workshop Project in the Philippines 2009 last July 30-31, 2009 at the C & E
Information & Resource Center, Quezon City. It was attended by more than 60 librarians and
information specialists from Metro Manila and nearby provinces.
The conference theme is on "Internet: The Way to The Future." It aims to disseminate and train
librarians in the emerging role of the Internet in today's information revolution and also to

Mr. Joseph Yap had the opportunity to study, travel and visit the capital of Europe for a three-month (May-July 2009)
training on information management. VLIR-UOS (Vlaamse Interuniversitaire Raad/ University Development
Co-operation) and the government of Belgium funded this training for 15 scholars from Africa and Asia. STIMULATE 9
stands for Scientific and Technological Information Management for Universities and Libraries: an Active Training
Environment edition 9. This training “offers a stimulating learning environment to information experts in the area of
science and technology, who are in the early phase of their career. The aims are to sharpen skills in collecting, storing,
retrieving, presenting and managing information (STIMULATE, 2009).” More information about the objectives of the

VLIR is the scholarship giving body for international training programs [ITP] for STIMULATE, AV Learning Materials –
Production and Management and four other ITPs. It also offers international course programs [ICP] for two years in the
areas of aquaculture, biostatistics, environmental sanitation, molecular biology, human ecology, food technology and
many others.
These modules were lectured by well-known professors in the field of library and information science in Belgium. Prof.
Ronald Rousseau lectured on library networks, graph theory, scientometrics and informetrics. We have used Web of
Science as the main tool for our research. Dr. Rousseau is the current President of International Society for
Scientometrics and Informetrics. Prof. Leo Egghe lectured on library statistics and introduced the Journal of Informetrics
wherein he is the editor-in-chief. Prof. Marc Nyssen lectured on using HTML and XML. Prof. Paul Nieuwenhuysen is the
STIMULATE coordinator and is in-charge of STIMULATE management. Prof. Egbert de Smet introduced us to the use of
Greenstone and ABCD, an ISIS family. Prof. Raf Dekeyser is in-charge of library visits and library visit evaluation. Prof.
Frederik Questier lectured on free and open source softwares. Prof. Julien Van Borm lectured on copyright in libraries
while Prof. Ard Prasad (from India) taught us harvesting services and federated search. Prof. Piet Dekeyser introduced
indexing non-text materials in the social web. Prof. Ludo Holans introduced LibQual.
We also visited technologically innovated academic and special libraries, information centers and museums. Among the
libraries we visited were Katholieke Universitiet Leuven, Université Libre de Bruxelles (ULB), University of Antwerp,
University of Ghent, Vrije Universitiet Brussel, UNESCO IOC IODE, and African Museum in Tervuren. On my spare time,
I visited the Institute of Tropical Medicine in Antwerp to see how they were different from any of the libraries in the
Philippines or even how they were the same in other Belgian libraries. One difference is that they use ‘Barnard’ as their
classification system. It is more simplified and appropriate for their medical collection. They are also using DSpace for
their institutional repository. We had the chance to participate and listen to renowned experts in library technology during the
30th conference of International Association of ”Technological and University Libraries in Leuven, Belgium. Ms. Elvira Lapuz
of UP SLIS was there to present her paper on Teaching Web 2.0 Applications in the Planning and Development of Informa-
tion Literacy Programs: Reaching Out to Librarians and Information Professionals.” Our institutions were also privileged to be
a member of IATUL for a period of one-year.
It was a very fruitful learning experience from a multi-cultural and diverse environment. We did learn not only how libraries
were managed in Belgium but also shared experiences on how African and Asian libraries were being managed through
poster presentations. We were trained on the value of presenting information in a scientific environment. A big part on the
evaluation of the training is for us to run a library software like Greenstone for digital libraries and ABCD as a bibliographic
database. Truly, it was a great experience professionally and personally. As one of my colleagues in Bangladesh Ms.
Momena Khatun had said, that “this program both theory and practical aspects of librarianship would make me [us] a better
professional in my [our] area of specialization in my [our] organization.” I hope more Filipino librarians will be given the
chance to advance their knowledge and gain expertise in the same training that we get in this kind of international training.
This is one opportunity a participant will not forget. Aside from learning, one will also enjoy travelling the neighboring countries of
Belgium like France, Italy, Germany, Netherlands and Luxembourg. Fellow Filipino colleagues in this edition were Mr. Stephen
Alayon from SEAFDEC, Iloilo and Ms. Nhyrma Fe Cab from St. Joseph Institute of Technology, Butuan City.
This training was already in its 9th edition and the 10th edition is expected on October-December 2010. For details on how to apply

Other international training/ graduate studies opportunities include IFLA-ALP training on Information Literacy in Wellington, New
Zealand; IFLA-Jay Jordan Fellowship in Amsterdam, Netherlands/OCLC in USA and Erasmus Mundus Digital Library Learning in
Norway, Estonia and Italy. ϑ

The United Nations Educational Scientific and Cultural Organization National Commission of Korea selected 11
participants from the Asia and Pacific to promote the Memory of the World (MOW) Programme and its goals. This is the
4th Regional Training Workshop on the Preservation of and Access to Documentary Heritage in Asia and the Pacific
that happened in Cheongju, Seongnam and Seoul, South Korea last September 4-7, 2009. Its main theme is the
preservation and utilization of digital heritage. The UNESCO National Commission of Korea greatly supports strategies
to preserve digital heritage and ensure access to them.

them;
4. to provide a forum for participants to share concerns and possible schemes on preservation of and access to
digital heritage in their country.
The UNESCO National Commission in the Philippines invited me to participate in this prestigious gathering to replace
Ms. Emma Rey of Legislative Archives who cannot attend due to prior commitments. Participants eagerly listened to
the lectures by the renowned experts in the field of digitization. Ms. Joie Springer delivered the keynote presentation on
UNESCO’s activities on preservation and utilization of digital heritage. Mr. Adrian Cunningham of National Archives of
Australia provided an overview of current activities on preservation and utilization of digital heritage in Asia and the
Pacific. Mr. Johannes Spitzbart from the Austrian Phonomogrammarchiv had a lecture on contemporary issues and
international trends on digital preservation and utilization of audio-visual materials. Experts from Korea also discussed
their experiences and challenges in the preservation and utilization of digital heritage. Country papers were expected
from each invited participant and the Philippines discussed the current and on-going digitization projects and its
utilization from the National Library, National Archives and other government-funded projects. Projects from private
institutions were also discussed. A round-table discussion before the end of the programme gave an opportunity to the
countries as to what they can achieve and expect in the future in terms of international networking and knowledge-
sharing. The participants were able to visit the best national digital library in the region which is the National Digital
Library of Korea. We also visited the National Archives of Korea, National Film Archives of Korea and Cheongju Early
Printing Museum wherein you can find the famous Jikji—a 1377 metal-print and is registered in the UNESCO’s
Memory of the World. We also attended the 3rd Jikji Prize Ceremony to witness the award given to the National
Archives of Malaysia for its dedicated efforts to preserve its national heritage. They were awarded 30,000 USD.
Previous awardees were Czech National Library and Vienna’s Phonomogrammarchiv. The Phonomogrammarchiv
donated its money to the Jose Maceda collection based in the University of the Philippines. ϑ
