In 2011 the ward had about 3 500 registered voters. In 2013 the official voters roll showed 4 078 eligible voters, more than 500 voters more than in 2011. Yet Johnson says there have been no new developments in his ward and no new demarcations. Johnson previously won the ward as ANC councillor with 1 331 votes. But REC 1 forms show that hundreds of new registrees gave Maricana as their address, which falls in the neighbouring Ward 17. Johnson says it is impossible to verify these addresses. Addresses of people living in Ward 21 were also on the voters roll and other addresses simply did not exist.

City Press found three people living in Ward 19 who voted in Ward 18 in the September by-elections. Kham alleges there are hundreds more. Kham says 612 addresses provided simply did not exist, and 174 had no street names and could not be veried. A further 28 people were not on the voters roll and 31 were alleged to have been bussed in from other towns to vote in the ward. There are 3 251 voters in total registered in the ward and only 45% voted.

In 2011 there were about 700 registered voters in the ward and this had grown to 1 379 at the time of the by-election, with little new housing, according to Mohlope. He had won in 2011 with 671 votes. Of the REC forms obtained, little showed any street names or numbers, only a suburb. In some instances, only an extension of a suburb is mentioned. Some provide unveriable erf numbers. Baipei is mentioned frequently. Almost 400 voters addresses fell outside Ward 20. Moepye said that Stats SA recorded 3 868 eligible voters and 1 223 were registered by November 11 2013. This gure rose to 1 379 during the November 11 registration drive. This could be either due to the successful voter-registration drive or because the informal settlement mushroomed overnight, Moepye said. There is nothing untoward in the increase.
