Observations of Abhishek Kadyan, Member, State Board for Wildlife request to Include following in the agenda items for

1st meeting to be held on February 20, 2014.

1. As per MoEF EC direction (Specific Conditions 2) the Govt. of Haryana should include the Declaration of Conservative reserve in this meeting as recommended by WII report, in case of Gorakhpur atomic power project in Fatehabad District. 2. Control stray dogs population by dog sterilization program with grant in aid of AWBI. 3. Equip the wildlife department with sufficient staff, Ambulance / Rescue vans / IPD Animal Hospitals all around in Haryana, where as AWBI can sanction funds for animal ambulance. 4. Neel Gai and common monkey, who born and brought up in the human habitat, their shape and size like wild monkey but they do not have wild character, may kindly be deleted from the protection cover of the Wildlife Protection Act, 1972 and their sterilization programme may be introduced to control their population, plant more fruit trees in the forest for monkeys, flaura and fauna, Honble Court passed orders to book local body officers about monkey menace. 5. Project leopard may kindly be introduced to handle man animal conflict. 6. Captive elephant ownership may kindly be transferred to the Govt. agencies forfeiting the private ownership and elephant presence needs to be ban in the urban area of Haryana, as ban by the State Wildlife Department, Maharashtra, where as I appreciate the amendment in the Cattle Fairs Act in Haryana deleting elephant from the definition of cattle, where as captive elephants are being abused as a begging, political and publicity tools, joy rides as well in Haryana being an National Heritage animals of India, iron ankush is banned to handle elephant by the Jaipur Bench of Rajasthan High Court and these orders may kindly be endorsed for Haryana.

7. Rescue centers be constructed and recognized as per section 38-H of the Wildlife Protection Act, 1972. 8. Census for wild animals required. 9. On the investigation report of the PETA India, Animal Welfare Board of India ban registration of elephants as performing animals, hence State Wildlife Department may blacklist the tainted circuses (Report and minutes attached here with for ready references). 10. Wild animals are being injured in road accidents, poached by anti social people, needs attention, some protective mechanism needs to be introduced, to minimize the road accidents. 11. One leopard was killed in Khedi Gujran of Faridabad District, FIR was lodged with sector-55, Police Station, Faridabad but offenders were not yet arrested, matter before the Special Environment Court. 12. One leopard was trapped and FIR was lodged with Bilaspur Police Station in Yamunanagar, offenders may be arrested and trapped leopard be released in the natural habitat back. 13. One laxmi female elephant is missing, which is required by the Special Environment Court at Kurukshetra, same disappear animal needs to be rescued. 14. One another female elephant laxmi was missing from Dabhchik in Hodal but same elephant was rescued by the Wildlife SOS from UP with out any legal action against offenders. 15. Performing bears were rescued by the Wildlife SOS with out any legal action and dancing monkeys left unattended, hence legal action against all performing bears so called owners be taken, dancing monkeys needs immediate rescue and rehabilitation, these madaris and kalanders needs to be rehabilitated under PMEGP scheme. 16. Snake charmers also need attention, rescue all captive reptiles and rehabilitate people involved, through the Prime Minister Employment Generation Programme PMEGP. 17. Veterinary Doctor support be provided to the field functionaries of the state Wildlife officials, please ask Director General, Animal Husbandry and Dairying Haryana to depute, attaches their field man power with wildlife officials. 18. Animal specimens are lying with the Educational Institutions, hence field functionaries may kindly be directed to arrange awareness programme, to

motivate these Institutions to surrender their objectionable animal specimens in time frame period, where as CBSE also ban these specimens. 19. CBSE introduce humane educational programme in their affiliated schools, hence Haryana Board of School Education may kindly be asked to adopt same curriculum for their students, details with all relevant materials attached here with for ready reference. 20. Kindness club in Schools be constituted, to aware children's about their fundamental duties, as defined in article 51 A (g) of Indian Constitution. 21. Adoption of zoo animals scheme needs to be implemented smoothly because I have adopted zoo animals, amount was paid but proper animals were not allotted against my donation for adoption, some celebrity may be appointed as brand ambassador for this scheme. 22. Common animals and birds needs to be released from the zoos in Haryana. 23. Surplus crocodile needs to be released in rivers. 24. NIAW can give training to field functionaries and to aware people, Wildlife Department can conduct training programme with the National Institute on Animal Welfare, Ballabgarh in Faridabad. 25. Honorary Wildlife Wardens be nominated and peacock feathers trade be banned after amendment in the Wildlife Protection Act, 1972. 26. Wildlife Volunteers in Haryana needs to be registered as per the rules and regulations framed by the Wildlife Crime Control Bureau (Ministry of Environment and Forest Govt. of India)
