3-8.2. Each piping system located in a building shall be designed so
that liquid rtll not continue to flow by grav:ity or siphoning from the
storage tank in case of breakage of the piping or fittings.
3-8.3. Suitable shutoff valves shall be installed at strategic locations
in piping used for liquid so that the flow of liquid may be stopped at a
time of emergency, such as fire, line breakage, or building collapse.
Shutoff valves shall be installed on the upstream side where fire
separation walls are pierced, not less than 50 feet from each liquid
dispensing station, and at each en1:ry' point into the building. Each
valve shall be permanently identified as to the liquid which the valve
controls. The operation of a shutoff valve may be automatic or manual,
or both, depending upon the severity of the hazard involved. A shutoff
valve shall be installed on the suction side o.f lines under positive
static head pressure.

Rule 72. Section 3-ll is added to read as follows:

3-ll.l. Pumps handling liquid, when not installed in the open, shall
be located in a separate building of noncombustible construction w h ~ h

3-11.2. When it is necessary to install a pump in a building used for
any other purpose, such as an industrial or commercial establishment,
each pump shall be installed in a separate room built according to 4-

3-11.3. Ventilation shall be provided for each room, building, or
enclosure in which a liquid is pumped or dispensed. The design of the
ventilation system shall take into account the relative specific grav:ity

R 29.2374 Liquid identification.
Rule 74. Section 3-12 is added to read as follows:
3-12. Liquid identification.
3-12.1. Loading and unloading risers shall be identified by a color
code or marking to identify the product for_which the tank is used. In
addition, tanks storing class II or class IIIA liquids for sale and in
the same immediate location with tanks for class I liquids shall be
provided with some positive means, such as different pipe sizes, fill
devices, special locks, or other method, designed to prevent the erroneous
delivery of gasoline or other class I liquid into such tanks used for
ciass II or class IIIA liquids.
R 29.2376 Cutoff rooms and attached buildings.
Rule 76. Section 4-4.2.5 is amended to read as follows:
4-4.2.5. A curb, scupper, special drain, or other suitable means
shall be provided to prevent the flow of liquid under emergency con-
ditions into adjacent building areas, except where the individual
container capacity is 5 gallons or less or if the liquid stored is class
III liquid. The drainage system, if used, shall have sufficient capacity
to carry off the expected discharge of water from the fire protection
systems and hose streams. Each drainage system shall be constructed to
prevent the liquid from endangering adjoining property or groundwater or
from reaching waterways.
R 29.2378 Indoor storage.
Rule 78. Section 4-5.2 is amended to read as follows:
4-5.2. Dwelling and residential-buildings containing not more than 3
dwelling units and accompanying attached or detached structures. Class
I or class II liquid is prohibited inside a dwelling or residential
building. Individual or combined storage of more than 25 gallons of
class I and class II liquid is not permitted in an attached or detached .
structure. Storage of more than 60 gallons of class IIIA liqUid is not
permitted.
R 29.2380 Outdoor storage.
Rule 80. Section 4-8.3 is amended to read as follows:
4-8.3. The storage area shall be graded to divert possible spills of
liquid away from each building or other exposure or shall be su=ounded
by a curb not less than 6 inches high. When a curb is used, provision
shall be made for draining accumulations of groundwater or rainwater or
spills of liquid. Each drain shall terminate at a safe location and be
constructed to prevent liquid from endangering adjoining property or
groundwater or from reaching waterways.
R 29.2382 Drainage.
Rule 82. Section 5-3.4.3 is amended to read as follows:
5-3 .4.3. Each industrial plant shall be designed and operated to
prevent the. normal discharge of liquid into a public waterway, ground-
water, public sewer, or adjoining property.
R 29.2384 Loading and unloading facilities.
Rule 84. Sections 6-3.1 and 6-3.6 are amended to read as follows:
6-3.1. Each tank vehicle and tank car loading and unloading facility
shall be separated from an aboveground tank, warehouse, other building,

or nearest line of adjoining property by a distance of not less than 25
feet for class I liquid and 15 feet for class II and class III liquid,
measured from the nearest position of any fill spout. A building for
pumps or a shelter for personnel may be a part of the facility.
6-3.6. Vapor processing equipment shall be separated from an aboveground
tank, warehouse, other building, loading and unloading facilities, or
nearest line of adjoining property by,a distance of not less than 25
feet. Vapor processing equipment shall be protected against physical
damage by remote location or by the use of guardrails, curbs, or fencing

Rule 86. Section 6-4.6 is amended to rPad as fol.lows:
6-4.6. A portable fire extinguisher with a rating of not less than
2A-20BC shal.l be located within 75 feet of those portions of the facility
where fires are likely to occur, such as hose connections, pumps, and
separator tanks.
R 29.2388 Drainage and waste disposal.
Rule 88. Section 6-7.1 is amended, and 6-7.2 is added, to read as
fol.lows:
6-7.1. Provision shal.l be made to prevent liquid which can be spilled
at a loading or unloading point from entering a public sewer, draining
system, natural watervay, or groundwater. The connection to a sewer,
drain, or watervay by which liquid might enter shal.l be provided with a
separator box or other approved means whereby liquid entry is prevented.
Crankcase drainings and liquid shall not be dumped into a sewer, but
shall be stored in a tank or tight drum outside of any building until
removed from the premises.
6-7.2. Drainage provided at a loading or unloading area shall not
drain liquid into the diked area for storage tanks.
R 29.2390 Inventory check.
Rule 90. Section 6-9 is added to read as fol.lows:
6-9. Inventory check.
6-9 .1. EAch bulk pl.ant or terminal operator shall. perform a minimum
of 1 inventory check per month for each storage tank for indication of
possible leaking from a tank or piping. EAch inventory record shal.l be
kept at the premises or shall be avail.able for inspection by the authority
having jurisdiction. EAch record shall show reconciliation between
sales, use, receipts, and inventory on hand.
R 29.2392 Service stations; storage.
Rule 92. Sections 7-2.1.2 and 7-2.1.4 are amended, and section 7-
2.1..7 is added, to read as fol.lows:
7-2.1.2. An aboveground tank shal.l not be connected by piping to a
service station underground tank. Apparatus dispensing a cl.ass I
l.iquid into the fuel. tank of a motor vehicl.e of the public shall. not be
l.ocated at a bulk pl.ant or terminal. unl.ess separated by a fence or
similar barrier from the area in which bulk operations are conducted.
7-2.1..4. A dail.y inventory record shal.l be maintained and recorded by
the facility operator on each liquid storage tank for indication of
possibl.e leakage from a tank or piping. The records shall be kept at

the premises or shall be available for inspection by the authority
having jurisdiction and shall include, at a minilllum, records show:i.ng, by
liquid, daily reconciliation between sales, use, receipts, and inventory
on hand. If there is more than 1 system consisting of 1 or more tanks
serving 1 or more separate pumps or dispensers for any liquid, the
reconciliation shall be maintained separately for each tank system. The
mere recording of pump meter readings with shipment records
shall not constitute an adequate inventory record for the purpose of
this rule. An abnormal loss or gain of liquid which is not explainable
by spillage, temperature variations, or similar cause shall be reported
promptly to the authorit:y having jurisdiction.
7-2.1.7. The owner or operator shall-immediately notify emergency
personnel in the event of any substantial amount of spillage or leakage
of liquid.
R 29.2394 Remote pumping systems.
Rule 94. Sections 7-3.2.3 and 7-3.2.5 are amended to read as follows:
7-3. 2. 3. Each pump installed above grade outside of a building shall
be located not less than 10 feet from the lines of adjoining propert:y
and not less than 10 feet from any building opening. Each pump shall be
substantially anchored and protected against physical damage.
7-3,2.5. A listed rigidly anchored liquid emergency shutoff valve
which incorporates a fusible link or other the-rmally actuated device and
which is designed to close automatically in the event of severe impact
or fire exposure shall be properly installed in the supply line at the
base of each individual island dispenser or at the inlet of each overhead
dispensing unit. The automatic closing feature of the liquid emergency
shutoff valve shall be checked at the _time of initial installation and
not less than once a year. A slip joint coupling shall not be used in
any undiirground piping system.
R 29.2396 Location of dispensing devices and emergency power cutoff.
Rule 96. Section 7-4.1.1 is amended to read as follows:
7-4.1.1. Each dispensing device at an automotive service station
shall be located so that all parts of the vehicle being served will be
on the premises of the service st;,ation. Ea,ch dispensing device shall
not be located less than 10 feet from property lines, openings to
buildings of noncombustible construction, and buildings of combustible
construction. A dispensing device at a marine service station may be
located on an open pier, wharf, or floating dock; on shore; or on a
solid-filled pier and shall be located moay from other structures so as
to provide room for safe ingress and egress of the craft to be fueled.
Each dispensing device shall be not less than 20 feet from any activity
involving a fixed source ignition.
R 29.2398 Fuel dispensing units.
Rule 98. Sections 7-4.3.1 and 7-4.3.2 are amended, and 7-4.3.6 is
added., to read as follows:
7-4.3.1. Liquid shall be transferred from a tank by a f:l.xed pump
designed and equipped to allow control of the flow and prevent leakage
or accidental discharge.

R 29.2400 Heating equipment.
Rule 100. Section 7-7.4 is amended to read as follows:
7-7.4. Heating equipment using gas, oil, or solid fuel may be installed
in the lubrication or service room where there is no dispensing or
transferring of class I or class II liquid, if the equipment is installed
not less than 8 feet above the floor.
R 29.2402 Fuel delivery nozzles.
Rule 102. Sections 7-8.1.1 and 7-8.1.5 are amended, and section 7-
S.l.2(a) is added, to read as follows:
7-8.1.1. Each dispensing device for liquid shall be equipped with a
listed automatic-closing hose nozzle valve. The nozzle may be with or
without a listed latch-open device.
7-8.1.2(a). For any installation where the flow of product normally
is stopped other than by the hose nozzle valve, such as at pre-pay
stations, the system shall include listed equipment with a feature that
causes or requires the closing of the hose nozzle valve before product
flow can be resumed or before the hose nozzle valve can be replaced in
its normal position in the dispenser, or the hose nozzle valve shall not
be equipped with a hold-open latch.
7-8.1.5. ~ h manual or automatic-closing hose nozzle valve for
dispensing liquid into a container shall be manually held open during
the dispensing operation.
R 29.2404 Dispensing into portable containers.
Rule 104. Section 7-8.2.1.1 is added to read as follows:
7-8.2.1.1. A container shall not be filled w:l.th liquid while it is
inside a passenger-carrying vehicle. A container shall be removed from
the interior of a passenger car_and from the cab or enclosed portion of
other vehicles during filling. A person shall not fill a portable
container or a- container which holds more than 6 gallons of class I or
class II liquid for transporting in a passenger vehicle. A container
filled w:l.th, or sold containing,. gasoline, benzene, or naphtha shall be
painted vermilion (bright red) and shall be lettered or labeled with the
name of the product. Kerosene shall not be put into or sold in a container
painted vermilion (bright red) as provided in section 502 of Act No. 328
of the Public Acts of 1931, as amended, being 750.502 of the Michigan
Compiled Laws. c.
R 29.2406 Attendance or supervision of dispensing.
Rule 106. Section 7-8.3.3 is amended to read as follows:
7-8.3.3. The dispensing of liquid at a location not open to the
public does not require an attendant or supervisor. The private location
may include a card- or key-controlled dispensing device. The person
operating the device shall be mentally and physically capable of perform-
ing the ftmctions and assume the responsibility prescribed in 7-7 .4.4.

Rule 110. Section 7-8.5.1 is amended to read as follows:
7-8.5.1. Provision shall be made in rhe area where liquid is dispensed

drtveways, raising door sills, or other equally effective means.
R 29.2412 Sources of ignition.
Rule ll2. Section 7-9.1 is amended ro read as follows:
7-9.1. There shall be no smoking or open flames within 20 feet of the
areas used for fueling, servicing fuel systems for internal combustion
engines, or receiving or dispensing of liquid. Conspicuous and legible
signs prohibiting smoking shall be posred within sight of the customer
being served. The motors of all vehicles and equipment being fueled
shall be shut off during the fueling operarion, except for an emergency
generator, pump, or other equipment where continued operation is essenrial.
R 29.2414 Fire control.
Rule 114. Section 7-10.1 is amended, and 7-10.2 and 7-10.3 are added,

7-10.1. Each service sration shall be prov:i.ded with nor less than l
listed fire extinguisher having a minimum classification of 2A-l0BC or
its equivalent which is located so rhe extinguisher is readily visible
and accessible. An extinguisher shall be within 100 feet of each pump,
