Global Rice Consumption to Exceed Production in 2016-17, IGC Says

Global rice consumption will exceed rice production in 2016-17 and remain so in the next few years, according to the London-based International Grains Council (IGC).In its projections for next five years up to 2018-19, the IGC says that global rice production is expected to continue rising over the projection period, but it is likely to be at a decreasing rate. Rice production growth in the period 2014-15 to 2018-15 is projected at 0.8%, lower than the demand growth projected at 1% in the same period.Global rice production is expected to grow to around 488 million tons in 2016-17. However, this will be about one million tons less than the estimated consumption of around 489 million tons in the year. The gap is expected to get wider in the subsequent years, says IGC.

In 2017-18, estimated consumption of around 494 million tons is about 2 million tons more than the estimated production of around 492 million tons, while rice consumption of around 498 million tons in 2018-19 is about 3 million tons more than estimated global production of around 495 million tons.The slow growth rate in global rice production is attributed to an expected decline in rice production in China, the worlds largest producer and consumer of rice. The IGC says that rice production in China is likely to decline in the next five years due to weakening demand as more people shift to increased protein consumption.However, overall global rice stocks are expected to be comfortable in the next five years, says the IGC. Global ending rice stocks in 2014-15 are forecast at around 109.8 million tons, which are expected to decline by about 5% to around 104.3 million tons in 2018-19. Global rice trade is expected to reach around 41.5 million tons in 2018-19, up about 8% from around 38.4 million tons in 2014-15.

Nigeria Rice Imports to Continue Despite 29% Increase in Production in 2014, Says USDA

Nigerias milled rice production is likely to increase to around 3.1 million tons in 2014, up about 29% from around 2.4 million tons in 2013. However, Nigerias rice imports in 2014 are likely to remain at 2013 levels of around 2.9 million tons to meet an annual consumption demand of around 6 million tons, according to the
USDA.The USDA says that the government of Nigeria is trying to boost local production to become 100% selfsufficient in rice within two years, but is failing in this effort due to several factors. One reason is the presence of "Boko Haram" (BH), an Islamic sect in northern Nigeria, where the major part of Nigerias food supply is produced and consumed. The USDA says that the disruptive activities of Boko Haram have made access to farms and markets risky and expensive.Climate change has also hurt Nigerias self-sufficiency in rice goal. The USDA says that yield for rice was down around 22.4% due to floods in 2012 and caused rice prices to increase in the country. The USDA also says that the countrys new Agricultural Transformation Agenda (ATA) aims at self sufficiency in food but it is employing anti-import measures such as high duties, levies and proposed import ban to achieve this. This has led to illegal rice imports from neighboring countries. According to the USDA, illegal rice imports could reach around 100,000 tons in 2014.Other hurdles in increasing rice production in Nigeria include inadequate infrastructure, poor policy funding and implementation, delay in adopting agricultural biotechnology, the USDA says. The Nigerian government is planning to ban rice imports completely next year, but local traders say the move could lead to shortage of rice and cause food insecurity in Nigeria as local production cannot double in just one year to meet consumption requirements of around 6 million tons.

Iraq Rice Delegation Visits Italy, Hopes to Boost Production at Home with New Skills, Technology

A group of Iraqi rice growers from the Nasiriyah area visited Italy in September and October in hopes of gaining information about modern rice production techniques and technologies, including new rice varieties. They were helped by faculty from the Tropical Agriculture Department of University of Florence, including researcher Francesco Garbati Pegna, who lead them during their Italian tour, following a co-operation agreement between Iraq and Italian Ministry of Foreign Affairs."They still use the same techniques we did one century ago, and they need support to improve. We are still in contact with them", Mr. Pegna said "and we have some projects still open, so in the coming months we will probably help them again in their rice growing activity. "The Iraqi delegation visiting Italy was composed of ten people, including officers of local rural districts and rice growers. They visited the Centro Ricerche (Research Center) of Ente Nazionale Risi, in Castello d'Agogna, not far from Milan, where they took a look at Italian rice production. The delegation was also looking also for new machines, as the ones they use now are very old.Rice consumption in Iraq is growing with imports making up nearly 90% of annual consumption. Iraq produced about 180,000 tons of rice in 2013, according to the USDA, and imported about 1.4 million tons.Rice paddy is grown on about 82,000 hectares in Iraq paddy yields per hectares are about 2.2 tons. Paddy acreage is primarily concentrated along the Euphrates River near the city of Najaf, and in other small areas in other provinces. The Euphrates River is the source of irrigation water for this area and having sufficient stream flow is crucial to Iraqi rice production. There have been years where Iraq rice production was significantly down because of low river levels due to drought or to the construction of large reservoirs upstream. Another challenge for Iraq rice producers is salt intrusion into fields.

Rice Smuggling into the Philippines Reached 50,000 Tons per Week, Says Customs Office; Thats an Annual Rate Equivalent to 2.6 Million Tons a Year!

At its peak, about 50,000 tons of rice was smuggled weekly in to the Philippines in 2013, an official of the Bureau of Customs (BOC) told the Philippines Senate Committee in a hearing this week.According to the BOC official, based on "anecdotal accounts" and government data, around 2,000 rice containers, each consisting of 25 tons, illegally entered the country through the ports of Davao, Cebu and Manila. This suggests the total rice smuggled in to the country could be up to 2.6 million tons in 2013, much above the government official imports of around 850,000 tons.The Philippines government had claimed the country had achieved self-sufficiency in rice last year, and had limited total rice exports in 2013 to 350,000 tons. However, the government had to import an additional 500,000 tons of rice in emergency due to the Super Typhoon Haiyan which hit the country in November 2013.According to official sources, Philippines paddy rice production of around 18.44 million tons in 2013 is down about 1.56 million tons or 8% from the targeted 20 million tons under the government's Food Staples Sufficiency Program (FSSP).

Brazil MY 2013-14 Milled Rice Production Forecast at 8.3 Million Tons; Up 4% from Previous Year

Brazil is expected to produce around 8.33 million tons of rice (milled basis) in MY 2013-14 (April - March), up about 310,000 tons or 4% from around 7.99 million tons produced in MY 2012-13, according to new estimates by the USDA.According to the USDA, the area harvested under rice is estimated to increase by 30,000 hectares to about 2.42 million hectares in the MY 2013-14, up about 1% compared to around 2.39 million hectares in MY 2012-13. Also new cold-resistant seed varieties are increasing yields in Rio Grande de Sul, where 70% of Brazilian rice is grown, according to the USDA. Brazils rice exports are forecast to reach around 925,000 tons in MY 2013-14, up about 75,000 tons or 9% from around 850,000 tons in MY 2012-13. According to the USDA, total exports in MY 2012-13 stood at 850,000 tons, down about 11% from record exports of around 953,000 tons in MY 2011-12. The countrys rice industry does not view exports as a priority but would export as and when demand arises. Brazil exported about 280,000 tons of paddy rice in 2013, with most of the shipments to Central America and Venezuela.According to the USDA, rice consumption in Brazil is witnessing a downward trend in recent years. However, Brazils rice consumption in MY 2013-14 is expected to remain at last year's level of around 7.8 million tons, the US agency says.

Oryza Overnight Recap Chicago Rough Rice Futures Paused a Tick Higher as Market Remains Quiet Overnight

Chicago rough rice futures for March delivery are currently paused 0.5 cents per cwt (about $0.11 per ton) higher at $15.455 per cwt (about $341 per ton) as of 8:00am Chicago time. The other grains are seen mixed this morning ahead of floor trading in Chicago: soybeans are currently seen unchanged, wheat was paused about 0.8% higher, and corn is noted about 0.7% higher.U.S. stock index futures continued their advance on Thursday, signaling an opening bounce back from the prior day's decline, after the Commerce Department reported the U.S. economy expanded 3.2% in the fourth quarter, and investors embraced quarterly profits from social-networking company Facebook. Beyond the GDP data, the Labor Department reported weekly jobless claims rose 19,000 to 348,000 last week versus a 328,000 estimate. Asian and European shares traded lower on Thursday, as markets digested the Federal Reserve's decision to taper its bond-purchasing program by another $10 billion. The central bank will now purchase $65 billion per month in bonds and mortgage-backed securities. Investors will also keep an eye on further weakness in other emerging markets. Rate hikes from the central banks of India, Turkey and South Africa have so far failed to curb a broad-based plunge in emerging market currencies and risk assets. U.S. stock index futures are currently trading about 0.7% higher, gold is currently trading about 1.7% lower, crude oil is seen trading about 0.9% higher, and the U.S. dollar is currently trading about 0.6% higher at 8:00am Chicago time.

Vietnam rice sellers are out today due to a holiday. 5% Broken Rice Thai 5% rice (of new crop) is quoted around $435 - $445 per ton, about a $35 per ton premium over Viet 5% rice was last shown around $400 - $410 per ton. Indian 5% rice is quoted around $410 - $420 per ton, about a $20 per ton premium over Pak 5% rice quoted around $390 - $400 per ton. 25% Broken Rice Thai 25% rice (of new crop) is quoted about $390 - $400 per ton, about a $15 per ton premium over Viet 25% rice was last shown around $375 - $385 per ton. Oryza Afternoon Recap Chicago Rough Rice Futures Close Slightly Lower as Spread Activity Picks Up in Final Minutes of Trading

Chicago rough rice futures for March delivery settled 2.5 cents per cwt (about $1 per ton) lower at $15.425 per cwt (about $340 per ton). After an initial attempt to rebound back above the 20-day moving average, rough rice futures once again came under firm selling pressure which saw prices close lower for the second session in a row. Todays action has once again confirmed that the 20-day moving average, noted today at $15.520 per cwt (about $342 per ton), as the nearby point of technical resistance.
Traders noted that outright selling activity increased today, while spread activity was relatively quiet until the final minutes of trading. It is likely that the market will see another round of spread activity tomorrow as the funds begin to roll positions forward. Todays move provides a negative forecast for tomorrows trade direction, with some trade participants expecting an eventual testing of longer-term support around $15.360 per cwt (about $339 per ton). The other grains managed to recover a portion of the losses sustained yesterday; soybeans closed about 0.5% higher at $12.7500 per bushel; wheat finished about 0.4% higher at $5.5350 per bushel; and corn finished the day about 1.4% higher at $4.2750 per bushel.U.S. stocks climbed on Thursday, with the S&P 500 now on track for a weekly gain, as companies including Facebook reported better-than-expected quarterly results and data had the economy expanding in the fourth quarter as consumer spending gained traction. Ahead of the open, the Commerce Department reported the U.S. economy expanded 3.2% in the fourth quarter, with consumer spending rising 3.3%. Beyond the GDP data, the Labor Department reported weekly jobless claims rose 19,000 to 348,000 last week versus an estimate of 328,000. Equities only briefly pared their gains after a report had pending-home sales in December falling 8.7% in December. After a 168-point climb, the Dow Jones Industrial Average was lately up 117.23 points, or 0.7%, at 15,856.02.64. Health care and consumer discretionary led sector gains on the S&P 500, which climbed 21.03 points, or 1.2%, to 1,795.23, with the index stepping into positive turf for the week. With Friday closing out the month, Wall Street is on track for a poor start to the year, with the S&P 500 down 3.3% for January, which some people feel is an indicator of how the rest of the year will play out. Gold is trading about 1.5% lower, crude oil is seen trading about 1.1% higher, and the U.S. dollar is seen trading about 0.7% higher at about 1:00pm Chicago time.Wednesday, there were 624 contracts traded, up from 560 contracts traded on Tuesday. Open interest the number of contracts outstanding on Wednesday increased by 71 contracts to 7,485.

As of today, there are still some offers that could be found around $15.55 fob farm (about $343 per ton) however most farmers are now looking for $16.11 per cwt fob farm (about $355 per ton) or higher.Bids from larger mills were unchanged today near $14.95 per cwt (about $330 per ton) while bids for exporters were still seen around $15.50 per cwt (about $342 per ton), both for February through March delivery, although there were reports of trades occurring as low as $15.75 per cwt (about $347 per ton) delivered barge facility and as high as $16.25 (about $358 per ton) delivered mill.Today the USDA reported that cumulative net export sales for the week ending on January 23rd, totaled 65,100 tons, which was 52% higher than last week and 13% higher than the prior 4-week average.
Increases were reported for the following destinations including: 26,100 tons to Haiti, 12,700 tons to Mexico, 11,000 tons to Honduras, 6,000 tons to Costa Rica, and 4,500 tons to Japan, while decreases of 1,400 tons were reported for Australia. There were also 2,600 tons sold for the 2014/15 marketing year with increases reported for the following destinations including: 2,000 tons to Jordan and 600 tons to Australia.U.S. rice exporters shipped 48,700 tons, which was 52% lower than the previous week and 49% lower than the prior 4-week average. The primary destinations included: 16,800 tons to Haiti, 13,400 tons to Japan, 7,100 tons to Saudi Arabia, 4,100 tons to Mexico, and 1,900 tons to Canada.
