Dear Fellow Houstians, I need your help, thus far I have been ignored. It is my legal right as a citizen of Texas as it is yours, to be heard and protected from all threats both foreign and domestic. I ask for a moment of your time. My name is Ashli and I am a Human Rights Activist from Houston, Texas. I am creating awareness about the presence of a high tech transnational criminal organization operating in Texas that has deemed themselves the, Cyber Mafia. This criminal networks reach is like most cybercriminals which means they are operating in the City of Houston but could be located a number of places within Texas and the United States. They may even have connections to international terrorist organizations. Cybercrime has evolved in complexity and organizational capacity in recent years. It is now a profitable business and major enterprise. It presents criminals with the opportunity to remain anonymous and commit crimes hundreds, if not thousands of miles away from their victim. It is a financially lucrative business with a low risk of being arrested which is why it attracts a variety of criminals. This is one of the reasons why it is important that our city acts immediately in order to address this act of outright terrorism by the organized crime syndicate called the Cyber Mafia. These cybercriminals are responsible for committing several acts of undocumented and documented crimes. Some of their crimes include : network and computer intrusion, electronic harassment, interception of wire, oral or electric communications, fictitious obligations, sexual exploitation of children, extortion , blackmail, impersonation of a law enforcement or government agency, conspiracy, conspiracy to commit murder, sexual exploitation of women, broadcasting obscene language, benefiting from peonage, slavery and cyber trafficking in person, sale into involuntary servitude, operating an illegal gambling businesses, violent crimes in aid of racketeering activity, acts of terrorism within national boundaries, use of harmful electronic or electromagnetic devices and other criminal activity. This cybercriminal organization has managed thus far to keep their operations subtle by intimidating local law enforcement and the community into silence. They appear to select area to intrude on. They also appear to select certain individuals and families to harass and terrorize. Please understand they are definitely a nuisance to the entire community. As they have a history of totally disregarding all laws, liberally breaking them because like with most cybercriminals. This organization is by far more advanced than cybercriminal organization I have ever read about, the demographics of the assailants are sparse and their crimes are no longer isolated to just computer networks. If we have ever had a realistic fear of how these types of criminals would evolve we should have one now. As this Cyber Mafia, a band of cybercriminals have expanded their criminal operations to other technological aspects. They appear to have a vast understanding of : energy weapons, radio, television and satellite broadcasting. They have now become domestic terrorist and sexual predators. This is frighten. These individuals embody the same adolescent traits that accompanies hackers. The same ones that we have read in the news that deface government sites, hack emergency broadcast system , still millions of dollars from innocent people, ruin lives or other similar crimes. Part of these criminal individuals evolution is not only as a result of the technology they possess; the other in part is due to their used of unpoliced technology such as the of use energy weapons, remote sensing, infrared technology. These criminals boast about their new ability: to hack the human body and the environment.

In essence, this organization now has the added benefit of remote sexual assault, real time stalking, harassment, criminal voyeurism of women and children and committing acts of pedophilia remotely. As the energy weapon they possess allows them to obtain visuals using some form of infrared technology to see thru the structure of any environment. Which means that espionage, terrorism, and any other crimes are factors as well. This poses many problems for obvious reasons. Though, this may seem extreme but geosensing technology, and other forms of environmental research has documented use of similar technology that these criminals possess. Hackers know the ability of multiuses for devices. This organization knows that they are well ahead of the government entities that are responsible for monitoring and addressing crimes of this nature. The problem is, crimes of this nature do not happen. There is no documented information about the use of energy weapons in this country any organization or group. We focus on threats from countries like Russia and China. The present threat is within our own nation. This hacker criminal mafia of gang specialist, militant radio technology enthusiast, ex-military or contractors, street gang members and others are the 1st to commit crimes of this nature. They have found the profit potential in violating human rights. This is possible with advance technology that uses electromagnetic energy, radio frequency, microwave energy and other energy on the invisible end of the light spectrum. Understanding that the concept in itself may require most to review a chart of the light spectrum which I will include in this correspondence to put some scientific value to what I am stating. These criminals are using the most available commodity there is, human beings. The problem their crimes pose are consistent with those modeled by traditional cybercriminals. The energy technology they are using allows these criminals to : break into your home, business, or office and eavesdrops undetected, so privacy as we know it is eliminated. It allows them to obtain visual images of individuals, people , places and things from miles away in seconds. Anyone, familiar with how fast the internet can attest to the speed in which information is transferred. With the technology they are using they can wipe out power grids, make electronic devices inoperable, wipe out batteries, affect backup power systems, wipe out important electronics and parts of our infrastructure. This is just the beginning. They have the capabilities, and are profiting off of us (you included) in our natural environment. Keep in mind that hackers seek not only notoriety, financial gain, to start mayhem but they always looking for their next great hack. This mafia started off preying on people in our low income communities. In these environments individuals are defenseless. Direct Engery technology allows crimes to be committed from further distances, for longer periods of time, the criminals are able to assume identities or any role that they wish. Just understand that this Cyber Mafia promotes psychopathic ideologies. There are several psychological, technological, criminal and political aspects of the crime they are committing. I would rather you gather inferences, from the obvious details on what a criminal organization using a device that uses energy to remotely burn the body, operates in stealth at the speed of light, used for enforcement of political and social agendas, owned and operated by sexual predators, computer hackers, other militants with no regard with no patriotism would do to citizens of America? Part of the success that has allowed and protected this organization thus far, relies in the victims they select, the areas in which they startup new operations, law enforcement and political corruption (or neglect). Like most sexual predators, they research and select using a strict criteria. For example, they select individuals to target in the same way that a sexual predator or gang would. They seek individuals from poor or underdeveloped communities, which are masked by big cities. Larger cities that have a developing infrastructure are ideal. It appears that they do a careful analysis of men, women and children

4 by reviewing all the details they can from electronic records, criminal surveillance and study of human behavior. This criminal network consist of traditional cybercriminals like hackers but they have united with well known members from street gangs turned cybercriminals, several people affiliated with the underground network of CB,HAM and amateur radio militants and other computer underground secular groups. They have by their own admission stated they are involved in this criminal enterprise which ranges from white collar crime to sexual exploitation of women and children remotely. Members of this Mafia have claimed to be affiliated with the hacker anonymous group, luluzsec, the cyber copycat phenomena which allows them to create a diversion and bury their trail, and other online transhumanistic and technological criminal revolutions. Where as traditional cybercriminals focus on cyber attacks, malware, identity theft, phishing and spam, these criminals have devised more innovated, modern and technologically relevant criminal activities. Though the methods listed above are costly and a nuisance to individual and entity alike, at least none of the methods listed above are sadistic, violent or result in fatalities. They may not be harmless but the victims of these crimes are capable of walking away with no scars. This is until now. This Cyber Mafia is engaging in high tech crimes that could result in the death of their victim. They also ruin lives of children and innocent families with their dealings and quest for money, amusement and power. Hence it appears to myself, others that are familiar with this organizations criminal operations and other victims that the activities in which these criminals are involved in is far too difficult to police on the local level. This is evident by statements made by several local law enforcement agents who openly stated they were afraid of being retaliated against by this criminal network and therefore could and would not help. Additionally, police and federal corruption may play a role in why this problem in our city has not be addressed as of yet. This organization uses several methods to conceal their operations within the City of Houston and more than likely the entire state. They are only as strong as we the people allow them to be. The most vital part is using intimidation to ensure law enforcement officers do not address their presence; one way this is done is by HPD improperly listing or documenting reported crimes. Which affects so many things. This ensures that their criminal activity remain inconspicuous. These criminals have constructed and are using a device that allows them to transmit audio and receive audio from long ranges without the presence of a medium in the individuals environment. Technologies like microscope lasers, radio frequency technology or other advance technologies makes this possible. They are using devices with comparable capabilities. Privacy as we know it is now in jeopardy. This is not conspiracy theory. I am not joking. This is occurring and it is a crime. Check out my website when you have time. This network of criminals commits malicious criminal activity incomparable to any documented activity by cybercriminals to date. This network of criminals has devised a well-developed and intricate method of committing a form of cybercrime that not only involves the most advanced computer hackers and cybercriminals who are engaging in criminal activity which involves hacking of telecommunication systems, hacking broadcasting networks, private servers, and the use of other electronic mediums to facilitate their crime However, a major part this crime revolves around domestic terrorism. These individuals have claimed their crimes are supporting their initiative to advance the New World Order. The technology they are using requires an in depth grasp and understanding of radio frequency technology, remote sensing devices, which are similar to military technology in that they have long range benefits. The energy weapons or high tech devices they are using can manipulate and channel conduits of electromagnetic energy from long ranges.

The devices they are using emits energy that acts similar to other forms of energy that are used in the average Americans normal everyday life for communicating or leisure purposes. For example consider the speed in which our computers use to Google information, the real time stream of music via the Internet or consider how our cell phones use signals to connect a call hundreds of miles away in seconds; this self-proclaimed Cyber Mafia possesses energy weapons which they are using to reinforce their presence and ensure that victims are silent about this criminal organizations presence in the City of Houston. The devices they are using can attack people from long ranges, can scan and survey geographical infrastructures like radar systems. They can easily penetrate all foundations and have the ability to operate in stealth, emitting energy like the Active Denial System used by the military, acoustic or sonic weapons. The weapons could be constructed for a science fair project. Houston we have a serious problem here, now. I gather based on the diverse nature of this crime and all criminal parties involved that most of the assailants are advanced in computer, radio broadcast, television signals, physics, military science, frequency, satellite technology and crime . I suspect the rest of just there for diversion purposes. The more people they involve the more difficult it is locate of identify the main assailants. This criminal organization is using the smoke and mirror effect. By making themselves appear stronger, larger and more powerful in numbers. The most valuable portion of this crime may not be the actual dangerous energy weapons this syndicate is operating but it may be their knowledge and admission to a vast understanding of computer intrusion, satellite systems, use of high frequency technology and an understanding of human behavior. Many of these areas are unpoliced. Either way, it's organized crime. All aspects of this criminal operation appears to tie into white-collar crime and domestic terrorism. What we have here is one big criminal organization that has unified several smaller criminal sects and they are using their criminal specialties and backgrounds to profit by committing crimes in the wide open via cyber space. They are using technology that is only used, understood or should be operated by researchers, military, government or law enforcement. Do you see the profit potential for those taking part in this crime? They have a very low risk of being caught because who polices the Ionosphere? Who will investigate and collect evidence or data from the Satellite computers? I do not mean to get radical but this a serious matter. We seem to think that technology is changing and just because we do not want to think about our privacy being violated. This crime allows sexual predators the rights to our bodies but they can use remote sensing an capture infrared images of our children in the privacy of our homes. We must act. Acknowledging what is occurring will not stop it from happening, but action and investigation, new laws, informing local law enforcement, stricter penalties will. We- you have the power to do something about this while we still can. These idiots are not going to get stupider, they are going to get smarter and more advance and more difficult to track as time goes on. This is no ordinary crime by any means. These criminals are not only violating privacy and threaten national security but this is an act of domestic terrorism. We must get over government involved, and aware that we have relevant concerns about domestic terrorism. We must let them know that we must be protected on all levels. The way we start doing that is by contacting your local congressman (http://www.contactingthecongress.org/) , mayor, city hall or writing a letter to someone in the legislative and using your voice.
