FOREWORD
Were celebrating with you, employees and partners, the successful completion of a series of important projects. I refer to the end of modernization, conversion and reclassication project of the offshore drilling rig GSP Saturn, at the beginning of the training activities within GSP Training Center, at the conclusion of the modernization works of the operational base in berth 34 as well as the new operational base in Constanta South - Agigea. Now, in these economic conditions putting to test the global economy, we proved rst to ourselves that we can carry out the scheduled projects! I will tell you now in a few words about the signicance of these projects and about their symbolic value: GSP Saturn is the rst offshore drilling rig whose modernization was conducted entirely under the management of our company, in Romania, in the port from which during the eighties the Romanian drilling rigs went, one after another, in their mission rstly in the Black Sea and later there where the offshore industry has requested our presence. It came naturally that the upgrade and conversion process of the offshore drilling rigs took place here. GSP Saturn project, the fourth cantilever type rig, opens the series of modernization processes of the technical eet under GSPs management. The three operational bases of Grup Servicii Petroliere are prepared to change the dynamics of offshore activities in the Black Sea. We had the wisdom to learn rapidly from specialists, to convince our people to stay with us and to improve permanently; we implemented new technologies, adopted quality and safety standards which now make us proud and repay the collective effort. We learned that it is mandatory to live in the rhythm of our activity eld, to establish realistic targets, fully harmonized with the market trends. In the Black Sea the things change fast and GSP contributes to this change. GSP Shipyard, the operational base on Constanta South Agigea port is preparing to become a turning point for the marine construction activity. And we start with major projects: the same team we started with ve years ago will build a 101 meters and 1500 tons steel jacket and the largest modular double decked production platform in the Black Sea. And many new projects will come and we, Grup Servicii Petroliere, will put our signature on them. Technologies, equipment and working conditions have radically changed in a few years within Grup Servicii Petroliere. We realized the change through knowledge, strength of will and nancial effort. With young people among us, constantly preparing new generations of specialists to ensure our future growth, we remain condent. GSP has now its rst training center, equipped with the most modern drilling simulator. It is not premature to say that the second training center is to take shape in a very short time: GSPs maritime training center is the next step our company does in order to increase the competence level of the professional body. In times when we offer to ourselves a brief respite to celebrate, it is natural to recognize that these successes are also due to our collaborators. Well, we were helped by our partners who have proved themselves demanding, helping us to be competitive. We were supported by the other UPETROM Group members providing high quality expertise and products, whether equipment produced UPETROM 1 Mai, the company celebrating 101 years in the oil & gas industry, or designs realized by Euroned Engineering, the youngest member of the Group. The subcontractors sharing the same sets of values have also contributed to our success. We shall not stop here! We know that we were considered bold dreamers ve years ago. Now, however, the name of Grup Servicii Petroliere represents the guarantee of fullled promises.

GSP REgIsTERED AN ONsHORE DRILLINg RECORD FOR A 16 DRILLINg BIT

On the 16th of April 2009, the GSP and Nabors team located at 4338 Mamu well site registered the drilling record of 1021 meters in 24 hours using a drilling bit with a 16 diameter. The onshore drilling operation takes place under a Petrom contract. GSPs drillers team performed excellently during the 24 hours program, being fully supported by the Nabors rig, which presented in very good technical state. According to the beneciary, GSP proved good coordination of drilling crew, minimizing the time connection as much as possible. Good play done by both drillers, trying to keep intensive drilling parameters. Speaking about the recently registered record of the joint team of Grup Servicii Petroliere, Nabors and Petrom at the 4338 well on Mamu location, Valeriu Irimioiu, the Counselor of the President of the Board, declared for Curierul GSP: There is a series of factors that contributed to this record: the soil allowed drilling in such an intense working rhythm. The human factor proved to be the essential ingredient, determining the success and therefore it is very important to acknowledge the fact that the team, at this onshore drilling site has been congured relatively in a short time interval. This is the second well drilled by GSP at an onshore location, with a professional body that couldnt take advantage of t long common experience the way it happened with the crew members on board of the GSPs drilling rigs. In order to register 1021 metres drilled in a 24 hours time interval, beside the team theres also compulsory to have a reliable drilling rig: the 677 Nabors onshore drilling rig had a good performance. I also must mention the role the other subcontractors have

had, all proving an excellent mobilizing capacity. It does not happen many times during ones career to witness such a success. Years ago I registered with the crew on board an offshore rig another drilling record 520 meters drilled during 24 hours a record considered by many at the time impossible. These moments can not be ignored or forgotten! Congratulation to the team! April

GSP KINg pIONEERINg sTAND BY ACTIVITY IN THE BLACk SEA OILFIELDs

If we speak about a maximum safety level and about providing an effective reaction force, stand by vessels are undoubtedly a necessity in the offshore oil elds. In 2007, GSP has presented to on of the beneciaries, the company Petrom, in premiere for the Black Sea area, the service package of a stand by vessel. The offer was immediately approved by the counterparty and GSP King became stand by ship in the oilelds in the Black Sea. In the North Sea currently there are over 130 stand by vessels in service, served by crews that summing up to 3000 people. These vessels play a fundamental role in saving lives at sea.

GSP King provides security in the offshore oilelds of the Black Sea. The main task of this multitask is to transform multitask vessel the sea in a safe workplace for the offshore specialists. The wish to ensure safety at work at many miles offshore is met at the same quality standards GSP is already recognized for. The beginning of the stand by activity in the Black Sea has not been done anyway, but with a ship having special technical features. In order to ensure from the start the success of the stand by activity it was necessary to perform a thorough analysis that included, in addition to assessing the vessel (engine, maneuverability, equipment, communications, facilities for rescued persons, accommodation spaces, hospital) and crew (staff, training, certication, level of performance, preparation for medical assistance), the relationships between stakeholders: operators of the offshore installations, contractual partners, beneciaries. The vessels performing stand by activities have the main role of saving the lives of people on board the various offshore installations. In order to be able to fulll this role, the vessels are endowed with special equipment, permanently improved, and the crew is trained according to the specic interventions demands in emergency

GSP King, the only one stand by vessel in the oilelds on the continental shelf of the Black Sea, is a modern one, built in 2005 and equipped with DP2 dynamic positioning equipment, re ghting FiFi Class 1, and a capacity of 2400 m3 / hr; it can develop the maximum speed of 14 knots.

situations. Regular rescue exercises and good knowledge of procedures for such situations bring each crew member cool mind and sure hand in performing specic tasks. Stand by ships are different by design, type and standards of the rescue equipment on board and, the most important factor, the quality of the crew and master. The standard the master sets in regards of the theoretical preparation and practical drills on board the stand-by vessel are reected in the quality of the crew and the level of security offered by the ship during the stand by service. The ship performed in the past, at the direct request of the Romanian and Bulgarian authorities, successful rescue actions. The reasons why the vessel was chosen to carry out stand-by activities are: large accommodation capacity, GSP King being able to host on board a large number of people, a FiFi system able to provide the necessary support to extinguish a large re on board offshore installations, being also able to provide the required amount of re extinguishing agent at the necessary highs and distances. At the time we speak, there isnt yet a Romanian standard determining the obligation to ensure stand by ships for the drilling and production rigs. Theres a set of guidelines for the sand by ships applied in the offshore industry of the North Sea and the United States. Initially, the rate of stand by vessels was that of a vessel in an oil eld. Currently the situation reached is that of one stand by vessel for one offshore installation. These stand by vessels fulll multiple roles, one of them being the fast response to emergency situations at the offshore installations. They take into

account a whole series of accidents: the loss of the well control resulting in res, explosions which may lead to the loss of the entire installation, helicopter crash in the close vicinity of the offshore installations in the security range of offshore rigs, at distances smaller than 500 meters around them, collisions between other ships with the drilling installations, the need for emergency evacuation of injured or ill persons. The accidents on board the offshore rigs may reach large dimensions, can develop rapidly, so the rescue / evacuation means existing on board the affected offshore facilities can be partially or totally unusable. The re expansion, the smoke, can make the helicopter landing impossible on the heliport of the affected offshore rig. In situations such as offshore installations capsizing, the rescue means become unusable. The re ghting equipment on board the rigs may become inoperative or ineffective, unable to cover the need for response to efciently ght against re: in this case, the external aid in the ght against re may be the salvation. The number of persons who may be evacuated on board a stand by vessel is much greater than the number of passengers that could be taken on board the helicopter in the same situation, the helicopter having the capacity of up to 5 people and a stretcher. In the Black Sea at present there is only one helicopter for all the existing xed and mobile offshore units.

The number of persons who may be evacuated on board a stand by vessel is much greater than the number of passengers that could be taken on board the helicopter in the same situation, the helicopter having the capacity of up to 5 people and a stretcher.
industry. These tragic events have led, in the states where this industry has developed rapidly during that period, to the fast increase of the security measures, among them counting the presence of the stand by vessels in the oil elds. Piper Alpha platform disaster (167 casualties, 62 survivors) generated at the end of the survey conducted for two years, a list of 106 recommendations aimed to improve safety; they were fast accepted and implemented by the offshore operators. One can even say that the offshore industry has seen with other eyes the concept of safety of the offshore professionals; that there are two distinct periods from the rescue interventions possibility prospective: the period before Piper Alpha and the one after Piper Alpha. After Piper Alpha there were rst drawn the instructions making clear reference to the functions and specications of the stand by vessels (SBVs) in the offshore oilelds. Stand by ships are the principal means of escape for the offshore personnel serving permanently or temporary the offshore rigs. In the UK, the stand by vessels can stand within a radius of

HISTORY
The offshore oil industry has been marked by a series of unfortunate events that led to the activation of stand by vessels in oil elds in the North Sea and the coastal areas of the United States of America. ve miles around the offshore facilities which they serve. SBVs have the task of monitoring the activity of ships in the region and to intervene if they attempt to enter the radius of 500 meters, which denes the safety area for the offshore drilling and production rigs, to avoid the risk of collision between the vessels in trafc and the rigs equipment. Ensuring the safety of crews on board offshore installations is the goal of the crew on board the stand-by vessel. The stand by activity performed by GSP King in the Black Sea oilelds is a professional service for rescue and

recovery the rigs personnel; fact leading to the increase of the chances of survival in case of accident. The activity observes the market economy principles, carefully controlling the costs without reducing the quality of the service. Increasing safety and reducing costs may seem, at rst glance, contradictory objectives, but the experience of the specialists, the careful assessment together with representatives of the beneciary, the willingness to learn from the experience of other offshore operators, drive equally performance meeting both sets of objectives. As the offshore industry in the Black

Sea is diversifying and growing, the need to stand by vessel appears to be an increasing necessity. This service brings its contribution to improving safety in general, as well as contributes to a higher psychical comfort for the offshore professionals. Experience gained by GSPs people in other oilelds on all the seas of the world helped to shape the service and the professional development of an offer that meets the economic and technical objectives set by the beneciary and by the offshore market.

is aware of how to use any special equipment available on board for the stand by mode. On board the stand by ships there is required to be a fast rescue craft (FRC) and the designated crew members must be trained and able to use immediately, at any time. Crew members appointed to serve the rescue craft must carry out exercises at regular intervals to ensure that their response time and efciency are the best. Crew members must be trained and familiar with the specic equipment. The endowment for medical rst aid shall be determined according to the safety management plan of the operator of the ship. The training areas of the crew include: operations with the fast rescue boat, overboard people rescue, re ghting interventions with the FiFi equipment on board. Communications protocol provides for the vessel to be permanently in contact with the offshore installation, to ensure continuity of this service. Stand by vessels should be informed in time regarding the operations requiring special attention, to allow the crew to make the necessary preparations. The helicopter schedule must be communicated to the stand by ship as soon as it is known by staff on board the drilling or production offshore rig.

GSP ORIoN ANTIpoLLUTIoN ACTIoNs UNDER THE EURopEAN MARITImE SAFETY AgENCY (EMSA) CooRDINATIoN
The open sea oil spill recovery equipment has been installed on board GSP Orion, the commissioning taking place at the end of April. It complies with both the quality and quantity the most recent standards of the oil spill recovery. The main intervention area of GSP Orion will be the Black Sea basin. Following the meeting with one of GSPs client companies in the Black Sea, Petrom, Petromar Constanta branch, there has been identified the need for GSP Orion, having the oil spill recovery equipment installed on board to be used as intervention force in case of accidental pollution in oil fields. All measures taken at companies level as well as at all the work points in order to avoid incidents that may result in pollution of the marine environment, the offshore operators in the Black Sea request the presence of the ship with the oil recovery equipment installed on board so that, in addition to complying with national and international legislation, in addition to implementing the most advanced domestic policies and measures regarding the environmental protection, the OSR ship

represents an additional guarantee that the economical activity is carried out with minimum risk to the natural environment. The equipment installed on board OSR GSP Orion provides guarantees that the recovery of accidentally discharged petroleum products will be immediately recovered, and in this way, the negative influence these products may have on the marine environment will be reduced to minimum. GSP Orion, beside the assistance offered in the Black Sea to Petrom, remains under contract with EMSA, being able to fulfill the commercial tasks as they are stipulated in the commercial contract. GSP Orion will work in tandem with other forces and capabilities to intervene in case of hydrocarbons pollution, under the command of MRCC, the center coordinating the emergency interventions. GSP Orion completed the end of March the preparation, inspection and technical classification, concluded with the addition of the OSR symbol OSR (Oil Spill Recovery) on the class certificate of the ship. The OSR equipment was delivered, installed

and tested after the technical inspection performed with the ship on dry dock. The Master of the Ship has come together with the officers and crew, for the OSR training for intervention in cases of hydrocarbons pollution in the open sea. During the OSR activity, the ship must carry out exercises at regular intervals, must also take part in scheduled annual exercises for OSR intervention, and make itself available to intervene at the request of EMSA in the antipollution operations in the European Union member states. At the request of EMSA the vessel is required to leave the operation area within 24 hours, to download the cargo on board, to install the OSR equipment and intervene in the affected area. The training program for the ship included an initial phase carried out while preparing the ship for antipollution operations, followed by theoretical modules IMO* - 2 for supervisors (the Master of the Ship and the vessels officers) respectively IMO* - 1 for all the other crew members. *IMO - the International Marine Organization

THE 55 MILLION DOLLARS INVEStMENt INCREASED tHE INtERESt FOR GSPS DRILLINg SERVICES
GSP SATURN REsUME THE DRILLINg ACTIVITY ON THE TURKIsH CONTINENTAL sHELF OF THE BLACK SEA
On the 12th of June GSP has inaugurated of the new training center, and celebrated the successful completion of the upgrade project of GSP Saturn offshore drilling rig, a modernization investment of 55 million USD. Representatives of collaborators, subcontractors as well as beneciary companies attended the ceremony at GSPs headquarters in Constanta. The works for GSP Saturn upgrading and reclassication project began in November last yea; the project consisted in the conversion of the jack up type offshore drilling rig in cantilever type self elevating drilling rig, under the supervision of the American Bureau of Shipping (ABS). The cantilever of the offshore drilling rig GSP guarantees an increased productivity, being 10 feet (three meters) longer than the one installed on board of GSP Jupiter. The drilling rig will address an extended operational area than other drilling rigs in its class. The works within GSP Saturn project registered a rst for Constanta Port: the installation of the 250 tons cantilever on board the drilling rig. Grup Servicii Petroliere collaborated in the conversion and reclassication project with companies such as Lamprell Shipyard, Sharjah; UPETROM 1 Mai, Ploiesti; ICPE Actel, ICEPRONAV, National Oilwell Varco. The project team accumulated professional experience during two previous large projects: the conversion of GSP Atlas at Lamprell Shipyard in Sharjah in 2006 and the conversion of GSP Jupiter project that has been completed in Constanta in 2007. The increased functionality of the drilling equipment required the development of enhanced complexity control systems. Amphion changes that paradigm by providing a simple and very powerful control system in a compact and cost-effective package. Most of the drilling contractors have adopted the integrated control technology based on SCADA (Supervisory Control and Data Acquisition / Supervisory Control and Data Acquisition) to ensure safe, efcient and ergonomic control of the modern drilling platforms. The initial models consisted of complex networks, being delivered at high prices, with extended commissioning periods, to enumerate just some of the drawbacks. Amphion control system creates a new functionality standard, its main advantages being the short commissioning time period and the signicant decrease of the effective costs during operation. The integrated control system Amphion possess the capacity of providing the SCADA

technology both onboard the new build drilling rigs and the modernized ones, with much lower costs and reduced complexity degree over the previous control systems. Amphion control system enhances the performance of drilling rigs while ensuring greater safety during the operation of the drilling equipment. The entire set of touchscreens, joysticks, commands ergonomically placed inside the work stations ensure the maximum efciency of the operator. Information is graphically presented, allowing operators to focus on equipment and drilling activity rather than the controls. All these activities ensure safe with maximum efciency as well as a signicant reduction of the operating costs. Varco has developed since 2001 Amphion type control systems having improved features compared to the PLC (Programmable Logic Controllers). The new systems present a processing capacity 50 times greater than a traditional PLC. Amphion control system incorporates all the characteristics of the SCADA systems, changing the traditional paradigm of the integrated systems. The display, control, diagnosis, tracking, signaling, and registration functions are accessible via a standard web browser, while the maintenance systems and servers are removed. Amphion is therefore a system with a simple architecture that allows the connection of multiple instruments

and displays, offering a fully integrated system possessing the SCADA benets at a fraction of the cost and complexity of traditional control systems. Communication takes place very quickly, the information graphically presented on the displays being updated 25 up to 33 times per second. Amphion control system uses 90% less space compared to the traditional SCADA systems. Amphion allows equipment to be controlled from any authorized command post, a single operator controlling the drilling equipment. When a control unit becomes unavailable, the operation can be controlled at a second one, and one touchscreen features can be easily transferred to another touchscreen. The Amphion system is highly scalable. The architecture of the control system allows the conguration of Amphion to command between two up to twenty pieces of equipment. A NEW PROJECT: THE MARITIME TRAINING CENTER WILL SUPPORT PERFORMANCE WITH THE LATEST SIMULATION TECHNOLOGY
A new area under consideration during the design of the training center as well as of the courses package is the marine one. The training of the DP (dynamic positioning) operators, AHTS (anchor handling operations) and offshore crane operators will become reality within GSP in a very short time. The training packages forming GSPs educational offer are born from the real necessities and challenges of the offshore professionals. Especially now, when the marine activities of the offshore drillers activity is increasing and diversifying in the Black Sea area, there is an increasing need for crews of supply ships and drilling rigs to ensure the safe operation of the vessels and cranes during loading and unloading operations even under less favorable meteorological conditions. Operation of offshore facilities falls under the category of special operations: the number of factors to be considered is large; beside the weather conditions one must take into consideration the offshore facilities design, the approach procedures and the operations at the offshore drilling installations. Staff involved in such complex operations must be helped to know very well operations they are to carry out, the risks that may expose the vessels and platforms, marine personnel on the ships deck. It is intended that the new ROV equipment which will come into service at once the offshore construction activity starts, to be operated by trained personnel, able to provide quality services within the maximum safety range. The marine simulator will offer a comprehensive package of applications, fully complementing the theoretical training of staff. GSPs Marine Training Center will be equipped, beside the simulator, with a offshore support ships deck model, scale 1 / 1, for AHTS operations and supply of the offshore drilling rigs; the crew members will have the opportunity of safely training, being able to see and operate real scale equipment, knowing the equipment real dimensions and actual weight. The operator will have this way an accurate representation of the real loads he operates through the commands of the HiTech equipment. The training offer for the marine simulator will be developed under a partnership between GSP and Aalesund University, Norway. The partnership will consist in the simulator installation, the initiation of the training activity, training of trainers, and supply of ongoing courses hard copies. The offer will be supplemented by a cadets

The training modules taken into consideration are: offshore operation of the supply vessels with and without DP seamen on deck activity for rigging, mooring, hook / unhook connection / disconnection of uids transfer hoses crane operations onboard the drilling rigs and the offshore installations AHTS activity, including the winches

and anchors operation at the offshore facilities ROV operation the heavy lifting activity on board the offshore rig, barges, oating cranes. The training modules may be attended, at the clients request, separately, according to jobs, or they could include a complete training package simultaneously training complex teams operating both on board the rig and the supply vessel. As offshore operations progresses, the virtual training with the help of simulators becomes more and more necessary. The rst simulator for this type of training was made in 2001.

GSP Lyra, vessel with a capacity of 117 seats, designed for the personnel transport to the offshore installations, can also provide support in situations requiring emergency medical evacuation. The advantage the vessel presents is the reduction to half of the transfer time if compared to other ships that carry the crew s of the offshore drilling and production installations. Once the vessel will enter the service, GSP marks the contribution to improving safety of the offshore oilmen and other offshore personnel. The ship is able to develop speed over 30 knots having onboard the facilities, according to the SMURD medical care standards. GSP Lyra guarantees a very short time interval for the evacuation of a large number of persons, helicopters capacity being too reduced for large scale emergency evacuation operations. On board the vessel there will be on permanent basis medical personnel, ready for rst aid interventions in emergency situations. This vessel was purchased for the proper conduct of the offshore construction activities, where a large number of persons will be engaged in the execution of the works. In the Black Sea area the helicopter intervention is restricted for various reasons, among them the extremely low number of available helicopters, the helicopters maximum capacity and the absence of the refueling possibility. The rst aid equipment in order to be purchase on board GSP Lyra will be the latest in the eld, and the emergency medical system is going to be implemented in order to increase the safety level of the personnel working onboard the drilling rigs or in the marine construction operations. MEDEVAC is a term that denes the rapid transportation activity, providing the necessary medical assistance to the injured persons, where people are evacuated onboard rapid means of transport (ship, air or car) endowed with

the necessary medical equipment in order to maintain life. The designation of GSP Lyra as crew transportation vessel and MEDEVAC for the offshore drilling rigs, specializing in sea transportation of emergency patients, engages the company to undertake signicant efforts to provide the logistical support and the interconnection with regional medical centers and emergency ones. The specic conditions under which the staff works on board the drilling rigs and offshore supply ships, the distance from medical facilities onshore, require in some cases, beside the presence of medical personnel on board and the assistance they may grant, the necessity of emergency transport to an onshore medical facility and the medical specialized intervention. In the Black Sea area, the companies do not have the means to transport personnel in medical emergency situations. GSP Lyra will have on board trained personnel for such activities as well as the necessary means of communication for remote medical assessment, promptly providing the necessary information for implementing the most effective measures to stabilize the patient until he can reach the nearest medical unit. On board GSP Lyra the continuity of the medical assistance will be provided during the transfer. Through the communication means on board, the closest medical unit onshore may be informed in advance regarding the state of the patient in order to make necessary preparations for an emergency intervention. Availability of the rapid transportation means at the offshore installations, the ability to provide medical care during the transport of the patient are factors that determine the type of intervention or the medical treatment to which the patient will be subjected, having determinant inuence upon the recovery. The use of a fast transport vessel, fully equipped to meet the requirements of the medical

emergency assistance as well as life preserving means, the presence of an emergency trained medical professional for this specic type of medical activity will increase the healing chances of the patient, signicantly reducing the recovery period. The rescue operations by helicopter when they can be taken into account in the Black Sea area, where the offshore industry is served by a single aircraft are subject to many risk factors, among them being: the weather conditions, visibility, transport maximum capacity, the location of the marine facility within the ying range of the helicopter, the refueling possibility. This is one of the reasons why GSP develops and puts into opera, once GSP Lyra investment materializes , an elite program that will allow the medical emergency intervention offshore observing to the highest degree the national and international standards governing MEDEVAC domain. Often, the national authority possesses the facilities to intervene in medical emergencies, the state ultimately deciding the establishment and the support of new life saving capacities. GSP decides this time, for the safety of its own staff and the staff of the contractual partners to engage over the limits at which this activity is regulated at national and international level taking a step forward and voluntarily assuming an important role in supporting the people of the offshore community in the Black Sea area.
