Now walk the talk

Spring is in the air; new life is sprouting green and birds are singing melodious songs. Add to this the euphoric expectation of a new political dispensation taking shape naturally and one can easily become heady. Cynics say that when all is said and done, nothing will change; romantic optimists think this political spring will be different something good will happen, something that puts Pakistan back on track. The truth will be in-between. Parties are putting out manifestos full of promises, with timelines to fulfill them. Some are readily doable, many hard to believe, and some are, well, political jargon for lies. In all this election rhetoric, one issue that is getting more mention this time across all parties is education. Astute as they are, they are even putting a price tag on the investments they will make, knowing well that this will add wind to their political sails. Be that as it may, these are God's small mercies that I wish and pray convert to public policy. Of course, we are accustomed to the vacuous promises politicians make. But things change. Who would have thought the innocuous Article 62 would sting those who let it stay in the Constitution with such malice? Or, that a little fib about academic qualifications five years back would knock them out of the elections? While some of it appears sadly comical, suffice it to say that a new paradigm is

at play. We may yet find a path for Pakistan. But we are inured with empty words. Politicians have talked the talk on education long enough; let's nudge them to now walk that talk. What is obvious is that education is the only panacea for us, and the path to national salvation cannot be found without educating Pakistan. We know this, our parents knew this, and their parents and on and on because we strive to educate our children well, just as our parents did. And we the power brokers and policymakers have created perfect little niches where our scions get a good, credible education. It's only when we formulate policies for the poor and downtrodden, i.e., the vast majority, that our eyes become hazy and we get entangled in cliches and empty rhetoric. Let us keep it simple. Let us try to do unto others as we do unto our own. Let us try to give children in the public sector school system some fighting chance against the children of the elite. God creates all men equal; we are unjustly creating an educational apartheid. When you cut to the bone through the technical, administrative and a myriad other reasons afflicting public sector schools, a stark reality staring us in the face is the woefully inadequate investment we make in education. At this point, many will argue that even the current investment is not properly utilised,

and even with all the restraints, some schools perform better than others. This only obfuscates the fundamental argument. Some schools may be performing better, but none is even close to where we want them because of inadequate funding. If one researches public sector investment in education, one will find Pakistan near the bottom. Cuba invests around 17 per cent of its GDP on education; the US over five per cent. India, Bangladesh and Nepal are also ahead of us as we are painfully feeling the blowback from a flawed policy in pitiful educational statistics. This is now starkly manifested in the breakdown of institutions and society, where an out-of-school kid has no qualms blowing people up for a pittance because of hopeless despair. My eminent colleagues, vice chancellors of public sector universities, have deliberated over the malaise in the education sector and are of the unanimous view that the singular important reason is inadequate funding. Unless education is better funded, we will continue to plummet in a dizzying spiral. Once the policymakers decide that empty words are not enough and serious money needs to go into education, modalities of how it can be efficiently achieved can be readily worked out. Let us chastise the political elite into making education their top priority no ifs, no buts, no hows.

South Asia Expert Meeting at Katmandu, Nepal

A delegation from Pakistan participated in South-Asia Experts Meeting and Training Workshop (1-3 March 2013) organized by National Society of Earthquake Technology (NSET)-Nepal at Katmandu in collaboration with the Global Earthquake Model (GEM) Foundation, headquartered at Italy. The event was sponsored by the USAID. This event was attended by the GEM Foundation Secretary, GEM Model Facility Experts and Consultants, Experts and Participants from South-Asia Region (e.g. India, Bangladesh, Bhutan, Nepal besides Pakistan). The purpose of the workshop was to introduce state-of-the-art GEM's tools, methods, and metrics for measuring seismic risk of communities holistically; to have detailed discussions related to the technological and methodological needs within the South Asia region pertaining to the assessment of socioeconomic vulnerability and resilience of communities; with a subsequent goal to better understand regionally specific drivers of seismic risk and resilience and to be able to suggest pertinent factors for integrated seismic risk assessments, accounting for both physical and social parameters of the exposure (structures and infrastructures and population) contributing to the total seismic risk. The delegation from Pakistan included Dr. Naveed Ahmad, Assistant Professor, at The Earthquake Engineering Center (EEC) , who led the delegation presenting Pakistan at the Platform as an ambassador of Earthquake Engineering Research; Mr. Adeel Arshad and Miss. Tayyaba Bibi, Lecturer at the Department of Civil Engineering, UET Peshawar; and Mr. Syed Tallataf Hussain, Lecturer at the Department of Earth Sciences (Abbottabad Campus). All the participants were introduced to the state-of-the-art tools for modelling and assessing seismic risk of communities around the globe; with hands-on practice for seismic hazard, vulnerability and risk assessment of communities in the Katmandu state of Nepal.

In his recommendation, Dr. Naveed said, There is a strong need GEM feels for modelling seismic hazard and seismic vulnerability of structures and infrastructures in the South Asian region, including Pakistan, in order for the GEM's tools to be efficiently used for earthquake risk management in this region, added Dr. Naveed Ahmad that an utmost important activity essential for countries with high seismic risk like Pakistan. Furthermore, Dr. Naveed Ahmad observed, after meeting with the counterpart experts from South Asia region, that despite our tremendous development in earthquake engineering research, our key strengths and research products are not fully defined in the South Asia region, which is demanded since this region is sharing almost similar culture and societies. There is a need for the development of a communication channel to disseminate knowledge and strength in earthquake engineering research. In this regards, an idea is coined by Dr. Naveed Ahmad, with the advice of Prof. Dr. Akhtar Naeem Khan and Prof. Qaisar Ali, to establish Seismic Risk Section at the EEC that can help support the EEC in achieving its goal of making seismic resilient societies in Pakistan and neighboring countries sharing similar cultures like the South Asia Group Photo of the Workshop participants countries.

EEC Conducts Seismic Capacity Test on Full Scale Confined Brick Masonry Building
The EEC at the Civil Engineering Department performed the firstever test conducted in Pakistan on a full scale confined brick masonry building to determine its seismic capacity and risk assessment for future construction in the country since confined brick masonry buildings performed well in the October 8, 2005 Kashmir Earthquake. Dr. Khan Shahzada, Associate Professor, Department of Civil Engineering performed the test under the research project titled, Seismic Capacity Assessment of Confined Brick Masonry Buildings funded by the Directorate of Science and Technology (DOST) Government of Khyber Pakhtunkhwa. After October 8, 2005's Kashmir earthquake the use of confined brick masonry buildings though increased drastically, its seismic capacity assessment has to be determined experimentally on scientific basis. There was no scientific date available, which could inform the industry whether it was safe to use brick masonry for construction or not. Thus, Dr. Shahzada, the Principal Investigator performed the full scale firstever test on a full scale confined brick masonry building which could offer actual results. The results of test yielded that the lateral/seismic capacity of confined brick masonry buildings was three times greater than the unreinforced masonry buildings which was also tested earlier at EEC in 2010. Dr. Shahzada said, it would not only bring socio-economic benefits for the country, as most of the buildings could be made safe by using this technique but help in reducing Earthquake losses. He appreciated the support of DOST in promoting indigenous research in the Province.
