RULE 3 COMPETENCE OF APPLICANTS

S3C )4$ +' Guidelines in determining competence' 5 )n determining the competence of the applicant or recommendee for appointment! the Council shall consider his educational preparation! e6perience! performance and other accomplishments including the completion of the prejudicature program of the Philippine Judicial Academy; provided, however, that in places where the number of applicants or recommendees is insufficient and the prolonged vacancy in the court concerned will prejudice the administration of justice, strict compliance with the requirement of completion of the prejudicature program shall be deemed directory. (Effective Dec. 1, 2003) RULE 4 INTEGRITY

S3C )4$ +' !vidence of integrity' 5 he Council shall ta7e e-ery possible step to -erify the applicant8s record of and reputation for honesty! integrity! incorruptibility! irreproachable conduct! and fidelity to sound moral and ethical standards' 9or this purpose! the applicant shall submit to the Council certifications or testimonials thereof from reputable go-ernment officials and non5go-ernmental organi%ations! and clearances from the courts! $ational Bureau of )n-estigation! police! and from such other agencies as the Council may re:uire' RULE 5 PROBITY/INDEPENDENCE

S3C )4$ +' !vidence of probity and independence'5 Any e-idence rele-ant to the candidate8s probity and independence such as! but not limited to! decisions he has rendered if he is an incumbent member of the 2udiciary or reflecti-e of the soundness of his 2udgment! courage! rectitude! cold neutrality and strength of character shall be considered' RULE 6 SOUND PHYSICAL, MENTAL AND EMOTIONAL CONDITION

S3C )4$ +' Good health' 5 ;ood physical health and sound mental<psychological and emotional condition of the applicant play a critical role in his capacity and capability to perform the delicate tas7 of administering 2ustice' he applicant or the recommending party shall submit together with his application or the recommendation a sworn medical certificate or the results of an e6ecuti-e medical e6amination issued or conducted! as the case may be! within two months prior to the filing of the application or recommendation' At its discretion! the Council may re:uire the applicant to submit himself to another medical and physical e6amination if it still has some doubts on the findings contained in the medical certificate or the results of the e6ecuti-e medical e6amination' RULE 7 PERSONAL INTERVIEWS

S3C )4$ +' "onduct of interviews'5 he Council en banc! or any panel of members thereof as may be authori%ed by the Council! shall conduct personal inter-iew of candidates to! inter alia! obser-e their personality! demeanor! deportment! and physical condition= assess their ability to e6press themsel-es! especially in the language of the law in court trials<proceedings and in their decisions or rulings= test their mastery of the law and legal principles= in:uire into their philosophies! -alues! etc'= determine their probity and independence of mind= and e-aluate their readiness and commitment to assume and fulfill the duties and responsibilities of 2udgeship'
