2014 represents a major change in how some Colorado AIDS Drug Assistance Program enrollees will access medical and prescription coverage due to the Affordable Care Act (also known as Obamacare). We have heard from some people that they are happy with their current coverage, using ADAP and CICP, and would prefer to stay as is. Unfortunately, that is not an option for most people. If your income is less than $1,321 a month as an individual ($2,709 a month for a family of four): You will most likely be eligible for Medicaid. You will need to meet with an eligibility / enrollment person, or apply for Medicaid online in order to continue to receive Colorado ADAP services in the future. Once you have successfully enrolled in Medicaid, Colorado ADAP will pay the co-pays for your medications (that are on our formulary). If your income more than $1321 a month as an individual ($2,709 a month for a family of four): You will most likely be eligible for a private insurance plan through the health insurance marketplace, Connect for Health Colorado. ADAP will help you to pay most of the costs associated with your enrollment in a marketplace plan when you join the Health Insurance Assistance Program. YOU MUST ENROLL IN A HEALTH INSURANCE PLAN BY MARCH 31st 2014. You may also incur a tax penalty for not enrolling in insurance. Why cant people just stay on ADAP and CICP? The federal government is saying that Ryan White /ADAP funds should not be used to buy medications when somebody would qualify for Medicaid or other insurance. Both insurance through Connect for Health Colorado and Medicaid offer very extensive benefits, and cover far more medications and procedures. There are certain exceptions to this general rule. You can ask the ADAP Helpdesk for more information.
NEXT STEPS: If you have already applied for Medicaid or met with a health coverage guide and will move to Medicaid or a private insurance policy in 2014, please call the ADAP Helpdesk and let us know. You will continue to receive ADAP assistance with your Medicaid or insurance-paid prescription co-pays for ADAP formulary drugs. If you havent applied for Medicaid or met with an ADAP Health Coverage Guide to get counseling about this change, you should schedule an appointment right away. Beginning January 1, 2014, ADAP members who are eligible to access to insurance will be required to get it. ADAP will give you up to 60 days to apply for insurance. If after 60 days you cant prove that they have applied for either Medicaid, or for insurance through Connect for Health Colorado or your employer, you will risk losing ADAP coverage for your medications!!!!!
