India-Ghana Relations Political relations: Indo-Ghanaian relations have traditionally been warm and friendly.

The strong foundation of our bilateral relations was laid by Indias first Prime Minister, Pt. Jawaharlal Nehru, and Ghanas first President, r. !wame N"rumah. The two great leaders also en#oyed a $lose friendshi%. Ma#or visits from Ghana in the %ast in$lude the visit of President N"rumah in &'(& and President )imann in &'*&. President +awlings made a sto%over in Mumbai on his way from ,ei#ing in &''-, and again visited India in &''. to attend the funeral $eremony of )ate Mother Teresa. In addition, there were several Ministerial visits, in$luding that of the /oreign Minister for the N0M Ministerial 1onferen$e in 0%ril &'*(. President !ufuor, a$$om%anied by a high level delegation visited India in 0ugust 2332. /our bilateral agreements were signed in$luding one whi$h relates to the setting u% of a 1entre of 45$ellen$e for Training in Information Te$hnology in 0$$ra 6whi$h be$ame o%erational in e$ember 233-78 and ,ilateral Investment Promotion and Prote$tion 0greement 6,IPP078 Proto$ol on 1onsultations between M40 and Ghanas Ministry of /oreign 0ffairs, and a 1ultural and 9$ientifi$ 45$hange Programme. The :i$e President of Ghana ;.4. 0lha#i 0liu Mahama, led a large Ghanaian delegation to the 1II $on$lave held in New elhi in Mar$h 233*. In 0%ril 233*, President !ufuor visited India to %arti$i%ate in India-0fri$a /orum 9ummit held in New elhi. :i$e President John ramani Mahama a$$om%anied by Minister of Trade < Industry Ms. ;anna Tetteh visited India to %arti$i%ate in the 1II-45im ,an" 1on$lave in Mar$h 23&3. The Minister of Trade and Industry of Ghana Ms. ;anna Tetteh led the Ghanaian delegation to the Joint Trade 1ommittee in January, 23&& and in January, 23&2 for the &*th Partnershi% 9ummit 6New 0ge Innovation Partnershi%, 23&27 held at ;yderabad. Mr. !wesi 0hwoi, Minister of /ood and 0gri$ulture, led a Ghanaian delegation to India on 2&-2( Mar$h, 23&& for dis$ussions on the #oint venture fertili@er %ro#e$t. r. The event was organi@ed at Ghana International Trade /air in 0$$ra on '-&& July, 23&2 by /I11I under the aus%i$es of the Government of India and with the su%%ort from Ministry of Trade and Industry 6Ghana7, 41>H09, Ghana Investment Promotion 1entre and 0sso$iation of Ghana Industries. uring this visit, he held bilateral tal"sImeetings with the Minister of /oreign 0ffairs < +egional Integration, Minister of Trade < Industry, Minister of 4nergy and Minister of /ood < 0gri$ulture. ;e, #ointly with the Minister of Trade < Industry of the +e%ubli$ of Ghana inaugurated the India 9how on ' July and also addressed a ,usiness 1onferen$e at Ghana Trade /air 1entre. 9e$retary 6/ertili@er7 with other 9enior offi$ials from Ministry of 1hemi$als and /ertili@er, who were a %art of the inter-Ministerial delegation, also met the e%uty Minister of 4nergy, the +egional Minister and the e%uty +egional Minister of Hestern +egion of Ghana and held dis$ussions relating to the setting u% of a Joint :enture /ertili@er Plant in Ghana. ;e also visited the %ro%osed site of the %lant in 9hama distri$t of Hestern +egion of Ghana. ;onJble Minister of 9tate for 45ternal 0ffairs 9mt Preneet !aur visited Ghana on '-&3 0ugust to attend the funeral servi$e of the late President John 4vans 0tta Mills. 0 high-level G>I delegation, led by 9hri 9udhir Mital, 9e$retary 6/ertili@er7, visited Ghana on 2--2* June, 23&- for dis$ussions on India Ghana Joint :enture /ertili@ers Pro#e$t. The delegation met the Ministers of Trade < Industry, /ood < 0gri$ and 4nergy < Petroleum res%e$tively. It also $alled on President to brief him on the out$ome of their visit. Presidential & Parliamentary Elections 2012 In$umbent President John ramani Mahama of the National emo$rati$ 1ongress 6N 17 was ele$ted as the President in the Presidendial ele$tions held on .-* e$ember 23&2. President Mahama was sworn-in for the first full term of C years on . January, 23&-. In the simultaneously held Parliamentary ele$tions, the ruling N 1 won &C* seats while the main >%%osition National Patrioti$ Party 6NPP7 won &2- seats. 1urrently the %artywise re%resentation in the Parliament isE N 1 6+uling %arty7 &A3, NPP 6main o%%osition %arty7 &23, PN1-3&, 1PP-3& and Inde%endent 3-. The NPP flag bearer Nana 0"ufo-0ddo along with his running mate r. Mahamadu ,awumia, and NPP 1hairman Ja"e >betsebi-)am%tey have $hallenged the results of the

23&2 Presidential ele$tions. They have %etitioned the 9u%reme 1ourt to $an$el the ele$tion results de$lared by the 4le$toral 1ommission on the ground that C.- million votes were im%ro%erly $ast. ;owever, lawyers for the President, N 1 and the 4le$toral 1ommission 6res%ondents7 have argued that the %etitioners have made u% the eviden$e and hen$e the %etition should be Duashed. The matter is sub-#udi$e. Commercial relations: Ghana was in$luded as one of the nine Hest 0fri$an $ountries under the G>Is T40M ' initiative laun$hed in 233C. In re$ent years, India-Ghana relations have been enri$hed by enhan$ed 9outh-9outh $oo%eration efforts between the two $ountries. India has been %arti$i%ating in Ghanas develo%ment by %roviding assistan$e in setting u% %ro#e$ts through %rovision of )ines of 1redit and grants. 9o far, Government of India has e5tended )ines of 1redit amounting to K9L 22*..- million to Government of Ghana for various develo%mental %ro#e$ts being underta"en by the latter. 9ome of the %ro#e$ts have been $om%leted while Duite a few are in various stages of im%lementation. 0mongst the re$ent %ro#e$ts are the India-Ghana !ofi 0nnan 1entre of 45$ellen$e for I1T8 the /lag 9taff ;ouse8 the Pan 0fri$an 4-Networ" Pro#e$t and +ural 4le$trifi$ation Pro#e$t. >ther %ro#e$ts whi$h are in the %i%eline are in diverse se$tors, inter alia, fisheries, waste management, railway eDui%ment, agro-%ro$essing, fire-tenders. Ghana has also been a %arti$i%ant in IndiaJs $ontribution to the human resour$e develo%ment in develo%ing $ountries through %rogrammes su$h as the Indian Te$hni$al and 4$onomi$ 1oo%eration 6IT417. Knder the IT41 %rogramme, Ghana utili@ed &-' IT41 slots in the /= 23&2-&- 6against &A3 slots allotted7 and .. slots under various other s$hemes, in$luding I11+ s$holarshi%s and $a%a$ity building $ourses offered by II/T and I0/9 Plan of 0$tion. /or the /= 23&--&C, Ghana has been allotted &A3 slots under the IT41 s$heme. 0 Memorandum of Knderstanding 6MoK7 was signed on ( July, 23&3 between India and Ghana for the setting u% a K9L &.2 billion Joint :enture /ertili@er Pro#e$t using gas to manufa$ture fertili@er. +e$ently a high level fertili@er delegation, led by Mr. 9udhir Mital, 9e$retary 6/ertili@er7, visited Ghana on 2--2* June, 23&- for further dis$ussions on the %ro#e$t. 0 MoK on G>Is finan$ial and te$hni$al assistan$e of +s. -*.A- million 6K9L 3.*( million a%%ro5.7 to the India-Ghana !ofi 0nnan 1enter for 45$ellen$e in IT was signed on -3. Mar$h 23&&. India has also been %roviding $on$essional $redit for develo%ment %ro#e$ts. The %ro#e$ts in$lude su%%ly of tra$tors, rural ele$trifi$ation, $onstru$tion of Presidential $om%le5 et$. India has offered to set u% an India-0fri$a Institute of Information Te$hnology 6I0IIT7 and /ood Pro$essing ,usiness In$ubation 1entre in Ghana under the de$isions of I0/9-I. In addition, Government of India has also offered to set u% three more %ro#e$ts vi@. /ood Pro$essing ,usiness In$ubation 1entre, Material Testing )aboratory and BPro#e$t 0rrow in Ghana under the de$isions of I0/9-II. BPro#e$t 0rrow is intended to su%%ort the %ostal infrastru$ture in Ghana. +e$ently, an MoK was signed on 2' January, 23&- between ,ureau of Indian 9tandards 6,I97 and Ghana 9tandards 0uthority 6G907 to fa$ilitate $loser $oo%eration. 0$$ording to available statisti$s, the trade turnover between the two $ountries stood at K9L .-'.A2 million during 23&3-&& and K9L &23C.32 million 6K9L &.2 billion7 in 23&&&2, an in$rease of (2.*&M over the %re$eding year with Indias e5%orts to Ghana at K9L *33.-A million as against an im%ort figure of K9L C3-.(. million. This is the first time when the trade between the two $ountries has $rossed the K9L & billion mar". Total trade in 23&2-&- stood at K9L &32A..& million with e5%ort from India at K9L .CC.3A million and

im%ort from Ghana at K9L 2*&.(( million. Ghanas main 6traditional7 e5%orts are gold, $o$oa and timber %rodu$ts. Indias ma#or e5%orts to Ghana in$lude %harma$euti$als, tele$ommuni$ation, agri$ultural ma$hinery, ele$tri$al eDui%ment, %lasti$s, steel, $ement et$. The e5$hange of business delegations in re$ent years have led to an in$rease in investments by Indian $om%anies in Ghana in se$tors li"e $onstru$tion, manufa$turing, trading, servi$es and tourism and in areas su$h as steel, $ement, %lasti$s, %harma$euti$als, I1T, agro-%ro$essing and agri$ultural ma$hinery, ele$tri$al eDui%ments, $hemi$als, et$. 0 number of Indian $om%anies are establishing their %resen$e in Ghana, both from the %ubli$ as well as from the %rivate se$tor. /rom the %ubli$ se$tor, ,an" of ,aroda started o%erations in 0$$ra in /ebruary 233*. The %rivate se$tor is re%resented by eminent $om%anies vi@. Tata, 0sho" )eyland, Mahindra < Mahindra, 4s$orts, )arson < Toubro, ,harti 0irtel, NIIT, MIs 9ha%oor#i Pallon#i < 1o., as well as several %harma$euti$al $om%anies. 9o far, Indian $om%anies have invested more than K9L .*3 million in Ghana. In 23&&, India to%%ed the list of investors in terms of the number of %ro#e$ts with (3 %ro#e$ts registered during the %eriod. India with &2 %ro#e$ts also to%%ed the list of investors in the third Duarter of 23&2 in terms of number of %ro#e$ts registered during the %eriod. The 1II in %artnershi% with the 0sso$iation of Ghana Industries 60GI7 held the &2th +egional 1on$lave on India-0fri$a Pro#e$t Partnershi% on - June 23&3 in 0$$ra. The 1on$lave saw %arti$i%ation from several Hest 0fri$an $ountries in$luding Nigeria, Ivory 1oast, ,ur"ina /aso and Togo. 0 14>s +oundtable was held in 0$$ra on - 9e%tember, 23&3. Minister of 1ommer$e and Industry, 9hri 0nand 9harma led the Indian delegation, while Ghanas Minister of Trade and Industry led the Ghanaian delegation. 0 -A-member Indian business delegation of the /ederation of Indian 1hambers of 1ommer$e and Industries 6/I11I7, led by Mr. ;ar%inder 9ingh Narula, visited 0$$ra on 2& /ebruary, 23&& and %arti$i%ated in the F,usiness MeetG organi@ed by the Mission in $oordination with the 0sso$iation of Ghanaian Industries 60GI7. Government of India offered BPro#e$t 0rrow under India-0fri$a /orum 9ummit-II to su%%ort the %ostal infrastru$ture %ro#e$t in Ghana. The Government of Ghana has a%%re$iated the initiative and $onfirmed its a$$e%tan$e. >n the invitation from the e%artment of Post, the Government of Ghana sent a 2-member %ostal delegation to India from 2* November to 2 e$ember 23&2 to fa$ilitate in the s$o%ing e5er$ise for im%lementation of the %ro#e$t. In %ursuan$e to the 2nd meeting of India-Ghana Joint Trade 1ommittee held in January, 23&&, both the Governments signed an MoK on $oo%eration in the field of standardi@ation on 2' January, 23&-. The MoK will %rovide a me$hanism by whi$h both the governments $an wor" together towards the $ommon aim of strengthening standardi@ation and $onformity assessment a$tivities and fa$ilitate sharing of e5%ertise and mutual trade. Cultural relations: To $ontinue building on the $lose %eo%le-to-%eo%le lin"s between the two $ountries and to $ommemorate the &C3th birth anniversary of Mahatma Gandhi in >$tober 233', a festival of Indian films was held whi$h was inaugurated by the :i$e President of Ghana. The Mission regularly organi@ed festivals of Indian /eature /ilms 6in$luding 1hildren /ilms7. The last festival of Indian films was organi@ed at the 9ilverbird 1inema in 0$$ra on

2A--& January, 23&-. The festival was well re$eived by the lo$al Ghanaian and highly a%%re$iated. India was the F$ountry of fo$usG in the &3th Ghana International ,oo" /air held at the Ghana Trade /air 1entre, 0$$ra, on &-( November, 23&&. 9hri 9unil Gango%adhyay, President, 9ahitya 0"ademi, led a &3-member offi$ial delegation, and over -3 Indian %ublishers and %rinters %arti$i%ated in the /air. The ;igh 1ommission $elebrated the &A3th birth anniversary of Gurudev +abindranath Tagore with various %rogrammes in 0$$ra. The salient feature of the $elebration was the F1ultural 4veningG of musi$, dan$e, %oetry re$itation based on the wor"s of Gurudev +abindranath Tagore organi@ed by the ;igh 1ommission with the %arti$i%ation of lo$al Indian artists and Ghanaian artists whi$h was attended by over C33 invited dignitaries, in$luding %oliti$al leaders, a$ademi$ians, artists and di%lomats. The fun$tion was highly a%%re$iated by the audien$e and widely $overed in the media. 0n *-member Ghanaian dan$e trou%e of Noyam an$e Institute, 0$$ra, s%onsored by the Government of India, %arti$i%ated at the 2nd India 0fri$a /orum 9ummit 6I0/9-II7, at 0ddis 0baba in May 23&&. 0 Ghanaian $raft artist also %arti$i%ated at the event. 0 &3-member dan$e trou%e BNT4NT0N from Ghana %arti$i%ated in the 0fri$a /estival organi@ed by I11+ in New elhi and 0hmedabad on &C-22 June 23&2 at the invitation of the I11+. 0 &A-member Indian $ultural trou%e of the BMaitreyee Paharee Grou% visited 0$$ra on '-&& July, 23&2 and %erformed at various venues in 0$$ra. The grou% was in 0$$ra as %art of the BIndian Trade 9how organi@ed by the /I11I, with su%%ort of the Ministry of 1ommer$e < Industry, Government of India. ;indi iwas was $elebrated on &C 9e%tember 23&2 by the ;igh 1ommission, in asso$iation with the elhi Publi$ 9$hool, Tema 6Ghana7. 0s %art of the $elebrations, $om%etitions on ;indi 4ssay Hriting, 9%ee$h, and 9tory Telling, was organi@ed. Knder the %atronage of the ;igh 1ommissioner, a $ri$"et tournament was organi@ed by the Ghana 1ri$"et 0sso$iation in 0$$ra from &' 0ugust to ' 9e%tember 23&2. The winners and %arti$i%ants of the tournament were awarded %ri@es, s%onsored by Indian $om%anies in Ghana. ;on. ;anna Tetteh, Minister of Trade < Industry of Ghana, was the 1hief Guest on the final day of the tournament. Indian community: There is a substantial Indian $ommunity in Ghana numbering about &3,333. 9ome of them have been in Ghana for over .3 years. The business a$tivities of Indians in Ghana have $ontributed in a ma#or way to India being the se$ond highest investor in Ghana in terms of number of %ro#e$ts. ***** July 2013
