1.1

Introduction
Overview of the Abu Dhabi EHS Registration Scheme
(a) The Environment, Health and Safety (EHS) profession is one that has the potential to exert a

significant amount of influence over organizations and individuals. These influences must be managed in a responsible and competent manner. EHS services provided by those who are not competent to do so may lead to, or be the cause of, unsafe acts or unsafe conditions and result in sometimes catastrophic incidents.
(b) The Abu Dhabi EHS Registration Scheme is established and designed to comprehensively

assess the qualifications and competence of any individual or professional entity who wishes to perform EHS operations within the Emirate of Abu Dhabi and to ensure only those who are qualified and competent to perform the works are permitted to do so. The Scheme is comprised of two constituent Mechanisms (see Schedule A of this document for an overview):
(i) (ii)

AD EHS RI Mechanism 7.0 AD EHS Professional Entity Registration (this document); and AD EHS RI Mechanism 8.0 AD EHS Practitioner Registration.

(c) The EHS Professional Entity Registration Mechanism provides a centralized process to

objectively verify the qualifications and experience of any EHS Professional Entity that seeks to operate in the Emirate of Abu Dhabi to ensure the organization meets, as a minimum, the requirements as set forth by the AD EHS Center in the respective Field(s) of Work for which the Entity has applied.
(d) Timeframes for EHS Professional Entities to register with the AD EHS Center are outlined in

Section 11, Transitional Provisions. 1.2 Objective of the EHS Professional Entity Registration Mechanism
(a) The purpose of the EHS Professional Entity Registration Mechanism is to ensure the

establishment and maintenance of a formal and impartial process for the registration of EHS Professional Entities in Abu Dhabi Emirate.
(b) The main objective is to ensure that any EHS Professional Entity or Individual employees

thereof, who undertake an EHS assignment or perform any EHS task within one or more preidentified Fields of Work within the Emirate of Abu Dhabi are qualified and competent to do so by way of adequate and appropriate levels of experience, workforce skill sets, training, education and qualifications in order to effectively perform, manage and complete EHS related work.
(c) Refer to Appendix A for a brief overview of the implementation process of this mechanism.

2.1

Roles and Responsibilities


EHS Higher Committee
(a) The EHS Higher Committee, which is comprised of Senior Level Officials and Director Level

positions from key Governmental Departments, semi-government organizations and Sector Regulatory Authorities, is appointed the responsibility for the approval and endorsement of the Abu Dhabi EHS Registration Scheme and all components therein, including this EHS Professional Entity Registration Mechanism.
(b) The EHS Higher Committee shall oversee, and remain responsible for, the implementation of the

Abu Dhabi EHS Registration Scheme and all components therein, including this EHS Professional Entity Registration Mechanism.
(c) The EHS Higher Committee shall consider all recommendations for endorsement presented by

the EHS Registration Committee and provide a written response.


(d) The EHS Higher Committee shall, and where appropriate or required, have final decision on any

matter related to this EHS Professional Entity Registration Mechanism.


(e) The EHS Higher Committee may, at any time and at its own discretion, engage the expertise,

advice or services of any individual or organization not currently represented on the EHS Higher Committee to assist with decision making or implementation. Any individual or organization engaged by the EHS Higher Committee shall be subject to the conflict of interest clause as prescribed in Section 9.3 of this mechanism. 2.2 EHS Registration Committee
(a) The EHS Registration Committee shall be comprised of Technical experts from key

Governmental Departments, semi-government organizations and Sector Regulatory Authorities. Its composition, duties / responsibilities and work rules shall be reviewed and approved by the EHS Higher Committee.
(b) The EHS Registration Committee activities shall be regulated by the EHS Registration

Committee bylaws issued by the Higher Committee represented by the Higher Committee Chairman. The EHS Registration Committee decisions shall be made by majority voting as stipulated in Committee bylaws.
(c) The EHS Registration Committee shall be responsible to conduct technical reviews of the

following topics as often as is necessary, but in any case, at least annually:

Categories, Fields of Work and Types for EHS Professional Entity Registration; Mechanisms for EHS Professional Entity Registration; Criteria for EHS Professional Entity Registration; Time frames and any transitional provisions for EHS Professional Entity Registration implementation; and Summary reports and statistics on EHS Professional Entity registrations (including applicant approvals / non-approvals and complaints) to the EHS Higher Committee.

(d) The EHS Registration Committee shall make modifications and improvements on any or all of

the above as often as is necessary and present any recommendations for change or improvement to the EHS Higher Committee for approval and endorsement.
(e) The EHS Registration Committee shall review, and, where appropriate, endorse the

recommendations presented by the AD EHS Center on EHS registration Categories, Fields of Work, and Types to be opened for or withdrawn from registration, and timeframes for implementation.
(f) For registration Fields of Work and Types that are open for registration, the EHS Registration

Committee shall:
(i) (ii)

review, and where appropriate, endorse the recommendations presented by the AD EHS Center on the approval or non-approval of applications for registration of entities; review and consider any reasonable complaint or appeal formally made by an organization, or by an individual on the organizations behalf, with regard to the EHS Professional Entitys registration and subsequent decision, which may include, but not limited to, rejection for a Field of Work, acceptance of document(s), or assigned Grade Level; provide a written decision for any reasonable complaint or appeal; and in accordance with the EHS Registration Committee by-laws, forward any complaint or appeal to the EHS Higher Committee for decision, if and when, a majority vote on the complaint or appeal resolution is not achieved. The decision of the EHS Higher Committee shall be final.

(iii) (iv)

(g) The EHS Registration Committee may, at any time and at its own discretion, engage the

expertise, advice or services of any individual or organization not currently represented on the EHS Registration Committee to assist with decision making or implementation. Any individual or organization engaged by the EHS Registration Committee shall be subject to the conflict of interest clause as prescribed in Section 9.3 of this mechanism. 2.3 AD EHS Center
(a) The AD EHS Center, in coordination with other relevant authorities, shall identify EHS

Professional Entity Categories, Fields of Work and Types to be opened for or withdrawn from registration; identify associated timeframes for implementation, and present recommendations to the EHS Registration Committee for approval and endorsement.
(b) The AD EHS Center shall develop, maintain and manage the electronic EHS Registration

Website.
(c) For registration Fields of Work and Types that are open for registration, the AD EHS Center

shall:
(i) (ii)

receive, review and assess all applications submitted by, or on behalf of, an EHS Professional Entity; ensure that all applications received, inclusive of all related documents and information pertaining, are kept confidential at all times;

(iii) review each application and all subsequent documents submitted by, or on behalf of, the

applicant, using the criteria as set forth for the particular Field of Work and EHS Professional Entity type for which the applicant has applied;
(iv) raise recommendations for approval or non-approval of the applicant to the EHS

Registration Committee for consideration and decision;


(v)

arrange EHS Registration Committee meetings as often as is necessary, but in any case, at least monthly. Records and minutes shall be recorded and maintained for any and all meetings; inform the applicant, in writing, of the successful or unsuccessful outcome of entitys application;

(vi) upon receiving notification of approval/non-approval from the EHS Registration Committee

(vii) prepare the successful Entitys certificate which shall clearly state the Entity Type and the

associated Field(s) of Work and Grade Level(s) for which the applicant is registered; and
(viii) receive appeals made by the applicants on results of their registrations, assess their

validity, and forward those justified to the Registration Committee for review and decision.
(d) The AD EHS Center shall conduct an initial investigation of all reasonable and legitimate

complaints or enquiries with regard to the registration mechanisms and/or registration criteria, resolve such complaints or enquiries where / if possible, or forward them to the EHS Registration Committee for review, investigation and decision.
(e) The AD EHS Center shall conduct an initial investigation of all reasonable and legitimate

complaints made by individuals or entities with regard to the performance of registered Professional Entities and/ or their employees, and forward them to the EHS Registration Committee for review, investigation and decision.
(f) The AD EHS Center shall monitor and advise the EHS Registration Committee of any emerging

or outstanding issues. Upon written response, and directions by, the EHS Registration Committee, the AD EHS Center shall modify the affected registration mechanisms and/or registration criteria.
(g) The AD EHS Center shall prepare periodic reports for submission to the EHS Registration

Committee and EHS Higher Committee Chairperson/s.


(h) The AD EHS Center may, at any time and at its own discretion, engage the expertise, advice or

services of any individual or organization not currently employed by the AD EHS Center to assist with decision making or implementation. Any individual or organization engaged by the AD EHS Center shall be subject to the conflict of interest clause as prescribed in Section 9.3 of this mechanism. 2.4 Applicant
(a) The applicant shall complete all sections of the registration application, and provide all required

information and documents, in good faith and in a truthful manner.


(b) An officially authorized signatory authority of the applying entity shall sign the Code of Conduct

before consideration will be given to the application.

(c) The applicant shall adhere to stipulations of the Code of Conduct when providing any and all

EHS services.
(d) The applicant entity shall, at all times, be aware of and comply with the Conflict of Interest

section (9.3) of this mechanism.


(e) For Fields of Work that are open and registration with the AD EHS Center is mandatory, no

applicant shall commence duties or tasks in any such Field of Work until official notification has been provided, in writing, to the applicant from the AD EHS Center.
(f) The applicant shall inform the AD EHS Center immediately upon any change to the entitys

status, qualifications, certifications, licenses, memberships or the like of the nominated staff members that may have a potential impact on the registration process, appointed grade, or ability to continue to perform duties or tasks within a particular registered Field of Work.
(g) Notwithstanding any successful registration/s with the AD EHS Center, the registration of the

EHS Professional Entity is based solely on the documents and information provided by the applicant. The AD EHS Center shall therefore not be held accountable or liable for the actions of the EHS Professional Entity, any EHS Practitioner working on behalf of the entity, or the results thereof.

3.

Terms and Definitions


(a) Applicant Any person who is authorized by his or her respective EHS Professional Entity to

prepare and submit the EHS Professional Entity Registration application on behalf of the organization.
(b) Auditor - An auditor who is certified to an international standard and/or has demonstrable

auditing experience and qualifications in conducting EHS audits.


(c) Certification Body An EHS Professional Entity that meets the manpower and project

experience and necessary certification requirements and is accredited by an international accreditation body to provide certification services in the predefined Fields of Work.
(d) Consultancy Office An EHS Professional Entity that meets the manpower and project

experience requirements to provide general and specialized services in the predefined Fields of Work.
(e) Entity Type An entity type is the term used to group the EHS Professional Entities based on the

type of professional EHS services they provide, such as consulting office, training provider and certification body. Refer to Section 4.1 of this mechanism.
(f) Existing EHS Professional Entity Refers to any EHS Professional Entity with EHS activities or

duties in the Emirate of Abu Dhabi in a particular Field of Work at the time the Field of Work is opened for registration.
(g) Field of Work Predefined environment, health and/or safety related area of expertise or

practice for which a specified license, accreditation, certificate, qualification or the like is required.
(h) Generalist An EHS practitioner who is competent to undertake a range of general

environmental, health and/or safety practices as they relate to the environmental, health and safety management systems and the predefined Fields of Work.
(i) Practitioner Refers to any EHS Generalist, Auditor or Technical Specialist. (j) Practitioner Type A practitioner type is the term used to group the EHS Practitioners based on

the type of professional EHS services they provide, such as general, auditing and specialist.
(k) Professional Entity Refers to any private company, office, organization or similarly incorporated

bodies providing EHS services.


(l) Registration Category A Registration Category is the term used to group a number of related

EHS Fields of Work. Refer to Section 4.2 of this mechanism.


(m) Sector of Experience Refers to any of the sectors identified by the EHS Center and / or

regulated by a nominated Sector Regulatory Authority.


(n) Technical Specialist An EHS Practitioner who is competent to undertake specific technical

activities as they relate to environmental, health and safety management systems.

(o) Training Provider An EHS Professional Entity that meets the manpower and project experience

requirements to provide general and specialized vocational training services in the predefined Fields of Work.

4.
4.1

Classification of EHS Professional Entities


EHS Professional Entity Registration Categories
(a) The Abu Dhabi EHS Professional Entity Registration Mechanism shall recognize two entity

registration categories:
(i) (ii)

Environment, Health and Safety Management Systems; and Occupational Health and Safety (OHS) specialized.

(b) The Abu Dhabi EHS Center may, with the approval of the EHS Registration Committee, change

the above entity registration Category, divide it in Subcategories as and when needed, or nominate others. 4.2 EHS Professional Entity Types and Grades
(a) The Abu Dhabi EHS Professional Entity Registration Mechanism shall recognize three types of

EHS Professional Entities:

EHS Consultancy Office; EHS Training Provider; and EHS Certification Body.

(b) In alignment with requirements of established international EHS certification / professional

membership schemes, each EHS Consultancy Office and EHS Training Provider shall be awarded one of three grade levels for each field of work it applies for, while there is no Grading for the EHS Certification Bodies, as indicated in the table below: EHS Professional Entity Type EHS Consultancy Office Grade A Grade B Grade C

(c) The Abu Dhabi EHS Center may, with the approval of the EHS Registration Committee, change

the above Professional Entity Types and Grades or nominate others. 4.3 Fields of Work
(a) Environment, Health and Safety Fields of Work subject for registration shall be defined and

announced by the AD EHS Center with the approval of the EHS Registration Committee.

5.1

Registration Requirements
Setting of Requirements
(a) A Requirements Matrix has been developed, which meets the AD EHSMS Regulatory

Framework and industry requirements and is aligned with select international EHS certification / professional membership schemes, to define the key minimum requirements for registration in each of the EHS Professional Entity Registration Categories and Types identified in Section 4; and to define requirements for assigning the associated grades. The requirements stipulated are documented in Schedules B and C, attached.
(b) The requirements as set forth by this Mechanism for each respective Registration Type and Field

of Work relate to various attributes that would reasonably be expected of an EHS Professional Entity operating within the identified Registration Type and Field of Work. These may include, but are not limited to, an Entitys project experience, academic and professional qualifications of employees and capability in delivering Environment, Health and Safety services in a particular Field of Work.
(c) Subject to the approval of the EHS Registration Committee and the EHS Higher Committee, the

Abu Dhabi EHS Center shall:


(i) (ii) (iii)

where required, modify or update requirements for registration under each EHS Professional Entity Category, Type, and Field of Work; set required application fees; and define / modify / update processes for application, review, assessment and communication with applicants.

(d) In addition to the requirements stipulated in (a) above, an applicant entity may request that the

international certification it has received be a recognized Certification, and as such be accepted by the AD EHS Center. In such cases:
(i) (ii)

the applicant shall submit a copy of the Certificate together with the contact information of the organization that has provided the certification for which consideration is being sought; the AD EHS Center shall evaluate the certification scheme thus identified to determine its acceptability to the International Certification and / or Membership requirements stipulated in Schedule B; and if acceptability is established, the AD EHS Center shall amend Schedule B as required and assess the applicant accordingly.

(iii)

5.2

General Requirements
(a) Any EHS Professional Entity wishing to perform EHS works or tasks in the Emirate of Abu Dhabi

shall be registered to do so in accordance with this EHS Professional Entity Registration Mechanism.
(b) All applications shall be submitted as prescribed in Section 6 - Applying for Registration. (c) All applications shall be accompanied by documentation and information covering the general

requirements stipulated in Schedule B - EHS Professional Entity General Registration Requirements, and the grade determining requirements stipulated in Section 5.3.

(d) The supporting documentation shall include the completed Project Summary Form detailing the

relevant project experience in the Field(s) of Work for which the registration is sought. Refer to Project Experience Form M. Note: The AD EHS Center shall only notify the applicant of missing or invalid documentation. It is not the responsibility of the AD EHS Center to provide recommendations or suggestion as to which documents are required for the applicant.
(e) The application fees, if prescribed by the AD EHS Center, shall be received in full prior to

assessment of the application.


(f) The AD EHS Center may, at its own discretion, request additional information or the originals of

submitted documents during the evaluation process.


(g) The AD EHS Center may, at its discretion, invite a representative of the applying Entity for an

interview during the evaluation process. 5.3 Grade Determining Requirements


(a) Grade levels, if applicable, shall be assigned to each Entity Type and Field of Work for which the

applicant entity has applied, and for which sufficient evidence has been provided, in accordance with the Grades identified in Section 4.1.
(b) All EHS Consultancy Office and Training Provider applications shall be assessed against the

criteria prescribed in:


(i) (ii)

Schedule C, which includes the EHS Professional Entity Grade Determining Requirements; and any amendment of Schedule C, including addition or removal of manpower, project experience and international certification requirements as prescribed in Section 5.1 (d).

(c) The applicant entity may receive a grade level for as many combinations of entity registration

Types and Fields of Work the Entity has applied for, and in which it is deemed qualified and competent based on the evidence provided. However, only one grade level shall be assigned per combination of Professional Entity Type and Field of Work at any one time for a particular Entity.
(d) Appointed grade levels shall remain valid until such time as: (i) the applicant entity re-registers and is able to provide adequate evidence that justifies a

grade change for any particular Entity Type and / or Field of Work;
(ii) the EHS Center has just cause to revoke or lower the grade level for any particular Entity

Type and / or Field of Work; or


(iii) the registration certificate expires and there is no evidence of renewal. (e) An applicant entity may, if it has reasonable and justifiable grounds to demonstrate that the

grading level has been assessed incorrectly, appeal to have the assessment reviewed. Refer to Section 7.7 for Appeals.

6.1

Applying for Registration


Application Process
(a) All applications shall be received through the AD EHS Center e-system located on the AD EHS

Center website.
(b) The AD EHS Center shall post, and make readily available on the webpage, any updates or

changes to the EHS Professional Entity Categories, Types and Fields of Work that need to be registered with the Center and the criteria and/or requirements of the registration mechanism, process or any part thereof.
(c) In reviewing or using the information or forms on the AD EHS Center webpage, the applicant

shall presume that:


(i)

the criteria and requirements of the EHS registration system posted on the webpage are current, and shall be used for assessment at the time applicant submits the application; and all instructions posted on the webpage are current and will need to be followed throughout the application process.

(ii)

(d) The applicant shall clearly indicate which Professional Entity Type(s) and Field(s) of Work the

entity is applying for and provide sufficient documents and information to support entity application for each Type and Field of Work. Note: The AD EHS Center shall only assess the documents provided by the applicant against the Professional Entity Type(s) and Field(s) of Work indicated by the applicant. It is not the responsibility of the AD EHS Center to appoint grading levels for Professional Entity Type(s) and Field(s) of Work not indicated by the applicant in the application.
(e) All applications shall be date and time labelled upon submission. (f) The application, and all subsequent supporting documents related to the application, shall be

assessed in accordance with the criteria and requirements at the time the application was submitted to the AD EHS Center.
(g) In the case that the criteria and/or requirements have changed after an application and all

supporting documents have been submitted, the previous criteria and/or requirements shall apply.
(h) In the case that an applicant has saved the application to be completed at a later date, it is the

responsibility of the applicant to ensure that the application finally submitted meets any updates of the criteria and/or requirements since the application was saved.
(i) In the case that an application was submitted after being saved in the system, but criteria and/or

requirements have changed between the time the application commenced and the time the application was submitted, the updated criteria and/or requirements shall apply and the application and all subsequent support documents shall be assessed against the updated criteria and requirements.

(j) In the case that an application was submitted, however further supporting documents are still

required to complete the application and the criteria and/or requirements have been updated between times of the initial submission and the submission of the further supporting documents, the previous criteria and/or requirements shall apply. 6.2 Completing the Application Form
(a) The e-application form shall be completed in full. (b) All fields of the application form that are marked with an asterisk * are mandatory and shall be

provided. Any field that does not have an * shall be considered optional but recommended.
(c) All mandatory fields shall be completed to allow for the application process to move forward.

Any mandatory fields that are not complete will be highlighted once the Submit option is selected to indicate the mandatory fields that still need to be completed.
(d) If required, the application form may be saved to be completed at a later time.

Note: The applicant must be aware of stipulations of Section 6.1 above with regard to potential impacts of a change in criteria and/or requirements over the period the application is saved. 6.3 Submitting the Application and Payment of Applicable Fees
(a) Once the applicant has completed the application form and provided all relevant supporting

documents, the applicant may submit the application and proceed to pay the required application fee, if required, and certificate delivery charge through the electronic payment module.
(b) No application can be submitted without the concurrent payment of any relevant application fee

and certificate delivery charges, as prescribed by the AD EHS Center.


(c) All / any application fees and charges shall be paid using the e-registration system by way of a

major credit card.


(d) All successfully submitted applications shall be electronically date and time labelled. (e) The applicant shall receive confirmation that the application has been submitted. This

confirmation is strictly meant to inform of the application being successfully submitted, and in no way suggests or confirms that the applicant is registered. Refer to Section 7.1 below with regard to the Assessment Process.

7.
7.1

Assessment
Assessment Process
(a) The Assessment Process shall be in two stages, which may, at the discretion of the AD EHS

Center, be run simultaneously or consecutively.


(b) The two stages shall include: (i) (ii)

confirmation that all information and documents required for carrying out the technical assessment are indeed submitted, complete and available; and detailed assessment of the application and its supporting documents against the criteria and requirements for registration within each Professional Entity Type and Field of Work the applicant has applied for.

7.2

Checking Document Adequacy


(a) Upon submission of the application and its supporting documents, the AD EHS Center shall

review the application to ensure:


(i) (ii) (iii)

information provided in the application form is complete and appears to be valid; all documents indicated to be uploaded are attached, legible and appear to be valid; and any required application fees and certificate delivery charges has been received.

(b) Only complete applications shall be advanced to detailed assessment of the application and their

supporting documents against the pre-established criteria for registration.


(c) In the case that information received is inadequate or a document has not been successfully

uploaded, is illegible, requires clarification or is no longer valid, the applicant shall be notified to provide / upload the correct requirements (see Section 8 Communications). Note: Checking information and document adequacy shall not be used to introduce any new information or documentation related to grade determining requirements. The review, assessment and grade determination shall be purely based on originally supplied information and supporting documents.
(d) The AD EHS Center shall, at its discretion, prescribe a maximum period of time for applications

to be held in the system until the additionally required documents or information is provided by the applicant. Applicants failing to provide the additionally required documents within the holding period thus prescribed will have to submit fresh applications. In these cases, any application fees already paid will not be refunded by the AD EHS Center. 7.3 Assessment and Grade Determination
(a) Assessment for registration and grade determination shall be carried out: (i) (ii)

only for registration Type(s) and Field(s) of Work for which the applicant had explicitly applied for; for each required registration Type and Field of Work independent of any other registration Type(s) or Field(s) of Work for which the applicant had applied for; and

(iii)

strictly based on the evidence provided by the applicant for each registration Type and Field of Work.

(b) Assessment per registration Type and Filed of Work shall be made against the criteria prescribed

in the following, as applicable:


(i) (ii) (iii)

Schedule B.- EHS Professional Entity General Registration Requirements; Schedule C EHS Professional Entity (Consultants and Training Providers) Grade Determining Requirements; and any amendment of Schedules B or C, including addition or removal of manpower, project experience and international certification requirements as prescribed in Section 5.1.

(c) To ensure proper assessment, the AD EHS Center may, at its discretion: (i) (ii)

request additional information or the originals of submitted documents; and / or invite the applicant entity representative for an interview with regard to their application to confirm and/or clarify contents of the application and/or supporting documents.

(d) Registration grades shall be assigned to each successful applicant such that: (i)

a grading of A, B, or C is appointed to Consultancy Office and Training Provider Registration Types and Field of Work for which the applicant provided the necessary evidence of qualification and/ or competence; the grade level thus appointed shall apply only to the relevant registration Type and Field of Work; and only one grade level is appointed to each combination of registration Type and Field of Work.

(ii) (iii)

7.4

Assessment Review and Approval


(a) Results of assessment of all applications shall be forwarded with recommendations for approval

and assigned grade, or non-approval and the reason for non-approval, to the EHS Registration System Manager.
(b) The EHS Registration System Manager shall: (i) (ii) (iii) (iv) (v) (vi)

appoint System Officers to carry out a review of the applications in accordance with section 7.3 of this mechanism; review the assessment process to ensure this Mechanism was followed correctly; request further assessment if required; compose a Recommendation List of all applications showing the final recommendation for each applicant; present the Recommendation List to the EHS Registration Committee for final approval; and provide the EHS Registration Committee, where required, with all required evidence related to the application and assessment.

review any application; review the assessment process followed to determine the relevant recommendations; request further information prior to making a decision; request further assessment of any application; endorse the recommendations of the AD EHS Center for approval or non-approval of any application; and / or decline the recommendations of the AD EHS Center for approval or non-approval of any application, providing justification for such decisions.

(d) The AD EHS Center shall document the deliberations and decisions of the EHS Registration

Committee. 7.5 Communication of Outcomes


(a) All decisions made with regard to the assessment of applications shall be communicated to the

applicant via the e-mail and electronic notification system described in Section 8.
(b) For each approved registration, the AD EHS Center shall inform the applicant of: (i) (ii)

each combination of Professional Entity Type, Field of Work and (where applicable) assigned Grade Level in which the entity has been registered; and the date of registration.

(c) For each non-approved registration, the applicant shall be informed of: (i) (ii)

the reasons for non-approval; and the appeals process and the justifiable grounds for appeal. Refer to Section 7.7 with regard to Appeals.

7.6

Issue of Registration Certificates


(a) An EHS Professional Entity Registration Certificate shall be issued to the EHS Professional

Entity upon successful registration in at least one Professional Entity Type and Field of Work.
(b) The EHS Professional Entity Registration Certificate shall indicate, as applicable: (i) (ii) (iii) (iv) (v) (vi) (vii)

the trade name of the EHS Professional Entity; the entity registration number; the registration issue date; the registration expiry date; the trade license number; the registered Professional Entity Type(s); the registered Professional Entity Filed(s) of Work; and

(viii) the assigned Grade Level(s).

(c) The EHS Professional Entity is responsible to report to the AD EHS Center any discrepancy

between the information that appears on the Registration Certificate and the communication sent to the Entity email account and User Inbox. In the case of a discrepancy, the information registered with the AD EHS Center and communicated to the User electronically shall prevail.
(d) The Registration Certificate shall not be altered in any manner. Any alternation, or attempt to do

so, shall render the certificate invalid and subject to further remedial or punitive action, at the discretion of the AD EHS Center.
(e) The Registration Certificate shall remain the property of the AD EHS Center, who may, with just

cause, revoke or recall the Registration Certificate at any time.


(f) Unless revoked or recalled by the AD EHS Center, the Registration Certificate shall be retained

by the EHS Professional Entity and made available upon request by the AD EHS Center or other parties.
(g) Any lost, stolen, damaged or otherwise altered Registration Certificate shall be reported

immediately to the AD EHS Center.


(h) The requests for the replacement Registration Certificates shall be made via email to the AD

EHS Center using the Contact Us option of the AD EHS Center website.
(i) Replacement of Registration Certificates shall be subject to any replacement fee prescribed by

the AD EHS Center.


(j) The replacement of a Registration Certificate that contains information other than that provided

by the EHS Professional Entity during the application process shall not be subject to a replacement fee.
(k) If the Registration Certificate expires and is not renewed, the Certificate holder shall refrain from

using the expired Certificate. Violations shall be subject to the enforcement action permitted by applicable laws. 7.7 Appeals
(a) An applicant Entity may file an appeal with the AD EHS Center within 20 working days from the

date of receipt of the approval / non-approval notification from the AD EHS Center if the applicant has reasonable justification to believe:
(i) (ii)

the application has not been assessed in accordance with this Mechanism; or the assigned grade level for a particular combination of Registration Type and Field of Work is incorrect.

(b) The appeal filed by the applicant shall provide clear justification and supporting evidence as to

why the EHS Professional Entity reasonably believes that:


(i) (ii)

this Mechanism was not followed correctly; or the supporting documents the Entity provided support assignment of a higher grade.

(c) The appeal process shall not be used as a means to introduce new documentation that the

applicant did not provide initially. Consequently:

(i) (ii)

the omission of any documents by the applicant at the application stage shall not be grounds for appeal; and in case the applicant wishes the Entity application to be re-assessed based on documents that were not submitted with the initial application, the applicant shall apply as a new applicant. Application shall be subject to any fees and charges prescribed by the AD EHS Center.

(d) The AD EHS Center shall review each appeal that is filed for legitimacy and validity, and shall

provide an initial response, in writing, to the applicant, based on (c) above. In its response the AD EHS Center shall state their decision to either:
(i) (ii)

proceed with the appeal, together with the expected date for a decision, or deny the appeal, together with clear justifications for denial.

(e) The EHS Registration System Manager shall prepare and present any accepted appeal, with all

supportive evidence, to the EHS Registration Committee for decision.


(f) If, after the appeal the applicant is still not successful, the applicant may, at a later date once all

requirements have been fulfilled, re-apply as a new applicant.

8.1

Communications
Registered User Inbox
(a) Every applicant who applies for registration through the AD EHS Center Registration System

shall be assigned a personal EHS Professional Entity User Inbox accessible through the EHS registration website.
(b) The EHS Professional Entity User Inbox is a tool to only receive communications from the AD

EHS Center and, therefore all communications to the AD EHS Center (e.g., complaints, appeals, enquiries, requests for information, etc.) shall be through the Contact Us feature of the AD EHS Center website. 8.2 Updates, Notifications and Announcements
(a) Notifications related to applications in progress shall be sent by the AD EHS Center to the e-mail

address specified by the applicant at the time of application.


(b) The AD EHS Center shall prepare updates on the EHS Registration Scheme and distribute them,

at regular intervals or when required, to all EHS Professional Entities registered with the AD EHS Center or to specified types of registered professional entities.
(c) These updates may contain information relating to the AD EHS Center and / or EHS Registration

Scheme announcements, updates, forums, etc.


(d) The AD EHS Center shall post and deliver updates and other announcements to the registered

applicants through their Entity User Inboxes, e-mail addresses, on the registration webpage or a combination of these.
(e) The applicant (EHS Professional Entity) shall be responsible for keeping up to date with all

updates, notifications and announcements posted by the AD EHS Center.

9.
9.1

Maintaining Registration
Renewal of Registration
(a) The EHS Professional Entitys registration with the AD EHS Center shall remain valid for one

calendar year from the date of issuance of the Registration Certificate.


(b) Every Entity wishing to maintain registration under the EHS Registration Scheme shall submit an

application for registration renewal within one month BEFORE the expiry date of registration. Requirements of Schedules B and C shall apply.
(c) At the discretion of the AD EHS Center, and as approved at the time by the EHS Registration

Committee, applications received after the expiry date shall be:


(i) (ii)

treated as new applications; and subject to a new application fee, if and as prescribed by the AD EHS Center.

(d) Registration renewal applications shall be accompanied with the Professional Entity Project

Experience Form M. 9.2 EHS Professional Entity Project Experience


(a) Each EHS Professional Entity shall maintain a record of its Project Experience. A downloadable

version of the EHS Professional Entity Project Experience form is available in the EHS Professional Entity application e-form of the EHS Registration System.
(b) Every EHS Professional Entity is required to complete the EHS Professional Entity Project

Experience form within one calendar year between the date of initial registration or renewal registration with the AD EHS Center and the date of expiry of registration.
(c) Every EHS Professional Entity is required to provide the details of all projects undertaken in the

registered Field(s) of Work as stipulated in the form. 9.3 Conflict of Interest


(a) No EHS Professional Entity shall engage in: (i) (ii) (iii)

the auditing of an EHSMS or related components in which the Entity has been involved, either at development or implementation stage; the certification of an EHSMS or related components in which the Entity has been involved, either at development, implementation or audit stage; or other EHS related work where a conflict of interest exists.

(b) An EHS Professional Entity may register as a Certification Body and a Consultancy office only if

the EHS Professional Entity applies separately for Consultancy Office registration and Certification Body registration using separate trade licenses.
(c) Each EHS Professional Entity: (i)

shall strive to avoid any actual or perceived conflict of interest;

(ii) (iii) (iv)

may seek a determination from the AD EHS Center when in doubt; shall remain bound and liable for its Conflict of Interest obligations even in the absence of clarification from the AD EHS Center; and shall complete and submit the EHS Professional Entity Declaration and Code of Conduct as detailed in Section 9.3 below. This form shall legally bind the EHS Professional Entity to the conflict of interest provisions within this mechanism.

(d) Upon request by the EHS Professional Entities or other concerned stakeholders, the AD EHS

Center shall:
(i) (ii) (iii)

assess perceived conflicts of interest on a case by case basis; review and assess all necessary information with regard to each perceived conflict of interest; and inform the EHS Professional Entity and / or other stakeholder affected, in writing, of its decision with regard to each perceived conflict of interest.

(e) The AD EHS Center shall base its determination on the information provided by the EHS

Professional Entity and other relevant stakeholders, if necessary. Any omission, fraudulent or inaccurate information provided by the EHS Professional Entity at the time of the assessment or revealed by the AD EHS Center after the fact, may result in revocation or demotion of grade level of the EHS Professional Entity registration status.
(f) Where the AD EHS Center has determined a conflict of interest, the application for registration

as an EHS Professional Entity shall be considered invalid.


(g) Where the AD EHS Center has determined that a potential conflict of interest has occurred in the

production of the work submitted by the EHS Professional Entity to the client, SRA, AD EHS Center or any other stakeholder, and this potential conflict of interest has not been declared to the AD EHS Center, the completed work shall be considered invalid until such time as it can be determined if an actual conflict of interest exists. Refer to Section 9.5 (f) of this mechanism. Should it be determined that a conflict of interest does exist, all work shall cease immediately. Any completed work may be considered invalid and may result in the revocation of the EHS Professional Entity registration.
(h) Any employee of the AD EHS Center, member of the EHS Registration Committee and/or the

EHS Higher Committee, or technical expert engaged by the AD EHS Center, the EHS Registration Committee or the EHS Higher Committee who has a conflict of interest with an entity registration shall declare this conflict of interest and be removed from the decision making process where the conflict of interest exists. 9.4 Code of Conduct
(a) Every entity registering under the EHS Registration Scheme shall adhere to the AD EHS

Professional Entitys Code of Conduct (Schedule E).


(b) The AD EHS Center shall not register any entity in any Field of Work until such time as the Code

of Conduct is agreed, signed and uploaded with the application by a person officially authorized to do so on behalf of the EHS Professional Entity.

9.5

Complaints about Registered EHS Professional Entities


(a) Any person or organization may register a complaint through the AD EHS Center website with

regard to the professional conduct or performance of an EHS Professional Entity.


(b) Every complaint shall be reviewed by the EHS Registration System Manager who shall

determine the legitimacy and validity of the complaint.


(c) The EHS Registration System Manager shall initiate an investigation into all complaints

determined, on the merits of the complaint, to have justifiable and verifiable cause for the complaint.
(d) The AD EHS Center may, at its own discretion, use any means within its authority to investigate

and conclude to a level beyond a reasonable doubt the facts of the complaint.
(e) The AD EHS Center shall, upon conclusion of the investigation, make recommendation to the

EHS Registration Committee with regard to necessary action, if any, against the EHS Professional Entity.
(f) In the case that an investigation reveals, with sufficient objective evidence, that an EHS

Professional Entity did not act in good faith or is in breach of the Code of Conduct and Conflict of Interest provisions of this Mechanism, the AD EHS Center may recommend to revoke or deny renewal of the EHS Professional Entitys registration.
(g) The EHS Registration Committee shall consider the recommendations of the AD EHS Center

and make the final decision on the recommended actions, if any. 9.6 Updating the Registration prior to Registration Renewal
(a) The EHS Professional Entity may wish to update the registration details such as registration type

and field of work, manpower qualifications, and company information prior to renewal.
(b) In such cases, the EHS Professional Entity authorized person shall directly contact the AD EHS

Center with a request for permission to electronically update the registration details with the reasons for this request.
(c) The AD EHS Center shall allow the electronic update if and when the reasons for such requests

are justified and if failure to update will have an impact on the business activities of the EHS Professional Entity or its registration validity.
(d) Updates shall be subject to any application fees and / or certificate delivery charges prescribed

by the Center.

10. Register of Approved EHS Professional Entities


10.1 Public Register
(a) A Public Register of EHS Professional Entities shall be developed by the AD EHS Center. (b) Subject to recommendations of the AD EHS Center and approval of the EHS Registration

Committee for publishing, the Public Register shall include:


(i) (ii) (iii)

EHS Consultancy Offices; EHS Training Providers; and EHS Certification Pr`oviders.

(c) For any registered EHS Professional Entity, the AD EHS Center: (i) (ii) (iii)

shall ensure that only necessary information is provided in the Public Register; shall only confirm, to any inquiring person or organization, that an EHS Professional Entitys registration status is accurate and in good standing; shall not provide, to any inquiring person or organization, recommendation, opinion, suggestion or any other influencing comment with regard to the EHS Professional Entity; and shall not be responsible or liable for any damage to the environment, harm to human health or safety as a result of the actions of the registered EHS Professional Entity or its employees.

(iv)

10.2

Search Engine
(a) The EHS Registration webpage shall provide the Public Register in a sortable and searchable

format to allow for ease and efficiency when searching for a particular Professional Entity Category, Professional Entity Type, Professional Entity Field of Work, Grades Levels, and Sector of Experience.

11. Transitional Provisions


11.1 Phased Development and Implementation
(a) The AD EHS Center shall implement a phased approach for the registration of EHS Professional

Entities.
(b) The AD EHS Center, at its initiation and with the approval of the EHS Registration Committee,

may open one or more Fields of Work for registration within specified transition periods.
(c) The Entity Types and Fields of Work that are open for registration at any time shall be

documented and communicated as follows:


(i) (ii) (iii) (iv)

the Types and Fields of Work shall be documented in an updated and dated version of Schedule D of this document; copy of the updated Schedule D shall be posted on the EHS Registration webpage; copy of the updated Schedule D shall be distributed to all registered EHS Professional Entities as described in Section 8 - Communications; and new requirements shall be publicized by the AD EHS Center by other available means, including the media and communications with EHS Sector Regulatory Authorities.

(d) The AD EHS Center shall provide reasonable notice to EHS Professional Entities - via the AD

EHS Center website, email notifications, or any other forum deemed appropriate by the AD EHS Center - prior to the opening of registration for particular Fields of Work to inform EHS Professional Entities of registration requirements that will be forthcoming.
(e) All existing EHS Professional Entities within any particular Field of Work that is opened for

registration shall be required to submit an application for registration within the corresponding stipulated transition period.
(f) This Transition Period shall apply to EHS Professional Entities which, at the time of the Field of

Work registration opening, were actively engaged in the Emirate of Abu Dhabi in EHS activities in that particular Field of Work.
(g) This Transition Period shall not apply to any EHS Professional Entity which, at the time of the

Field of Work registration opening, was not actively engaged in the Emirate of Abu Dhabi in EHS activities in that particular Field of Work. In these cases, the EHS Professional Entity shall not commence any EHS activities related to the predefined Field of Work until registration with the AD EHS Center has been achieved. 11.2 Initial Roll out
(a) The EHS Registration Scheme shall commence with the registration of EHS Consultancy Offices

and Certification Bodies as stipulated in Schedule D, in view of the following:


(i) (ii)

the Center is already implementing a scheme for the registration of Consultancy Offices and Certification Bodies; the majority of EHS Consultancy Offices currently registered with the AD EHS Center are registered under a single Field of Work (EHS Consultancy & EHSMS Development and Implementation); and

(iii)

criteria for the registration under this Mechanism as a Consultancy Office are similar to the criteria already implemented by the AD EHS Center for registration under this Type except for the need to have the required number of EHS Practitioners registered with the AD EHS Center.

(b) Except as noted in (c) below, all existing EHS Consultancies and Certification Bodies registered

with the AD EHS Center shall:


(i) (ii) (iii)

initially be accepted under the EHS Registration scheme under the Fields of Work and associated registration grades currently assigned to them by the Center; ensure that all requirements under this Registration Mechanism are met prior to the registration renewal date; and be registered, upon registration renewal, under Types and Fields of Work in line with this Registration Mechanism.

(c) Notwithstanding stipulations of (b) above, the AD EHS Center with the approval of the EHS

Registration Committee may request existing consultancies and certification bodies to apply prior to the date of registration renewal for an amendment of their registration in any specific Field of Work within certain timeframes.
(d) All new EHS Consultancies and Certification Bodies shall apply under this EHS Professional

Entity Registration Mechanism.
