SOMMARIO
La presente Norma si applica ai dispositivi di accoppiamento capacitivo isolato fase/fase installati su linee di media tensione, che vengono utilizzati dai sistemi di comunicazione su linee elettriche (DLC) in media tensione. Questi dispositivi di accoppiamento assicurano lefciente trasmissione e ricezione dei segnali alla frequenza portante tra la linea di potenza e il trasmettitore/ricevitore del sistema DLC, e al tempo stesso garantiscono la sicurezza del personale e la protezione dei dispositivi in bassa tensione del sistema DLC dagli effetti della tensione di rete e dei transitori di sovratensione. La nalit di questo documento il ssare denizioni, requisiti, metodi di prova e valori nominali per i dispositivi di accoppiamento in oggetto. FOREWORD
The text of document 57/248/FDIS, future edition 1 of IEC 1334-3-21, prepared by IEC TC 57, Power system control and associated communications, was submitted to the IEC-CENELEC parallel vote and was approved by CENELEC as EN 61334-3-21 on 1996-07-02. The following dates were xed: latest date by which the EN has to be implemented at national level by publi cation of an identical national Standard or by endorsement (dop) 1997-04-01 latest date by which the national Standards conicting with the EN have to be withdrawn (dow) 1997-04-01 Annexes designated normative are part of the body of the Standard. In this Standard, Annex ZA is normative. Annex ZA has been added by CENELEC.

INTRODUCTION
The already standardized capacitive coupling devices for power-line carrier systems (i.e. phase-to-earth and phase-to-phase) could be applied on DLC systems. In this case recommendations of IEC 481 are fully applicable. However, the above-mentioned coupling devices are not fully suitable for an extensive application of DLC on MV networks for the following reasons: from a technical point of view, earthing the primary winding of the coupling transformer may cause unbalancing in the zero sequencing current, with negative effects on the directional overcurrent relay protections; from an economical point of view, the coupling device should have a price as low as possible. These considerations lead to the standardization of another coupling device such as the MV phase-to-phase isolated capacitive coupling device, where isolated means: no connection of the primary section of the coupling device to the earth. Fig. 1 shows a solution. Other solutions may become available. As other coupling devices are standardized, new sections to IEC 1334-3 will be added.

SCOPE AND OBJECT


This section of IEC 1334-3 applies only to MV phase-to-phase isolated capacitive coupling devices for MV (medium voltage) distribution line carrier (DLC) systems. The coupling device ensures: a) the efcient transmission/reception of carrier-frequency signals between the DLC-transceiver and the power line; b) the safety of personnel and the protection of the low-voltage parts of the installation against the effects of the power-frequency voltage and transient overvoltages. The object of this section of IEC 1334-3 is to establish denitions, requirements, methods of testing and rated values for phase-to-phase isolated capacitive coupling devices to be used in MV-DLC systems.

DEFINITIONS
For the purposes of this section of IEC 1334-3, the following denitions apply.

3.1

MV phase-to-phase capacitive coupling method: The coupling device is


connected between the conductor of one phase and the conductor of another phase of the power line and no connection is provided from the primary section of the coupling device to the earth.

3.2

coupling device: An arrangement of elements which contributes to ensure, together with the associated coupling capacitor, the transmission/reception, under prescribed conditions, of carrier-frequency signals between the conductors of the power line and the DLC transceivers.
Note These elements, alone or together, contribute to all or part of the functions described below:

tuning, at the desired carrier-frequency value. This function may be performed by a tuning device; impedance matching between the power line and the DLC equipment. This function may be performed by a transformer or autotransformer; galvanic isolation between primary and secondary section terminals of the coupling device. This function may be performed by the above-mentioned transformer, if present: limitation of voltage surges coming from the power line at the terminals of the coupling device. This function may be performed by surge arresters suitably arranged in the coupling device.

3.2.1

earth terminal: A terminal of the secondary section of the coupling device which
is intended to be connected directly to the local station earth.

3.2.2

primary terminals: The terminals of the coupling device which are intended to be connected to the conductors of the power line. secondary terminals: The terminals of the coupling device which are intended
to be connected to the carrier-frequency connection.

Terms concerning coupling devices


nominal coupling-side impedance (Z1): The impedance which the coupling device is designed to match on the power network side and to which the requirements refer.

nominal equipment-side impedance (Z2): The impedance which the coupling device is designed to match on the equipment side and to which the requirements refer. composite loss: The composite loss brought about by the quadripole made up of the coupling device terminated by the nominal coupling-side and equipment-side impedance. return loss: The return loss of the quadripole made up of the coupling device
terminated by the nominal line-side and equipment-side impedance.

carrier-frequency working range: The range of carrier frequencies within which


the available bandwidth of a coupling device can be set.

3.3.7

nominal peak-envelope power: The peak-envelope power for which the coupling
device has been designed compatible with the requirements of the signal distortion.

SERVICE CONDITIONS Standard conditions


In most cases, the standard conditions for phase-to-phase isolated MV capacitive coupling devices shall be those for indoor service. However, it is also possible to meet conditions for outdoor service. In this case the coupling device shall be capable of their functions whether exposed to sunshine, rain, fog, hail, frost, snow, ice, etc.

4.1

4.2

Ambient temperature
Unless otherwise agreed between manufacturer and purchaser, the ambient temperature shall be: between 25 C and +55 C for outdoor service; between 10 C and +55 C for indoor service. For special applications refer to IEC 721.

4.3

Power frequency
The power system shall have a rated frequency between zero (d.c.) and 60 Hz inclusive.

4.4

Operating voltages
Taking into account the standard and exceptional values established in IEC 38, the rated operating voltages shall be between 6 kV and 35 kV.

GENERAL REQUIREMENTS
The main components of a MV phase-to-phase isolated capacitive coupling device (see Fig. 2) are: a) on the primary side (subjected to the nominal operating voltage of the MV network): the coupling capacitor C; the tuning coil L; the primary winding of the coupling transformer T1; b) on the secondary side (side to be connected to the carrier-frequency device): the secondary winding and the shield of the coupling transformer T1; the matching impedance network. The taps available on the matching impedance network are used for matching the coupling device to the different impedances of overhead lines, cables or MV-busbars. A surge arrester Sc may be used, on the primary side or on the secondary side.

5.1 5.1.1

Safety and protection requirements


General
The coupling device shall meet the following requirements in order to prevent the occurrence of dangerous potentials on the carrier-frequency connection due to the service voltage or transient overvoltages which may occur on the power line (overvoltages due to the operation of switchgear and/or atmospheric overvoltages). The coupling device shall be designed and built to ensure that an overvoltage on the power line shall not damage the coupling device.

5.1.2

Drain coil or coupling transformer winding


The drain coil or coupling transformer winding shall withstand any of the overvoltages which may occur on the power line.

5.1.3

Main arrester
A surge arrester shall be connected as shown in Fig. 2 in order to protect the coupling device. The type of surge arrester should be selected by the manufacturer in order to ensure the protection requirements and a suitable lifetime.

5.2

Insulation requirements
In order to satisfy the insulation requirements, the coupling device shall be designed in accordance with IEC 71-1. Moreover the secondary winding of the coupling transformer shall be protected using a suitable shield. This shield should be able to support, without damage, the short-circuit current of the primary winding.

5.3 5.3.1

Carrier-frequency requirements
Composite loss
The composite loss shall be the least possible which is compatible with the bandwidth and design requirements called for by safety considerations. It shall be not greater than 2 dB over the whole of the available bandwidth of the coupling device.

5.3.2

Return loss
The line-side and equipment-side return losses shall be not less than 12 dB over the whole of the available bandwidth of the coupling device. In special cases, it may be required that values less than 12 dB be accepted, subject to agreement between manufacturer and purchaser.

5.3.3

Nominal coupling-side impedance


The nominal coupling-side impedance in a MV power network may change in a wide range of values as a function of: the frequency of the injected-signal; the physical structure of the network (overhead lines, underground cable); the effects of the network structure in the proximity of the coupling point. For these reasons, the coupling device may offer the facility of being set to several different values of coupling-side impedance.

5.3.4

Nominal equipment-side impedance


The nominal equipment-side impedance of the coupling device shall be 75 W (unbalanced) or 150 W (balanced). Other values would be subject to agreement between manufacturer and purchaser.

5.3.5

Carrier-frequency working range


The carrier-frequency working range of the coupling device shall be in agreement with the working range of the transceiver.

5.3.6

Distortion
The level of distortion products arising within the coupling device shall be at least 50 dB below the level corresponding to the peak-envelope power.

5.4

Rating plate
The coupling device shall be provided with a rating plate of weatherproof material, tted so that it is readily visible. The inscriptions shall be indelibly marked. The rating plate shall give the following data: a) manufacturers name; b) type; c) manufacturers serial number; d) nominal peak power; e) capacitance of coupling capacitor to which the carrier-frequency requirements of the coupling device are referred; f) nominal working range; g) available bandwidth at nominal coupling-point impedance.

5.5 5.5.1

Tests
General conditions
Unless otherwise agreed between manufacturer and purchaser, the tests shall be made in the following standard atmospheric conditions: a) temperature: between +15 C and +35 C; b) relative humidity: between 45% and 75%; c) air pressure: between 860 mbar and 1060 mbar.

5.5.2

Power-frequency voltage test


The power-frequency voltage test on the coupling device shall be carried out as shown in Fig. 3, applying for 1 mm a power-frequency voltage of the specied value (see IEC 71-1) between the primary terminals connected together and the earth, the output terminals C and shield being connected to earth.

5.5.3

Impulse voltage test


The impulse voltage test on the coupling device shall be performed in two different ways: common-mode test, as shown in Fig. 4, and differential mode test, as shown in Fig. 5a and Fig. 5b. Ten 1,2/50 ms voltage impulses shall be applied in sequence, ve negative and ve positive, at the specied peak value (see IEC 71-1). In the common mode the impulse voltage is applied between the primary terminals connected together and the earth. The output terminals C and shield are connected to earth. In the differential mode, the test is carried out by applying the impulse voltage between each primary terminal in turn and earth. The output terminals C and shield are connected to earth.

5.5.4

Composite loss
Measurement of the composite loss shall be carried out at the carrier frequency and at several frequencies within the available bandwidth of the coupling device. Fig. 6 shows one method of measuring the coupling device composite loss Ac, which is given by the formula: V0 Z1 - ----A c = 20 log 10 -----2 V Z2 where Z1 and Z2 are equal to the nominal line-side and equipment-side impedances respectively; V0 and V are the values indicated by the voltmeters.

5.5.5

Return loss
Measurement of the return loss shall be carried out at the carrier frequency and at several frequencies within the available bandwidth of the coupling device. Fig. 7 shows one method of measuring the return loss A, which is given by the formula: V - ( dB ) A = 20 log 10 ----V where V and V are the voltages measured by the voltmeter V with switch J in the on and off position, respectively, the generator voltage V0 being kept equal in both switch positions.

5.5.6

Nominal coupling-side impedance Z1


Measurement of the nominal coupling-side impedance shall be carried out at the nominal carrier frequency and at several frequencies within the available bandwidth of the coupling device. The test should be performed in accordance with the diagram of Fig. 8, with the use of a standard impedance bridge.

5.5.7

Nominal equipment-side impedance Z2


Measurement of the nominal equipment-side impedance shall be carried out at the nominal carrier frequency and at several frequencies within the available bandwidth of the coupling device. The test should be performed in accordance with the diagram of Fig. 9, with the use of a standard impedance bridge.

5.5.8

Nominal 3 dB bandwidth
Measurement of the nominal 3 dB bandwidth available in the coupling device shall be performed in accordance with the diagram of Fig. 10.

5.5.9

Distortion test
This test can be carried out by applying a generator to the secondary terminals of the coupling device set on the carrier frequency located within the available bandwidth of the coupling device. The primary terminals are connected to an impedance equal to the nominal line-side impedance. An output signal is obtained whose power is less than or equal to the nominal peak-envelope power. The level of distortion products arising within the coupling device shall be at least 50 dB below the level corresponding to the peak-envelope power. Under these conditions, measurements of any distortion can be made using a selective measuring set with an effective bandwidth not exceeding 300 Hz. The test should be carried out in such a manner as to simulate, as closely as possible, the actual operating conditions of the coupling device in service, including the effect of the power-frequency current normally owing through the coupling device. Due to difculties which are likely to arise in carrying out the test, alternative methods may be agreed upon between manufacturer and purchaser.
