NOTICE OF PUBLIC MEETING AND AVAILABILITY OF ENVIRONMENTAL ASSESSMENT FOR THE NORTHEAST BOUNDARY TUNNEL PROJECT.

Northeast Boundary Tunnel


The proposed Northeast Boundary Tunnel (NEBT) is a large, deep, sewer tunnel that would increase the capacity of the existing sewer system in the District, signicantly mitigating sewer ooding and improving the water quality of the Anacostia River. The NEBT is a major component of DC Waters DC Clean Rivers Project, required as a part of a Federal Consent Decree between DC Water, the District, U.S. Environmental Protection Agency, and U.S. Department of Justice. Flows captured by the tunnel system would be delivered to DC Waters Blue Plains Advance Wastewater Treatment Plant for treatment prior to discharge to the Potomac River.
WHAT ARE THE MAJOR COMPONENTS OF THE NEBT?

27,000 foot long; 23 foot diameter reinforced concrete tunnel, constructed about 100 feet below the ground surface using a Tunnel Boring Machine

Diversion facilities sited near chronic ood areas to relieve the existing sewer system and divert ows to the NEBT during storm events Ventilation control facilities to regulate air ow in the tunnel system
