THE

DEFINITION OF THE THEME OF THE EXHIBITION AND THE GUIDELINES FOR THEME DEVELOPMENT BY THE ORGANIZER AND THE PARTICIPANTS

Article 1 - Purpose The purpose of this Special Regulation, in accordance with Articles 1 and 34 of the General Regulations of Expo Milano 2015 and with the resolutions concerning the importance of the theme of Universal Expositions adopted by the 115th General Assembly of BIE on 8 June 1994 and the 118th General Assembly of BIE on 13 December 1995, is: 1. to define the theme of Expo Milano 2015; 2. to determine the guidelines for defining the contribution of Expo 2015 S.p.A. (hereinafter referred to as the Organizer) for the theme development; 3. to establish the mechanisms that will be implemented by the Organizer to offer support to Participants for their theme development in order to ensure the maximum emphasis on the theme in the final results of Expo Milano 2015. The theme is considered by the Organizer as the key element of a Universal Exposition and, through this Special Regulation, it establishes the mechanisms to ensure that all Participants involved in Expo Milano 2015 share this priority. Theme development should be the main objective of the entire community involved in Expo Milano 2015. With regard to the theme of the Exhibition, the Organizer and all

Participants shall comply with the General Regulations and Special Regulations of Expo Milano 2015, in order to ensure compliance with the theme of the Event. Article 2 - Definition of the Theme Definition The theme Feeding the Planet, Energy for Life highlights above all the link between food and life. Expo Milano 2015 intends to show how all living organisms, as such, require nourishment and therefore food is the engine of life itself. Secondly, the theme highlights the special relationship between humankind and nature. Humankind is an integral part of nature, to which its physical and biological being belongs; at the same time humankind is characterized by the desire and capacity to understand, at least in part, natural processes and their expansion, reproduction, and transformation. Expo Milano 2015 will explore the theme of nutrition as a complex process of transformation and interaction between humankind and nature. The theme of sustainability intended as the balance between humankind and the natural dimension passes through all dimensions of the theme of Expo Milano 2015. The issue of innovation, intended as a fundamental tool to ensure sustainable development, is tightly connected to sustainability. This framework includes two fundamental economic and social dimensions of the theme: - food shortages and malnutrition among a large number of people; - the sustainability of development intended as balance between resources and consumption. In this perspective, theme development is articulated in close connection with the United Nations Millennium Development Goals. Another important aspect of the theme is the social dimension of food and how it is consumed. While feeding, the human being gives form to its social dimension: in conviviality it achieves the highest dimension of hospitality, shares values, defines the rules of living together with other human beings and expresses its relationship with nature and the historical period in which it lives. Accordingly, the characteristics of human nutrition are also connotations of individual and community identities and histories. Another peculiarity of the relationship between humankind and nutrition, that Expo Milano 2015 would like to cover, concerns the symbolic value of

food: quite often in the history of cultures and civilizations, food became a metaphor and a symbol of another food, to satisfy the human hunger for knowledge and meaning, inspiring a rich artistic and cultural production. 1. Objective The Organizer aims at establishing a debate on a global scale concerning the crucial problem facing the future of humanity and laying the foundations to reach an international compromise to resolve one of the most critical issues of our time: how to nourish the Planet in a sustainable, fair, healthy and safe way, promoting cultural identities and perceptions. 2. Theme Structure Expo Milano 2015 intends to address the universal and complex themes of nutrition from an environmental, historical, cultural, anthropological, medical, technical, scientific and economic standpoint. The general theme is declined into the following seven sub-themes: 1. Science and technology for food safety, security and quality; 2. Science and technology for agriculture and biodiversity; 3. Innovation in the agro-food supply chain; 4. Dietary education; 5. Food for better lifestyles; 6. Food and culture; 7. Cooperation and development on food. Expo Milano 2015 intends to articulate the seven sub-themes in view of the transversal issues concerning sustainability and innovation. The seven sub-themes have been grouped into three macro groups:

The Organizer will offer the visitor thematic areas and a substantial cultural and scientific programme, based on a desirable mix of activities alternating dialogue, in-depth examination and enjoyable entertainment. 1. Exhibition spaces The Exhibition area as a whole shall be developed based on the theme of Expo Milano 2015: spaces, elements and areas created within the Exhibition Site, including exhibition spaces of Participant Countries, shall be expressions of the theme in order to create a pervasive perception and a solid visiting experience. The concept of sustainability in the Exhibition Site will play a particularly important role; every aspect of the Site shall be designed and constructed in a sustainable manner, from the design phase to the expressive dimensions of installations and performances. Entrances, exits, common spaces, internal paths and water paths will also be expression of the theme. Moreover, the Exhibition Site will included six thematic areas that will be creative interpretations of several fundamental aspects of the sub-themes with highly diverse forms of expression: temporary exhibits, installations, etc. . 2. Cultural and scientific programme In the venues for event of the Exhibition Site, the Organizer shall plan a series of events for in-depth exploration and interpretation of the theme as well as entertainment: every form of art and culture- from dance to cinema, from photography to contemporary art to music will contribute with its expressive power in making the meaning and implications of the theme accessible to a large number of people. Food and nutrition will be expressed in the languages of various forms of art and the key principles of Universal Expositions such as contemporaneity, innovation, universality, dialogue between cultures and the concept of training and educating the public, will be highly prominent. The Organizer shall reserve special attention to planning in-depth, educational and informative events and scientific initiatives: during the six months of the Exhibition, a programme capable of producing and disseminating knowledge will be offered in order to contribute to educate visitors who, for different reasons, would like to be actively involved in Expo Milano 2015. With the collaboration of the academic community, national and international research centres, scientific societies and businesses, several occasions to foster a targeted scientific debate - useful to the objectives of Expo Milano 2015, qualified but also open and popular, accessible to the different types of visitors - will be developed.

In particular, the Organizer has planned a Thematic World Forum for each year from 2010 to 2015, coordinated by the Scientific Committee of Expo Milano 2015, whose conclusions shall form the foundations of the scientific debate during the six months of the Exhibition. In-depth and complete information on theme development within the Exhibition will be provided to all Participants. They shall be informed on all the cultural and scientific programs included in Expo Milano 2015. Official Participants must submit the final programme of their events to the Organizer at least six months before the Event. Article 4 - Commitment of the Participants All Participants, upon accepting the invitation to participate, also commit to actively participate in the debate, by contributing with stimulating and innovative ideas and by suggesting solutions to resolve the key challenges related to theme of Expo Milano 2015. In this sense, Participants are encouraged to plan their participation with a viewpoint that is closely tied to the theme, this should not only involve the development of the exhibition space, but also its content and the programme of events linked to their participation. Participants are especially encouraged to use Expo Milano 2015 as a venue to share their good practices related to nutrition. Feeding the Planet, Energy for Life is a theme that concerns all Countries of the world and therefore opens the door to a wide array of interpretations. All Participants may choose to develop the theme in its entirety or from one or more of the proposed perspectives; they may also choose a different approach to the theme as long as it is clearly and without any doubt related to the theme of Expo Milano 2015. Participants shall comply with the following general rules in order to develop their participation at the Event: 1. the whole exhibition project, cultural and scientific events programme and the cultural events targeted at visitors must be related to the theme of Expo Milano 2015. A close connection to the theme has to be ensured in the management of the gastronomic offerings; 2. the areas allocated to each Participant shall be understood as an exhibition area as a whole (indoor, outdoor and constructed exhibition spaces); therefore the thematic interpretation shall not

be limited to the internal exhibition space, but shall permeate the entire design and overall management of the area; 3. the design and management of the entire exhibition installation (including the use of natural resources) shall be inspired by the principle of sustainability and shall be communicated and understandable to visitors. Furthermore, according sub-themes that the Participant chooses to represent, more specific rules are listed below: - Sub-theme 1 and 2: The Participant shall present the best scientific and innovative knowledge and offer its best experiences in food quality and safety, as well as quality products and products with designation of origin. - Sub-theme 2: The Participant shall display its most traditional and characteristic agricultural and forest productions, farms, fishing and aquaculture techniques depending on climates and regions of origin, highlighting and explaining the related evolutions and effects on the environment. Furthermore, examples and analysis of possible good practices for sustainable management of agricultural and food production should be displayed. - Subtheme 3: The Participant shall illustrate the most innovative food production chains, including laboratories, energy supply and technical services supporting the productions. Furthermore, examples and analysis of possible good practices for sustainable management of agricultural and food production should be displayed. - Sub-themes 4 and 5: The Participant shall illustrate its best scientific and innovative knowledge regarding nutritional science, dietary education and the relationship between well being and life style. - Sub-themes 3 and 6: The Participant shall illustrate its most characteristic and traditional food and production chains, demonstrating the link between environmental and cultural elements of production. - Sub-theme 6: The Participant shall report examples and analysis of possible good practices for the valorisation of the link between food production, social values and identity in the fields of culture, tourism, or food and wine productions. The Participant shall propose works of art created on specific purchase orders in relation to the theme of Expo Milano 2015. - Sub-theme 7: The Participant shall offer its best experiences and

concrete results in cooperation and development actions related to food and nutrition. - Sub-themes 1,2,3,4,7: The Participant shall demonstrate how the most innovative experiences and most prominent technologies, skills and methods for the involvement and the growth of social capital can be valued and transferred in the communities of Developing Countries. Article 5 - Support by the Organizer The Organizer, in order to encourage Participants to fully dedicate their participation to the theme and to favour maximum diversification of the perspectives in the global offer of Expo Milano 2015, is planning to offer different types of support to Participants: 1. Documents containing the theme development, its interpretation, and representation in the Exhibition Site and the interpretative guidelines for Participants, including project examples and possibilities. In particular, in order to ensure thematic unity, the Organizer shall provide Participants the Criteria and Guidelines Document, an operational tool containing participation guidelines and constraints on the environmental and social performance to fulfil in the realization of individual activities in line with the development of the theme and include examples and suggestions for implementing them in the specific sectors. The Organizer shall also offer: - an informative guide on the theme that shall be developed through the website of Expo Milano 2015 and through various types of printed media; - workshops and targeted discussions to illustrate various approaches to the theme that could be taken by the different viewpoints of Official Participants; 2. As it is required to Participants to organize their presence at Expo Milano 2015 strictly adhering to the theme, the Organizer will offer additional forms of support to Participants in the various phases of the project (from design of the exhibition space to the definition of the programme of the events, etc.); the modalities of support will be subsequently communicated.

Article 6 - Coordination mechanisms for the compliance with the theme 1. Theme Statement Participants must submit to the Organizer a Theme Statement, which defines the overall theme and general content of their presentation, as an integral part of the application for the allocation of the exhibition space in accordance with Special Regulation No.2. The Theme Statement must follow the theme of Expo Milano 2015 as specified in Articles 3 and 4 of the present Regulation. Notwithstanding the provisions of Special Regulation No.2 concerning conditions of participation in Expo Milano 2015, the allocation of all exhibition spaces shall not be considered final until the Theme Statement has been approved by the Organizer. 2. Exhibition Project As an integral part of the Application for Preliminary Approval specified in Special Regulation No.3 concerning construction or improvements and fire prevention, Participants shall submit a document entitled Exhibition Project which will be continually revised and updated and shall include a detailed description of their presentation. The document shall provide a detailed plan of the presentation following the outline submitted in the Theme Statement. The Organizer shall verify that the content of the presentation are in accordance with the approved Theme Statement and that the Exhibition Project meets the thematic criteria described in Articles 3 and 4 of the present Regulation. Notwithstanding the provisions of Special Regulation No.4 concerning construction or improvements and fire prevention, preliminary approval of a project for construction or installation cannot be granted without the approval of the Exhibition Project documentation by the Organizer. In case the Organizer requests the Exhibition Project to be reviewed, the Organizer shall provide Participants with a detailed explanation of the reasons and make suggestions to revisit their Exhibition Project. The Organizer shall communicate such request to the Participant within 60 days so that the Participant has enough time to reconsider its project. Participants shall modify the content of the presentation in

order to comply with the theme observance criteria. In case of disagreement over the level of compliance of a presentation with the theme, both the Organizer and the Participants shall make every effort to reach a consensus, and if necessary, seek assistance from the BIE. Given article 10 of the General Regulations, if a consensus regarding the theme cannot be reached between the Organizer and the Participants, the matter shall be referred to the discretion of the Commissioner General of the Exhibition, after consultation with the BIE. Participants shall provide to the Organizer with the final information on the content of their presentation at least 120 days before the opening of Expo Milano 2015. This information shall be used for the Official Exhibition Catalogue in compliance with Article 29 of the General Regulations. The content of said information shall be in accordance with the documentation, submitted pursuant to articles 2 and 3 of the present Regulation, concerning the conformity of the presentations with the theme. The Official Exhibition Catalogue shall be available both printed and in electronic form.
