I will set up a working session to demonstrate some of the steps and time-saving tips in Atoll while analyzing spillage

to new team members.

Below is a table for the design engineers to use in the Spectrum border Analysis.

Steps to carry out in chronological order are as follows. These steps apply to Constrained BL2 project.

1. Save a copy of the Constrained BL2 project for future reference. 2. Export the computation zone to save it for re-import later. Now, remove the computation zone (that is "delete" it and not just unclick it) and don't import it back until after the last step. 3. Run Coverage by Transmitter Indoor prediction with Threshold as indicated in the table above and with "Server" set to "All" in the Conditions tab.

4. Draw Hot Spot zones along the border of the neighbor's licensed area. Capture the spillage and hot spot zones. 5. Do "Generate Report" with the Coverage by Transmitter of step 2 clicking "Surface" and "% of covered area".

6. Copy and Paste the Coverage by Transmitter in Excel and sort with the "Descending %" to see which sectors spill the most. The pertinent data are under the Hot Spot columns. 7. Market Lead to submit the spillage image and the transmitter excel sheet to the market for discussion. If market is OK with the as-is spillage then the constrained design is good. 8. If market says the spillage must be reduced, then design engineers will work on the containment of the biggest offenders first (refer to the "Descending %" sort). Consider the following method of spillage control: a. If the sector is very close to the border and it is one of the biggest offenders then downgrade the frequency bandwidth from 10Mhz to 5Mhz if the 5Mhz block is owned by ATT in the adjacent license area. If ATT doesn't own the 5Mhz block then deactivate the sector. b. If the sector is not close to the border and it is one of the biggest offenders then apply more electrical downtilt without pulling the spillage of the sector too far back from the border (to minimize the negative impact on its own serving footprint). c. Other changes (antenna type/azimuth/rad center) would impact the 700, so it is recommended that those changes are not proposed. d. The goal is to reduce the spillage to a "reasonable" level without compromising the KPIs. If the market wants much reduction of spillage to increase their chance of receiving an agreement from the neighbor operator then the market will have to accept worse KPIs. 9. As soon as the visual inpsection of reduced spillage shows fair results, repeat step 5 and 6 and generate new KPIs to send the data to Market Lead for final round of review with the market.
