Ormoc Deped division receives 5,000 school kits, 350 teachers learning aid from USAID

TACLOBAN CITY The US Agency for International Development, through its flagship education program Basa Pilipinas (Read Philippines), distributed 17,250 school kits for elementary students and 775 teaching aids to 83 schools in Ormoc City and the 3rd and 4th districts of Leyte. 5,000 school kits and 350 teachers learning kits were received by Ormoc division superintendent Mariza Magan. The distribution was held at the Pawing Elementary School in Palo, Leyte on the morning of January 30 (Thursday). City council extends period of prompt payment discount on RPT
ORMOC CITY The city council this week extended the granting of prompt payment discount for real property taxes for 2014, to include those who pay in a quarterly mode. The prompt payment discount was requested by the Ormoc Chamber of Commerce and Industry, Inc. though its resolution No. 1 Series of 2014 citing that it would greatly help property owners devastated by Typhoon Yolanda last November 8. The measure, which was originally proposed by Atty. Bennet Pongos, Jr., was adapted and passed on mass motion. By LMJ

Leyte provl jail inmates stage walk out to dramatize poor jail conditions
PALO, LEYTE Ormoc cops were alerted to the possibility that around 30 inmates of the Leyte Provincial Jail based in this town could be on their to escape the hands of justice after some 182 inmates staged a walk out from the prison at dawn of Thursday, January 30. Sr. Supt. Jose Macanas, Ormocs new city director, told the city council about the situation but assured everything was in control. He paid the city council a courtesy call on that afternoon, and discussed various concerns with councilor Vincent Rama, chair of the committee on public safety. Meanwhile, media reports state that the jail warden, Merly Bertulfo, clarified that the inmates walked out of prison by using their children and spouses as shields to dramatize their angst against their poor conditions. The inmates did not heed warning shots and continued to walk out of the jail. The inmates, it was learned, was complaining of the poor conditions in jail after Yolanda struck last November 8, and lamented that justice due them has been delayed. Many complaints against the inmates have not yet been heard as the courts in Tacloban have just resumed hearings this week. The roofs also leak and it gets wet and cold especially in the past days with Agaton and Basyang. Aside from poor living conditions, they are often hungry, some inmates interviewed by media claimed. Nonetheless, 147 were immediately recaptured. Some inmates said they returned willingly and their escape was just to draw attention to their plight. Their gimmick apparently worked. It was learned that prosecutors and judges reportedly met to discuss measures on how to expedite the cases of those inside, especially those whose records at the Bulwagan ng Katarungan were destroyed. TACLOBAN CITY Gary Valenciano, Ambassador of Goodwill of UNICEF Philippines, brought joy to hundreds of children and their parents with a free concert held at the Rizal Park in this city late morning of Thursday, January 30. Valenciano was in the city for a two-day visit, going around schools in the city, some of which are still being used as evacuation centers. During the concert, Valenciano lauded the parents and children of Tacloban saying, you are doing an amazing job in recovering from the disaster. He also gave them the assurance that they are not alone in the journey to recovery and that UNICEF will be with them from beginning to the end. Valenciano also shared his own personal experience of living with juvenile diabetes, saying that contrary to perception that people in the entertainment industry are without problems, they too have their own sad stories. He said that as long as people are alive, they must not lose hope. Aside from singing to the crowd, he also brought joy to eight kids who competed for a ukulele by imitating his dance moves. A young boy, who confidently imitated Valenciano complete with cart wheels, got the ukelele while the others were given Gary Valenciano colognes as consolation prize. A competitor, named Marriele, gave Valenciano a drawing with the words I love you Idol. In a short talk with media at the end of the concert, Valenciano said he had been ambassador of goodwill for the UNICEF since 1997. He added he loved what he was doing, saying he wanted to impart his music to the children for them to forget their traumatic experiences and have hope. He said his visiting Tacloban was part of UNICEFs campaign to encourage children to go back to school. Instead of them being out on the streets doing nothing, opening themselves up to all kinds of exploitation, they should be in school .. enjoy learning and making a life for their future. UNICEF will be supporting them. We are giving them school supplies, supporting their studies, he said. Angela Kearney, representative to UNICEF Philippines, they appreciated what Valenciano was doing. We appreciate Gary Valencianos support in inspiring the children and parents, and for stressing the importance of returning to and staying in school, she said. Schools serve as a lifeline for children who have been through troubling experiences from the massive disaster, offering not only education but bringing rhythm back to childrens daily lives and providing a safe place where they can learn and play and be children. OUR ELECTRICITY here at Hermosilla Drive (Malbasag) has finally been restored. At the rate the line restoration was going, I thought it would be on March yet that we would see sugang dagitabnon. My thread of text messages with board director Lito David about the matter shows that the house connections in our area were started at around January 21. We finally had power by January 30. I made kulit of Lito and he made kulit of whoever was in-charge but he can only do so much. In the meantime, I refused to listen to innuendos from others who did it, that we group together and hire a contractor aron madali. It was a matter of principle for me, sort of Ohana. When you have lived for a longish time in a neighborhood, you tend to see them as family. And as family, its Ohana or nobody gets left behind. Admittedly, the area is populous but with only two people working on it, I can really say it was snail paced. In contrast, my moneyed friends who live in hoity-toity subdivisions that are a distance from the city proper already had power before Christmas. They said they had to shell out as much as P 2,500 per household to pay the contractors. In one subdivision of about 20 plus houses, my friend said they paid P 1,500 each. If we do the math, that would be not less than P 30,000 for that small, exclusive subdivision. Another friend had to pay P 10,000 for her house alone just to get power asap and her house is 7 or 8 kilometers away from the city proper. And if you were a poor neighbor who complained why their houses already had power and yours did not, you were told pananghid sa kang _____ if he or she would allow you to tap on his/her line. Ah, mura man tag-iya na sa Leyeco! The disparity between the rich enclaves and the dwellings of the poor had never been so stark. It was like we have been blasted back to the 70s when only the rich can afford electricity and the poor had to make do with lamparilya.

Beyond trending
WITH THE Vhong Navarro affair going viral, raging like digital wildfire in the social media, many people are confounded as to what to think about it and what to do with it. A few have asked whether we are not wasting time, or whether our priorities are getting askew. Its definitely a debatable point, but I think its a valid question that only shows we have a problem to solve, a challenge to face. The matter of internet trending is a new phenomenon that needs to be understood and managed properly. We should not be afraid to confront it, since anyway its already there. We just have to get the most out of it, learning precious lessons along the way and setting guidelines and norms of prudence for future use. I dont think its a pure waste of time. Im sure its a problem that brings with it some great benefit for us, that is, if we know precisely how to handle it. So, lets always be optimistic, even as we go through the tedious process of sorting things out. Some good can always be derived from this mess. Remember that the worst thing that ever happened in human history, the killing of Christ, the son of God who became man to save us, brought about the greatest good we can ever have: the sure promise of our redemption. With our powerful technology-driven social media, we should not be surprised that many developments, topics, events, catch-phrases can catch fire easily, and not only corruption in government, earthquakes and Yolandas have this capacity. Human drama that erupts in scandals, especially those involving public figures, has the necessary explosive ingredients to make a trending. Its a fact of life that we just have to learn to live with. Thats why, on our part, we just have to be prepared to handle this kind of situation. We are not living in a cocoon. We have to be open to anything, convinced also that as long as we have faith in God and in his providence, everything, including the bad things, will always work out for the good. Omnia in bonum. Truth is people are fascinated with the extraordinary, whether it is the heights of goodness and heroism or the depths of evil and malice. The normal, average and ordinary, the usual and the expected hardly attract any attention. But we have to be prudent in all this. Among the first things we need to do once this kind of events happen is to pray, to keep a strong and intimate union with God, for from beginning to end he should be the sure guide for us. Otherwise, we would be at the mercy of our emotions and passions, our idle curiosity, and other social conditionings that actually are in great need of proper grounding and perspective. Being with God is not impossible to do. It can always be done as long as we are humble enough to admit that we always are in need of him, especially in some extraordinary and confusing circumstances. Our main problem is that we often set God aside, considering him as a hindrance to our pursuit of knowledge. Hardly anything is more wrong than this. If we are not guided by God, by

Dream marriage
MY WIFE and I have been often asked, individually or as a couple, to stand as sponsors in weddings. We have lost count of how often it has been but the number is certainly past 80 by now. We have been married for 35 years and so people ask us the secret or formula to our perfect marriage. First of all, our marriage is not perfect and no marriage is perfect. If a couple say theirs is, either they are dreaming or under medication. Secondly, every relationship is different so there is no formula that can be used by all. Thirdly, it is not a miracle that we lasted this long but miracles can happen to everyone who believes. And lastly, there are certain behaviors that are universal, that we often advise newlyweds during the reception, which they can consider, to make their marriage successful based on the acronym of STAR: 1. Safety: Being emotionally and physically safe, and being able to count on that, is every couples dream, but few have it. Couples also tend to connect safety with knowing they are the priority in their partners life, that when a priority decision has to be made, they are at the top of the list. Finally, safety is connected with the confidence that whenever they are in their partners presence they can trust, without a doubt, that their partner will be emotionally available, listen accurately and deeply and withhold judgment. According to new brain studies, when anyone feels this sort of safety their glandular system secrets chemicals into the bloodstream called endorphins, which produce a sense of well-being and strengthen the immune system. Safety appears to be an emotional state experienced in the body! 2. Trust. Safety is also the precondition for trust. Trust seems similar to relating, another word often used by couples to describe their experience, but relating refers to interactions without the feeling of trust. This state is expressed as you and I against the world. 3. Amazement: This is what couples want to feel all the time. By amazement or joy, they tend to mean a low grade and generalized sense of pleasure rather than an ecstatic high. It is like the plateau of relaxation and pleasure that comes after an orgasm. We think this is the primary and natural human emotion felt when we are not anxious. While passion often seems limited to sexual feelings, it also includes a sense of ecstasy that can happen when couples have a felt sense of connection in any context. Feeling one with each other while playing and laughing together can be as passionate as sex. 4. Respect: Respect eliminates negativity about everything all the time. This state of zero negativity is the context in which all positive things happen. Nothing good happens when negativity is present. Negativity stimulates fear and anxiety and destroys the safety that is the pre-requisite for connection and joy. In retrospect, if there is really a formula for a dream marriage, perhaps this equation provided by an expert is as good as any: Dream Marriage = Attraction + Good Intentions + Courtesy + (Selfless Giving * Gracious Receiving) + Work Ethic + Physical Fitness + Humility + Willingness to Forgive - Malicious Intent.

THE FOOD and Drug Administration (FDA) warns the public against vendors and peddlers who make false, deceptive and misleading promotions on alkaline and oxygenated water. Vendors make declarations and promise to potential buyers that alkaline or oxygenated water removes every known chronic disease condition, acts as strong antioxidant, slows the aging process and promotes greater absorption of nutrients, FDA director general Kenneth Hartigan-Go said in FDA Advisory 2014-010. Go said therapeutic claims made on drinking water as a ploy to promote and market water must be substantiated by valid clinical trials. It is a violation of Republic Act 9711, otherwise known as the FDA Act of 2009, to sell or offer for sale or use purification devices that allegedly produce water known as alkaline water or oxygenated water and make therapeutic claims without a Certificate of Product Registration (CPR), he said. Go said those engaged in the manufacture, importation, sale and distribution of water with therapeutic claims should secure a license to operate
The Rotary Club of Ormoc (RCO0 in cooperation with the Rotary Care Center of RI District 3780 recently distributed raincoats and slippers to the schoolchildren of So-ob Elementary School in Albuera, Leyte. He also revealed that later that day, he would be meeting with DepEd people to discuss their evaluation of infrastructure needs of various schools the USAID has visited, and what help they could extend. The USAID guests were warmly welcomed by pupils who smiled, cheered and waved bannerettes while parents, mostly mothers who came, warmly thanked all the guests as they made their way to and from the program venue.

No. 938; Page No. 88, Book No. 22 Series of 2002. 10. That from the time the Adverse Claim was annotated on the previous Transfer Certificate of Title No. 35290 until the latter title was cancelled and superseded by a new Transfer Certificate of Title No. T-43577 under the name of PATROCINIA C. NACION, no case affecting title, ownership and/or possession over the subject land known as Lot 8652-B-1-D-2-B was ever filed or lodged by Reynaldo Gomez or any of his authorized representatives before appropriate courts of competent jurisdiction. 11. That the subject land known as Lot 8652-B1-D-2-B has not been the subject of any land registration proceedings, or any civil case or used a bond in any criminal case pending before the Regional Trial Court of Ormoc City. Copy of the Certification from the Office of the Clerk of Court, Regional Trial Court, Ormoc City is hereto attached as Annex D. 12. Likewise, jurisprudence dictates that for the special remedy of adverse claim to be availed of, it must be shown that there is no other provision in the law for registration of the claimants alleged right or interest in the property. In the instant case, it appears that the claim of herein Reynaldo Gomez is based on a sale allegedly executed in his favor. Considering that the Land Registration Act specifically prescribes the procedure for registration of a vendees right on a registered property, the remedy provided in Section 110, which was resorted to and invoked by Reynaldo Gomez, would be ineffective for the purpose of protecting his right or interest on his alleged portion. 13. Furthermore, the adverse claim has no validity whatsoever to the present owners of the subject land described by TCT No. 43577 considering that the annotation contained thereat is a carried over annotation from the previous certificate of title. 14. Worse, pertinent records show that the subject Adverse Claim had never been renewed by the adverse claimant, thus, the remedy for its cancellation is completely proper and equitable. 15. That prior to the filling of this petition, a formal letter was sent to Reynaldo Gomez, the adverse claimant, for the latter to cancel the adverse claim but to no avail. Maasin City clamps down on permit to sell cigarets
MAASIN CITY - Convenience stores here are no longer issued license to sell cigarettes, another concrete move of the city government to totally rid the city of the smokers, consistent with its anti-smoking policy. Imelda Bandibas, head of the business permits and license section at the City Treasurers Office, confirmed that while the month of January was the busiest month for renewals and processing of new business applications, this was not so in the case for those selling cigarettes. Told that customers can still buy sticks and even packs of cigarettes in some stores in the city, Bandibas said during the Action Center Kapihan sa PIA cable TV program Wednesday that these are not licensed by the city government. City Treasurer Elesio Costillas confirmed there are still stores in the city doing so but this has been done ala guerrilla style or in a secret way. Enforcers of the City Ordinance Regulation Enforcement (CORE) have been tasked to closely watch, monitor, and catch these outlets for such prohibited acts, under pain of penalty once caught or proven for the committed violation, Costillas stressed. Since 2009, the city government under Mayor Maloney Samaco has strictly implemented a national law on anti-smoking and has even crafted a local ordinance to localize Republic Act 9211, reaping numerous awards and honors, including the coveted Red Orchid award of the Department of Health. Costillas appealed to smokers to understand the intention of the smoking ban in the city, saying it is for their own and their familys good, not the Mayors, as expenses incurred for buying tobacco can be used instead to pay basic necessities for their children, aside from the obvious health benefits. Meanwhile, Nestor Salar, head of the CTOs Land Tax Section, appealed to real property owners to avail of the 20% discount when they pay their real property taxes within the month of January, 15% discount when they pay in February, and 10% in March. TACLOBAN CITY Nearly three months following Yolandas enormous destruction in Eastern Visayas, particularly in this city, Task Force Cadaver continue to recover more dead bodies in different places in the city. During the Disaster Risk Reduction and Management Council (RDRRMC) Meeting held Tuesday at the Leyte Sports Development Center, the Task Force Cadaver headed by Sr. Supt. Pablito Cordeta of the Bureau of Fire Protection (BFP) said they had retrieved 18 more dead bodies in different barangays. Eight were found on January 21, 7 on January 24 and three last January 26. 10 of the dead bodies were recovered in Barangay San Jose, one in Barangay Magallanes, one in Barangay Diit, two in Barangay Old kawayan, one in Sitio San Roque, two in Barangay 68 Anibong, all in Tacloban City. The total number of cadavers recovered by the Task Force alone in the city since November 16, 2013 up to January 28 this year is now 2,565. The official death toll has already risen to more than 6,000. The task force cadaver comprises personnel from the Philippine National Police, National Bureau of Investigation, City Government of Tacloban, Armed Forces of the Philippines, Department of Health and the Bureau of Fire Protection (BFP). The classrooms have a floor area of 60 square meters each. PRC Chairman Richard Gordon, in his previous visits, had said We cannot afford to give poor quality classrooms to the students. Thats why the Philippine Red Cross and the China Society decided to cement the flooring. We want to make the students feel comfortable so they can study better. For us, we want to help alleviate the suffering of the people after the super typhoon, and we also highly value good education, Gordon said in one of his visits. If these are maintained properly, these can be turned to permanent classrooms. The government will just have to reinforce its structures, Gordon added. Gordon said that the pre-fabricated materials arrived in Tacloban City from China last December 18. The classrooms were finished in a record of 40days according to Zong Yi, assistant of the RCSC Chairman. Engr. Hai Liman, the project manager said that the pre-fabricated materials are of good quality it can last for ten years. Gordon said that instead of 500 shelters, he convinced Dr. Zhao Baige of the China Red Cross Society and Red Crescent to build transitional classrooms instead. He said there was no available site for the shelters, anyway. Schools that are recipients of the transitional classrooms include the Palo National High School, Dulag National High School, Tolosa National High School, and Pastrana National HS. In Tacloban City, the schools are Leyte National High School, Sagkahan National HS, RTR Elementary School, V&G Memorial School, Tacloban National Agricultural School, A.P.
