C I R C U L A R (ISPS Code)
JNPT has obtained the Statement of Compliance of a Port Facility (Statement No.DGS/SOC/003) issued by the Directorate General of Shipping, Government of India on 22.06.2004. As circulated earlier on 10.05.2004, it is mandatory for all ships calling at JNPT to make a declaration in the Arrival Report (ISPS Code format) 24 hours before her arrival. The procedure at JNPT for vessels not covered under ISPS Code. (Ships, lighters, OSVs, tugs, bunker barge, mini bulk carrier, launches, barges etc.) are as below:The ships, lighters, OSVs, tugs, bunker barge, mini bulk carrier, launches, barges etc., not covered under ISPS Code shall adhere to the following procedure when seeking entry in the port facility of Jawaharlal Nehru Port:1. The ships which are required to comply with the ISPS Code, but do not have the Certificate of Compliance will be subjected to a thorough check by the PFSO or his representative and, if required, the berthing may be delayed depending on previous ports of call and the security levels maintained. A Declaration of Security between the ship and the Port Facility will be mandatory. 2. The agents shall submit a declaration that to the best of their knowledge and belief, no contraband, arms and ammunition are on board. 3. All above crafts are required to maintain a gangway register and entry and exit of all authorised persons including ships crew to be recorded. 4. The Master of Coastal Ship or Ships of any contracting government which are not required to comply to ISPS Code, shall sign a Declaration of Security with the PFSO of JNP and provide appropriate security measures on board as directed by the PFSO. 5. All coastal vessels should submit a copy of Document of Verification, if issued by the Directorate General of Shipping, along with the General Declaration Report. 6. In absence of Document of Verification, any document issued by the Mumbai Port Trust Authority may be accepted to ensure that the basic principles of the ISPS Code has been met. If necessary, security check shall be carried out by JNPT before permission for carrying out the operation is granted. 7. Barges arriving from non-ISPS compliant ports shall be subjected to security inspection by the PFSO. 8. a) b) c) d) e) f) g) h) i) j) Control actions that may be required against non-ISPS Code compliant ships:Denial of entry into port; Thorough inspection of the vessel prior to allowing the ship entry into port; Ships may be denied entry until a Port State Control Inspection Team is aboard; Ships may be required to provide security personnel on board prior to entry; Ships may be limited to daylight only transit; Ships may not be permitted to transit past high capacity passenger vessels and/or vessels carrying Dangerous Cargoes; Ships may be required to complete a security sweep prior to entry; Ships may be required to conduct an underwater hull sweep prior to entry; Ships may be restricted to certain facilities within the port; Security measures around the ship while inside port is to be enhanced by the port facility.

9. The port crafts, either owned or hired by the port, are already meeting the basic principles of the ISPS Code and will be subjected to sanitization by the PFSO or his representative when interfacing during repairs, etc. at a facility which is not ISPS compliant. 10. Landing jetty for launches is deemed to be outside the port facility and therefore crafts arriving there are outside the scope of ISPS Code.

11. The Master, Owner or Agent of a ship who does not comply with the requirement of Chapter XI-2 and Para A of ISPS Code that are relevant to the ship taking into account the guidance given in Para-B of ISPS Code, shall be guilty of an offence. Any person who is required to submit information to the PFSO under the ISPS Code submits any information, which is false, misleading or inaccurate shall be guilty of an offence and liable for conviction and/or fine. The Port reserves its right to deny entry to any vessel without assigning any reason whatsoever.

JNPT is ISPS compliant and Directorate General of Shipping has been issued with a Statement of Compliance of a Port Facility for JNPT and currently maintaining Security Level 1 with the Dy.Conservator as PFSO. The ISPS is mandatory from 1st July, 2004. All Pilots, while attending to incoming vessels, to follow the instructions given as under: 1. 2. Before proceeding to incoming vessel, to check with DM-1/Port Control whether the vessel is ISPS compliant or otherwise. If the vessel is ISPS compliant, the pilot, on boarding the incoming vessel should verify from the Master by actually citing the International Ship Security Certificate issued under ISPS Code. In case a vessel is not ISPS compliant, he should sign a Declaration of Security (DoS) on behalf of PFSO in two originals, one to be retained by the Ships Master and other should be sent to the Dy.Conservator. On berthing, he should ensure that a copy of DoS is sent to DC, CISF/CISF Control room. Before boarding on incoming vessel, he should carry two sets of blank DoS format.
