top hat has valuable intelligence about the japanese military strength and disposition in as well as the area. information the americans are keen on acquiring.

of particular interest is a new aerial torpedo design the japanese have been working on. able to hit ships anchored in shallow waters.

make no mistake, captain. war is coming. the japanese are rumored to be aligning themselves with the third reich, and soon this whole region will become unsafe for anyone who stands against oppression. its only a matter of time before america is dragged into the fray. we need that intelligence.

top hat is hiding out in a small fishing village north of hong kong.
