Subject: MONITORING REPORTS REGARDING SOCIAL WELFARE DEPARTEMNT.

A field visit to Social Welfare and Women Development Department District Nowshehra was made on 21ST of October 2010 to monitor the physical and financial progress of developmental schemes of the sector in the district. Proceedings of the visit conducted a meeting in the office of District Officer Social Welfare & Women Development Department attended by Mr. Telawat Shah H/Clark and Female Social Welfare Officer working as District Officer as the concerned District Officer was on leave. The following schemes were identified for detail inspection. 1- Establishment of school for special children in Nowshehra District (254/50252). 2- Establishment of Two Nos Handicraft & Embroidery centers for Women in Nowshehra. (273/50294) 1. Establishment of school for special children in Nowshehra District (254/50252).

The scheme has been approved by DDWP for a total cost of Rs. 7.420 millions in the meeting held on 29-07-2009. According to the ADP 2010-11, the total expenditure of Rs. 5.398 million has been incurred on the scheme up to June 2010 and Rs. 1.700 millions have been allocated for the current financial year and the scheme has been thrown forward beyond 2010-11 with allocation of Rs. 0.322 millions. Introduction: The school was established from July-2006 and the childrens admissions were started from September-2006. Different schools, colleges and madressas in the area were visited and printing materials were distributed for the purpose to convey the message to public that now the district level institution for special children has been established and they should avail the facility. Objectives of the project: This school is established for the rehabilitation of Mentally Retarded and Physically Handicapped Children of District Nowshera from the age of 5 years to 15 years and the target is 40 children per year. The aim of the school is to provide free education to those disabled children who are unable to learn education in the normal schools due to their disability and to provide free physiotherapy to the physically handicapped children and they are also given vocational trainings that these disable children are able to live there life on their own support and they do not remain dependent on others. Problems / hurdles as per the report of the principal. The following problems occur during the education process which suffer the progress of the special children.

1. The major problem is the transportation. Although school has a small Suzuki van but it is not enough as per the target given to the school. Most of the people cannot afford to hire transport for their disable children due to poverty. 2. Staff members of the institution i.e. Special Teachers may be provided facilities for getting on job training of special education so that special children could be educated accordingly. 3. Female Attendant for looking after special children may be hired as some of the children are dependent on others for their movement (special education institute Peshawar has 04 Nos of female attendant for this particular purpose). 4. Books, uniform, material for indoor and outdoor games, Montessori kit etc may kindly be provided to the institution for yearly basis. 5. The institute needs physiotherapist on priority basis as physiotherapist has resigned earlier and the children may not suffer further. 6. The staff may kindly be provided according to the special children admitted in the institute. 7. Most of the parents of disable children (specially male children) wishes that their children should learn some vocational work but here the vocational work is only sewing, embroidery, so the institute may kindly be provided some other vocational works i.e. carpeting, electricity work etc for male children. 8. A permanent building for the institution may be arranged. Analysis / Recommendations: During the field visit of the school most of the machinery / equipments for physiotherapy available at the school were out of order and there is no physiotherapist available in the school. It is recommended that all the valuable equipments / machinery for physiotherapy must be repaired to utilize for treatment of the special children of the institute and physiotherapist must be appointed to improve their physiques and to get proper education.

During the visit it has also been observed that the staff available at the school were not properly trained in the special education and were appointed on contract basis till completion of the project. It is recommended that well qualified and trained staff must be deputed to the school to deliver their services properly for special children to improve the quality of education. According to the school record most of the special children are waiting for admission in the institute but there is no proper official transportation facilities in the school as the parents cannot afford to hire transport for their children. It is recommended that the Social Welfare Department should propagate awareness among the parents to develop concentration on their special children.

During monitoring the administration of the school was not found according to the desired level and coordination among the school staff and Social Welfare Department was noted also poor. It is therefore recommended that coordination with Social Welfare Department must be strengthened and administration should be improved to deliver proper education for special children.

The scheme has been approved by DDWP for a total cost of Rs. 4.529 millions in its meeting held on 29-07-2009. According to the ADP 2010-11, the total expenditure of Rs. 2.478 million has been incurred on the scheme up to June 2010 and Rs. 0.901 millions have been allocated for the current financial year and the scheme has been thrown forward beyond 2010-11 with allocation of Rs. 1.150 millions. Project Objectives: Majority of women in our society are completely dependent on their families and on community. They deserve special attention for their welfare. The Social Welfare Department provides services for socio-economic development of the women folk to enable them to supplement family income in a honourable way. For this purpose the scheme has been proposed wherein income generation skills in handicrafts and embroidery etc would be imparted to the women. This will enable them to become productive and useful citizens of the society rather than to become a burden on their family members. After completing two years training in cutting, knitting, embroidery and tailoring, the women can be able to establish vocational training and work earth centers of their own. As such they will become contributing citizens of the society and the country will lead to development through their positive contribution efforts. The main objectives of the project are: 1. Vocational and skills training to women to enable them to supplement their family income. The scheme is aimed at providing training to 25-30 women per center per annum. 2. To make them productive and contributing citizens. 3. To promote social awareness amongst women folk to share socio-economic development of the society. 4. To encourage the women in Bee keeping, Food Preservation and Fruit Processing. Analysis / Recommendations: During the field visit at village Inzari, handicraft and embroidery centre it has been observed that 122 women are trained since commencement of the project. The present batch of 22 women was present in the centre and they were busy in their training activities. The sewing machines provided to the centre were 13 Nos in which most were out of order. The concerned Incharge stated that all these machines are of low quality and required replacement. It is recommended that the District Officer concerned should manage the activities to functionalize these machines according to the desired level. Similarly, no proper supervisory visits are conducted to the station by the supervisory staff of the department. The Social Welfare Officer on the spot responded that the station is far away from the District Office and there is no mobility for proper supervision of the activities. Therefore it is recommended that the District Officer must ensure proper supervision of the activities in the great interest of the project.

The PC-I copy of the scheme was not available with the department and other relevant record was also not satisfactory. In this regard the concerned official responded that most of the record was damaged during flood. Anyhow, it is recommended that the department should ensure the PC-I copy and other relevant record at District Level Office to facilitate the monitoring team / audit party in future for streamlining of the activities. During the visit of Aza Khel Handicraft and Embroidery Center, overall performance of the centre was very poor. No electricity connection was available in the station. All the training equipments were dumped in a dark room and there was no properly maintained record available. On query the Social Welfare Officer responded that at least four visits are previously conducted and usually the center was found closed while the concerned Incharge of the station reply was that all the activities are smoothly running and the electricity was recently disconnected due to non-depositing of electricity bill. It is recommended that the District Officer must visit the station and ensure the maintenance of proper record as well as provide the training materials to the concerned station to improve the quality of training.
