Monitoring Report of Soil Conservation Department, District Peshawar.

A field visit to Soil Conservation Department Peshawar was made with District Soil Conservation Officer on 11-1-2011 to monitor the activity carried out in the District. The following schemes were selected for monitoring/inspection. IIISoil and Water Conservation Practices in Khyber Pakhtunkhwa 614 / 90300 Soil Conservation Structures through District Government (Non-ADP)

Soil and Water Conservation Practices in Khyber Pakhtunkhwa 614/90300

The scheme has been approved for a total cost of Rs.80.00 million in a PDWP meeting held on 26-09-2009. An expenditure of Rs.10.00 millions has been incurred on the scheme up to June 2010. The Project will be completed up to June 2012.The allocation of Rs.10.864 million has been made for ADP of current financial year 2010-11. This has to be implemented in 24 districts of the Province. The main objectives of the project are as under:1- Capacity building of the farmers towards sustainable development of valuable resources of Soil and Water. 2- Increasing Agriculture production per acre yield through efficient use of Soil and Water. 3- Enabling the farmers community to operate and maintain their valuable natural resources i.e. Soil and Water efficiently. 4- Combating drought by effective utilization of water resources through Water harvesting techniques. 5- Saving millions of acres of valuable land from physical loss i.e. texture/structure through provision of enabling environment. 6- Insuring safe disposal of rain/flood water through low cost Soil Conservation practices. 7- Provide Soil Conservation technology and institutional supports in the province. Analysis/Recommendations 1. During the first year of the project 2009-10 an amount Rs.200, 000/- only was released to the District Officer Peshawar for soil conservation works in the District. The department utilized the same and constructed various structures like Spurs, protection bunds etc. It has been observed that the department assigned the task of construction to the land owners and after completion of the work subsidized amount has released to the farmer without technical assistance. It is recommended that the department ensure regular visit during construction to achieve the target according to the desire level. 2. For the year 2010-11 an amount of Rs.200, 000/- only has been released to the District Office and the utilization is Nil. The District Officer responded that sites for Soil Conservation works has been identified and budget will be utilized well in time. It is recommended that the department should ensure timely completion of the structures already identified by the office. 3. During the field visit of Shamshato it has been observed that undersize stones were used in the GI wire net/mesh which could be washed away by the water during flood and the damages could be occurred. It is therefore suggested that the stone size may be kept according to the mesh size so that the water or any other agency may not disturb the stones for further damages of the structure. Soil Conservation Structures through District Government (Non-ADP)

Different Soil Conservation structures for Nowshera District were approved for a total cost of Rs.1.00 million by the District Government for the year 2009-10 and the amount directly released to the District Officer Soil Conservation Nowshera. An expenditure of Rs.1.00 millions has been incurred on the scheme up to June 2010 which is 100% of the total released budget. The main Objectives of the Soil Conservation structures were to conserve soil from the damages and negative effects of erosion that contain valuable nutrients for the crops, reclaim the eroded and cultivable wasteland. These activities are also aimed at achieving the sectoral goals i.e. reclaiming, conserving land vulnerable to floods resulting an attaining increased productivity in collaboration with the other wing of Agriculture department like Agriculture Extension, On Farm Water Management to conserve runoff water for raising of crops productivities to meet the food requirements of the increasing population. AGAINST THE TOTAL 1.00 MILLION UTILIZATION IN THE YEAR 2009-10 & 2010-11 PHYSICAL ACHIEVEMENTS OF THE DEPARTMENT IN PESHAWAR ARE AS UNDER.

Analysis/Recommendation. 1. According to the farmers demand and department criteria various structures have been constructed by the department in the year 2009-10.During the field visit at Shamshato it has been observed that the lay out of the spur was not properly designed keeping in view the flow direction of water. This will result in the high speed stream of water towards the land and will erode it accordingly. (Photograph of the activities is as under.)

2. The stones used in the mesh were under size and will be thrown out of the mesh easily resulting in damages to the structure. The stones of size compatible with the mesh size be used in such structures and the deficiencies should be properly rectified. 3. During the field visit it has been observed that the department assigned the duties to the farmers for construction of soil conservation works like Spurs, Protection Bund and water ponds etc and the releases are made to the farmers after completion of the structure. It is recommended that the department technical staff should ensure regular visits during the construction of works in order to achieve the set goal.
